Brief description of the Project Proponent: (i.e., date of establishment of the group, mandate, membership, etc.) SIMAG Foundation, Inc. started as a socio-economic committee in 1987 to respond to the sugar crises affecting the sugar industry in the province of Negros Occidental specifically in the district of Silay City and Municipality of E.B. Magalona. The committee was composed of volunteer citizens from the third district of Negros Occidental who joined hands together to combat the widespread poverty and malnutrition. Realizing later that much has to be done to uplift the quality of life of the sugar-communities, the socioeconomic committee was officially established as SIMAG FOUNDATION, INC., and was registered with the Securities and Exchange Commission in March 6, 1989. The members of the foundation are the landowners or hacienderos and the Agrarian Reform Beneficiaries who are members of the Asociacion de Hacenderos de Silay-Saravia, Inc. (AHSSI). SIMAG beneficiaries are the sugarcane workers and their dependents. The word SIMAG comes from the Foundations areas of coverage; SIlay City and the Municipality of E.B. MAGalona.

Throughout its existence, SIMAG participates as lead implementer and/or partner in government and nongovernment projects. This cooperation makes many benefits available to its beneficiaries, the sugarcane workers, and their dependents. More importantly, this experience continually hones SIMAGs skills as an NGO as well as a human development foundation. More currently, SIMAG tackles medium and long term aspects of poverty alleviation and community development. Children, youth and women became its major focus for social intervention. Specific Purposes: To train 50 OSY in garment production vocational course for them to pass and acquire the National Certificate 11 (NC 11) To provide capability building trainings to 50 OSY on social protection and labor laws as an approach to enhance participants consciousness about human rights

To provide start-up capital as revolving fund with those out-of-school youth who have a potential for entrepreneurship or interested in putting up small business enterprise. To link up 50 OSY to local employers and JITCO for employment abroad through the conduct if Career Development Forum

b) Expected immediate results What will the project achieve? 1. 50 OSY have gained skills in garment production, passed and acquired NC II Competency license to qualify the graduates to work locally and abroad. 2. 50 OSY have acquired knowledge on social protection and labor laws as an approach to human rights promotion. 3. 50% of the OSY have been linked with local employers and JITCO for employment abroad through the Career Development Forum 4. 75% of the OSY have availed of the capital assistance extended by SIMAG to start small business What changes are directly attributable to the project activities? 1. Access to opportunities by the OSY will help reduce the cycle of poverty in the families and communities. 2. 50 OSY have gained vocational skills on garment production to improve their quality by local/abroad employment or by putting up business enterprise. 3. 50 OSY have become 3rd earner of their respective families. 4. 50 OSY have been able to transform idle time into productive activities. 5. 50 OSY have become productive, responsible and contributing members of their family and community 6. 50 OSY have gained knowledge on social protection and labor laws so that they may be able to guard themselves from human right and employment violation. 7. 50 OSY have been prepared to assume leadership in the community development.

c) Project timeframe Over what period of time will the project be implemented? The project will be implemented within seven (7) months period- July 2013 to January 2014. d) Key activities of the project What are the main activities of the project or actions to be taken to gain outputs? (in bullet form only) Formation of Project Implementing Team (PIT) Selection of the participants a set of criteria will be formulated to qualify project participants. Partnership Building Memorandum of Agreement and Terms of Reference will be executed with TESDA, Trainers, 0SY organization and Business organizations for the on-the Job training of the graduates. This will formalize the commitment of the partners to this project. Implementation of Garment Production Courses the participants will be trained on the modern, student-centered teaching techniques, and practical hands-on training workshops in partnership with the Technical Education and Skills Development Authority (TESDA). Employment Linkages - the graduates will be linked with SIMAG Garment Production Center to increase job and income opportunities. Capability Building Training on life skills, leadership, self-awareness and value formation will be conducted to OSY participants. Conduct regular monitoring and assessment to determine the success of the project based on the performance of the graduates.

