1. Executive Summary
Our non-profit organization is dedicated to aiding and improving the educational opportunities of children and teens living in the rural
communities and towns in the country of Mexico. Our project will focus first with building three schools in the town of Tlapa de
Comonfort, Guerrero, Mexico. These schools will be funded using private donations.
The César Estrada Chávez Elementary School will educate children from kindergarten through the 4th grade, and will open in August
of 2010. The Ignacio Comonfort Middle School will educate children from the 5th through the 8th grade, and will open in August
2012. Finally, the Vicente Ramón Guerrero Saldaña High School will educate children from the 9th through the 12 th grade, and will
open in August of 2014.
We at BendingBackBarriers will work closely with the Middle States Association of Colleges and Schools, as well as the Southern
States Association of Colleges and Schools, which are the two bodies responsible for accrediting educational institutions in NY, NJ,
PA, DE, MD, DC, PR, and the US Virgin Islands, as well as school institutions in China, Japan, El Salvador, Bolivia, Costa Rica, and
Mexico. These bodies will ensure that all students receive a quality education, and are able to continue their educational studies in any

which we have provided for your convenience, for additional information regarding these accrediting institutions).
Bending Back Barriers will combine a successful workforce development program for the disenfranchised youth of Mexico’s rural
communities, with a technology-based learning institute that serves to meet more that just the most basic educational needs of our

students, their families, and the community. Staffed with committed, dedicated, certified teaching professionals, and citizens of the
immediate community, Bending Back Barriers social value will be reinforced by its commitment to improve the life and educational
opportunities available to underserved communities.
Bending Back Barriers will offer schooling for rural teens, from pre-school through the 12th grade, focusing on a combination of
technical and professional skills, providing mentoring, counseling, family medical services, pre-school and after-school care for
infants, and family counseling. We will seek to end the cycle of low-wage, dead end jobs, high unemployment, incarceration,
dangerous addictions, and homelessness. Bending Back Barriers will be the pathway to a meaningful future and a prosperous,
fulfilling career path for children of limited means and limited income.
Key Objectives:
To provide a means for children to continue their educational studies outside of the sovereign borders of Mexico unencumbered by
the barriers of language, educational level, immigration status, and the technological divide.
To provide social, medical and family support to students and their immediate families.

2. Description of Social Business Venture
SOCIAL IMPACT OF BENDING BACK BARRIERS:
Bending Back Barriers is a self-contained, privately funded, pubic school system that will meet the social and educational needs of the
children of rural Mexico from pre-schooling through graduation, and into the continuation of educational pursuits within institutions
of higher learning (secondary education). It has three main components:
Provides pre-schooling and daycare facilities for the children of teenage parents, the immediate family members of students,
and members of the immediate community without members of the student’s family or community incurring any cost for these
services.
Provides medical care and preventive medical care for all students, family members of students, and members of the general
community without any cost incurred by those seeking care and providing care.
Provides educational training for all students, incorporating modern technology, with a focus on language skills and
comprehension for all students. Therefore, all students will graduate with a fluency in three languages: The Spanish language
native to the land of Mexico, English, and a third language of the student’s/parent’s/care giver’s/teacher’s collective decision.

2.1 Rationale
Mexico is one the three major countries of the North American Free Trade Agreement. This alone shows the economic viability and
possibilities that is possessed by the country of Mexico. It is also true that Mexico is experiencing a population explosion regarding
newborns, infants, toddlers and school-age children. This social capital (the children of Mexico) demonstrates the potential for
economic and social growth. However, the foundation for these growths must first be cultivated. The foundation for these social and
economic changes is an expanded, vastly improved educational opportunity for the future generations of the children of Mexico.

