Minutes of the meeting of Brierley Hill Community First held on Tuesday 17th July 2012 at St Michaels Church commencing

at 7pm. Present June Bowen, Ray Gibbs, Graham Hudson*, Peter Plant*, David Proctor, John Rogers*, Tim Sunter* *Indicates panel member Apologies Kevin Gripton, Rachel Harris, David Hoskin, Andrew Mann Ray, Steve Martin, Tom McCormack, Chris Szygowski In attendance Sandra Shepherd from Brockmoor and Pensnett Community First was welcomed to the meeting. Declarations of Interest Ray Gibbs declared an interest in both of the applications under consideration and took no part in the decision making other than to provide information requested. Minutes of the Previous Meeting The minutes of the previous meeting had been circulated and were agreed as a correct record. Matters Arising (a) Hawbush Community Gardens had found a more cost effective way of purchasing a storage shed. As such they had asked if the savings could be spent on purchasing more equipment to put in the shed. TS reported that he had contacted CDF with regard to this and they had indicated that as long as the panel were satisfied with this there should be no problem. Consequently panel members had agreed by email to the proposal. (b) Funding for United Kids Outreach there appeared to have been a delay to the funding for United Kids Outreach. This had been explored with CDF and an updated list of status of grants had been provided. Steps had been taken to resolve the matter and hopefully the grant had now been received. The list of grants and current status was circulated to members of the panel. (c) Meeting with Francis Maude MP a meeting with the cabinet minister with responsibility for Community First had taken place at Brierley Hill project recently. This had been a good meeting with lots of positive messages and information exchange taking place. It was agreed to invited the Community Worker for Brierley Hill to the next panel meeting.

(d) A paper clarifying which projects qualified for support was circulated to the meeting. Bids for July 2012 A summary table of bids is given below, covering amount requested, which priorities the bids met and proposed match funding. Copies of the submissions had been circulated and were available at the meeting. It was agreed to recommend the Crusaders After School Club for funding, but members felt that before agreeing to recommend the Estella Dance Academy more information would be required. This included which charity it was proposed to support, questions about cost of venue hire, whether the project was local or covered a wider area. It was agreed that TS should email the Academy with the questions and that, in order to minimise delay, the panel would indicate whether or not they supported the application one a reply was received. Community First Action Plan Tom McCormack had drafted a focus group questionnaire which was circulated at the meeting. CDF had indicated that they would be issuing guidance on how to draw up the Community First Action Plan during July. In the light of this it was agreed to defer this item until the guidance had been received. Some discussion took place about whether it would be advantageous to produce a joint action plan with Brockmoor and Pensnett panel and Sandra Shepherd agreed to consult with her fellow panel members on this matter.