e) Are there any major risks of which you are aware that could affect the successful implementation of the project? How will they be reduced? Garment production is often construed as the work of the women, thus only few men would become interested in the course. Massive project sensitization will be facilitated to attract more men OSY to participate in the course. The distance of the Garment Production Center from the residences of the participants especially those living in far-flung barangays deters participants to join in the course especially when the training is live out because of fear of going home at night. Thus, training will be made live-in utilizing the lodging facilities of SIMAG. SIMAG will coordinate with the Local Government Unit of Silay City and E. B Magalona for possible transportation subsidy of OSY. OSY will not be attracted to participate in the course due to its small and limited employment opportunities to earn bigger income. The garment production will be linked up with Negros Japan Human Resource Exchange Association for employment abroad.

f) Other features of the project which you consider important The project will promote and improve the capability of the target beneficiaries to obtain and maintain better means of livelihood, employment or self-employment through the following: The project will be linked up with Japan International Training Cooperative Organization for employment abroad. TESDA will provide technical certification to the graduates of Vocational Skills Courses for better chances for employment. 50 graduates will undergo 20 to 30 days On-the-Job Training A revolving fund in the amount of Php300, 000.00 will be made available to the OSY if the beneficiaries are ready to venture into micro enterprises. Integrating the vocational skills with training on social protection and labor laws to make the OSY appreciate and be aware of their employment rights.

g) Describe any possible environmental impacts or benefits the project might have. This project will link to the existing project of SIMAG entitled Biodiversity Conservation in the Northern Negros Natural Park to enable OSY to understand their roles and responsibilities on environmental conservation and protection. The Association of SIMAG Out-of-School Youth will be tapped to rehabilitate the remaining forest cover and biodiversity found in the target area. The OSY will be made participants to trainings on environmental laws to heighten their consciousness on the importance of environment.

B. Origin and Context: Describe the region and community where the project will be implemented and the reason motivating the request for assistance.

Negros Occidental is known as the top sugar producing province of the sugar industry as well as one of the major employers. The industry directly supports more than 300,000 sugarcane workers affecting the lives of the 2.4 million population of Negros Occidental. The prevailing problems in the sugar industry brought by high production cost and smuggled sugar have taken its greatest toll on the sugarcane workers and their families. Working months in the sugar farm communities became shorter, thus, large portion of the work force have been underemployed and unemployment rate increased tremendously.

There are over 600 haciendas (sugarcane farms) operating in Silay City and E.B. Magalona, Negros Occidental ranging from 2 hectares to the biggest of 800 hectares. The family size of hacienda workers is 9 to 12 members and the average income of Php4000 a month during the milling season that allows them to work for only six (6) months every year is not enough to buy their minimum basic needs like food, clothing, house repair and even secondary education for their children. The remaining six (6) months of off-milling season continually test the workers initiative on how to survive. It is their children specifically the youth who suffered most. Because of the extreme poverty in the hacienda communities, there is a rapid increase of out-of-school youth (OSY) population in this area which almost doubled every year. And the basic problem faced by this sector is lack of income opportunities coupled with risky behaviour. They could not meet their basic needs and expectation; many of them are un or underemployed like their parents; child labor, domestic work, substance abuse, early pregnancies and commercial sex work is not unusual. The situation of this sector is further heightened by the lack of technical skills; livelihood capabilities are greatly affected by their propensity toward relatively lower intellectual capacity and low-self-esteem; inadequate life-planning skills; and the absence of external assistance to help them initiate problem solving and resource mobilization. Given the aforementioned condition, the vulnerability of this sector to create more complex problems in the near future will bring widespread impact to the Philippine Millennium Development Goal if not addressed immediately. It is in this context that the proposed project will take a pro-active effort to help address the urgent need for an intensive, convergent and integrated approach to improve the social and economic situation among these OSY if the Philippines want its human resources to be tapped for development. C. Beneficiaries and Participants: a) Who will benefit from the project and how will these benefits be realized? (Total number of recipients and number of women/children.) The primary beneficiaries for this project are the 50 out-of-school youth ages 19 to 30 years old, single, male or female. These target beneficiaries have been in school but were forced to stop schooling after finishing high school due to financial difficulty. They are the sons and daughters of the sugarcane workers who became sugarcane workers themselves too to help augment family income. However, hacienda workers multiplied every year but the sugarcane field become lesser because the land is encroached by the workers houses. The project will help the beneficiaries find better job locally and abroad other than sugarcane farming. b) Were the beneficiaries involved in the decision to seek funding and the planning and design of the project? If so, how? Yes. As the ASOSYI has been consulted regarding this project, they have chosen garment production as the skills they wanted to acquire due to its possibility of working abroad. The board of directors of SIMAG during its regular board meeting last May 17, 2013 agreed that a committee on youth welfare and development be created to discuss the issue of young people especially the out of school youth. Representative from the youth association will be represented in this committee to bring in the

