DELEGATION OF THE EUROPEAN UNION TO THE REPUBLIC OF UGANDA

Following the joint statement by EU High Representative and Vice President Catherine Ashton and European Commissioner for Development Andris Piebalgs, the Delegation of the EU in Uganda is pleased to announce that the European Council has approved the envelope of Euro 31.5 billion [approximately UGX 107 Trillion] for African Caribbean and Pacific ACP countries over 7 years from 2014 -2020 The final decision on the allocation for Uganda and other ACP countries will be taken later on based on a number of factors including progress in good governance. It is expected that the 11th European Development Fund EDF will start in early 2015. Programming of the activities is currently ongoing and will be finalised with the Government of Uganda before the end of the current year. A very effective modality of assistance for the EU and most of its partner countries is Budget Support. 'Budget Support is the most valuable form of assistance as it demonstrates the highest levels of trust, confidence and policy convergence in a relationship. However budget support is not always possible, as it is contingent on a certain level of governance, accountability, public financial management and adherence to the

underlying principles of the Cotonou convention (art 9). These principles are the foundation of our relationship with partner countries.' Ambassador Roberto RIDOLFI. The priority sectors in our programme will be concentrated to three sectors, currently being discussed with government, but based on initial indications, we will be continuing on our current path and on the same basis of excellent relations.

The bilateral and multilateral development assistance arrangement between the Government of Uganda and the EU and its 27 member countries is in constant evolution. Uganda and the EU, enjoy a very close relationship, in many ways this is a profound bond between allies and friends. This relationship is one where you can express freely the positive and the less positive issues openly and honestly to each other, and where every side listens carefully to the other. We look forward to continuing this frank, productive and supportive relationship.
