Caged Parrot, Invasive Dragon


The Supreme Court of India observed that CBI had become a caged parrot during its hearing regarding the CBI affidavit on the Coalgate scam status report. While the court room drama raged on another tense drama on the frontiers of the nation was coming to a close. The Chinese aggressive ingression into Indian territory was met with a lukewarm response of our establishment. The two sides disengaged on rather slanted terms and with Indian public not being informed of the details of the exchange. The contrast and the irony could not be starker than this. While Indian establishment has concentrated its security interests within the confines of our borders, other nations do not share the interest of our establishment. Weak nations need massive internal policing and intelligence gathering while stronger nations concentrate their assets on external threats. We may try and hide our lethargy on the security front under the garb of economic and social priorities but we must not forget that we inhabit a dangerous part of the world. China and Pakistan have been relentlessly cooperating and building

Tagores legacy: Seeking out the man behind the mask


By Radha Chakravarty he was sent to East Bengal (then East Pakistan, now Bangladesh) to mind the family estates there. Here he fell in love with the riverine landscape of Bengal, and also developed a strong social conscience, as well as an understanding of psychology, through his direct contact with ordinary people. At 20, he married Mrinalini Devi, aged ten. They had several children, and their marriage was a happy one. In the early 1900s, Tagore suffered a series of personal losses, with the deaths of his father, his wife, and his favourite child. During this period, he first espoused, and then moved away from, the fiery nationalism of the swadeshi (nationalist) movement. In 1913 came the Nobel Prize, and international acclaim. In 1919, he renounced his knighthood in protest against the Jallianwallah Bagh massacre by the British soldiers. All his life, Tagore travelled restlessly, in search of diverse cultural experiences, but also often to raise funds for Visva-Bharati, his university in Santiniketan, West Bengal. Late in life, Tagore emerged as a painter of rare talent. His works drew international attention thanks to the efforts of Victoria Ocampo, an Argentinian woman with whom he formed a close friendship. Tagore was a complex person, tormented by inner conflicts. He craved for solitude, yet felt a profound sense of affinity with others. He yearned for fame, yet lived in constant fear that it would dilute his genius. Through his long career, Rabindranath was dogged by controversy. Many did not understand his ambivalence about East-West relations, for though he opposed British imperialism, he remained a great admirer of English literature and art. Deploring aggressive and materialistic forms of nationalism, Tagore criticised Japan for aping the West, yet affirmed his faith in the future resurgence of Asia. Though he and Gandhi shared a mutual admiration, they differed on many counts, for Tagore did not endorse the Non-Cooperation Movement, and placed humanism above nationalism. When he died in 1941, Tagore left behind a staggering body or work. A prolific writer and artist, he composed not only poetry but also plays, stories, novels, essays, songs, satires, travelogues, memoirs and letters. He wrote, for instance, almost 100 short stories, over 40 plays, and more than 2,000 songs. His collected works and letters run into more than 30 volumes. About 3,000 paintings are attributed to him. His doodles blur the line between writing and visual art. Rabindrasangeet, the form of music and songs invented by Tagore, is an eclectic mix of classical, folk and foreign influences, set to exquisite lyrics that have come to be regarded as a cornerstone of Bengali culture and consciousness. Rabindranath has the unique distinction of having composed the songs that would later become the national anthems of India and Bangladesh and is said to have inspired the anthem of Sri Lanka as well. His works have been translated into many languages. At the peak of his fame, he was feted by the Western world as the author of Gitanjali, Sadhana and The Religion of Man. His song, Ekla cholo re (Walk alone) inspired Gandhi, and the poems of Gitanjali stirred the imagination of W.B. Yeats and William Rothenstein. Though widely regarded as a poet-philosopher, he was also a brilliant writer of short stories, and had a profound impact on the emergence of the modern Indian novel. In Chokher Bali he highlights the plight of widows, and in Gora, denounces forms of social discrimination based on caste, creed and nationality. His letters are a treasure-trove of ideas, experiences and emotions, and plays such as Raktakarabi remain landmarks in symbolic drama. He also translated some of his own works into English. Yet Tagores reputation, always fragile, stands today at a precarious crossroads between the blind adulation of his diehard admirers and the near-oblivion to which the rest of the world seems to have consigned him. To his devotees at home, Tagore remains Gurudev, a revered figure beyond criticism. To readers abroad, he still retains something of his earlier image, as a sage from the East with a message that might save the decadent West from disintegration. Tagore, sensitive about his public image, had himself fostered these stereotypes, to some extent. But now it is time to seek out the man behind the mask. Who, then, is the real Tagore? The poet and mystic with his eye trained on infinity, or the stringent social critic whose sharp, unsparing gaze targets the ground realities of his time? The visionary educationist, or the passionate lover of nature? The lyricist who sings of love and loss, rainclouds and thunderstorms, or the spinner of tales who writes so intricately of human relationships in his stories and novels? Is Tagore the presiding deity of Bengali culture, or does he belong to the world? The real Tagore remains notoriously hard to pin down, for his works mean different things to different generations. Certainly, his prescience seems extraordinary. His prime concerns - gender, class, caste, nation, community, language, violence, environment, education, rural reconstruction, literature, art, relationships - continue to haunt us today. His humanism and advocacy of tolerance have not lost their significance for our divided world. We may become powerful by knowledge, but we attain fullness by sympathy, he insisted. Rabindranath raised his voice against the dominance of some nations over others, but also recognized the power of language, literature, art and music to create bridges of understanding across geopolitical borders. A pity, then, that young people today know so little about Tagore, for he has so much to offer them. A strong opponent of rote learning, he celebrates the imaginative freedom of the child mind, its closeness to the miracle of nature and creation. This is the founding principle of Visva-Bharati, conceived as a world university where young students develop their intellect and imagination in harmony with the environment. How intensely did life throb for us! Earth, water, foliage and sky all spoke to us and would not be disregarded, he says of his own childhood, in My Reminiscences. In a sense, Rabindranath never really grew up, for he never lost his childlike sense of wonder at the beauty of our world. If the younger generations have lost touch with their child mind, perhaps it is to Rabindranath Tagore they should turn, to recover something of that magic.

