A RESOLUTION REQUESTING THE DEPARTMENT OF HEALTH TO STRENGTHEN ITS PARTNERSHIP WITH OTHER GOVERNMENT AGENCIES AND AS WELL AS WITH PRIVATE SECTORS (AS PART OF THEIR CORPORATE SOCIAL RESPONSIBILITIES) IN CONDUCTING A NATIONWIDE COORDINATED MULTI-MEDIA CAMPAIGN ON HIV/AIDS PREVENTION AND CONTROL Sponsored by: Committee on Health and Wellness WHEREAS, Article 2, Section 15, of the Philippine Constitution states that the government shall protect and promote the right to health of the people and instill health consciousness among them; WHEREAS, the Millennium Development Goal number 6 of World Health Organization combats HIV/AIDS, Malaria, Tuberculosis and other communicable diseases by 2015; WHEREAS, National HIV/AIDS & STI Strategic Information and Surveillance Unit conducted a study in January 2012,and found that there are 212 new HIV Ab sero-positive individuals confirmed by the STD/AIDS Cooperative Central Laboratory (SACCL) and reported to the HIV and AIDS Registry. This was 39% higher compared to the same period last year (n=152 in 2011); WHEREAS, most of the cases of HIV (96%) were males and the median age was 27 years (age range: 7-56 years). The 20-29 year (61%) age-group had the most number of cases; males having sex with other males (90%) were the predominant type of sexual transmission. Most (98%) of the cases were still asymptomatic at the time of reporting; that of the 212 HIV positive cases, four were reported as AIDS cases, all were males. The median age is 34 years (age range=7-47 years) (DOH National Epidemiological Center, 2012); WHEREAS, that thirty-two of the 212 (15%) reported cases were OFWs. There were 30 males and 2 females. The median age was 31 years (age range=19-54 years). All cases acquired the infection through sexual contact (DOH National Epidemiological Center, 2012); WHEREAS, in January 2012, 17 blood units were confirmed positive for HIV by Research Institute for Tropical Medicine. This was 55% higher compared to the same period last year; WHEREAS, that HIV AIDS can be transmitted through the following modes of transmission: sexual contact, intravenous drug use, mother to child transmission, and blood transfusion; WHEREAS, The Philippine National AIDS Council (PNAC) was created in 1992 by Executive order No. 39 as an advisory body to the office of the President on all matters related to AIDS. It was reconstituted by virtue of Republic ACt 8504 as the central advisory, planning and policy making body on the prevention and control of HIV and AIDS in the country
WHEREAS, The Philippine National AIDS Council is attached to DOH. The DOH is the principal health agency in the Philippines. It is responsible for ensuring access to basic public health goods and services

WHEREAS, the Philippine AIDS Prevention and Control Act created a Special HIV/AIDS Prevention and Control Service staffed by qualified medical specialist and support staff with permanent appointment and supported with an adequate yearly budget that shall implement programs on HIV/AIDS Prevention and Control and shall also serve as the secretariat of the Council; WHEREAS, HIV/AIDS can lead to complications such as but not limited to Tuberculosis, Pneumocystis Carinii Pneumonia (PCP), and eventually death if not prevented or addressed properly; WHEREAS, intensive public awareness of HIV/AIDS through effective media promotion and advocacy would gradually minimize the spread of disease;

WHEREAS, HIV and AIDS is a global problem in which the government alone cannot handle, therefore the involvement of the private sector is highly encouraged. WHEREAS, the use of media will have a greater coverage and impact in the combat on HIV AIDS because it is easily accessible to the public and other stakeholders; NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED by the Chairperson and members of the 9th NYP to approve the resolution requesting the Department of Health of the Republic of the Philippines to strengthen the partnership with public and private agencies as part of their corporate social responsibilities in conducting a nationwide coordinated multi-media campaign on HIV/AIDS prevention and control.

RESOLVED FURTHER that the following be taken into consideration: 1. That the 9th NYP advocates and NYC officers lobby with the Department of Health (DOH) for the over-all implementation and evaluation of the campaign; 2. That the Philippine National AIDS Council recommends and approves the appropriate video and voice advertisement and other visual materials to be presented and distributed to the public overarching with the Philippine National Strategic Framework on HIV AIDS; 3. That the 9th NYP advocates and NYC request partnership with Philippine Information Agency (PIA), Department of Education (DepEd), Commission on Higher Education (CHED), Sangguniang Kabataan National Federation (SKNF), Philippine National Aids Council and Local Government Units (LGU) through Local Aids Council in implementing and maintaining the campaign; 4. That the 9th NYP advocates and NYC Officers request the Non-Government Organizations including Youth Organizations with the same advocacy in the implementation of the campaign; 5. That the 9th NYP advocates and NYC Officers request the National Publishing Companies, Tele-communications, TV/Radio Companies, and Social Networking Sites to donate airtime, advertisement page for free to be used for the campaign; RESOLVED FURTHER that the 9th NYP advocate and NYC Officers request the Joint United Nation Programs on HIV/AIDS to allocate funds in addressing the Global HIV/AIDS epidemic especially in our country. RESOLVED FINALLY that the copies of this resolution shall be forwarded to the 9th NYP Advocates, National Youth Commission (NYC), Department of Health secretary, PNAC, CWC-AIDS, CHED, Department of Education, and PIA .
