1.1.

General
PRELIMINARY REMARKS

All services that are necessary for the erection of the building, in compliance with the construction standard as specified, must be taken into account in the calculation. The tender documents submitted by the contractor must be in English and / or German. A dimensions and quantity calculation - suitable for the tender submission requirements - must be compiled by the bidder. Minimum requirements for the building physics: the standards and calculation methods applied in the country must be observed. The required heat and sound insulation values must be fulfilled on a verifiable basis. Fire safety: the country standards and the fire safety project must be observed and must be fulfilled on a verifiable basis. All implementations and materials must comply as a generally applicable rule with the relevant legislation and authority regulations in Romania and the Romanian standards and must also be in conformity with generally accepted engineering standards, taking account in each case of the Austrian or EU statutory quality standards. In the event of a conflict of content the more stringent regulation is agreed as accepted in each case. Alternatives: the bidder is allowed the possibility to develop alternatives in reference to construction and material, which can verifiably cut costs and / or reduce the construction time. All such suggestions are to be documented with precise specifications (drawings or plans where required) and they must also be compliant on the basis of the submission documents with the specified standards and regulations applicable for this project. Alternatives must be compliant with the legally valid planning permission and must on no account represent an obstacle to the achievement of the project objective and the permission for use. Alternatives must be submitted separately and apart from the basic services package in the form of complete service packages priced and suitable for checking. The bidding company confirms that it has inspected the construction site and is familiar with the local conditions. All the components, materials, fittings, devices and facilities described in these Technical Specifications must be a part of the bid and must also have a valid certification for Romania. Furthermore, the content of the available plans as also of the entire tender documents and descriptions must be observed and must be included in the calculation. All the services described in these Technical Specifications shall include the material to be delivered including its installation, with the inclusion of reserve materials for all expendable parts and equipment items relevant for use (e.g.: door stoppers and fittings, clothes hooks, lamps and the like - as described in the Technical Specifications Construction, HVAC and Electric)) as also for all floor coverings and assembly components as described in the Technical Specifications Construction, HVAC and Electrical. In the event of differences in the equipment and quality (between the present Technical Specifications and the plans as also between the present Technical Specifications and the additional fundamentals of the tender) the higher quality definition shall apply as valid and must be presented by the contractor. The decision and establishing of which data shall be accepted as having the higher quality definition in the matter of the above relevant fundamental part of the tender, shall rest with the client. The contractor is under the obligation to obtain the permission for use in good time and to organize all the take overs, tests, test operations and all the documents and permissions in this context, as also to carry out all subsequent works and services on the basis of authority requirements or conditions through to the permission for use without making claims on the client. Any translation of the Technical Specifications that is made into English or the language of the country is a matter for the contractor and shall not be paid for additionally by the client.

1.2.

PREQUALIFICATION

The bidding company confirms that it has at its disposal the capabilities and resources as listed below and declares that it is well suited to carry out a sustainable construction project of the kind that is described in these Technical Specifications and in the plans and the descriptions: Appropriate experience in carrying out construction projects of the kind. Presentation of a reference list of buildings similar in type and size that have already been successfully completed or are currently in construction. Appropriately trained and experienced personnel, in the required numbers for the implementation of construction projects of this kind. Presentation of a list of those employees, who are to work on the current project (with data on the age, training and practical experience of the employees). Provision of company project manager with excellent written and spoken German and English language skills Appropriate experience in the commissioning, coordination and management of subcontractors, with appropriate suitability and capacity for the deliveries and services required in the course of a construction project of the kind. Appropriate experience in dealing with the official authorities involved with the construction process. The contractor is able to provide a performance guarantee appropriate for the volume of the project in the form of a corporate guarantee. Internal quality management system EXECUTION- AND INSTALLATION PLANNING

Essentially, the contractor must, without charging costs, draw up an execution plan appropriate to the relevant overall planning status and be involved with the creation of a detailed time schedule including cash flow planning. This schedule will be updated at intervals to be agreed and should be regarded as part of the contract. The execution and installation planning for the buildings technology (as per local standard E8390-1 and H6010-1) must be carried out according to the status of the last architectural revision on the basis of the submission and tender planning under the leadership and supervision of the client or its representative, with all documents being signed and/or created in a standard manner. The offer price includes all coordination required with all other systems as part of the execution planning, so that details regarding space requirements, weights, etc. can be factored into the construction plans in a coordinated fashion. Sound level requirements as defined by the expert report of the building physicist must be taken into account in the plan. At the same time as the submission of the execution (installation) drawing, the contractor must also submit an overall circuit diagram that must be confirmed by the regulatory company with regard to the correct function of the control and monitoring systems in the context of the overall system. The plans must be drawn up with the layer structure and block structures specified by the contractor that must be suitable for later processing by the facility management system or for the room specifications book. 1.4. PROJECT COMMUNICATION AND PROJECT DOCUMENTATION

The client has the intention of establishing a project - related Internet platform, from which the project communication and all current project documentation (contracts, plans, records, written communications, schedules ...) may be downloaded on demand.

By this means the same information level status shall be assured for all involved in the project, and the entire course of the project shall be made seamlessly traceable. The application and use of the Internet platform referred to is a binding requirement for all involved in the project and is a part of the service provision for each participant. The client shall set up an appropriate training program (workshop or / and written documentation). This does not however release the contractor from its obligation to provide information to the parties involved with the project and to the contractor. 1.5. TEST REPORTS, CERTIFICATES

Verifications for the building physics, statics, fire prevention and all safety - relevant issues must be provided before installation. All the materials, plant and plant parts for use in this project must have official approval for use in Romania. This official approval must be presented to the client in good time before installation. All test reports and certificates required by the local authorities, as also all test protocols required for the operation of plant parts in compliance with the last applicable national and EN standards must be presented and submitted to the authorities in good time before the end of construction for the obtaining of the building acceptance and permission for use within schedule period. The contractor must have all tests carried out by appropriately authorized testing institutions. 1.6. PRODUCT SAMPLING

Models/prototypes/samples of all parts of the plant must be submitted to the contractor and/or architect prior to project implementation. The submittal-system of the client must be followed. The specifications from the GNI criteria 6 and 8 must be taken into account and confirmation must be submitted that none of the products from the banned products list are or have been used. Safety data sheets and product data sheets must be provided in full and without exception in German and English. 1.7. INBETRIEBNAHME

