Material An article, a news bullet, a paper, or any document which will have been produced by the staff for the purpose of publishing in the official site of the Cyber Isko (insert URL here) or posting in any of its official social networking sites (insert Fb URL and Twitter account name). It may also come from other UPOU students, who are de facto contributors of the Cyber Isko, from UPOU alumni, faculty, staff, and other employees, and even from non-UPOU sources. A material may be in the form of text, audio, video, image, or combination of any of the aforementioned and may either be a: o o Deliverable a material that is scheduled and is delegated to a staff member; or a Submission a material that is not scheduled and may come from a contributor, and UPOU or nonUPOU sources.

Contributor A bona fide student of the University of the Philippines Open University is a contributor of the Cyber Isko, de jure et de facto. (It is the inherent right of a UPOU student to be a member of its publication and that in reality such student is a contributor owing to the fact that the said publication is one that is of, for, and by the students). A contributor shall have been enrolled for the term or semester he or she has submitted a material for publishing or posting.

Cyber Isko staff The staff shall be comprised of contributors who shall have taken and passed the examinations conducted for the purposes of determining such. (The said examinations should, generally, be of diagnostic nature).

The Editorial Board The Editorial Board shall be comprised of staff members who shall have taken and passed the examinations conducted for the purposes of determining such. (The said examinations should, generally, be a qualifying test).

A material that can be viewed in the official Cyber Isko page is considered published. All published materials will automatically be posted in the official social networking sites of the publication. A material that can only be viewed in the official social networking sites of the publication and not in the official Cyber Isko page is considered a post/posting.

THE EDITORIAL BOARD


The Editorial Board, hereafter referred to as the Board, shall be responsible for the overall maintenance and production of the official publication of the University of the Philippines Open University (UPOU). It shall be composed only of bona fide students of UPOU. It shall represent the staff of the publication, specifically, and the UPOU studentry as a whole, with integrity and probity. It shall maintain its non-partisanship and independence from other student bodies or entities in order to preserve its institutional objectivity. The Board shall be one in its stand on issues concerning the students. It shall collectively create editorial articles and cartoons reflective of the desire and aspirations of the UPOU students which it serves. Members of the Board shall have been enrolled on the same term as they have taken the Editorial examinations, hereafter referred to as the EdX. It shall be composed of the Chief Editor; three Associate Editors, namely, Managing Editor, Content Manager, and Webmaster; and three Section Editors, namely, Features and Literary, News and Current Events, and Pagemaster. The Board shall be headed by the Chief Editor who shall have been chosen by and from among the members of the Board (primus inter pares). The Board members shall serve for three terms or one academic year. No member of the Board shall be concurrently serving any position in the University Student Council. The Board shall regularly meet once a month on a date to be set on its first regular meeting to discuss monthly production goals and targets or as frequent as the need arises. It may formulate rules and regulations for processes needed for administrative and general operation. A special meeting may be called by any member of the Board; which will have been called to order, provided, this will be seconded by three more members of the Board. Including its adviser and/or a representative from the Office of Student Affairs, it shall decide on issues or matters that will be forwarded it regarding but not limited to the following: o Grievances, skills-pooling (e.g., staff examination), and resignation o Neglect of duty o Culpable violation of its Constitution

Chief Editor (EIC) Ensures that deliverables and submissions are received and sent properly and on schedule; With the concurrence of the Board, approves plans and schedule for production, workshop-training, and budget; Ensures that published materials are relevant, error-free, does not have copyright issues and are reflective of the sentiments and ideals of the student populace; Represent the publication, the Board, and in cases where applicable, the UPOU studentry in events that would need for such representation; Shall prepare, or delegate the submission of, an official editorial article, which shall be subject to the approval of the Board; Chairs the editorial and staff meetings; Ensures that feedback on submissions, deliverables, and comments and/or posts are timely, relevant, and are reflective of the ideals and principles of the publication, specifically, and of the UPOU studentry as a whole; Reviews financial report as prepared by the Managing Editor, the Auditors report as prepared by the Content Manager, and the Masters report as prepared by the Webmaster, and reports the same to the staff during its regular staff meeting; Reviews recommendations and staff review prepared by Associate editors (for niching, goal-setting, and role continuity); Formulate action plans on reviews and recommendations made by Associate editors (niching, goal-setting, and role continuity) and reports the same to the staff during its regular staff meeting; Assume roles and responsibilities as may be delegated and approved by the staff during its meeting.

Managing Editor (ME) Ensures timely submission of deliverables; Creates schedule of publication based on relevance, timeliness, and urgency of issue or topic; Ensures the availability of links or basis for any material that needs referencing or basis; Evaluates staff and contributors and gives recommendation to EIC (niching, goal-setting, and role continuity); Ensures permissions from copyright owners are handy for materials that need such; Allocates funds for the publication; Creates a Financial report for fund allocation and submits the same to EIC during the Board meeting and to the staff during the regular staff meeting; Sends out invitation to meetings; Develops processes for the publication; Assume roles and responsibilities as may be delegated by the EIC.

