On behalf of the National Commission on Terrorist Attacks Upon the United

writing to request transportation support for a Commission staff delegation to
Afghanistan and Pakistan between October 20-29, 2003.
James R. Thompson
Philip D. Zelikow, the Commission's Executive Director, will lead the three-
Philip D. Zelikow member staff delegation to Afghanistan and Pakistan, departing from and
EXECUTIVE DIRECTOR returning to Doha, Qatar. The proposed itinerary is enclosed at Appendix A.
Dr. Zelikow will be joined by C. Michael Hurley and Kevin J. Scheid of the
Commission staff. Please refer to Appendix B for their full names, positions,
SSNs, DOBs, and number of parcels.

In addition to providing these pertinent details, I can also certify that 1) the
proposed travel is in the national interest; 2) commercial transportation is
inadequate; 3) the travel is for official purposes; and 4) the Commission will
reimburse the Department of Defense for the support it provides.

1) National Interest. The 9-11 Commission is chartered to prepare a full and


complete account of the circumstances surrounding the September 11, 2001,
terrorist attacks, and provide recommendations to guard against future attacks.
This travel furthers both aspects of our mandate, thereby advancing the
national interest.

2) Commercial Aircraft Unavailable/Inadequate. Commercial aircraft is


unavailable in Afghanistan. Due to the sensitivity of the mission, it is the
judgment of the Commission—and its advisers in the State and Defense
Departments—that commercial aircraft in Pakistan poses too great a security
risk for Commission travelers.

Furthermore, these individuals will be traveling as non-pro couriers and


transporting classified information. Military aircraft is therefore strongly
preferred in order to avoid the unauthorized seizure of such materials.

3) For Official Use Only. All aspects of the proposed travel are for