Commissioning of all system and process equipment, if necessary on multiple occasions and in stages as a result of the progress of the construction, rental or for local authority-related reasons. The setting and commissioning work must be carried out in collaboration with all companies involved. The commissioning of systems and process equipment is the sole responsibility of the contractor. The contractor is obliged to professionally check the cabling and all electrical connections before commissioning. All checks in accordance with the relevant regulations and provisions must be carried out before commissioning by the contractor or the contractor must arrange for these to be carried out. The contractor must prepare records of the test results and submit these in good time to the client. 1.8. TRIAL OPERATION

A standards-compliant pilot operation of all systems and process equipment of the agreed duration must be carried out. The client must be notified of the pilot operation in good time and in writing. The proof of performance will only be accepted if this is carried out in the presence of the client. Proof of performance for heating systems may only be carried out during the colder seasons, while those for cooling systems may only be carried out during the warmer seasons. 1.9. ACCEPTANCE / INVENTORY DOCUMENTATION / TRAINING

The acceptance, inventory documentation and training procedures set down by the client must be observed.

1.10. PRESERVATION OF EVIDENCE Before the start of construction work a preservation of evidence and an inventory of all public accesses to the construction site as also to neighbouring buildings and facilities (in all their internal and external areas) and real estate sites must be carried out. The contractor must take due care that the construction measures do not cause damage to neighbouring buildings and facilities and / or real estate sites. 1.11. STANDARDS AND REGULATIONS EN standards Other directives which are listed in the performance specification or to which reference is made The current local standards and regulations (= minimum standard)

If EN standards are more stringent than the local standards, then the differences between the two must be highlighted to the client in the context of the execution planning. The client shall choose which standards to use. 1.12. INTERFACE DEFINITION Bidding assignment implies development of a completed and ready-to-use building project as per requested contractual scope of work. Responsibility for the internal coordination of facilities lies with the contractor. Interfaces in terms of the main contractor bidding are those directed outward only, i.e. public utilities.

2.1.

Preliminary remarks BMS


GENERAL

In tendering phase the tenderer has to prove whether required performances can be fulfilled within given time. All system parts have to correspond with latest standards of technological development and have to be delivered and mounted at the highest possible quality level. In order to ensure permanent and untroubled running, all devices and system parts have to be equipped with all necessary accessories. A faultless anti-corrosion protection of all system parts have to be ensured. Rust removal has to be carried out before applying the anti-corrosion protection. Derusting to a derusting standard of minimum 2 must be carried out before the application of any corrosion protection measures. All corresponding norms have to be applied to the coatings. After installation all damages have to be expertly corrected. Constructional components and materials which the contractor has either to deliver or to install into the building have to be new and undamaged at the time of take over. All deliveries have to be absolutely suitable for intended use. Regarding the usage of installation and other materials all official requirements have to be observed. Constructional materials which can badly impact or damage the system parts, so as plaster in connection with parts made of steel or cast iron or fast adhesive binder containing chlorine, shall not be used. At construction site a special attention have to be paid to careful packaging, delivery and storage of system parts like pumps, oil burners, safety valves, technical control devices, electrical cabinets etc. and other delicate system parts. Systems, distributors, equipment etc. have to be protected against pollution and damage until definite take-over. During the installation pipes, sockets and openings of system parts have to be protected against pollution. Polluted or damaged system parts wont be accepted. Delicate fittings have to be installed as late as possible and protected against pollution. Special attention has to be paid to faultless accessibility of the fittings. At mounting no mechanical tensions may appear. All demountable system parts have to be installed in the way that after quite a long time they still can be solved without destructing them (e.g. blasting of nuts). Demountable connections have to remain accessible. Storing of all mobile parts, axes etc. has to be carried out noiseless and with low-maintenance. All accessories made of synthetic materials or synthetic material parts have to be solid- coloured and lightfast (no painting). The colour has to be chosen by the client according to presenting sample cards and/or sample pieces. In accordance with regulations galvanized construction metal parts have to be galvanized all over. At galvanized metal parts welding is not allowed. Damages and interfaces shall be galvanized cold. If possible, within one coherent construction stage all system parts, facilities and fittings shall be of the same brand. All components at which dew point shortfall is possible have to be provided with devices for draining of condensate or suitably isolated.

Before realisation and after client's or architect's request, the samples of every system part (especially sanitary fixtures and accessories, radiator etc.) have to be presented to them. Client's submittal system has to be obligatory realised. Simultaneously with construction (installation) documentation sample the contractor also has to present the complete switching scheme, which has to be confirmed by the regulating company regarding the exact function of the regulation and control systems in connection with the entire plant. The plans have to be made in accordance with layer and block structures specified by the client and they must suit for subsequent processing by a facility management system and/or room book. System parts have to be coordinated exactly with respect to their definite performance data (falling pressure of heating and cooling coils etc.) and shall be ordered only after a definite clarification. Wrongly ordered system parts caused by disregarding of this regulation won't be accepted and have to be exchanged free of charge. All devices or plants must have specification plates with engrained data or data attached on a foil. They must be gut accessible and well readable. All markings, indicating scales, specification plates etc. even if they originate from a foreign language country have to be translated into Romanian und English language. The same is also valid for operating and maintenance instructions, technical descriptions etc. Usage of hot stamping foils for markings is not allowed. The entire load cabling and control cabling between the HVAC/ICT control cabinets and the various equipment are included in the scope of supply or work. The connection of all cables at the entrance and exit side of the HVAC/ICT switching and control cabinets (both on the load and control side), as well as the connection and installation of the peripheral equipment provided, is included in the scope of the contractor's ICT contract. The setting and initial commissioning must be carried out in collaboration with the companies providing the HVAC systems and the regulatory company. All cable support systems (pipework, cable trays and cable ducts, etc.) are included in the scope of supply. For lifts and escalators, the feed cables connected on both sides and the control cabling required for the interfacing of these systems with the DDC alarm system are included in the scope of supply. Integration, even of non-detailed external systems, is included in the scope of supply. Should any interfaces problems arise between the systems, the solution of these problems is the responsibility of the contractor. Contractor obligation of notification. The same applies to interfaces to systems that are outside the scope of work if they are required in order to carry out functions that are described in the tender. When devices or materials are included in the scope of services of other suppliers, then the direct coordination, the transfer of data and drawings shall be included in the scope of services, in order to permit other companies who are involved in the implementation of the project to fulfil their contractual obligations. This shall also apply for the production of masonry breaches, openings in furnishings or woodwork, or the supply of devices that are necessary to maintain the system in operation. If data of this type is not handed over in a precise, complete and timely manner, the resulting costs will be charged to the contractor. The contractor must also make available the documentation required for the devices or components which he has delivered. The contractor must in dependence on the system, make all consumables that are required at the start of the project available in good time and supply them all before the end of this contract to the extent that these form a part of the contractor scope of services. The supply of materials and consumables in accordance with the contract that are required for the test operation shall also be included in the area of responsibility of the contractor.

