SUBJECT: Impacts of Furlough on Pentagon Services The purpose of this circular is to inform building occupants about the primary impacts the impending DoD-wide Furloughs will have on services at the Pentagon Reservation. The following changes are not made lightly, but the temporary reduction in manpower results in a temporary diminished capability to deliver multiple access, building, security, and transportation services. Beginning at 6 a.m. on Monday, July 8th, 2013, the following services will be reduced as described below during the duration of the Furlough period through Saturday, September 21st, 2013: Impacts on Reservation and Pentagon Building Access (See Attachments 1 and 2): o Corridor 2, Mall, Corridor 8, and Metro Entrances. These entrances will operate on their current schedule: the Corridor 2 and the Mall Entrances are open 24 hours a day, seven days a week; Corridor 8 is open from 5 a.m. to 8 p.m., Monday through Friday; and the Metro Entrance is open from 5 a.m. to 8 p.m., Monday through Friday. o Corridor 5 Vehicle Gate and Corridor 5 Pedestrian Entrance. The Corridor 5 Vehicle gate and the Corridor 5 Pedestrian Entrance will be closed at all times. Customers who normally park at the Corridor 5 parking lot should use the Mall or River Vehicle Gates. o The River Vehicle Gate. The River Vehicle Gate will reduce hours of operation. It will be open from 6 a.m. to 6:30 p.m., Monday through Friday. o River Pedestrian Entrance and Corridor 9 Pedestrian Bridge. The River Pedestrian Entrance and the Corridor 9 Pedestrian Bridge will reduce hours of operation by two hours. They will be open from 5 a.m. to 8 p.m., Monday through Friday. o Corridor 3 Entrance. The Corridor 3 Entrance will remain closed throughout the duration of the Furlough period. o Metro Visitor Screening Facilities. The visitor screening facilities will be reduced from two lines down to one line. Due to previous delays, we established a second screening line for Pentagon tours, dedicating the original line to screen official visitors separately. Having all screening through the one line will bring back those delays. Please inform all official visitors and tour visitors to plan accordingly. o Remote Delivery Facility (RDF). RDF weekday hours will remain from 5 a.m. to 5 p.m., except for Friday, when the closing hours will be extended to 7 p.m. The RDF will no longer be open on Saturdays throughout the duration of the Furlough period. o Access to A&E Drive. Access to the A&E Drive will be closed. Access will only be available through prior coordination with PFPA by calling the Integrated Emergency Operations Center at (703) 697-1001 not less than fifteen minutes in advance of the desired time of entry. o Pentagon Athletic Center (PAC). The PAC will close two hours early on weekdays. The new hours are 5 a.m. to 8 p.m. Monday through Friday. Weekend and holiday hours (8 a.m. to 6 p.m.) are not affected. o All Other Check Points & Entrances. All other check points and entrances will operate as currently scheduled, hours are unchanged: Mall Vehicle Access Control Point (ACP) (remains 24/7), Boundary Channel Drive ACP (remains 24/7), Pentagon North Village (hours unchanged), and Pentagon Heating and Refrigeration Plant (remains 24/7). Impacts on Other Building Services: o Pentagon Auditorium. There will be no after-hours events in the Pentagon Auditorium. o Photography Support. There will be a reduced capability for the Army to support requests for photography and photographers. o Passports and Visas. Passport and visa processing times will likely increase. Impacts on Transportation Services: o DoD Shuttle Bus Services. Shuttle bus services that serve the Pentagon community across the NCR are generally operated by the Services and other agencies. Several changes have already been announced by previously published building circulars. Changes include cancellations, consolidation of routes, and/or extending times between stops. o Mark Center Shuttles. The Shuttle Bus service to and from the Mark Center will operate on a normal schedule during the Furlough period. o Shuttle Bus Schedule Webpage. Customers should make frequent checks of the WHS shuttle bus webpage (CAC required) at https://customerresources.whs.mil/DFD/ShuttleBus.cfm. o Executive Motor Pool. Customers who use the Army Executive Motor Pool will see impacts to service requests as the availability of drivers will be reduced during the Furlough period. Other Impacts. This is not a comprehensive list of all the impacts that the Furlough may have on services that our DoD customers are used to receiving. Personnel shortages due to Furlough may be further exacerbated by sick leave and other personnel absences. Customers should call ahead for all services to determine if there are other changes to previous schedules or procedures. Again, the duration for these temporary reductions of service will be July 8 through September 21, 2013.
