[BASLER ELECTRIC BE1-11g Guideform Specification]

This specification describes requirements for a numeric multifunction Protection System (communicating microprocessor-based relay) for the protection of generator circuits. The relay system shall have a seven-year warranty. The relay system shall provide protection, monitoring, local and remote control, and standard automation protocols. Relay self-checking functions shall be included. Specific requirements are as follows: THERMAL PROTECTION: The protection system shall have the ability to monitor up to 24 RTDs optionally through isolated, remotely-mounted RTD modules. RTD protection shall be individually selectable RTD types: 10 Ohm copper, 100 Ohm platinum, 100 Ohm nickel, and 120 Ohm nickel. The system shall provide metering of the individual RTD thermal values. RTD tripping shall include a logical provision to require more than 1 RTD to exceed its set point for RTD tripping. The relay shall alarm on open and shorted RTDs, as well as loss of communication with the remote RTD module. OVERCURRENT PROTECTION: Phase Faults (50/51P) The relay shall include phase instantaneous overcurrent elements and phase time overcurrent elements for detecting phase faults. Each instantaneous element shall have an adjustable definite time delay. Each time overcurrent element shall have a selectable standard time characteristic. These shall consist of 17 standard IEEE and IEC characteristics, as well as the ability to define a special curve shape using either an equation or tabular format. Voltage restraint or voltage control shall be available for each 51 element. Ground Faults (50N/51N) The relay shall include neutral instantaneous overcurrent elements and neutral time overcurrent elements that operate on the calculated residual (3I0) or an independent ground current input (IG) for detection of ground faults. Each instantaneous element shall have an adjustable definite time delay. Each time overcurrent element shall have a selectable standard time characteristic. These shall consist of 17 standard IEEE and IEC characteristics, as well as the ability to define a special curve shape using either an equation or tabular format. Negative Sequence Overcurrent (46) The relay shall include a negative sequence overcurrent element for detecting phase unbalance. Directional Overcurrent (67) The relay shall include forward and reverse directional control for each overcurrent element (50 or 51 elements). Differential (87) The relay shall provide optional differential protection to protect against faults internal to the generator. Differential protection shall be able to be connected as either a flux balance (external summing) or percentage restraint (internal summing) mode. Percent restraint mode shall have dual slope capability. This differential protection shall have an alarm setting. Inadvertent Energization (50/27) The relay shall provide inadvertent energization protection through logic. Sensitive Earth Fault Protection The relay shall optionally include the ability to detect ground fault currents on ungrounded and high impedance grounded systems. The sensitivity shall be within the range of 0.01 to 7.5 Amperes secondary. VOLTAGE PROTECTION: Overexcitation Volts/Hertz (24) The relay shall provide overexcitation protection by detecting volts/hertz. Phase Under/Overvoltage (27P/59P) The relay shall include phase undervoltage and phase overvoltage elements for detecting single or multiphase voltage events. Each voltage element shall be independently configurable for 1 of 3, 2 of 3, or 3 of 3 phase operation and settable to monitor either ph-ph or ph-n voltages. These elements shall have definite or inverse time characteristics. Auxiliary Under/Overvoltage (27X/59X) The relay shall include multipurpose undervoltage and overvoltage elements that monitor a separate single phase input. Negative Sequence Overvoltage (47) The relay shall include a negative sequence voltage element for detecting phase unbalance. Fuse Loss Detection (60) The relay shall include a fuse loss detection element (sensing voltage input) that protects against false tripping by voltage dependant functions for a blown sensing fuse. Vector jump (78V) The relay shall provide loss of mains protection by detecting sudden phase shift at the generator terminals. Under/Over/Rate of Change of Frequency (81O/U/R) The relay shall include 8 frequency elements (individually settable for over, or under, or rate-of-change frequency detection) including undervoltage blocking, for detection of power system frequency disturbances. Each setting level shall have an independently set timer for load shedding schemes. POWER PROTECTION: Directional Power (32) The relay shall include sensitive over or under power elements that can be independently set forward or reverse. Each directional power element shall be independently configurable for single or three-phase operation measurement. Loss of Field (40Q, 40Z) The relay shall have both VAR measuring and Impedance measuring loss of field elements. BREAKER FAILURE PROTECTION: Breaker Failure Protection (50BF) The relay shall include a full function breaker failure element including phase and ground fault detectors, separate re-trip output, and separate control timer. IMPEDANCE PROTECTION: Backup Impedance (21) The relay shall provide impedance backup protection for relays tied through a step up transformer to transmission. Element shall include dual MHO circles. Out of Step (78OOS) The relay shall provide protection against generator loss of protection with the system. The element shall use a MHO circle with a single blinder scheme. The element should allow a timer setting to delay opening of the breaker to minimize breaker stress. SENSING AND CONTROL: Synchronism Check/Autosynchronizer (25/25A) The relay shall include an auxiliary voltage input connected to the bus for sync check protection or autosynchronizer control. This protection shall check for phase angle difference, voltage magnitude difference, frequency difference (slip) and, if the 3-phase VT source voltage frequency is greater than the auxiliary VT frequency. The function shall compensate for phase shift associated with ph-ph or ph-n VT connections on any phase. The relay shall have logic capability for dead bus closing that overrides the sync check function. When the 25A is enabled, the relay shall provide anticipatory synchronizing by adjusting generator voltage and speed to match the bus. Settings Groups The relay shall have 4 user-programmable settings groups. Input/Output The relay shall have optically isolated inputs, general purpose output contacts, and 1 fail-safe normally closed alarm output contact. Each output shall be isolated and rated for tripping duty (30A for 0.2 seconds, 7A continuous). Analog I/0 The relay, through optional remote RTD modules, shall provide up to 8 analog inputs and up to 8 analog outputs. The remote module shall provide independent user settings selection of either 4 to 20mA or 0 to 10 volt for inputs and outputs. Analog inputs shall be available for metering and tripping. Analog inputs shall be available for metering. Virtual Control Switches (101, 43, 86) The relay shall include 4 virtual selector switches (x43) and 1 virtual breaker control switch (101), controllable from both the HMI and communication ports. The relay shall include 2 virtual switches with a latch function (86). Relay Logic The relay shall include programmable logic for each output, for all inputs, and at least 10 additional virtual outputs for user programming. Logic Timers (62) The relay shall include 8 logic timers (62) to aid in the development of custom logic.

