COMPANY DETAILS
Hindustan Aeronautics Limited (HAL) came into existence on 1st October 1964. The Company was formed by the merger of Hindustan Aircraft Limited with Aeronautics India Limited and Aircraft Manufacturing Depot, Kanpur. The Company traces its roots to the pioneering efforts of an industrialist with extraordinary vision, the late Seth Walchand Hirachand, who set up Hindustan Aircraft Limited at Bangalore in association with the erstwhile princely State of Mysore in December 1940. The Government of India became a shareholder in March 1941 and took over the Management in 1942. Today, HAL has 19 Production Units and 10 Research & Design Centres in 8 locations in India. The Company has an impressive product track record - 15 types of Aircraft/Helicopters manufactured with in-house R & D and 14 types produced under license.HAL has manufactured over 3658 Aircraft/Helicopters, 4178 Engines, Upgraded 272 Aircraft and overhauled over 9643Aircraft and 29775 Engines. HAL has been successful in numerous R & D programs developed for both Defense and Civil Aviation sectors. HAL has made substantial progress in its current projects:

Advanced Light Helicopter Weapon System Integration (ALH-WSI) Tejas - Light Combat Aircraft (LCA) Intermediate Jet Trainer (IJT) Light Combat Helicopter (LCH) Various military and civil upgrades.

About ERP and keys to ERP success at HAL

ERP is a Tool which orchestrates Business by Top-Down Planning. It brings Process Improvements in Organization using IT as the ENABLER. ERP is NOT a magic wand. It is not a tool to computerize every activity. It does NOT solve all your problems. It is NOT a resource optimization tool neither a merely Computerization. Some misconceptions about ERP include: This is an EDP Project Success is in the hands of solution providers We dont have time

ERP implementation spans the entire organization. No department which remains untouched. It is a project which causes major change in the organization.

ERP IMPLEMENTATION
The main aim to implement ERP is enumerated below:
ERP implementation spans the entire organization. No department which remains untouched. A project which causes major change in the organization.

The main phases in order to implement ERP include:

Department of Computer Science & Engineering

PROJECT MANAGEMENT
Define, Plan, Control and Manage the Project. Manage Plan, People, Issues, and Risks. Communicate Status.

PROCESS MANAGEMENT
Map Business Processes to Application. Document and Train in Process Solution.

DATA MANAGEMENT
Map and Migrate Data to IFS Applications. Define Data Standards and Ownership

APPLICATION MANAGEMENT
Build and Configure the Application Solution according to the Functional Requirements.

TECHNOLOGY MANAGEMENT
Specify, Setup and Configure the Production Environment.

PROJECT MANAGEMENT
Requires regular Enterprise steering committee meetings Once every month. Review progress against plan. Take corrective action against slippages. Requires regular Divisional steering committee meetings. Once every fortnight. Review progress against plan. Take corrective action against slippages. Ensure standardization across divisions

PROCESS MANAGEMENT
ERP focus is on processes. A process cuts across departmental boundaries. Improving process efficiency does not look at departmental objectives. Must look beyond departmental boundaries

Process team: Solution lies in creating a dedicated team at each division with mandate to finish process mapping in a month. The team constitution to be: A senior person(s) from the HAL division for each process having full knowledge of the process. One coordinator for each process from Pilot site who was actively involved in implementation at any pilot sites. One coordinator from BAeHAL/ IFS team per module. Joint sitting of different process teams belonging to different sites at a common place.

DATA MANAGEMENT
DATA IS THE KNOWLEDGE Any IT application cant be more intelligent than its programmer. & It cant be more Knowledgeable than its users The ultimate aim of ERP is to ensure high quality data. End Users most knowledgeable about data. Best equipped to refine high quality data. Highest lead time activity in whole implementation. Must form dedicated data refining teams. Teams to start work immediately. Goal is migration of refined data into IFS. BAeHAL/ IFS to provide full guidance for actions required.

The data team constitution to be: Representatives from each department responsible for data. 1 Representative of Divisional IT Team attached exclusively to all major data departments & one to all minor ones put together. One coordinator from each major department from any Pilot site who was involved in data cleansing to share his experiences. Workshop at a central location to clarify the data standards that are required by ERP One coordinator from BAeHAL/ IFS team per division for all departments. Major data bottleneck is EDM and IMM data needs to be closed first

Department of Computer Science & Engineering

APPLICATION MANAGEMENT
Should meet requirements of critical business processes. Application already tested & proven at pilots. Focus on quick implementation by adopting application in areas common with pilot divisions. Customization of the product should be avoided Pilot sites have ensured the changes as required by HAL Detailed activities required only for uncommon areas. Action required by divisions to go through PQD, consult Pilot divisions, to identify processes which are common or different.

TECHNOLOGY MANAGEMENT
Slow response from server can put interest off. It must ensure sufficient muscle in terms of CPU power, Disk Space for the server. Data needs to be captured right at the point where it is generated. It requires data to be input by the user who performs physical transaction, almost instantly & at his place of work. It requires availability of PC, printers & net work for each user at his work place. Inaccessibility can bring inefficiencies, delays.

The hardware infrastructure creation is a long lead time activity. It must start action immediately to avoid any delays.

Department of Computer Science & Engineering

CONCLUSION
Thus the main phases of the ERP system can be implemented as follows: Name the Project Manager. Constitute Process Teams to identify processes different from Pilot divisions. Constitute Data Teams to start data refining. Identify users not having PC or LAN connection. Finalize server configuration in consultation with BAeHAL/ IFS. Place orders for hardware.