Upon graduating from the Bending Back Barriers’ school system, our students will possess the ability to speak English fluently, along
with the native language of Spanish, and a third language. Additionally, our schools will be certified by the Southern States
Association of Schools and Colleges & and the Middle States Association of Schools and Colleges. These are the two recognized
accrediting institutions of the United States of America for a majority of elementary, middle, high schools, colleges, and universities.
This certification will allow our graduating students to enter directly into an international school, or an American institution of higher
learning, unencumbered by the barriers of language, documentation (J1 student visas and passports), and/or technology. Upon
graduation from a secondary-education institution, our students will have an incentive to return to their rural hometowns within the
country of Mexico, and reinvent the economy while also reinvesting in the social community and social fabric of their communities,
and serve as ambassadors for higher learning.
2.2 Mission:
Our Mission will be to provide a cost free, coeducational, public school system for children of limited income, limited resources and
social needs. This will provide a bridge that will enable members of the Latino community to scale the digital divide and language
barriers that will enable the future leaders of tomorrow to become productive, progressive citizens of the world community; thus
entering into the world marketplace with the technological tools, educational abilities, leadership and language skills that will enable
them to:
1. Speak fluently the languages of Spanish and English, and a third language.
2. Continue their educational career at certified colleges anywhere in the world where the languages of Spanish and
English are spoken.

3. Build character and provide the social skills to be successful in all aspects of life.
4. Be prepared to meet the changing and diverse challenges of a technological society.

7. Establish learning partnerships that promote self-reliance at home, in the school, and within the local community
supported by academic excellence.
8. Ensure success will be manifested in the form of self-esteem and responsible actions.
The specific target-market for Bending Back Barriers will be the approximately 15,000 children of the city of Tlapa de Comonfort
between the ages of 3 and 9 years old. The most recent census for Tlapa de Comonfort lists the current population at 53,896 persons.
This ever-expanding population will offer many opportunities for learning and social growth. Additionally, the youngest citizens of
Tlapa de Comonfort will serve as ambassadors for higher education and the social return-on-investment that we are sure will arise, and
which will be visible within six months after the enrollment of our first students.
There is no one formula for nonprofits to create social-purpose business ventures. Bending Back Barriers will build our management
team with both business and program-related experienced persons. We will study and live among our targeted, client-population and

choose social ventures that can fulfill the needs and abilities of populations of both the citizens of Mexico and the United States of
America. We will engage in social ventures, communicate effectively with educational industries, and find the right strategic match.
The most recent census for Tlapa de Comonfort lists the current population at approximately 53,896 persons. The average daily rate of
pay is approximately 169.00 pesos, which is equal to $11.42 a day. The average employee works six days a week, 12 to 14 hours a
day, for a weekly pay of $68.52. Our return on Investment is 6. This means that for every dollar we invest in our students, and the
community of Tlapa de Comonfort, we expect the average daily rate of pay to increase from by 6, from $11.42 a day to $68.52 a day,
for a weekly pay of $342.60 a week. This is based on employees working five days a week, for 8 hours a day, as opposed to the
current frame of six days a work, for 12 hours a day.
1. Insure that all of Bending Back Barriers’ graduating students are fluent in the English language. This will occur using intensive
English-level learning courses, and ensuring that all classes are taught in English from the first day of school.
2. We will work closely with the Middle States Association of Colleges and Schools, and the South States Association of
Colleges and Schools to achieve and maintain accreditation by these two accrediting boards within the United States. This will
ensure that upon graduation, our students are able to continue their educational studies at any international school or American
school.

3. Bending Back Barriers will work closely with the consulates of Mexico, America, Canada, Italy, and Great Britain to ensure
that upon graduation, our students will possess the proper, valid, J1-student visas and passport documentation and
identification necessary to continue their studies unencumbered by political barriers and social ideologies.
4. We will be a technological marvel, working with several companies to ensure that from the first day that we open our doors, all
students, faculty, staff, and administrative staff will possess laptops, and Internet access. Additionally, because will be a
paperless school, this will reduce the cost of paper needs, and recycling costs.

