Fish farmers in western Kenya have been given equipment for making feeds under the economic stimulus programmed. Fisheries Secretary Charles Ngugi said that the nine feed making machines were part of a Sh1.2 billion aquaculture expansion programed meant to control overfishing. He was speaking during a tour to monitor and evaluate programs such as fish ponds and pelletizers.
Fish stocks in Lake Victoria were getting exhausted and communities needed to invest more in fish farming, he said. Very young children are dropping out of school to concentrate on fishing. We are trying to involve them in fish farming as an income-generating activity that can raise money for their education, MrNgugi said. Among the beneficiaries of the machines are Bidii Fish Farmers in Luanda and Hesao Farmers Group in Kisumu. The palletizers will provide affordable feeds for fish farmers, helping to reduce the price of fish for consumers. According to MrNgugi, the prices of fish feeds were going up with feed suppliers quoting up to Sh150 per kilogram of tilapia fish feed. Fish farmers who own the equipment are selling a kilograms at Sh65. READ: Fish feed costs to fall with new machines The Ministry has also built 491 ponds in primary and secondary schools to help students acquire skills on aquaculture. Nyanza Fisheries director Mike Obadha said the programed was geared towards alleviating pressure on Lake Victoria from overfishing and the water hyacinth. Dwindling volumes The ponds are promoting the breeding of tilapia to supplement the dwindling volumes in Lake Victoria because of the hyacinth, MrObadha said. Another 112 ponds being constructed in regional schools will be completed this month. Fish farmers in Nyalenda, Kisumu, are boasting of higher incomes after the Ministry of Fisheries Development gave them a pelletizing machine. They are now able to make their own fish feed and sell some to other fish farmers, earning extra income. The machine has greatly reduced the costs of production for Hesao fish farmers. The group that comprises 20 members that play a role in the production now boasts of earnings of about Sh300,000 a month. They are now looking to buy another machine that can help increase their revenue further. Initially, the fish farmers, who majorly keep tilapia in ponds, suffered losses when the price of fish feed went up. According to the fisheries secretary at the ministry, Charles Ngugi, the price of a full grown tilapia is directly proportional to the price of the fish feed used on it during the growth period. A tilapia takes about six months to mature and a full grown one weighs about two kilograms. Rising price of feeds therefore led to fish being very expensive in the market. MrNgugi says he saw the need to ease the burden of continually rising feed prices for farmers. Through the Fisheries ministry, farmers in Western and Nyanza were supplied with the pelletizers. The government has distributed 54 such machines worth Sh46 million to fish farmers in the country. Fish farmers are now relieved they can make their own feeds, which they can also supply to other farmers at affordable rates.
Hesao fish farmers sell a kilograms of fish feed at Sh65 compared to the supplier rates of around Sh150. With cheaper feed, the price of a kilograms of tilapia has gone down to Sh80, from Sh250. Gertrude Nyawaga, the chairperson of the farmers group, says the equipment has helped them earn more revenue and reduce production costs. They are now able to produce 300 bags of 20kgfeeds within three days. The raw material used to make the feed is locally available hence affordable. We begin by buying the materials which are wheat bran, wheat pollard, maize germ or rice bran, fish meal (omena) which we mix together in a large bucket with some water, says the groups production manager Charles Ogeto. The mixture is then poured into the machine, which makes the pellets that are then dried in the sun before being packaged. MrOgeto says that one of the disadvantages of packaging in 20kg bags is that most farmers shy away from buying the feeds in bulk. The group is now looking at repackaging the feed in 10kg and 5kg bags so that it can suit needs of local fish farmers. Initially, the ministry of Fisheries would give us tenders to supply the feed to them for distribution to local farmers. Now they do not and it has seriously killed our market, says MrOgeto. The farmers also cry over insecurity at their ponds as their feed and fish are stolen and they are not able to realize huge profits. However, their current customers seem happy. Most farmers that we have worked with like our feeds because they say it makes their fish grow very fast, says MrOgeto.

Abstract
Aquaculture is a growing industry with a great potential towards the contribution of the countrys total fish requirement. Serious efforts have been done to develop and improve the production of fish by rearing high value fish in tanks or ponds. Under the Third National Agricultural Policy (1998-2010), the target is to annually produce 1.93 million tonnes of fish worth approximately RM8.3 billion by the year 2010. Consequently, the development of an automatic fish feeding machine can be very beneficial to the growth of the aquaculture industry. This device was developed to overcome labour problems in the industry and introduce a semi-automatic process in the aquaculture industry. It has the ability to dispense dried fish food in various forms such as pellets, sticks, tablets or granules into fish tanks or ponds in a controlled manner for a stipulated time. The automatic fish feeder is controlled by a digital timer and it is capable of feeding the fish in accordance with a pre-determined time schedule without the presence of an operator, and at a feeding rate of 250g/min. The feeder can be adjusted to the desired height and conveniently moved around to be positioned adjacent to the pond or tank. Meanwhile, its hopper can be covered and easily dissembled to change the size of the hopper to accommodate different capacities of feed. This automatic fish feeder can be implemented in aquaculture system to convenience to fish culturists.

Speaking during the official launch of the rural-based fish feeding programme, the Fisheries permanent secretary Professor Charles Ngugi said that the machines will serve over 51,000 fish farmers spread across the country.
"Fish feed has become too expensive for the local consumers. The quality of the fish feed is also poor and we as a Ministry were concerned that it was preventing the proper breed of fish from being achieved, said Prof Ngugi.
The event saw more than thirty machines distributed all over the country to fish farmers.
Prof Ngugi argued that the Ministry wanted to reduce the cost of pellets to at least Sh50 per kilo from the current Sh100 which he said was not economically viable.
Majority of people are currently undergoing losses due to the high cost of feeds and we want to regulate this," he added.
Prof Ngugi called on farmers to form cluster groups that will be able them make the pellets and hence cut feeding costs.
We are going to send over 286 extension officers who will ensure that the machines are in good condition and can also help farmers who get stuck on how to use it, he said. The mini feed can produce more than one tonne of fish food.
The pellets are produced by mixing wheat and rice bran with cotton feed cake. The mixture is then grinded.
Fish farmers welcomed the initiative saying it was going to make fish farming more viable.
Wanyoike wa Kiungu, a farmer, welcomed the initiative, saying that majority of the farmers in Naivasha have now opted for fish farming as compared to the flower farming due to its accrued benefits.
We will now be able to produce and process fish without worrying about the feeding costs, he added.
Prof Ngugi however cautioned residents of western Kenya from stealing motorcycles belonging to the Fisheries ministry, saying that there was an increase in such cases.
We have tracking devices in all the 108 motorcycle and we will be able to know where they end up, he said.

Since the introduction of aquaculture to Africa, some decades ago, there have been a lot of innovations, technological advancement and progress in the areas of genetics, seed propagation, pond construction and farm management in general. Despite breakthroughs recorded in these areas most farmers in Africa still rely heavily on imported feed ingredients and fish feeds from European countries, which makes fish farming expensive as fish feed account for at least 60% of the total cost of production. This has contributed in no small measure to the slow pace at which aquaculture is advancing in Africa. This article, however reviewed critically the potentials of locally manufactured fish feed in enhancing, improving and sustaining aquaculture development in Africa. Various methods of processing employed were discussed and suggestions were made on how aquaculture growth can reach its maximum potential in the production of fish through utilization of locally available fish feed ingredients.
