POLICY ON OUT-OF-STATE TUITION WAIVERS


The Out-of-State Tuition Waiver was established by the Board of Regents (BOR) to allow units to recruit the best students to their campuses and to help to retain them. In this context, best typically is defined in terms of academic achievement as measured by indicators such as Freshmen Index (FI) or college GPA. In some cases, merit can be determined by special talents, including (but not limited to) athletic, musical, and artistic. In all cases, students who receive Out-of-State Tuition Waivers are expected to establish and to maintain strong academic records. Out-of-State Tuition Waivers are one of the most valuable scholarship resources possessed by Georgia State University. The awards waive the differential between out-of-state and in-state tuition costs. Recipients of the waiver must pay in-state tuition and all applicable fees. Each waiver is granted for a specific period of time, ranging from a single semester to the designated length of a degree program, but maintaining a waiver always depends on a students success in meeting certain specified criteria. For three specific categories of Out-of-State Tuition Waivers (10007, 10010, and 10014), the Board of Regents strictly limits the total number of waivers that any school in the University System of Georgia (USG) can award. In light of the intended purpose of the waiver and limits on its availability, the following guidelines are established. Please note: There are over two dozen waiver categories (and accompanying codes) established by the BOR. This policy applies only to categories 10007, 10010 and 10014. It does not apply to waiver categories designated by the BOR for Graduate Assistantships, the Academic Common Market, nonGeorgia military personnel, Study Abroad, and so forth.

10010 Out-of-State WaiverGraduate


This category of waiver is used exclusively for new or continuing graduate students. Each research university in the USG is granted a set number of 10010 waivers. The Georgia State University allocation is 80, thus assigned waivers in this category cannot exceed 80 at any one time. Note: the Colleges may petition the Associate Provost for Academic Programs in writing for additional waivers outside the number assigned, but the number of waivers is strictly limited by BOR policy. Waivers will be awarded on a case-by-case basis. Process: Code 10010 is used by the Colleges for the assigning of this graduate-only waiver. Because the resource is limited in number, Colleges are asked to pursue the possibility of the student being awarded in-state residency status before assigning a waiver. Graduate students who receive support from an academic departments (e.g., GRA, GTA) are not to be assigned waivers coded 10010 but instead receive graduate assistant waivers typically equal to full tuition costs. Colleges may make barter agreements among themselves regarding the number of waivers assigned for any given semester. Student recipients of 10010 waivers must sign the out-of-state waiver agreement and a copy must be provided to the Office of the Associate Provost for Academic Programs prior to the first day of classes for the semester for which the waiver is granted. Failure to provide a signed copy of the agreement may result in the removal of the waiver from the students record. The form also must bear the endorsement of the college deans office.

Requirements for Awarding the 10010 waiver: Awards are made to graduate students according to each Colleges own internal policy and procedures, but awards should fit within the intent of the general BOR policy as outlined in the opening paragraph of this document. Waivers are generally limited to students who maintain a Georgia State GPA of at least 3.0. Colleges must specify the length of award period and criteria for the students maintaining the award in writing as part of the out-of-state waiver agreement. For Fall and Spring semesters, students must enroll in and complete a minimum of 9 semester hours of graduate coursework. For Summer semesters, graduate students must enroll in and complete 6 or more credit hours. These are minimums; higher loads are desirable since they maximize the impact of this resource. If a student receives a waiver and does not register for the minimum number of semester hours of appropriate coursework by the initial fee deadline (typically, one week before the first day of the semester), the waiver may be forfeited. Requests for exceptions to these requirements must be made in writing to the Associate Provost for Academic Programs by the campus unit requesting the waiver.