FUNCTION: Builds and manages Social Media avenues for Bending Back Barriers. This includes developing and
executing against an integrated social media strategy and roadmap that address advertising, informing, recruiting of volunteers,
internal and external audiences, local, national, and international audiences, and provides strategic oversight to all current and future

efforts, mission, and persons associated with Bending Back Barriers. Identifies and manages Social Media partners. Engages with

FUNCTION: Maintain certain records for several purposes, including accurate recollection of decisions; determination of
eligibility to vote; continuity of policies and practices; and accountability of directors and officers.
MAJOR FUNCTIONS: The Secretary is responsible for ensuring that accurate and sufficient documentation exists to meet legal
requirements, and to enable authorized persons to determine when, how, and by whom the board's business was conducted. In order to
fulfill these responsibilities, and subject to the organization's bylaws, the Secretary records minutes of meetings, ensures their
accuracy, and availability, proposes policies and practices, submits various reports to the board, maintains membership records, fulfills
any other requirements of a Director and Officer, and performs other duties as the need arises and/or as defined in the bylaws. (See
note # 1).

ACCOUNTABILITY: The Secretary is accountable to the Board of Directors (if elected or appointed by them). (If elected by the
membership at a members meeting) as specified in the bylaws. Through the Board of Directors, certain duties of the Secretary may be
delegated to the Executive Director, Board members and/or committees as appropriate; however, the accountability for them remains
SPECIFIC DUTIES: (Minutes): The secretary is responsible for ensuring that accurate minutes of meetings are taken and approved.
Requirements of minutes may vary with the jurisdiction but should include at a minimum - Date, time, location of meeting; List of

CUSTODIAN OF RECORDS: The secretary ensures that the records of the organization are maintained as required by law and made available

MEMBERSHIP RECORDS: The Secretary ensures that official records are maintained of members of the organization and Board. He/She

ensures that these records are available when required for reports, elections, referenda, other votes, etc.
BYLAWS: The Secretary ensures that an up-to-date copy of the bylaws is available at all meetings.
COMMUNICATION: The Secretary ensures that proper notification is given of directors' and members' meetings as specified in the bylaws.
The Secretary manages the general correspondence of the Board of Directors except for such correspondence assigned to others.
MEETINGS: The Secretary participates in Board meetings as a voting member. The Secretary provides items for the agenda as
appropriate. In the absence of the President (and Vice-President, if the position exists), the Secretary calls the meeting to order,
presiding until a temporary chairperson is elected. The secretary records meeting minutes as described above Depending upon the
bylaws and practices of the organization, the Secretary may perform these duties for Member meetings (eg. Annual General Meeting)
SIGNING OFFICER: The Secretary may be designated by the Board of Directors and/or bylaws as one of the signing officers for certain
documents. In this capacity, the Secretary may be authorized or required to sign or countersign checks, correspondence, applications,

FILING OF DOCUMENTS: The Secretary may be the registered agent with respect to the laws of the jurisdiction; the person upon whom
legal notice to the corporation is served, and responsible for ensuring that documents necessary to maintain the corporation are filed.
NOTE # 1: This document uses the word "ensure" to convey the intent that accountability for the specified responsibilities lies with the
Secretary but it is not necessarily the Secretary who carries out the activity. Indeed, we expect that many of these responsibilities will

FUNCTION: Provides support, and act as a liaison, and builds upon relationships with company representatives to increase
the effectiveness of Bending Back Barriers mission and function as well as to articulate the company’s position on matters of
importance to the company. This position will be based in Philadelphia, Pennsylvania, reports to the Chairman, Board of Directors,
and sits on the Board of Directors. This position has three directorships under its chairmanship, they are: Immigration and Student
MAJOR FUNCTIONS: Work with Bending Back Barriers Vice President and General Counsel, and the Vice President of Cooperating
Non-profits to develop and execute an effective means to promote the mission of our organization. Identify and support approaches to
enhance community interaction. Expand and deepen relationships with the business community, and the Administration (White
House, Treasury etc) to increase Bending Back Barriers’ ability to communicate individually and directly on significant educational
and related issues. Develop relationships within the Washington DC and Philadelphia, PA business and professional community to
identify potential allies, and adversaries, on issues of importance. Actively participate in the Washington DC, Philadelphia,