The client shall only accept the plant with new and unused additional and auxiliary materials. Prior to the technical acceptance of the completed plant, a complete documentation of the installed devices and the works that have actually been carried out which are in the scope of services of the contractor must be submitted. 2.2. 2.2.1. GUIDELINES FOR PRICE INFORMATION INSTALLATION WORKS

The assembly shall be carried out according to the execution planning approved by the client. If workings or outside orders without approval of a principal are executed, the contractor will be charged for additional costs resulting from these changes. Costs of repeated arrivals and departures of the installation and supervision personnel caused by not continuous installation are included in the prices. All overtime costs necessary for meeting the deadlines are also included in the prices. All components, devices and gadgets (also provided for installation), as well as pipes and junction boxes have to be kept safe and protected faultlessly until takeover of the building. The contractor is charged for all damages, thefts and losses until take over. All conditions, system parts and performances specified in the technical preliminary notes and descriptions have to be taken into account. Also remove all pollution and construction waste caused by one's own work, including waste removal and waste disposal. Transportation of all materials to the construction site is included in the target price. 2.2.2. PRICE BUILDING

Following is understood under the word "material": Delivery of every brand new system part which is specified in the respective position. The parts should be the latest type series, as sole components or in composed form, including packaging; free application site including all required descriptions, markings, illustrations, outlines and measure drawings as well as all required keys, operation tools, etc. and other required accessories which ensure faultless operating, even if this is not specified in the text in particular. The contractor bears the risk of changing surcharges (like copper surcharge). Following is understood under the word "work": Getting along with, installing and connecting of materials described in respective positions, including checking out the functions and protective measurements, making test operations and positioning of all auxiliary means, including paying of labour and additional costs so as travelling expenses etc. Prices include also necessary coordination in the course of implementation planning with all other trades, so that details about space requirements, weights, etc. can be included in detailed project planning in coordinated form. Costs shall include all labour costs of the staff employed by the tenderer, together with all other surcharges, ransoms and separation compensations, as well as payments of proportionate costs for supervision and administration staff, so that the principal and the client as usually doesnt bear any additional costs and that planned and assigned performance can be completely realized. Furthermore the price contains all costs for materials required for the realization of the work; also the costs for tools and machines supply, scaffoldings etc. including all surcharges. The prices for the system groups offered in the supply include also transport, additional costs, construction site cleaning, removal of rest material, removal of packing material and rubble, construction site facilities as well as risks, insurances, intermediary transports, intermediary storages and usage failures.

All auxiliary means needed for assembly like ladders, scaffoldings, lifting tools, hydraulic lifts, crane vehicles when required (notwithstanding the height) etc. as well as all required machines and tools must be provided by the contractor and are a component of calculation. Incidentals of every kind, like screws, angles etc. have to be made of non-ferrous metal or as a protection the surfaces have to be galvanized or cadmium-plated. All assembly, fixture, small materials, insulation materials etc. and also all special fixture materials (for concrete, tiles, porous stone, light-weight structures in wood and plaster board, metal or steel structures, all suspended ceilings, etc.) shall be included in the target price. No separate remuneration will be provided for any additional installation work. If possible, all plant components shall be factory assembled and brought inexpensive to the construction site in arrangement with the building site supervision. The complete documentation of the plant (site technical plans, handbooks, operational guides etc.) shall be included in the target price. All offered prices have to include transport costs to the construction site, so as unloading and intermediate storage if needed. Storage on the construction site is permitted. Storage on the construction site must be requested in advance and may be provided if installed parts of the system can be used. Interim storage and storage required outside the construction site is the responsibility of the contractor. The capital prices must include all necessary insurance for the workings, materials, equipment and labour. The target price shall include a builders risk insurance taken out by the contractor. The target price shall include the following: The contractor must create the implementation planning that is based on the last planning status released by the client, as also participate in creating a detailed schedule planning including cash flow planning. The plan prepared in the way described above still must be updated in time intervals and is regarded as a contract component. 2.2.3. CONSTRUCTION AND SECONDARY WORKINGS

Breaking and drilling, core hole drilling or concrete cutting on the construction site shall be carried out only by approval of the contractor or his representative and under special consideration for the static of the building. All openings required for the installations must be taken into account in the calculation by the contractor, provided that these have not been already planed in the outline planning. If the contractor creates unnecessarily large gaps or slits (approx. net size plus no more than 10% on all sides) or walls or ceilings are damaged, then the company in charge of the construction work shall be authorised to bill the company carrying out the installation work for the costs of repair. 2.2.4. FUNDAMENTAL INSTALLATION AND DELIVERING PERFORMANCES The following specified services shall be included in the target price and are to be given attention in the design and installation of the plant, when these are a part of the contracted scope of services of the contractor. Admission and inspection certificates for plant and parts of the plant, which are subject to a statutory inspection obligation. Checking and compiling of the permission applications as prepared by the client for plant and plant parts, which are subject to an authority specified permission and acceptance procedure for their implementation and operation. Applications with all documents and drawings in required form and copy shall be made by the contractor and submitted to responsible authorities.

