The Bulletin has been improved for easier on-screen reading. It now summaries new content placed on Epic
(http://npsintranet.probation.gsi.gov.uk/index.htm) in the previous week and significant messages that have been
circulated on the Chief Officer gateway. Articles can now be read by either scrolling down the page or by clicking the
titles below:
Explanatory notes to the Offender Management Act have been published. These are designed to assist anyone
reading the Act, with detailed explanations of the measures now in statute.
In April and May 2007, NOMS conducted a stocktake in probation areas to assess the progress of phase I of
offender management. At the same time, around 500 staff from the prison and probation services and members of
the regional implementation groups contributed to a series of consultations on the implementation of phase II.
Full reports have been written of the stocktake and consultations. Detailed findings from both are being used to
inform the strategic review of offender management that NOMS is currently undertaking.

A conference organised by NOMS Prison Drug Strategy Team, in association with the Home Office, Federation of
Drug & Alcohol Professionals (FDAP), ADFAM (Families, Drugs and Alcohol) and the European Association for the
Treatment of Addiction (EATA) will be held in Leicester on 11-12 October 2007.
The conference focuses on drug treatment services in custody and timely effective continuity of care after release,
and is targeted at frontline staff and managers in prisons, probation, criminal justice integrated teams and the wider
criminal justice field.

PC32 Management of Foreign National Prisoners: Licences, bail Hearings, Issued 14 September
Releases from Immigration Detention and Deportation
Procedures for FNPs who are no longer subject to a licence are summarised in
Section 4. Section 6, together with annexes A and B, provides a revised proforma
and guidance for the provision of information to immigration bail hearings at AITs
(Note that when the proforma is received from CCD it will be AT compliant. Work is
being done at the moment to make it so. This may mean the form received differs
in appearance from the version attached to this PC – the content however will be
the same). Section 10 outlines that CCD case workers are required to inform
offender managers in all cases where an FNP is deported or removed from the UK.
