Consultant Position Available CIDA funded Support to the Ethics Secretariat (SES) Project in Tanzania Information, Education and

Communications (IES) Specialist Level of Effort: Up to 50 days from present to September 2015 Reports to: Field Project Director, SES Project

Overview: This specialist will assist the ES with: The design and development of a communication plan and strategies for the promotion of ethics The development of messages and material designed to achieve measurable behavior and attitude changes necessary to achieve ES objectives for the promotion and monitoring of ethicswithin specific audiences. The implementation of the communications plan and strategies.

Roles and Responsibilities: Specific duties and responsibilities include the following: Assisting ES GCU, Research and Statistics Units, and other relevant ES staff in development and implementation of strategies and plans designed to build public awareness among public leaders and the public generally about the PLCE and what is expected of public leaders, regarding ethics. Assisting ES management, P/M&E Unit and GCU to develop a long term strategy for promoting ethics among public leadership and changing unethical behaviors within the public leadership Developing, reviewing and analyzing audience research materials with a focus on public leaders - in collaboration with ES staff, and other stakeholders. Updating ES staff on effective use of media interventions, including traditional media vehicles (newspapers, radio, television) and internet vehicles (web portals, blogs, social media, text messaging, etc.) Assisting P/M&E Unit in evaluating and documenting the impact of activities undertaken by ES. Supporting delivery of staff training necessary for the delivery of the implementation plan and strategies. Assisting ES staff to reach target audiences effectively by combining information, educational and motivational processes using multi-disciplinary skills. Utilization of techniques and methods from various disciplines such as: public information; public relations; applied psychology and linguistics; mass communication research; media arts; informal and adult education; community mobilization; and social marketing.

Qualifications: University Degree in Communications, Marketing , Media Arts, or other relevant field. Masters degree an asset. Fluent in Swahili and English both written and verbal. Basic computer skills and familiarity with applicable computer based analytical tools.

Experienceand abilities Relevant professional experience in government public relations, communications, mass media, marketing, community outreach, public education, market research or social marketing experience in using both traditional media vehicles and internet vehicles to achieve specific objectives, preferably in Tanzania Remuneration based on experience and past salary history Send complete CV with references to sestanzania@gmail.com or deliver to Sukari House 3rd Floor,