The contractor provides the assurance of giving the client the best possible support for plant and plant parts, which in accordance with the regulations, rules and directives are subject to a permission and acceptance procedure. This shall apply for the acceptance tests as also for the verification of maintenance of the regulations, rules and directives for the implementation and operation of such plant and plant parts by means of: permission issuing, regulatory and inspection authorities and the technical monitoring organization. The fees and dues for the specified permissions and acceptance tests by safety monitoring organization shall be borne by the client. The contractor shall provide means of protection during and after assembly to ensure that plant parts are protected until handover to the client. Damaged and dirty coats of paint and plant parts shall be repaired and corrected by the contractor, no matter who caused the damage. When stopping the installation works, open plant parts shall be protected by suitable measures sealing - against penetrating of foreign particles (dirt, dust, etc.). Before putting into operation, all required examinations in accordance with prevailing regulations or specifications shall be carried out by a contractor. The contractor has to make protocols about the test results and presented them on time to the client. Services arising from planning permission requirements and those of local utility supply companies to the extent that these have been handed over verifiably and on time by the contractor. Delivery of details about foundations and block-outs, ceiling openings and inspection openings. Self-boring dowel plugs must be used for the applying of fixtures. Elongated bolts are not permissible. When a structure is in a steel construction, no drilling or welding of any kind may be carried out on the statically bearing parts without the permission of the consultant building physicist. Delivery of galvanized steel construction for plating or suspension of carrying systems and subconstructions for the components of central system. All steel parts must at least be treated in compliancy with the standards in Romania - insofar as they are not already hot galvanized or otherwise corrosion protected. Performances and deliveries of the contractor must correspond with demands of the responsible fire protection authority. Only materials with appropriate fire protection class may be installed. Installations which are necessary for fire safeguarding must be clearly indicated in accordance with corresponding norms and regulations. Information signs must indicate installation places. To enable the inspection of all connections to machines, fittings, plants, etc., they must be mount- and demountable without probability of components destruction. Components which are a subject of regular maintenance, revision or inspection must be freely accessible. Before production and installation all enclosure parts must be provided for sampling inspection. These plant parts will be appointed by the client and announced to the contractor; the submittal system of the client shall be carried out. At every wall and ceiling bushing at fire protection walls officially authorized fire protection constructions shall be used. Configuration of measuring instruments must be carried out in the way that they can be used or read without any auxiliary means. Every device or every consumer consisting of rotating parts (pumps, ventilators, compressors and similar equipment) has to have in their immediate proximity a service/emergency switch, provided that the accompanying electrical cabinet is not visible. This emergency switch must switch off all poles.

Putting into operation of a system and system parts is exclusive responsibility of the contractor. He is obliged to check competently all wiring and all electrical connections before putting them into operation. Coordination with the client and subcontractors in the contractual scope of services must be assured and a joint commissioning must take place. All equipment (sensors, engines, valves etc.) placed outside of the electrical cabinet shall be permanently labelled with engraved synthetic material signposts (assigned multi-coloured to the different areas). Designation cards shall be installed in the same format just as well for wiring of all other maintenance groups (HVAC-BMS - etc.). Labelling analogue to the wiring schematics; all pipelines must be marked at adequate intervals with the medium carried, the flow-through direction and, when if required by the client, with the pipeline number. 2.2.5. MEASURING

Measuring instruments equipped with test certificates, performance graphs, calibration curves etc. shall be provided by the contractor. In case of doubt the proper regulation shall decide on the measuring equipment to be used and the measuring method to be applied. Protocols about measurements shall be taken. The client shall be informed on time to take part at the measuring. The client has the right to carry out measurements even in the absence of the contractor. Furthermore, the efficiency statement can be asked also after the takeover within the warranty period - when data about condition or disturbances at the time of takeover do not exist. The contractor has to run function control of all system parts by the means of measuring, before putting into operation and takeover of the systems. 2.2.6. FIRE PROTECTION - TECHNICAL REQUIREMENTS

Provisions of corresponding NORMS and local regulations have to be observed exactly. Particularly fire damper shall be a subject of a sample testing in any case by state-run or state authorized testing centre; or only type tested parts shall be used. At the installation of fire dampers the absolute attention shall be paid to their best possible accessibility. At the release fixture equipment with fusible (glass) link, link changing must be enabled without difficulty. Position of the fire damper must be on the spot always recognizable. Should the structure require that fire dampers in accordance with the required fire protection class, has to be fixed to non-bearing intermediate walls or ceilings with profile bearing structures, threaded rods or similar should be used in accordance with the regulations. A special attention shall be paid to a suitable fire protection on the construction site during the installation works, storing, etc; as well as to first aid when extinguishing the fire. 2.2.7. At the execution of the HVAC plants relevant editions of employees protective provisions and other locally relevant regulations must be respected. 2.2.8. QUALITY FEATURES FOR THE COMPONENTS AND REGULATIONS FOR THE EXECUTION OF SYSTEMS

All materials must be in an unused and flawless condition. Only the agreed quality will be accepted. Lower-quality material will not be acknowledged, even if the contractor offers a discount. The contractor must ensure that the materials it supplies and installs are in an undamaged condition at acceptance.

Touch-ups of the paintwork applied at the factory must be carried out by a professional in the same colour and with the same quality of paint. Touch-ups of glazes, stove enamelling or polished surfaces are not permitted. Cable conduits may only be installed vertically and horizontally. All of the parts that come into contact with the main structure must not be susceptible to any aggressive substances that may be contained therein. The installed parts must also not have any deleterious effect on the main structure. All equipment, fittings and installations must be easily locatable and accessible for the purposes of repair, maintenance, removal and installation. For the connection of installation objects, equipment and fittings provided on site, the contractor must request and comply with the necessary connection devices. Painting (minimum requirement): Matt paint, surface protection with degreasing, priming and top coat Paint type: Synthetic resin paint, plasticiser-resistant (DD paint), switching cabinets, control cabinets, operator stations RAL of choice. Labelling: In the technical control rooms, coloured electrical diagrams must be secured under glass from which the technical installations of the control room in question can be identified or from which the consumers supplied from this control room, their outputs and rated value can be identified. All technical equipment must be permanently labelled in English and Romanian on the base plate and on the component. Warning notices must be ideally created with pictograms, signs with engraved inscriptions or foil in a closed sign, operating and signalling equipment created with labelling fields. The nameplates must be made from plastic and the labelling must be defined in collaboration with the client. 2.3. 2.3.1. PERFORMANCE DESCRIPTION BMS GENERAL DESCRIPTION BMS