Pennsylvania and surrounding suburban professional communities and leverage that participation to represent the company in trade
associations, coalitions, foundations, and working groups. Establish personal relationships and credibility with government and
business community professionals to develop offline channels of communication for both advocacy and intelligence gathering. Advise
management of legislative and regulatory objectives and effectively communicate with the Congress and the Administration. Assist in
managing outside legislative consultants with respect to deliverables, and choice of best vehicles to accomplish the Bending Back
Barriers mission objectives. Monitor and interpret legislative initiatives at an early stage in order to allow for adequate development of
appropriate responses.
FUNCTION: Directs Bending Back Barriers’ implementation of policies and procedures related to immigration, which are or may be
mandated by federal and state regulations, and develops related internal systems and practices to insure continuous regulatory
compliance within Bending Back Barriers to limit the institution's liability. Supervises a staff of Immigration Services Advisors to
Bending Back Barriers and its students, and carries out performance evaluations. Holds Bending Back Barriers signature authority for

REPORTS TO: CEO, Vice President of Education, Provost, Board of Directors
MAJOR FUNCTIONS: Regular duties include, but are not limited to serving as Bending Back Barriers’ resource on Homeland Security,
U.S. Citizenship and Immigration Services, US. Department of Justice, U.S. Department of State, U. S. Social Security
Administration, U.S. Department of Department of Labor, Internal Revenue Service and Department of Treasury, Bureau of Foreign
Assets Control laws, regulations, and procedures. Serves as the Primary Designated School Official for the F and J visa categories
under Homeland Security and as the institutional Responsible Officer for the Department of State Exchange Visitor Program.
Provides direction, supervision, and leadership for the Immigration Services Team comprised of units dedicated to the most frequently
utilized visa categories including: F-l Student Advisors, J Exchange Visitor Advisor, H Faculty and Staff Advisor, and Assistant for
Documentation and Permanent Residency. Develops training materials and conducts workshops for the benefit of the international
population at Bending Back Barriers and the staff who assist with the documentation, procedures and maintenance of students,
scholars, faculty and staff. Assess new areas of training needs and recommend new programs to meet these needs. Directs and
administers the application process for employees, faculty, staff and students who have been identified as eligible for permanent
residency via an employment based petition sponsored by Bending Back Barriers. This includes: Outstanding Professors/Researchers,
Teaching Faculty, Research Scientists and Associates and professional staff. This requires working with highly confidential and
sensitive information to provide very complex, employment-based advising involving a multiple of federal agencies. Prepares reports
on trends in international education in order to assist the Bending Back Barriers organization in meeting the goals set forth in the

Bending Back Barriers Strategic Plan. Collect data on the demographics of the international population in Mexico and the United
States of America, fields of study, use of services by departments, financial contributions, etc., while assisting the Vice President of
Education and Provost with budgetary recommendations, which may include projections of International Student/Scholar Compliance
fees, and recommended allocation of the ISSC to meet the equipment, staff and training needs for Immigration Services. Advocate on
behalf of international education and support the Institution's goals for internationalizing the campus. Serve on institutional and
professional committees as appropriate. Assist the VP of Education, and Provost with all other tasks as necessary.
FUNCTION: To act and represent Bending Back Barriers at meetings within the community and strategic groups. To
proactively build and develop partnerships and new collaborative initiatives with key international organizations, to inform innovative
developments in the context of the Bending Back Barriers’ mission statement, and to facilitate the exchange of knowledge and best

MAJOR FUNCTIONS: To promote, maintain and further develop the excellent national and international reputation of Bending Back
Barriers across the Educational Community through a range of high profile outputs. To contribute strategic insight and vision to the
overarching Bending Back Barriers strategy and associated forward planning in partnership with the Chairman and the Senior
Management Team. To seek new funding opportunities through national and international partnership engagement and collaboration,
and to generate income streams and lead bids for new projects and studies, and to collaborate with Bending Back Barriers staff to
produce successful proposals. To work with the Bending Back Barriers Board of Directors and to advice on the scope and direction of
future development programs, studies and reports. To support Bending Back Barriers in taking forward links and partnerships with
international standards bodies and other organizations, and to participate in standards communities and specification development, as
appropriate. To have responsibility for Bending Back Barriers core work, which forms a substantive part of Bending Back Barriers’
funded activities, to work with the Senior Management Team and the Director to formulate the work to provide authoritative
leadership, vision and direction. To work closely with the Team Leaders responsible for Community & Outreach, Research &
Development and to ensure operational integration and knowledge transfer across all Bending Back Barriers teams. To have
particular responsibility for development of the Bending Back Barriers Cultural Support Team. To lead the development of technical,
and where necessary, information architectures and reference models applicable to the Information Environment (IE) and to oversee
the delivery of IE guidance to the rural communities of Mexico. To inform the future development, integration and adoption of
Bending Back Barrier-funded projects and services that form a significant part of the information environment infrastructure, and

which focus on providing an infrastructure for the creation, curation, and use of resources for education and research. To oversee

