Maiocco called the Thirty-Eighth Regular Meeting of the Medford City Council to order at 7:00 P.M at the Howard F. Alden Memorial Auditorium, Medford City Hall. ROLL CALL SALUTE TO THE FLAG RECORDS The Records of the Meeting of December 6, 2011 were passed to Councillor Arena HEARING TAX HEARING 11-753 A Public hearing will be held by the Medford City Council in the Howard F. Alden Memorial Chambers, City Hall, Medford, MA., on Tuesday, December 13, 2011 at 7:00 P.M. The purpose of the hearing is to hear the Board of Assessors on the following items for the purpose of allocation of the FY 2012 Property Tax . 1. To determine the residential factor to be used for FY 2012 2. Select an open space discount 3. Select a residential exemption

Finn City Clerk 11-732 LOCATION OF POLES, ATTACHMENT OF FIXTURES AND UNDERGROUND CONDUITS MEDFORD, MASSACHUSETTS CITY of MEDFORD You are hereby notified that by order of the Medford City Council, a Public Hearing will be given at the Howard F. Alden Memorial Auditorium, 85 George P. Hassett Drive, City Hall, Medford, Massachusetts at 7:00 P.M., on TUESDAY, December 13, 2011 on a petition by National Grid of North Andover, MA., for permission to construct a line of underground electric conduits, including the necessary sustaining and protecting fixtures, under and across the public way or ways hereinafter named. Wherefore it prays that after due notice and hearing as provided by law, it be permission to excavate the public highways and to run and maintain underground electric conduits together with such sustaining and protecting fixtures as it may find necessary for the transmission of electricity. Said underground conduits to be located substantially in accordance with the plan filed herewith marked National Grid . UG WR #11236255 dated 08/09/2011 Doane Road, Medford, MA. The following are the streets and highways referred to: Doane Road-beginning at a point approximately 175 feet southeast of the centerline of the intersection of Doonan Rd. National Grid to install conduit from P.6656 to house 4 Doane Rd. Petitioning for approximately 5 feet of conduit for UG customer service cable

Approved Chief Engineer Upon review of this petition, the Engineering Department finds the work can proceed forthwith, provided that no City owned or private utilities or other structures are adversely impacted and the sidewalk and other city property is restored to existing or better condition. That is sidewalk restoration is to be replacement in kind: if a concrete panel is disturbed then a new concrete panel must be installed. Before beginning work the contractor shall notify Dig Safe and shall obtain applicable permits from the Engineering Division. National Grid shall complete all restoration in accordance with City of Medford regulations and standards as well as for removing all debris related to its work. Finn City Clerk MOTIONS, ORDERS AND RESOLUTIONS 11-745-Offerd by Councillor Penta Be it Resolved that the mayor's news media statement of this past week regarding his forthcoming capital improvement plan wherein he did not mention any inclusion of his proposed $8.5 million dollar parking garage should indicate the issue is no longer to be considered. 11-746-Offered by Councillor Penta Be it Resolved because of the mayor's failure to meet, discuss and review with the Council on its request to have a complete land survey, dollar assessment evaluation and option plan to incorporate a public works, police and fire department on all of our municipal property abutting the at present locations and because of the mayor's public comments that he is intending to replace the dilapidated public works building but only requested a consultant's review for the fire and police buildings ... this issue be discussed. 11-747-Offered by Councillor Penta Be it Resolved that in light of the ongoing technology issue being discussed, a public requirement be that no member or family relation of any one person sitting on the committee shall be entitled to bid, secure or receive any financial remuneration or anything of value as it may relate to any contract awarded for any city/school technology contract award. This agreement is to ensure that no appearance or any smack of appearance of any conflict of interest may be at hand. 3

Additionally, as I emphasized before, my support would be for a complete city wide, long range, well balanced, technology enhancement plan for all municipal and school operations, not a piece meal approach. 11-748-Offered by Councillor Marks Be it Resolved that the lack of traffic enforcement on Golden Ave be discussed once again 11-749-Offered by Councillor Arena Be it Resolved that the A and B Auto Repair located at 425 Main Street be discussed. 11-752-Offered by Councillor Arena Be It Resolved that the Medford City Council commend and congratulate the Medford High School Boys Varsity Soccer, Girls Varsity Soccer and Fall Varsity Cheerleaders on winning the Greater Boston League Titles in 2011 and furthering themselves in the playoffs.