A building management system (BMS) for monitoring and control of the plant has to be designed. The plant has to be developed in accordance with the planning. It will take on the tasks of making possible communication (monitoring, switching, parameterization of desired values) between the operator and the building management system (BMS) by means of schematic graphical representation of the plant systems as also of the plant operational status. All devices are to be selected and installed on the basis of control technical and energy efficiency criteria. The time constants of sensors, the control algorithms (and control hierarchies) as also the operating times of actuators are to be aligned to each other in such a manner that a stable control behaviour can be achieved within the desired tolerances through all disturbance variables. All devices and plant parts are to be equipped with the accessories required for impeccable continuous operation. The control centre shall be equipped with an alarm / event printer, a PC colour graphic operating station, and an LCD colour monitor of at least 22 dimensions. The BMS facility shall be developed on TCP-IP basis. Software The BMS software shall have a modular structure and implementation, with the result that all actions and changes of data points, limitations, changes in time switches, evaluation of data, can all be dealt

with by the user in a simple manner in the operations menu. The software in both the substation and in the central facilities is secured in a BACKUP medium. The basic software for control, operation and monitoring devices, suited for the further processing of the data from automation devices, comprises all the functions listed in the following: reporting, measuring, counting remote control (switching, setting) text output limits monitoring recording operational hours recording of events standard records spontaneous display of messages time-dependent switching protection against unauthorized system access Event memory and long-term trend memory for all system parameters are included in the scope of delivery.

The entire building system plant is represented graphically in colour, whereby a constant display of all relevant temperatures, variables, faults, operation, rotary speed levels etc. is made. The program also has a text level for communication purposes. The change of desired values, variables and the like is made directly by clicking with the mouse on the valve or the consumer displayed as also by means of entering a text. The changing of the desired values is made exclusively at the own coded access level. All the technical installations in the building are linked into the BMS as a matter of principle, and in such a manner that the operational and fault messages and separate, plant-specific parameters for ventilation plant (as also the rotary speed levels, or performance data in % for frequency converters and volume flow regulators) pumps for HVAC and fire protection, de-gassing, refrigerating machines, as also only operational or fault messages for the smallest dimension ventilators (WCs, tea kitchens, elevator machine rooms), lifting units and sump pumps are displayed. All building technical system installations for the HVAC subcontract must be switchable from the regulator switch cabinets. The line circuit breakers are also included in this switch cabinet. Separate fields are planned for accommodating the DDC substations in the switch cabinets. Menu bar The menu bar provides an overview of the possible functions and can be designed on an individual basis. It is possible to navigate simply and quickly through the system with the help of a window. The data can be displayed either in a user window, or also in a system window and processed by the user. Facility graphics (plant viewer) Graphics based on practical use must assure a fast and targeted system monitoring and operation of the individual plants. Alarm viewer Rapid troubleshooting for any faults that occur in the building must be possible by using a detailed alarm display. The separate alarms are entered automatically in a list. This list describes the current alarm status of the system. By using an alarm router it is possible to transfer an alarm report onwards to a selected receiver. Time scheduler

Central programming of all functions for the technical installations in the building. Simple graphical operation of week, holiday and exception programs. Trend viewer Recording of historic and current data such as temperature, drive positions, frequency converteroperational status etc., for easy analysis of online and offline time for optimizing the system. All actions made by users, alarm messages, as also failures are also recorded and can where required, be displayed on an overview window for further analysis purposes. Access rights Access rights are issues to regulate the accesses of user groups. The access rights for the user groups comprise among others the right to start or end a program. The access to the graphical representations can be issued on an individual basis. The responsibility for the plant can thus be shared out among several users. Access to the system is by means of a password. DDC substations The DDC substations consist of the process device and the Input and output modules. The Process device monitors the technical installations in the building plant and is integrated in the appropriate BMS switching cabinet. The Input and output modules are linked to the process device by process bus and form the interface to the peripheral devices. The separate modules are pluggable and can be taken out or replaced for service purposes. Process device The process device can operate autonomously as a standalone, or also peer-to-peer with other devices that have equal rights or also as a master device (e.g. for floor level networks). The separate process devices are linked to the building management system (BMS) via a bus cable. The unit is fitted with an integrated display. The current values and data points of the relevant components can be either read or set at the site. The basic device functions include: carrying out of the unit specific processes in the program inserts Data traffic between input and output modules via the process bus Self monitoring of the connected devices controlling information available on display

System security The following functions will be maintained by a UPS system (uninterrupted power supply) for at least 60 days: date and time microprocessor monitoring (Watchdog) user programs, configuration and process data

The service life of the battery is to be at least 4 years. The battery status will be displayed and monitored by the process device. The system carries out a controlled abort function on under voltage or power cuts (reset). The process bus and all communication lines are then passive, i.e. their transmission functions are switched off. As soon as mains operational current is available again a defined re-start begins to ensure that the plant can operate again on a functionally correct basis. All connected input and output modules are passive on a process device failure. I / O Modules

The I / O module system is the link between the process device and a plant with all its elements. I / O modules are changed by the signals passing through the process bus to the form required for the receiving devices or elements and their functions. The I / O modules are pluggable and can be newly loaded, removed or plugged without the need for additional terminal connections or software. The basic functions of the I / O modules are: Reporting, measuring, counting, switching and setting. The switching, reporting and setting modules have an integrated status display.

Room temperature control Reference thermostats are installed in the separate areas. Room temperature controls with use of a turning knob for pre-selecting the temperature or equivalent and operational wafer switch. Fan coil devices with temperature control and speed selection switch are the equipment in principle. Standard operation: The temperature controls compare the room temperature on the reference thermostat with the set desired temperature value. When there is a deviation heating or cooling valves are opened on requirement and the ventilation system ventilators are switched to the pre-selected rotary speed levels. When the desired room temperature has been reached the hot or cold valve is closed and the ventilator is actuated. The defined sinking of normal operation must also be possible outside of the usual operating times. Frost protected operation - building: The frost protection operation is effective when the operational pre-selection switch is at off. In the course of this the room temperature is et to a desired value of 8C. 2.3.2. BMS CABINETS

The DDC - substations, controls and power supply for the HVAC components such as the ventilators, pumps, etc. are installed in the BMS switch cabinets. The switch cabinet implementation must comply with generally applicable regulations and with generally accepted engineering standards. All components must have the locally applicable test mark. In addition the regulations of the energy supply companies and the building authorities in the local area must be followed. When mask distributors are planned, it must be ensured in the mounting and cabling work that the mounting is on a rail frame in cable channels, whereby all voltage-carrying parts must be fully covered. Implementation of the door panels: All voltage-carrying devices in the door are to be protected against being touched with door panel coverings. The widths of the doors which are to open depending on specification to right or left, must be a maximum of approximately 0.8 m. For door widths above 0.42 m surround strengthening profiles or U-shaped door edging is to be provided. The door must close with a locking handle T-type and provided with a cylinder lock. The housing must be provided either with integrated or with removable pedestals at least 10 cm in height. Each cabinet must contain: 1 pc. plan case per field 1 pc. reserve fuse switch for 10 fuse cartridges 10 pcs. reserve fuses cartridges for assembly.