To deliver direction-setting reports, briefings and high-quality authoritative publications as required to inform and promulgate
strategic policy and practice in key innovation areas. To disseminate Bending Back Barriers outputs and broader synthesis through
high-quality presentations. To have a particular focus on promoting Bending Back Barriers-funded core and non-core work on the
national and international stage, through presentations, articles and other dissemination channels. To contribute to Bending Back
Barriers Program meetings and Program-level workshops and conferences. To develop and contribute to community technologies
including blogs, wikis, and other social networks to promote, comment and disseminate opinion and views around topics relevant to
the broader Bending Back Barriers work programs. To contribute on a regular basis to the Bending Back Barriers Web site and to

A number of test events will be organized in 2009 and 2010 with two main goals:
• To verify our organization: logistics, transport, medical services, accommodation, protocol, commercial, volunteers, award
ceremonies, etc.
• To involve the public and possible sponsors by promotion in the press and via advertisements and editorials.
**At each of these events, the organizing committee will be supported by a grassroots organization of volunteers.

Negotiations are already underway with the Latino media (newspapers like Al Dia, La Razon, Bon Dia Aruba, Primera Pagina, etc.) to
guarantee articles and advertising in 2009 for institutional communications and to present our events and our organization to the
public, thus also giving greater prominence and visibility to private sponsors.
In addition to newspaper advertising, there will be outdoor ads as of Sept. 2009, to support fundraising events and to sustain private
donations. We have already begun communications with Loews Philadelphia Hotel, to arrange for our first of many gala fundraisers,
due to take place November 2009. This will allow ample time for a strong impact in the press and television, and among the
international correspondents who will follow our organization. We will thus be able to draw considerable attention to our organization.
4.4 Performance Milestone
For grades kindergarten through 4th, we will give standardized examinations as recommended by the Middle States Association of
Schools and Colleges, and the Southern States Association of Schools and Colleges, which will measure the student’s progress in all
areas of education on a six-month basis. Additionally, we will evaluate students on a monthly basis for English proficiency, striving
for improvement in areas of weakness, or where learning has reached a plateau as determined by TESL and/or TOEFL testing
standards.

For grades 5 through 8, we will test every three months for proficiency in all phases of educational learning, including English

the United States of America and Mexico. By focusing on the shared values of our cultures, we will seek to instill the belief that ‘each
child is the future of the global community, with a constant focus on the value of a quality education.
Due to the comparative rate of the Peso versus the Dollar, even in today’s fluctuating economy, the cost of building entire campus
areas remains significantly lower when compared to the cost of identical land purchase and construction of an identical campus in the
United States of America. Additionally, in our Pro Forma Statement, we have included a 10% line item for ‘Cost Overruns’ of the
total cost of construction and operation of the campus system. This additional money, if needed, will serve to greatly reduce the cost
of any cost of budget overtures.
SCENARIO 3: COMPUTER, HARDWARE, AND SOFTWARE DONATION PROGRAMS MODERATELY LOWER THAN EXPECTED.
There is no way around this fact. The initial start-up costs and installation of hardware and software, if not donated, are a necessity.
However, cost effectiveness is what will guarantee our long-term success. Some examples of our research for maintaining cost
effectiveness with our Internet infrastructure are listed below. More machines with more software being used more frequently by more
staff and students have the potential to result in a sharp increase in technical support needs. For new equipment to be utilized, the staff
must trust that it will be reliable. For it to be reliable, it must be well maintained.