10007 International/Superior and 10014 Other Out-of-State Waivers


10007 International/Superior Waivers This category of Out-of-State Tuition Waiver is designated for incoming high-achieving international

and domestic out-of-state students. It is awarded primarily to incoming freshmen or undergraduate transfer students. In rarer circumstances, the 10007 waiver may be awarded to graduate students, though the allotment of 10010 waivers should be exhausted before requests are made for 10007 waivers. International and superior out-of-state students may include incoming students who fall in the following categories: Freshmen with 2900 FI or better Special talent student (e.g., athletes, musicians, artists) Students who are part of 2+2 and 3+2 articulation agreements International students (merit based)* Sponsored Students (e.g., Fulbright, Muskie, LASPAU, Rotary at both the graduate and undergraduate levels) Other high achieving out-of-state students
* International waivers are intended to support the internationalization of the university pursuant to the university's strategic plan (e.g., signed international cooperative agreements, international recruitment efforts) as defined in consultation with the Office of the Associate Provost for International Affairs.

10014 Out-of-State WaiverOther This category of Out-of-State Tuition Waiver is typically awarded to continuing high achieving international and domestic out-of-state students who were not awarded a 10007 waiver upon admission. Code 10014 waivers may be awarded at either the undergraduate or graduate level. Code 10014 waivers may be awarded to continuing students who fall in the following categories: Special circumstances and hardships, including financial International students facing severe economic hardship (note: this group must apply through the Office of International Student and Scholar Services)

Distribution of 10007 and 10014 Waivers By stipulation of the Board of Regents, the total number of waivers in the 10007 and 10014 categories combined at any one time cannot exceed 2% of the equivalent full-time (FTE) students at the institution in the preceding fall term. The Georgia State distribution of these waivers is as follows: 10007 Academic Programs* 250 100014 50 Combined 300

Athletics 100 Total 400 *e.g., Undergraduate Admissions, academic colleges, international programs Process for 10007 and 10014 waivers: In all cases, awards for 10007 and 10014 waivers will be made centrally by either the Associate Provost for Academic Programs or the Director of Athletics.

Because the resource is limited in number, units are asked to pursue the possibility of the student being awarded in-state residency status before requesting a waiver. In order for the request for a 10007 or 10014 waiver to receive full consideration by the appropriate Waiver Selection Committee, an Out-of-State Tuition Waiver Request Form must be completed and signed by the sponsoring department, office or official on campus and submitted no later than the deadline specified for the semester in question. Note: to accommodate programs that require an early commitment for waivers, completed Out-of-State Tuition Request Forms may be submitted and approved in advance of the specified deadline. Students granted waivers must sign an Out-of-State Tuition Waiver Agreement and a copy must be provided to the Office of the Associate Provost for Academic Programs or to the Director of Athletics by the first day of classes for the semester in which the waiver is awarded. Failure to provide a signed copy of the agreement form by the specified date may jeopardize the waiver.

Requirements for Awarding 10007 and 10014 Waivers for Academic Programs (requirements for Athletics may differ; please consult the Athletics Department): The 10007 waiver is valid for a maximum of 120 semester hours toward an undergraduate degree, but in cases may be designated for a shorter period of time. The 10014 waiver is typically awarded for one semester and rarely for more than two. 10007 waivers are typically initiated for Fall semester. In rarer circumstances, the awards may be available for initiation during Spring or Summer semesters. In order to receive either the 10007 or 10014 waiver, undergraduate students must enroll in and complete a minimum of 12 semester hours of coursework and graduate students must enroll in and complete a minimum of 9 semester hours of coursework during Fall or Spring semesters. For Summer semesters, undergraduate students must be enroll in and complete 9 or more credit hours and graduate students 6 or more credit hours. These are minimums; higher loads make better use of this resource. If a student receives a waiver and does not register for the minimum number of semester hours of appropriate coursework by the initial fee deadline (typically, one week before the first day of the semester), the waiver may be forfeited. Students must maintain a minimum Georgia State cumulative GPA of 3.0. (In some cases, higher standards may be specified on the agreement form.) A student who registers for a future semester with a waiver but whose current-semester academic performance is not satisfactory may lose the waiver for the next semester and be billed non-resident tuition. Requests for exceptions to these requirements must be made in writing to the Associate Provost for Academic Programs by the campus unit/office requesting the waiver.

All stakeholders may petition the Associate Provost for Academic Programs for additional waivers outside the number assigned in the distribution table above, but the number of available waivers is strictly limited under BOR policy. Such requests will be considered on a case-by-case basis.