The exceptions to this are small wall cabinets or panels.

A reserve space of at least 20% must be maintained. The cable insertion must be either top or bottom depending on requirements. For a top cable insertion a removable flange plate with drilled or punched holes in appropriate size must be provided. The number and diameters of the holes are to be established in dependence on the cable outlets. The attachment screw connections are included in the scope of delivery for the switch cabinet. For cable insertions top a cross-bonding space for the connecting cables and a shunting space of at least 20 cm above the entire length of the terminal strip is to be kept free. Brass-nickel attachment screw connections apply as strain relief. In case of cables or floor lines (bottom), the relevant relieving facilities in form of series clips or anchor brackets are to be planned for. When using anchor brackets except for EYY cables, trunking made of insulating material placed against the cable shall be used before and behind the cable. Switch cabinet shall be provided with cabling fully ready to connection on connecting terminals. Cabling shall be made using cable wires, connectors shall be provided with terminal bushing or terminal plugs depending on set requirements, and each terminal bushing or terminal plug shall crimp only one wire. For turning doors and panels flexible cable materials YF or YSF shall be used. The cabling in turn zone shall be additionally protected from mechanical damage. For phases L1, L2 and L3 black cable wire shall be used, for fourth wire blue cable wire shall be used, and for the wire of protective connection PE yellow and green cable wire shall be used in accordance with instructions. All other cables under voltage can be of random colour. Block wire clamps shall be excluded as a rule. Necessary protection measures shall be taken. For instrumental terminals there are maximal 2 wires per nipping point, for connecting blocks or fourth wires maximum 1 wire per nipping point shall be used. If the mnemonic diagram (linear circuit) is used, it shall be painted, engraved in colour, painted in colour, depicted with colour trace or made as black and white photo (Colours according to the standard requirement). All mnemonic diagrams shall be engraved on the substrate material, for example aluminium. The diagram shall be placed on the door using FIL bolts. In the nomenclature of the device for working and emergency alarm, if possible, provide signal lamp in form of two-colour LED. If the mnemonic diagram (linear circuit) is present switchers or also indication components (for example, working hour timers) shall be integrated in the mnemonic diagram. The description of switcher shall be made on the switcher in the separate positions of switcher. The removable devices in distribution cabinet shall be marked as both the device and its base. Safety circuits, automatic circuit breakers, differential protection switchers etc as well as the amplifiers 0f regulation system with the possibility of tuning and all the control elements inside shall be marked using non-encrypted text on thermo resistant stickers with typewriter type. Contactors or supporting contactors and terminals are equipped with inserted labels with definitions. The list of safety circuits, made in non-encrypted text, with full list of safety circuits (automatic circuit breakers) in distribution cabinet are placed on the door panels (pressure-sensitive type). All the optic signal lamps in the doors must be made as LEDs. Multiple stage loads If multiple staged loads are present (for example, 2-staged fans or heat pumps) working and alert alarm shall be provided for each stage in form of two-coloured LED. The socket with protective contact on 230 V shall be installed inside the distribution cabinet (second control level).

Frequency converter When necessary and when theres functional need the relevant to the technical level frequencyregulated drives. Necessary frequency converter units with integrated pressure control circuit shall be installed. Operation and alarm indication Main switch Main switch is placed in the door of switch cabinet and is used for emergency shutdown of all pumps, fans etc powered from this cabinet. Check back button The button is placed in the door of switch cabinet. After the failures such as freezing alert, engine failure etc are fixed, the button needs to be pressed. Then the equipment relaunches automatically. Output manual switches: Manual switches are placed on the door of switch cabinet and are protected with Plexiglas window. Using those switchers you can deactivate program control function for all the elements of the installation, such as fans, pumps etc. Those switchers are made for emergency mode only and shall always stay in AUTO position when in normal working mode. Switching position of every single output manual switcher is regulated by DDC substation and is displayed accordingly on central control board. The writings shall be done in English and Romanian languages. The following manual bypath switchers are used: Switch for 1-staged devices (i.e. pumps, fans) AUTO: DDC control system is active, the device is controlled by the program O: DDC control system is inactive, the device is turned off 1: DDC control system is inactive, the device is controlled manually

Switch for 2-staged devices (for example, 2-staged fans): AUTO: DDC control system is active, the fans are controlled by the program O: DDC control system is inactive, the fans are turned off 1: DDC control system is inactive, the fans are controlled manually for stage 1 2: DDC control system is inactive, the fans are controlled manually for stage 2

Switch for double pumps AUTO: DDC control system is active, the pumps are controlled by the program O: DDC control system is inactive, the pumps are turned off 1: DDC control system is inactive, pump 1 is controlled manually 2: DDC control system is inactive, pump 2 is controlled manually

The control of executive devices (actuators) in emergency mode (manual control function) is performed on the substations. Revision switch When performing the operations on fans, revision switch is provided on the spot for each engine that is used to shutdown the voltage on all the poles of the engine. Activation and deactivation of revision switch shall be performed only after the facility shutdown. The OFF position of the switch is integrated in the alarm system of the relevant device and is registered by the DDC system as failure. If the access to relevant distribution cabinet is available, the switches can be excluded. Signaling The indication of separate operating and notice of malfunction is made by LEDs.

