AllSESprovidersontheapprovedstatelistwhoindicatedtheywouldprovideservicesstatewideorto Region20wereemailedarequesttoindicatetheirwillingnesstoserveourdistrict.Mr.Parresponded onJuly24thatAthenawouldprovideservices.IemailedMr.RaytheDistrictsProviderContract,W9, andCIQonAugust4,2009.Thesignedcontractandothertwodocumentswerereceivedindistricton August19,2009viapostalmailthecontractcomingtomeandothertwoitemstothebusinessoffice. IemailedhimthedayIreceivedthecontractthefollowing: JustwantedtoletyouknowIreceivedyourcontracttoday.Thankssomuch.Iwillalsoneedtohave theW9andCIQcompletedandreturned.Imresendingthosetoyou.Asperpage5and6ofthe contract,IwillalsoneedacopyofyourCertificateofInsurancewithcoverageasprovidedinthe contract.Thanksagain. ThebusinessofficeforwardedmetheW9andCIQandIthenemailedMr.RaythefollowingonAugust 20,2009: JustwantedyoutoknowIreceivedthetwoitems.AllIneedtocompleteyourfileisyourcertificateof liability.Thanks. ThismorningtheReceptionistforourCentralOffice,RoxanneRodriguez,stoppedmeasIwalkedbyher deskandsaidthatIhadacall.IaskedherinquireastowhowascallingasIneededtogotoacampus. Mr.Raysresponsewasapparentlyveryrudeandabrupttoher.Sheimmediatelyputthecallonhold andsaid,Ohmygosh,Icantbelievehestalkingtomelikethat.Roxannewasrattledandfinallyable totellme,HefinallyjustsaidtojusttellyouitsMr.Who.Itoldhertoforwardthecalltome immediatelyandIwouldhandlethematter. AfterIconfirmedhewastalkingtome,Iaskedwhatheneededandhesaidhedidnthaveliability coverage,hedidntneeditsincehewasonlineandtherewasnophysicalcontact,andhecouldnt affordit.IreferredhimbacktothecontractandtoldhimtheDistrictwouldnotwaivetheinsurance requirement.Afterthat,Icouldntgetinanotherword.Mr.RayrefusedtolistentowhatIreiterated

theDistrictwouldnotexecutethecontractuntilhehadcompliedwiththeinsurancerequirements.Mr. Raywasinsistentthathedidntneed,didnothaveit,andcouldntaffordthecoverage. Mr.RayscommunicationwiththeDistrictwasrudeandunprofessional. Mr.Ray,bysigningtheDistrictscontract,agreedtothetermsofit.However,theconversationtoday indicatesthatheisnotwillingorabletofulfillthetermsofthecontract.He,instead,wanteditrevised toaccommodatehisfinancialneedsandbecameveryvocalwhentoldtheliabilitycoveragewasnon negotiable. Mr.Raywillnotbeallowedtoprovidedservicesuntilcontractualobligationsareinorder.However,I amalsorespectfullyrequestingpermissiontoremovehimfromourproviderlistforthisyear.Ibelieveit isinthebestinterestoftheDistricttodoso. IamalsorespectfullyrequestingthatTEAlimithiscommunicationwithanyemployeeofthisdistrictto emailsothatverificationoftheconversationisavailable. ThisistheemailIsentmySIRCcontactafterthephoneconversation: JusttoletyouknowthatIreceivedacallfromAthenaafterIconfirmedthatIhadreceivedthecontract, W9andCIQviamailbutstillneededhisCertificateofLiability.Ihadtoliterallyhanguponthe gentleman.Thegistoftheconversation:Theydonthaveliability,hesayshedoesntneedit,itisvery expensive,someschoolsdontrequireliability,sinceitsonlinethereisnoactualphysicalcontact,hes notanattorneyandIm(talkingtome)notoneeither,andthisisafreecountry,andtimesarehard,and yes,youhaverepeatedyourselfthreetimes(theliabilityrequirementwouldnotbewaived)andON ANDON.Youguysneedtocheckitout,please.HisnamewasParthaRay.Ihavesomeconcernsafter ourconversationandImnotsureIwontpullhimfromourlistofproviders.
