1 GENERAL
1.1 Scope

This standard refers to the general technical requirements for quality of the signals illuminated from inside, used in signaling and controlling the traffic of vehicles, pedestrians, cyclists and trams on public roads. Location and functioning of light signals are provided in the annex to this standard. The provisions of this standard do not include the connection to the power supply of light signals.

Categories of light signals, their shapes, dimensions of the illuminated side, recommended symbols and colors are in accordance with STAS 1848/1-71 and STAS 1848/2-71.

Illumination by light fittings can be also applied to other signaling elements such as end bollards for refuges and divisional islands, compulsory deviation poles, or surface lights, etc. of which structure, shapes and dimensions are not included in this standard.

The marking of the light signals indicates successively: the name of the light signal, its symbol, and the number of this standard.
Marking example: Light signal for pedestrian crossing ILTP STAS 1848/5-82.

Reference standards: STAS 1848/1, 2, 3-71, STAS 1848/6-77 and STAS 8114-81.

TECHNICAL REQUIREMENTS FOR QUALITY

Light signals shall meet the technical requirements provided in STAS 8114-81, with the following specifications and completions.

2.1

2.1.1 Light signals include the following elements, as shown in fig. 1:

2.2

The electrical equipment is in accordance with the scheme in fig.2.

2.2.1 The illumination equipment of the signal is supplied with a 2x14 W power so that it would not cause
blindness to drivers.

2.2.2 The light signal shall be visible from at least 100 m, and its elements and colors shall be distinguished from
at least 50 m.

2.2.3 The shape and contour line of the illuminator shall not be distinguished from the outside, and the side which
displays the signal shall present a diffuse light without any spots (uniformly illuminated).

2.2.4 The outlining and penetration distances are in accordance with STAS 8114-81. 2.3 Materials

2.3.1 The symbol side of the signal is made of semi-mat non-reflecting material, which is sunlight-proof and
weatherproof. Securite glass and plastic are the recommended materials. The symbol of the signal is painted on the inner side of the symbol side.

2.3.2 The case of the illuminator is made of resistant plastic so that it would be hermetical and not easily
deformed. The case is provided with a friendly opening and controlling system and with a safe lock.

2.3.3 The sockets for both luminous lamps and starters shall meet the requirements of STAS 7411/1, 2, 3 -73. 2.3.4 Starters that are to be used meet the requirements of STAS 8272-80. 2.3.5 Traffic signals are provided with ballasts as prescribed in STAS 8273/0-72 and STAS 8273/2-79. 2.3.6 Tubular luminous lamps that are to be used meet the requirements of STAS 6824-75. 2.3.7 The clamps are the screw terminal type, in accordance with STAS 8114-81. 2.4 Safety degree

2.4.1 Ground connection of the signals is done by meeting the requirements of STAS 8114-81. 2.4.2 Protection against accidental contacts are in accordance with STAS 8114-81, signals being included in the
1st class of protection against electric shocks and displaying a functional insulation and ground connection.

2.4.3 Protection against water and dust penetration is of IP 43 in accordance with STAS 5325-79 so that signals
would resist humidity according to STAS 8114-81.

2.4.4 The dielectric rigidity of the insulation and the insulation resistance is in accordance with STAS 8114-81. 2.5 Temperature resistance

2.5.1 Light signals shall resist the heat that occurs during normal performance, as prescribed in STAS 8114-81. 2.5.2 Light signals shall resist to low temperatures.
No deteriorations that jeopardize the performance of the light signal are admitted after its testing. NOTE: Maximum and minimum performance temperatures of light signals depend on the range of temperatures within
whose limits the luminous lamps can function properly.

2.6

Long-term performance

Light signals shall resist the test of cyclical duration performance in accordance with the requirements of STAS 8114-81. Compounds of the same type shall be interchangeable.

2.7

Vibration resistance
Vibration resistance of light signals is determined at a frequency of 50 Hz during 4 h of testing. No deteriorations that jeopardize the performance of the light signal are admitted after its testing.

2.8

Protection coverings

2.8.1 Metallic compounds (marks which function as assembly devices, clips or others) are secured by
electrochemical coverings, as described in STAS 7222-74, in order to resist hard exploitation conditions. Electrochemical coverings or painting coverings are in conformity with STAS 8114-81.

2.8.2 The adherence of paint coatings on metallic surfaces shall be as prescribed in STAS 8009-67, and the
appearance of the painting layer are included in the 4F finishing class as prescribed in STAS 8009-67.

3.1

RULES FOR QUALITY VERIFICATION

Light signals are subject of the following verifications: type verifications; batch verifications; periodical verifications.

3.2

Type verifications of light signals are performed either when assimilating new types of light signals or when changing their technological production process, or the structure, nature or quality of the materials which compose them, provided that these changes could influence their quality or functions. Type verifications of light signals consist of checking all the technical requirements mentioned in this standard in the same order as prescribed in STAS 8114-81. Minimum three light signals are subject of type verifications. If one single light signal does not meet one single requirement, the product is rejected. Batch verifications are performed on a sample of light signals selected in conformity with STAS 3160-72 for an admitted quality level AQL of 1; control level Nc=II; Pc = simple and G = normal. Production verifications consist of: checking the proper performance of light signals, including the lighting; checking the insulation resistance;

- checking the color of the signal when illuminated (photometrical when the light signal is turned on, and visual when the illumination equipment is working).

4.1

VERIFICATION METHODS

Verification methods for light signals are in accordance with STAS 8114-81, with the following completions: - the shape and dimensions of light signals are verified visually with common measuring tools;

- the color displayed by the symbol is verified by comparison with the color gauge described in Annex 6 STAS 1848/2-71; - the vibration resistance is verified on a vibrator as described in clause 2.7, having the luminous lamps assembled and supplied at the nominal voltage; - the location of light signals is checked in conformity with both the provisions of this standard and the technical data mentioned in specialized projects, and by consulting the authority responsible with the safety of the traffic; - resistance to low temperatures is verified in the normal performance position of light signals, at nominal voltage, during 10 h; protection coverings are verified in accordance with appropriate and valid method standards; protection degree of light signals is done in accordance with STAS 6588-62.

5.1

MARKING, PACKAGING, STORAGE AND DELIVERY

Each light signal is inscribed with the following data: factory brand of the producer; nominal voltage (V); maximum power of the lamp (W); protection degree; the number of this standard.

5.2

Packaging, storage and delivery are performed in accordance with STAS 8114-81. When delivered, light signals are provided with instructions or installing and maintenance.

ANNEX A LOCATION AND INSTALLATION OF LIGHT SIGNALS A.1 Location and installation of light signals will take into consideration the plans of traffic organization drawn up during specific research activities, with the observance of all distances prescribed in STAS 1848/1-71 and the approval of those police units which are responsible for the safety of the traffic. A.2 The support system will be made of concrete steel or metallic piles, which have been produced for common use or especially for this purpose. A.3 In case of roads with multiple lanes, when each of them shall be provided with specific signaling, light signals will be supported by means of a girder system or lugs. NOTE: The support of light signals on metallic lugs fixed on the walls of existing (and permanent) constructions is permitted in
extraordinary cases with the approval of the technical authorities which are responsible with all systematization processes.

A.4 Light signals will be replicated and fixed on lugs at a proper height so that it would be perceived in those areas where the road circuit displays difficulties in traffic signaling due to its configuration or due to the traffic. A.5 Display of other types of signals such as commercials, which may diminish the meaning of the traffic light signal or distract the drivers, is prohibited in difficult areas.
