Minutes of the meeting of the Community First panel held on Tuesday 17th April 2012 at St Michaels Church, commencing at 7pm Present June Bowen, Gary Colwell, Ray Gibbs, David Hoskin*, Graham Hudson*, Susan Hunt, Janet Knowles, Stacey Simpson, Tom McCormack, Steven Martin, Peter Plant*, Tim Sunter*, Sandra Wood It was noted that four members of the panel were present and that therefore the meeting was quorate. David Hoskin kindly agreed to chair the meeting. Apologies: Kevin Gripton, Rachel Harris*, Andrew Mann-Ray, Pam Martin, John Rogers*, Christine Szygowski * indicates panel member Declarations of interest David Hoskin declared an interest in the St Pauls Community and Learning Centre application and took no part in the discussion/voting on this item. Minutes of the previous meeting The minutes of the previous meeting were agreed as a true record. Matters Arising Questions raised from the March meeting had been reasied with the CDF. The responses were: 1. The CDF will review applications within 7 days of their submission online. An offer will then go to the organisation and funds will be paid once the relevant paperwork has been returned. 2. Local residents. Don't have to have a constitution, but do need to have a form of A4 sheet saying we've come together to run the project. This is the bare minimum. Something showing they've agreed to do what they have agreed to do. How to resolve if something goes wrong. There is a recognition that this might be difficult for some groups and this will be recognised. 3. The panel partner is able to apply for funding.

4. Yes it is possible to apply for capital for maintenance of the meeting. The CDF also agreed that the approach being adopted in Brierley Hill with respect to considering applications in tranches was a good one indeed it reflected best practice. Considerations of applications for funding The meeting noted that: 1. A recommendation from the panel does not guarantee that the CDF will approve the making of a grant; 2. That priorities for Community First Brierley Hill might change over time, particularly given the requirements to develop a community first plan; 3. That the panel might choose to introduce new criteria into its considerations at any time to make sure that it is fair to everyone within the community. It was agreed that the applications in the summary table below should be recommended for funding to the CDF:

Panel Expenses After discussion it was agreed to claim expenses for the year 1 of 337.44 Community First Action Plan Discussion took place on how to create the community first action plan by March 2012. The meeting heard that one method which had been talked about at other Community First events was Asset Based Community Development. It was agreed to find more information about this methodology for discussion at the next meeting. Any Other Business There was no other business.
