Program of Refereeing Clinics


Aim of clinics conciliating opinions and refereeing criteria of all international and national referees, technical officials and Refereeing Sub-Committee members for the purpose of common interpretation of the Rules and refereeing instructions and guidelines.

2.1 Program of Central Refereeing clinic 2.1.1 Central theory clinic Duration: two hours Participants: Refereeing Sub Committee members International Referees Referee manager Scorers Line judges Court announcers Program: a. Welcome speech by the Referee Delegate b. Introduction of RSC members and International referees c. Introduction of the local staff d. Written theoretical test for International referees e. SRC explanation on interpretation and implementation of key rules according to Refereeing Guidelines and Instructions in force h. Procedure of a Judge conference i. Duty of the line judges j. Program a. Instructions to the moppers and ball retrievers b. Exercising of protocol before the match until the refereeing corps can perform perfectly c. Volleyball match(es) (as usual 5 sets) in order to check and, if necessary, to correct the performance of each member of refereeing corps and cooperation between them. d. Only scorers and line judges who qualify during such a clinic can be accepted by the SRC for participation in competition.

Refereeing Manual for World Championships 3. Preparation program for National Technical Officials (N.T.O.)
National technical officials are the scorers, line judges, ball retrievers, floor moppers and quick moppers proposed by the Organizing Committee and approved by the referee delegate (FIVB Sports Regulations). Additionally to the NTOs, the match announcers, electronic and manual scoreboard operators, music & sound operators are persons to be trained and approved by the Organizing Committee. The age limit of NTOs, except floor moppers and quick moppers, is over twenty five (25) and under fifty (55) on the year of the competition. All NTOs must be experienced volleyball specialists having participated in top level national competitions. NTOs should not work two consecutive matches at these events. Court assistant assignments should be determined by local organizers.

The number of NTO candidates is to be selected one year before the competition and to be trained during this year, and finally proposed by OC is minimum 120 % from the number of required NTOs. The number of required NTOs is determined taking into consideration the total number of matches per competition day, the requirements laid down in pp. 1.2 & 3.4 of this manual, plus 10 % as a reserve. The preparation program for NTOs shall include: National theoretical preparation (clinic) National practical preparation (clinic) National language preparation (English) International theoretical preparation (clinic) International practical preparation (test event).

National theoretical clinic shall include the theoretical lessons and written examination conducted by the national refereeing authorities. Theoretical lessons shall contain oral explanations, graphic and video examples. National practical clinic shall include participation of NTOs in top level national competitions or in international competitions of any level. National language preparation shall include special language teaching for announcers, scorers, line judges.

International theoretical clinic will be conducted by IRC representative during his inspection visit or before the test event. During the test event, if there is any, all refereeing aspects have to be checked and final recommendations are to be made by the Referee delegate to the local OC. Correspondent report is to be sent to IRC.

Places, facilities and time required for Clinics and preparation (provided by the organizer)
Place and facilities for theory clinic Lecture hall lecture hall (not less than 40 m2 ), equipped with sufficient number of seats and writing surface for all participants blackboard with chalk (different colors), or flip chart with marking pens podium, table and chairs for the clinic director and instructors video projector PC (PC notebook) equipped with interface cable for video projector white screen sized minimum 1,5 m x 1,5 m official Volleyball Rules, Refereeing Guidelines and Instructions, Case Book (English and national language version), FIVB forms R1-R6, Official volleyball scoresheet for each participant color copy of FIVB Official court layout (A4 format) scoresheets, Libero control sheets and line-up sheets (one set for each scorer)* stationery for each participant (paper notebook, ball-point pen) line judges flags (2)* laser pointers (3)

Place and facilities for practical clinic: Competition hall with an official playing court, stands, local sound and microphone at the disposal of the clinic supervisor. All conditions (installations) must be similar with the conditions on competition days; At least two Volleyball teams (mens teams for mens competition, womens teams for womens competition) of similar, acceptable technical level at the disposal of the Refereeing Sub-Committee; Requirements for places, facilities and time provided for clinics are applied mutatis mutandis (accordingly) to the NTOs preparation.