Content Manager (CM) Ensures the transmittal of an error-free material to the EIC; Ensures that the submissions or deliverables are relevant and that the publication of such are done in a timely manner; Checks and re-checks submissions and deliverables for factual entries/data; Evaluates deliverables and submissions (niching, quality and training [personal and skills development], role continuity); Audits fund allocation reports;

Creates an Auditors report and submits the same to EIC during the Board meeting and to the staff during the regular staff meeting; Facilitates meetings and ensures the attendance of staff members; Ensures adherence to processes set by the publication; Assume roles and responsibilities as may be delegated by the EIC.

Webmaster (Master) Ensures the timely publication of deliverables and submissions; Safeguards website from breach from outside the staff members; In-charge of the over-maintenance of the website; Revises website as needed; Provides immediate feedback to posts provided by readers on the website; forwards grave concerns to the Board for deliberation; Ensures the readability of submissions and deliverables based on internationally-accepted standards; Maintains the pages of the website; regularly checks for dead links and/or irrelevant or old posts; Creates the Masters report and submits the same to EIC during the Board meeting and to the staff during the regular staff meeting; Assume roles and responsibilities as may be delegated by the EIC.

Features and Literary (FL) Ensures that the Features and Literary sections of the publication shall have a steady flow of materials from the staff and from contributors; Acts as the production head for the Features and Literary sections of the publication; Receives, edits, and reviews submissions and deliverables and forwards the same to the CM or EIC; Gives the ME feedback and recommendation for evaluation of staff and contributors; Assists in the execution of the roles and responsibilities of the ME; Assume roles and responsibilities as may be delegated by the EIC.

News and Current events (NC) Ensures that the News and Current events section of the publication shall have a steady flow of materials from the staff and from contributors; Acts as the production head for the News and Current events sections of the publication; Receives, edits, and reviews submissions and deliverables and forwards the same to the CM or EIC; Gives the CM feedback and recommendation for evaluation of staff and contributors; Assists in the execution of the roles and responsibilities of the CM; Assume roles and responsibilities as may be delegated by the EIC;

Pagemaster (Page) Ensures that the website shall have a steady flow of materials from the staff and from contributors; Acts as the design and layout head of the publication; Maintains and regularly checks for variety in publishing submissions and deliverables; Provides immediate feedback to posts provided by readers on the website; forwards grave concerns to the Board for deliberation;

Assists in the execution of the roles and responsibilities of the Master; Assume roles and responsibilities as may be delegated by the EIC.

GUIDELINES for MATERIAL PRODUCTION, PUBLISHING, and POSTING


A contributor ensures the publication that the material submitted for publishing and/or posting is original, have not been published nor posted in any Internet sites, and is made and prepared by the contributor; unless otherwise explicitly stated in the submission. Absence of such statement shall be construed as an assurance of the aforementioned. Any material submitted by a contributor shall become the property of the publication unless otherwise explicitly stated in the submission. Absence of such statement shall be construed as an assurance of the aforementioned. All materials sent by any contributor shall be posted. Publishing of materials shall be deliberated upon and approved by staff members and/or the Board. The publication shall ensure that the materials published and/or posted remain true its meaning and form, as it is submitted by the contributor, without prejudice to its meaning and intent. The Board shall allow for the publishing of a material that shall serve as the publications official statement on issues it deems to be of relevance to the UPOU studentry and the community. General guidelines for articles o News bullets or bulletins Any staff member may post a news bullet or bulletin. News bullets shall never be published. There is no need for any news bullet to undergo submission and publishing process. A news bullet shall bear the initial of the staff member who created the post. A follow-up bullet (revision or edit of the same bullet) which includes the link to its full published news article may be posted. The same staff member may edit a posting within a prescribed time to be determined by the staff members. No staff member shall be allowed to edit or delete another members post. Deletion of any news bullet shall be done with concurrence of the EIC and/or three more Board members.

o News articles The NC, CM, or EIC shall determine if an article may be published as a full news article. A news item shall be published with the name of the contributor. A published news item shall also be posted. Editorials and opinion The cartoon The Board shall determine if a material may be published as the editorial cartoon. Any material submitted for the purpose of editorial cartoon may be used as another item by the publication with due notice of such given to the contributor. The editorial The Board shall determine if a material may be published as the editorial. In case a submitted material is not carried and approved as the editorial, the Board shall have the discretion to submit the said material for publishing as an opinion article. Opinion articles The Board shall determine if a material may be published as an opinion article. An unpublished opinion material may still be posted. The Board may determine a material submitted for opinion article to be the editorial of the publication subject to the approval of the contributor. In case the contributor declines, the publication shall ensure that the opinion article shall be published as a featured opinion article. Other articles submitted for editorial may be used as featured opinion article. All opinion articles shall bear the true name of the contributor. Contributors who will opt not to use their true names shall explicitly include this in the submission. Such articles may not become part of the opinion page and may be used as another item for the publication. Feature articles The FL, CM, or EIC shall determine if a material may be published as a feature article. As much as possible, any change or edit to the submitted material shall be only on a syntactic level to ensure adherence to grammar standards. Literary articles The FL, CM, or EIC shall determine if a material may be published as a literary item. As much as possible, no changes shall be made to any item submitted for the literary, in respect of the contributors innate literary style and content meaning.
