PURPOSE
To seek information from areas on a proposed profile for programme delivery 16/2004
for the accredited offender behaviour programmes during 2004/05.

Areas are asked to provide a profile for programme delivery by 12 March.

SUMMARY Immediate
As part of NPS Action plan in reponse to the Fundamental Expenditure
Review it is necessary to establish the projected profile of completions of EXPIRY DATE:
accredited programmes, broken down by programme type, for delivery in 31 December 2004
2004/05.
Areas are asked to estimate how they will achieve their completion target by TO:

Annex B
Planning to Achieve Programme Targets

Areas should ensure that in planning its accredited programme provision for 2004/05 that the following practice is taken
into account:

• The individual target set for the area by the NPD is the minimum required as its contribution to the National SDA on
accredited programme completions.
• Programme planning should be based on offender need within the area and all available data should be used in the
process i.e. OGRS, IAPS, court outcome information, OASys.
• Planning should be linked with clear sentence targeting i.e. :

ƒ OGRS scores of 31 should be the minimum for general offending programmes.

ƒ Specialist programmes such as sex offenders may have particular requirements.
ƒ Community orders of all types should not be used on offenders with OGRS scores of less than 31 and high risk
offenders should only be involved in programmes as part of overall agreed MAPPA arrangements and sequenced
interventions.

• Planning will need to bear in mind the likely introduction of the generic community sentence in 2004/05 but this
should not prevent detailed projections. There will be an expectation of programme based interventions within the
framework of the new generic community sentence.
• Areas should balance their available resources, the rates of programme completions, the time taken to complete the
interventions required, the demand for interventions from Courts and the developments of new programmes e.g.,
domestic violence.
• Areas should actively explore partnerships with voluntary sector providers for the delivery of specialist programmes
e.g. DIDs, Domestic Violence programmes.
• There should be an expectation that key programmes with specific target groups such as DIDs will be targeted on all
relevant offenders so diverting such offenders currently being sentenced to either custody or community punishment.
• Areas should actively seek ways of extending provision to weekends or evenings to reflect the number of offenders in
employment.