The writing shall be done in the language of the using country. 2.3.3. DESCRIPTION OF BASIC FUNCTIONS

General functions Control in case of fire In case of fire the system of fire alarm shuts down all the ventilation systems that arent used for fire extinguishing and smoke exhaust. BMS building control systems receives relevant no-voltage contacts from the fire alarm system to turn the fans on and off in accordance with the fire protection system. Fire protection screens are controlled by proximity switches. Closed signal is displayed individually for each screen in graphical form on control station of BMS system. Smoke exhaust BMS System will monitor the ventilators and domed rooflights. Shops and Mall The smoke-exhaust fans are switched on and off via the fire alarm system, while safeguards and supply must be linked into the emergency network and must be fire-resistant. The smoke in the mall is discharged via openable domed rooflights. The fire-prevention (fire-resistant) smoke flaps are to be actuated in accordance with the fireprevention plan via the fire-alarm centre. Stairwells, corridors or airlocks Staircases, corridors or airlocks are kept free of smoke via their own pressure ventilation fans which are activated only in the event of fire. In the event of fire, the corresponding fans will be called up individually from the fire alarm system in accordance with the relevant fire safety plan via voltage-free contact. The switching is done by the respective ICA (instrumentation, control and automation) cabinet. The smoke is vented through openable skylights by a smoke extraction fan. Garage Smoke in stairwells, corridors, or airlocks is extracted by forced draft via ventilators. The smoke is vented by a smoke extraction fan. The garage is divided into eight CO-extraction zones and into as many fire-smoke extraction zones. Both CO2 and smoke are extracted by means of the Jet System and by fire-gas exhaust fans. In both cases, air is replenished naturally via fire-smoke dampers. Only that zone that has either an excessive CO-concentration or where there is a fire alarm is ventilated and replenished. To vent CO the dedicated fan is switched on, thus reducing the through-flow of air. Protective functions Protection against freeze over the air Freezing relay protects the heating register of water heating from freezing. Freezing relay sends the freezing alert signal to the controller when the temperature on the heating register is lowered beyond the threshold value of freezing relay. DDC regulation block then performs the following operations in the system: EMERGENCY ACTIVATION opening of heating register valve and activation of heating register pump EMERGENCY SHUTDOWN of forced-air and exhaust ventilation Closing of screens of outside air/out coming air with engine drive. Emergency shutdown of the system

The function of protection against the freeze is active even after the facility shutdown. Protection from the freeze over the water Theres the immersion sensor built into recirculating circuit of heating register that measures the temperature of working environment. If the temperature is lowered below set minimal value, for example, 15C the heating register valve is opened in the relevant way by the DDC control block and stays in such position before the minimal value is reached. Control functions Filter control: Differential pressure relay controls the degree of filter clogging. The more clogged the filter is, the stronger is the air resistance when passing through the air filter. If the air resistance in the filter surpasses maximal allowed value, the differential pressure relay activates service alert signal The filter is clogged. Filter clogging is displayed in the BMS system and in the instrumentation and control system cabinet (BMS) using LED. Pumps monitoring The absence of working feedback signal or the engine failure signal initiates the emergency shutdown of the facility. However, it happens only during low outside air temperature, when it is impossible to provide facility with the necessary amount of heat without heat recuperator. When the outside temperatures are higher, only the signal of pump failure is displayed. Engine protection failure signal is displayed in the BMS system and in the instrumentation and control system cabinet using LED. Fans monitoring: The absence of working feedback signal through differential pressure relay or the engine failure signal initiates the emergency shutdown of the facility. Engine protection failure signal is displayed in the BMS system and in the instrumentation and control system cabinet using LED. For fans with V-belt drives, all-pole service switches are provided directly with the drives. Control Functions Program of time-based control The aim of program of time-based control is to regulate the performance of the systems of heating, ventilation and air conditioning in accordance with the periods of use of the building and its premises, as well as the other needs with time based regulation both during the day and the whole year. Time-based switching functions, included in time-based control program, provide: Time-dependent activation and deactivation of heating system, ventilation and air conditioning or alteration of its stages, Increase or decrease of set values of heating system, ventilation and air conditioning and correspondingly the setting of daily pro archives of temperature and humidity.

Restoration of mains supply The system of restoration of the power supply after mains supply shutdown guarantees organized staged and load dependent activation of electric load of maintenance engineering devices after mains supply shutdown. Intensive night ventilation

In summer intensive night ventilation allows the economy of cooling energy, for this purpose in night time the premises are cooled by cold outside air before the next day. Terms of intensive night ventilation activation: System stage Intense night ventilation is activated if the following conditions are performed simultaneously: intensive night ventilation is activated by time-based control program; outside temperature surpasses set threshold value; inside temperature surpasses set threshold value; the temperature difference between outside and inside temperatures surpasses set temperature differences.

Intensive night ventilation turns off: by time-based control program, if one of abovementioned conditions is not fulfilled but no earlier than after set minimal operating time.

Peak load program The goal of peak load program is to regulate the energy consumption in such a way that maximal level of energy consumption during measurement period that usually equates 15 minutes does not surpass fixed threshold value. To do that program connects and disconnects relevant number of loads. The aim of the program is to prevent the appearance of current peaks and to use received electric energy in rational way. The energy received above threshold norm shall be paid for at higher rate in accordance with local regulations on energy consumption. That program regulates not only maximal power consumption but energy consumption in general (including heat). That allows for energy saving as power is supplied not voluntary but according to the plan and with set limits. Fire dampers with or without electric drive Fire dampers are closed during the fire using thermal trigger. In normal situation the dampers are always opened. The closing of fire dampers indicates that theres fire in the building. Signal of closed damper is processed in accordance with fire protection scheme. Ventilating dampers with spring-based retraction During de-energization the dampers are closed by themselves using spring-based retraction mechanism. Ventilation system works with supply and exhaust dampers that regulate the air volume or stop the air supply. If the ventilation system is active, the dampers are opened. They close during the system shutdown. The position of the dampers is regulated using the switching commands. Additional switching contacts are used to ensure that the fans are turned on only when the dampers are partially or fully opened. Release time-dependent activation scheme. Retraction spring During de-energization the return spring puts the dampers in the emergency position. Heating register (Double pump) For the heating of outside or mixed air the air heater with pump-based water heating is provided. The heater is integrated in the system of sequential regulation of the temperature of the room or incoming air, and the resulting output signal of controller acts as the executive command on the relevant heater valve. A recirculating pump is integrated in the control circuit of air heater with pump-based water heating. Recirculating pump is activated when necessary i.e. depending on the state of servo valve output (Y