In order to address of this concern, a decision was made regarding the installation of a combination of laptop computers and “thin
client workstations.” The rationale behind this is a focus on power consumption rather than portability. Measurements of power
consumption and analysis of electrical wiring shows that three or more desktop computers in one classroom would result in recurring
electrical problems. This would cause long-term damage to the computers and potentially other equipment.
Laptop computers consume less than a fourth the power of a conventional computer under normal classroom usage. Laptop
computers, donated or purchased, require warranties that cover accidental damage should they be knocked off a table or dropped while
being carried. External keyboards and mice should be purchased for the laptops to further reduce mechanical wear on the laptop itself.
2. The second problem with laptops is that they tend not to last as long as desktop computers. Laptop components are
smaller and more compact than desktop components, and must function within finer tolerances. These precise laptop
components also tend to generate more heat within the tightly packed environment of the laptop case. This heat
damages the system over time, reducing its useful life.
Purchase a server that would act as the “brains” of many small, power efficient simple devices called “thin clients.” These devices
would attach to a keyboard, mouse and monitor, through which a student would interact with the workstation whose processing was

actually taking place on the server.
1. Conventional installations of thin clients would be difficult to manage given specific technical issues.
2. Any server or servers capable of handling meaningful portions of an institution’s thin clients would require network
bandwidth, power and cooling that may not be available in Mexico without a very significant investment.
However, Pegasus Computer Technologies, Inc. has previous experience with an alternative approach in which one somewhat more
robust standard computer, sometimes referred to as a “mother ship” could host up to nine thin clients directly.
1. Utilizing this interaction, it is possible to purchase thin client stations that are significantly less expensive
than even desktop computers. One mother ship computer is placed in a classroom with several thin clients
attached to it. All but one of these new mother ship computers will be provided through a donation to the
school district.
2. The thin client stations have no moving parts and generate less heat. They use a conventional monitor, mouse
and keyboard, all of which can be reused for other purposes should the need arise. The base thin client unit
costs less than $200 and can easily be replaced. Each thin client station with an LCD monitor consumes less
electricity than a laptop computer.
One additional significant advantage of this approach is the relatively low maintenance labor required. It takes only slightly more time

and attention to maintain a classroom populated this way than it does to maintain the mother ship computer alone, given the rugged
nature of the thin clients. In summation, offsetting the initial purchase of any equipment not received via donations can be easily offset
by utilizing “Thin Clients” via the “Mother Ship” approach.
How long a given technology resource should be expected to last. While in the case of hardware the ‘off the cuff’ answer may be
“how long is the warranty?” there are other variables at work. Below are current recommendations for educational institutions:

1. When you replace a machine or move a machine to a new location, replace the power strip and network cable.
3. Laptop batteries are never under warranty. If you use a laptop for portability rather than lower power consumption battery life

SCENARIO 5: HOW WILL THE ORGANIZATION ENSURE A HIGH QUALITY OF SERVICE CONSISTENTLY?
As stated in our ‘Bending Back Barriers Blueprint for Change for the Educational and Social Systems of Mexico,’ we will
ensure a high quality of service consistently by instituting of 5-prong plan. We will focus on Early Education, Preschool and After-
school Care, Recruit Teachers, Retain Teachers, and Reward Teachers.
1. Early Education Plan: We will provide critical support to young children and their parents, including early
education for infants, which is essential for children to be ready to enter kindergarten.
2. Preschool and After School Care: We will provide before school and after-school programs for all children.
This decreases the cost burden for families, and provides additional time for families where one or both parents
work outside of the home.
3. Recruit Teachers: We will provide a realistic, living wage stipend, beyond salary, to assist us in recruiting the
best, certified teachers.
4. Retain Teachers: We will implement mentoring programs that pair experienced teachers with new teachers. We

Bending Back Barriers will addresses many of the drivers of attrition with career path planning, tuition re-imbursement, incentive
programs, competitive pay, training, social and community events, working from home availability, and other work-life balance issues
such as scheduling flexibility.
We will introduce a “Team Leader Transformation” program with an emphasis on coaching to improve team leader management
skills. Managers and directors with more effective managing skills will have higher job satisfaction, and are, thus, less likely to leave.
This will enhance agent productivity, ultimately improving management satisfaction and not only increase, but stabilize retention
