Remarks
Non operation of controlling breakers at Calaca side caused the fault to be sustained at 13:51:43.642 which later evolved to Phase BC to N fault at 13:51:44.391. Almost simultaneous with the tripping of Calaca U2 Power swing conditions due to large disturbance was experienced in the area caused the tripping of the lines.

1. Severe underfrequency 58.1 Hz was experienced. Groups 110 of NGCP Feeders were activated. 2. Followed by severe overfrequency (61.1Hz) as result of large loads tripping. 3. The grid frequency suddenly dipped down again to 58.474Hz due to tripping of Sual U1 (647MW) followed by sever overfrequency (61Hz).
4. While the grid freuency stayed at 61Hz the following generating units simultaneous tripped: a. Kalayaan (360MW) b. Makban (137MW) c. Limay GT2-1 (59MW) BPPC (183MW) Binga U3 (33MW) 5. Then, the grid frequency started to decline

Additional Information that helps to further explain the event:

Grid experienced severe overvoltage (500kV and 230kV) 1. Dasmarinas = 1.104pu (552kV) 2. Tayabas = 1.094pu (547kV) 3. Kadampat = 1.076pu (545kV) 4. San Manuel = 1.076pu (538kV) 5. San Jose = 1.06pu (530kV) 6. Dasmarinas = 1.10pu (253kV)

Short-Term
Consider splitting Sta. Rita and San Lorenzo and to a have further study splitting of Calaca substation Upgrade and replace ol equipment particularly protection and monitoring devices with priority given to critical substation. To further enhance protection setting coordiantion of powerp plant to the security characteristic of the grid operations in compliance to the Philippine Grid Code to ensure stability of the Grid. Timely provide all necessary information and data from Generators to NGCP fo them to expedite analysis and restoration of lines and equipment. To install the fault recorders to all critical substations and power plants. For government and regulatory agencies to aid NGCP, power plants and Distribution Utilities to come up with a technical standard mechanism (issues such as under/over voltage, regulation of MVAR, resonance, reporting, protection setting coordination, maintenance policy and exchange of information) Generators and Transmission Provider, Distribution Utilities to pay more attention to their respective equipment upgrading to further enhance grid security.
