NCO, N. Charleston, SC 1998 - Present Program Management/Compliance & Workforce Development Assess workforce opportunities, design solutions, and work with operations and front-line leaders to help them adopt best practices in achieving a highly motivated and effective workforce. Work to improve performance and emotional intelligence at all levels from individual to macrosystem. Serve as local Training and Development Subject Matter Expert, including development of training strategies, authoring manuals, workforce development tools, presentation and graphic materials for internal and external clients and for use by executives at multiple levels of the NCO hierarchy; strategic analysis of multi-layered performance in multiple centers, with subsequent development of short and long term training and coaching activities. Charleston, SC 2005- 2011 Adjunct Instructor Human Services/School-Age and Youth Development Development of traditional, mixed-mode, and on-line curriculum, delivery of college level classes in Human Services and School-age and Youth Care. Impact: Classes I facilitate are almost always filled to maximum enrollment. Online classes I have developed have received excellent reviews, and when the department transitions a Human Services class to the online environment, I am contracted for development. SAC Division now has all Certification Classes in an on-line environment, and added a comprehensive, progressive portfolio program I assisted the Dean in creating. Authored curriculum for over 8 on-line courses for Dept. of Community, Family & Child Studies.

Communities in Schools of Berkeley County 2002-2004 Executive Director Led team of over 100 education and school-age care professionals; providing direction, auditing progress and managing results. Direct responsibility for all Human Resource functions, including recruiting, hiring, assessing, training, compliance, and ongoing management. Also help primary responsibility for fund raising, grant writing, community and resource development, strategic and visionary planning, management, HR activities, and reporting results/activities to Governing Board, Community and Funders for a multi-site community 501(c)3 organization with a budget based upon multiple revenue streams and approaching one million dollars. Impact: Presented needs and accomplishments of the program so effectively, CIS was able to increase funding base from $400,000 DSS grant when I assumed the ED position to

Charleston County Department of Alcohol and Other Substance Abuse Services, Charleston, SC 1/98 12/98 PROGRAM COORDINATOR II Comprehensive responsibilities for grant-funded treatment program for homeless addicted women and their drug affected children, including marketing, public relations, strategic planning, operations, funding, and quality analysis. Impact: Complete restructuring of "Home With My Mom" program for women - a HUD funded housing, treatment, and therapeutic day care environment serving homeless addicted women and their children. Wrote curriculum for, directed, and managed three therapeutic daycare centers across the LowCountry. Located housing resources, employment opportunities, and community supports for participants, increasing participation over 300% in first month of my tenure. Grant was refunded as a direct result of my efforts. Supervision and responsibility for all activities and human resource management for all staff in three therapeutic daycare centers, achieving zero turnover during my tenure Enhancements of existing therapeutic child care programs, including development of assessment tools, and comprehensive curriculum for three centers. Maintenance of all licensure requirements, as well as ensuring compliance with all funding sources, federal, state, and local laws. Dept. of Disabilities and Special Needs, Coastal Region 1993 1997 REGIONAL FAMILY SUPPORT ADMINISTRATOR Provided program direction, coordinated and participated directly in technical consultative assistance to local county program administrators in the areas of needs assessment, case management, psychological services, behavior management, admissions and discharges for residential programs, family planning, socialization, parenting, early childhood development, community resource development, funding, disability prevention efforts, and computerized tracking services. Impact: Provided oversight, training and direction for an 11 county area as state onloaded new Medicaid Waiver program. Facilitated more creative approach to use of Family support funds resulting in several innovative approaches to supporting severely disabled individuals to successfully remain at home with families. Assisted in the development, implementation and maintenance of community development processes and initiatives, including all training initiatives impacting community programs Analyzed and interpreted federal and state laws and regulations to ensure program compliance in all areas. Formulated strategic implementation of SCDDSN policies and procedures, goals and objectives, and targeted service provision activities, including all analysis and strategies required to support over 300% growth of the Medicaid Waiver program Analyzed fiscal impact and made budgetary recommendations regarding service needs for regional service needs. Sojourner Center for Women, Charleston, SC 1993 -1994 DIRECTOR OF PLANNING Designed all phases of the short and long-term strategic plans to create, and launch a comprehensive treatment program for pregnant and post-partum addicted women and their drug affected infants. Impact: Community engagement strategies received statewide attention during assessments of center. Community support greatly increased centers ability to serve clients, and resulted in donations of funding, time, and services from all socio-economic groups. Successfully recruited and developed a community advisory board and cadre of volunteers, resulting in maximized engagement with the African-American community in the 29405 zip code Prepared and maintained reports for research and funding resources, representing the department to community and professional groups, designing and planning all PR efforts at micro and macro scale, resulting in the successful launch of a highly innovative concept Developed and implemented a no-cost marketing and community involvement program resulting in donations of well over $125,000 in goods and services during the initial threemonth period. House Calls 1989 -1993 PROGRAM DIRECTOR Designed and implemented all phases of a family preservation pilot program using a mental health/intensive in-home intervention model to prevent children from being removed from their homes in crisis and abuse situations. Created and delivered HR policies and practices including employee empowerment and motivation programs which resulted in a 100% retention of line staff specialists for 3 consecutive years. Impact: Implementation of program was so successfully, family preservation services are now available state-wide.

Brenda Barrington III Page 5 Adapted "Homebuilders" model of Family Preservation to the needs of South Carolina so effectively that this program was recognized by the Behavioral Science Center in Seattle and the NAFBS as one of the best family preservation programs in the nation. Developed techniques for service delivery of this program to people and families whose educational and cognitive abilities would have traditionally limited the use of intensive in-home intervention. Presented these techniques at national conference, receiving high ratings on delivery and concepts. Successfully developed a professional Community Board to support the concrete needs of the agency and to identify and target services in the community that were gap areas. Designed database to allow demographic analysis of program, and worked closely with research team from the University of South Carolina to study short and long term impacts of program. Wrote grants that created funding expansion of this program from one county to a statewide initiative. Serving as liaison for this program in all activities with the press, other governmental and community agencies, and all regulatory bodies, resulting in multiple incidents of very positive press coverage of program results.