concerns of young people. This committee is headed by Mr. John Gayoso, BOD Secretary. Meanwhile, the youth association chose to John Stephen Miguel to be its representative. c) How and to what extent will the beneficiaries participate in the implementation of the project? The proposed project will be implemented in partnership with the target beneficiaries organization, the Association of SIMAG Out-of-School Youth, Inc. (ASOSYI) which composed of 1,700 active members. This organization is registered with Securities and Exchange Commission last February 7, 2012. The target beneficiaries of this project will come from the members of this association. The garment Production training and will be conducted at the SIMAG SIMAG Garment Production Center to be managed by ASOSYI under the closed supervision of SIMAG Project Officers. d) When the project has been completed, how can this project remain sustainable? What will the communitys future participation be when the project has been completed? The following will be the actions of SIMAG and ASOSYI to ensure project sustainability: SIMAG Foundation: - will become the project consultant - custodian of micro credit fund - continue to facilitate OSY social protection labor laws training - regularly conduct assessment and evaluation to ASOSYI - link the graduates with industry or employers - will continue to develop the entrepreneurial skills of those who will venture to business The Association of SIMAG Out-of-School Youth, Inc.: - will continuously strengthen their organization - the skilled OSY will become the future trainers and advisors to the next batches of beneficiaries using the developed curriculum and module based on the good practices of this project e) List the names of the members of the local community responsible for submitting this proposal along with their functions and responsibilities. 1. Ashley Diaz and OSY Leaders - will take charge to identify and select target beneficiaries among its members and follow-up activities in the communities. 4. GlefaJavellana/Finance Officer - will take charge of all the administrative and clerical needs and concerns of the project and at the same time will keep and maintain the project financial records; take charge of all project funds releases; and prepare financial reports. g) How have you considered the differential impact this project will have on women and men, boys and girls in the community? The project will be participated by boys and girls who are out-of-school. Both sexes will be given equal opportunity, responsibility and benefit. Garment Factory is fully equipped with 47 high speed and special machines and other tools and equipment needed for the intensive training in garment production. The graduates can continue working in the factory while waiting for employment. 2-Story Training Center with kitchen and dormitory for the participants living in the far flung places. SIMAG Foundation has a list of pool of trainers for the proposed skills training accredited by the Technical Education and Skills Development Authority SIMAG has partnership with the NegrosJapan International Training Cooperative Organization (JITCO)) for garment makers further training in Japan with an allowance of Php40,000 and above per month.

Project Title: Reproductive Health Program for SIMAG Youth Amount of Grant: Php823, 300.00 Project Duration: October 8, 2002 to October 2003 Project Extension: October 15, 2003 to January 15, 2004 The project was successfully completed based on the set of indicators developed by the Reproductive Health (RH) Leaders to determine the progress of the project. The comics in local dialect, as the legacy component of the project, are still being used by SIMAG to its IEC on Adolescent Reproductive Health Activities. The trained Youth Volunteer Health Workers have joined the Adult Volunteer Health Workers and continued to perform their task and responsibilities. Although some of them have their own family, they continue to be the front liners and active leaders in their respective communities.