Selectable Wye or Delta Voltage Inputs The relay shall be field selectable after purchase to operate with either wye-connected (4-wire) or open-delta-connected (3-wire) potential transformers. Terminal Blocks and Wiring All connections, with the exception of the USB and Ethernet connections, including RS-485 wiring and IRIG-B wiring, shall be to barrier terminal strips capable of accepting ring lug connection. HMI/DISPLAY A high contrast 128 x 64 LCD display integral to the relay shall be provided, along with a 4 key cursor/navigation keypad. Separate target/alarm reset and settings edit pushbuttons shall be included. Keypad/pushbuttons shall include a continuous, flexible, water resistant membrane overlay over all keys. The relay shall be available in a J-case style with an enhanced HMI featuring select and operate switches for 43 control and user definable status indicators. REPORTING AND ALARMS: Oscillography The relay shall be capable of recording disturbance events up to 512 cycles (user adjustable lengths). The relay shall be capable of storing up to 2048 cycles of data. Sequential Events Recorder (SER) The relay shall include Sequence of Events Recording (SER) that stores the latest 1028 logic events. Status and Trip Target The relay shall provide recent target and alarm information locally through the HMI/LEDs, and remotely via communication ports. The relay shall have 3 programmable alarm bits: Major, Minor, and Logic, based upon relay logic states. Nonvolatile Memory Status and Trip Target LEDs The relay shall retain recent target, alarm, oscillography, and SER information in nonvolatile memory. Real Time Metering The relay shall include real time metering that provides Watt, Watt-hour, VAR, VAR-hour, voltage, amp, and unbalance loading for the protected circuit. Demand Metering The relay shall include user-settable current demands for phase, neutral, and negative sequence currents, and forward and reverse Watts and VARs with magnitudes and time stamps recorded for today's peak, yesterday's peak, and peak since reset. Circuit Breaker Monitor The relay shall include breaker status and operations counter reporting, fault current interruption duty monitoring, and trip-speed monitoring. A trip coil monitor circuit shall be internally connected across the trip output to provide trip circuit continuity monitoring. COMMUNICATIONS: Relay Interface The relay shall include 2 or 3 independent general-purpose communication ports, including a front USB port, a rear RS-485 port, and an optional copper or fiber optic Ethernet port. Modbus RTU Slave Communications The relay shall optionally incorporate Modbus RTU slave protocol internally. External converters or adapters are not acceptable. Distributed Network Protocol (DNP) The relay shall optionally incorporate certified DNP3 Level 2 Slave protocol communications capability internally. External converters or adapters are not acceptable. IEC 61850 Protocol The relay shall optionally incorporate IEC 61850 protocol communications capability internally. External converters or adapters are not acceptable. IRIG-B The relay shall include an interface port for a demodulated IRIG-B time synchronization input signal. IRIG-B connection shall be to a barrier terminal strip capable of accepting ring lug terminated wiring. PC Interface The relay shall be capable of being set by Windows-based graphical user interface and included BESTCOMSPlus software. SETTINGS AND ANALYSIS SOFTWARE: PC Software BESTCOMSPlus PC software compatible with Windows XP 32-bit SP3, Windows Vista 32-bit SP1 (all editions), Windows 7 32-bit (all editions), and Windows 7 64-bit (all editions) shall be included at no charge. The software shall be freely reproducible within the end users organization without additional charge. The software must include serial communications for settings upload and download, graphical programming and display of logic equations (including pictorial display of AND, OR and exclusive XOR gates), and the ability to display and print COMTRADE oscillography and event files. CASE (packaging): Half 19 Rack Mount (H-Style) or Panel Mount (P-Style) H1 case cutout The relay shall be packaged in a case no larger than 11 wide, 10 deep, and 2 rack units high. The electronics module, including all active circuitry, must be extractable as a single unit, without need to disconnect or disturb any wiring. Shorting links for current circuits shall be internal to the relay case and shall remain in the case when the electronics module is extracted. Vertical Panel Mount (J-Style) S1 case cutout The relay shall be packaged in a case no larger than an S1 case relay. The relay shall have removable rear connectors for easy removal of relay from in-service wiring.