>= 4 %) without delay. If theres the necessity of deactivation with delay, with the absence of necessity in its work (Y <= 2 %), the deactivation delay time can be set. To prevent the blocking during long standing periods, the pump periodically turns on in the set time. The failures led to immediate pump shutdown. Freeze protection mode: When theres freezing alert, the heater pump turns on and the heater valve is activated by freeze protection controller. Starting mode: In case of low outside temperatures the air heater is heated by hot water before other elements of the system are activated. The heater valve is fully opened during the process. Cooler (controlled water volume without pump) The ventilation system includes heat exchanger for cooling of incoming air. Built-in cool water cooler is integrated in sequence control system and resulting output signal of controller serves as executive command on the relevant cooler valve. Fans, 1-staged The system is outfitted by one staged fans and is activated by the controller when necessary. The monitoring of fan engine failures and V-belt state is performed. The engine protection activation leads to the deactivation of fans and entire system and after the problem solving to the relaunch. In case of V-belt failure the fan and entire system is deactivated and blocked from automatic relaunch. Heating register pump Heating register pump is activated in normal or lowered heating mode, as well as in freezing protection mode. Recirculating pump Pump works in normal or energy saving modes. 2.3.4. TECHNICAL DESCRIPTION OF THE CRAFTS

Ventilation: The switching of ventilation systems is time-dependent via a seasonal scheduling programme or, if provided for, via an optimisation programme. An individual seasonal switching programme can be configured for each ventilation system. A frost-protection function is provided for all outdoor-air systems. Actuators for outdoor dampers are designed as spring-return actuators (they shut if power fails). Heat-recovery systems are incorporated into the associated control sequences and provided with a summer circuit. DDC functions such as cascade control, fixed-value control, start-up, set-point slide, energy selection, sequence conversion, stand-by regulation, set-point switching, free night cooling, ventilation optimisation, continuous frost protection, pump protection and mixed-air control, etc., serve as the basis for system programming. Supply air temperature regulation (Shops <1000m ; gastro-units 1st basement floor to 1st floor): The supply air temperature regulation controls the supply air temperature and adjusts it to a constant value Heating (Winter):

value of room temperature gradually increases from 22C to 26C. It allows to avoid too large temperature gradients between outside and inside temperatures and thus allows for more comfort mode. Besides, that measure allows to save the energy spent for cooling. Heating General information The unblocking of the system for heating systems is activated depending on demand (e.g. via outside temperature, outside temperature curve, opening of heating valves, etc.), by seasonal switching programmes or, if run, by optimisation programmes. An individual switching programme is definable and configurable for each system. Energy is supplied via three gas boilers, all equipped with a dual burner (oil, gas) feature, which provides for limited emergency operation in the event that gas supply is interrupted. The boilers are engaged, based on performance, by the temperature level in the hydraulic separator. In consumer closed-loop controls the temperature is managed via the associated control valve, where, as shown in the schemata, there is a slide of the set-point as a function of outside temperature. For floor heating a maximum limit is provided for. DDC functions such as weather-driven flow temperature control, room correction, standby, optimisation, pump protection and limiting, etc., serve as the basis for system programming. The FM area (1st basement) will be regulated by a reference room thermostat (activation of the thermoelectric actuators). Cooling General information Cold production is performed by chillers and cooling towers. The higher-level release of the cooling systems is actuated based on demand (e.g. outdoor temperature or outdoor temperature curve) or by a seasonal scheduling programme. The release of the chillers is a function of storage temperature. If one chiller fails, the second network will be supplied by the other remaining chiller. Increasing the chilled water temperature as a function of outside temperature (e.g.> 35C) Inlet temperature regulation in the condenser circuit to the chillers. Chiller regulation including filling, draining and frost protection DDC functions such as flow temperature control, set-point slide, low limit, maximum limit, pump protection, etc. serve as the basis for system programming. Sanitary Hot water Boilers that work on electricity are installed. Temperature is regulated by built-in thermostat independently of DCC. Distribution Water distribution is performed using separate system and is not the part of BMS. Signals of cut-off and water consumption are transferred and displayed in BMS system. Controllers perform all monitoring functions, such as measurement, control, regulation, calculation, alarm, limit value monitoring, time and event switching, optimization, as well as self-control which shut out the necessity of using standard components for certain tasks. If controllers operate together with other controllers and/or control and service devices, in case of shutdown or failure of one of these devices or connection, a controller continues to operate in an offline mode. When the voltage switches off, controller outputs are swithced over to the specified position. Unless specified otherwise, the controller may be replaced with a previously adjusted DDC regulation and control unit, in case it meets all requirements, imposed on the controller, and is eqipped with required interfaces for remote control and remote adjustment of basic parameters or data entrance points. Accuracy: Time of reaction and regulating algorithms are co-ordinated with each other or with the regulation line by means of monitoring hardware and software (for example, with the help of temporary and fixed-time sensors, servo drive operation time) in such a manner that will help to ensure regulation process stable characteristic within the range of required statistical accuracy in terms of the whole interval of disturbing effect. Central station is equipped with an alert message/event printing device, a PCbased multicolor graphic control station, as well as with a color picture monitor 17. Software The range of obligations regarding controller software development includes peripheral device interface definition, selection and adjustment of configuration of the required functional modules, calculation of all required parameters, programm and data entry and storage in the controller, testing of software without peripheral devices and development of documentation that includes the list of connected peripheral devices, program configuration and parameters, program modules description. Control, operation and monitoring devices for BMS


Control and service devices make a common control level (a control layer) for connected measuring means, controls, adapters and detectors (instrumentation system) according to the standards. They serve to manage, control and adjust parameters of the entire instrumentation system from one or several control stations of the building or by a remote modem. Besides, they can perform the following functions, for example: - Minimization of energy consumption - Process optimization control - Planning of maintenance and service - Archivation of data. Controllers connected to control and service devices can automate one or several plants in a decentralized or independent manner, including without interference of such top management. Base software and expanding software modules required for the common control level, as well as applied software of the controlling system are specified in the subgroup "Control Layer Software".

Scope of works on software development: Scope of software development obligations with reference to control and service devices includes interface definition, configuration selection and adjustment for relevant programs, loading and saving of programs, data and parameters in the controlling system, testing of software without interface and preparation of documentation including: interface list, program configuration and parameters, description of program modules. Feature determination (software optimization to equipment parameters, definition, entry and recording of all relevant parameters) shall be included in the final price oft he programs required as of the day of technical coordination. All individual user parameters and data may be changed and supplemented by users.

Base software for control, operation and monitoring devices serves for after treatment of controller data for the purposes of the below functions. The system control is in the national language. Data volumes based on the specified number of the controlling system functions may be processed by the software. A data volume includes functions of all controllers in the controlling system, as well as reserve functions for after expansion.