It bears remembrance that 1962 skirmish also witnessed an aggressive China undertaking a calibrated run up since late 1950s to deliver a wallop. Border incidents do not call for alarms in normal course of time however when incidents occur in particular contexts of domestic instability then due diligence must be exercised.

To reconsider the legacy of Rabindranath Tagore (1861-1941) on his 152nd birth anniversary is to confront a maze of contradictions. What, for instance, inspired a school dropout without a college degree to establish an international university? Why did a member of the land-owning zamindar class feel compelled to write about the lives of oppressed peasants, and to experiment with schemes for rural development? How could a man write so insightfully about the lives of women? What made him express religious devotion in erotic language, and love in the language of religion? Why did he yearn for fame, yet live in constant fear of it? Difficult questions, but some clues may be found in the chequered narrative of Rabindranaths own life. He was born, he tells us, at the confluence of three important movements: the wave of social and religious reform, the literary renaissance in Bengal, and the nationalist struggle. His grandfather, Dwarakanath Tagore, was a well-known entrepreneur, and his father, Debendranath Tagore, was a pioneer of the Brahmo Samaj, a group of liberals who opposed Hindu orthodoxy. The youngest of 14 children, Rabindranath grew up in a privileged household in Kolkata, in an eclectic atmosphere where he was exposed to multiple cultural influences. He could never adapt to formal systems of schooling; he received his real education from the rich cultural environment of his home and family, and his travels in India and abroad. His literary talent blossomed early, and under the influence of his brother, Jyotirindranath, he discovered his gift of music. In childhood and adolescence, his sister-in-law Kadambari Devi became his playmate, companion and early muse. As a young man,

Central Bureau of Investigation (CBI) chief Ranjit Sinha accepted the Supreme Courts observation that the countrys premier investigating agency was a caged parrot that speaks in its masters voice. Asked by reporters about his views on the apex courts caged parrot remark, Sinha said: Whatever Supreme Court said is correct. Speaking on the autonomy of the agency, Sinha told reporters that it was for the government to decide. The bench also asked the government whether it was contemplating a law to make the working of the CBI independent and insulate it from extraneous intrusion and interferences. It also made it clear that choice was with the government and in case government dithered, the court would step in.

New Delhi The Supreme Court termed the Central Bureau of Investigation (CBI) a caged parrot that speaks in its masters voice and asked the government whether it intended to make the agencys functioning independent. It is a caged parrot speaking in its masters voice, a bench headed by Justice R.M. Lodha said, adding: Its a sordid saga that there are many masters and one parrot. The courts observations came on CBI director Ranjit Sinhas second affidavit stating that Law Minister Ashwani Kumar and senior officials of the Prime Ministers Office and the coal ministry had made certain changes in the report on the allocation of coal blocks. The bench also asked the government whether it was contemplating a law to make the working of the CBI independent and insulate it from extraneous intrusion and interferences. There are other ways of bringing the law, Justice Lodha said, apparently pointing to ordinance route as parliament adjourned sine die Wednesday two days ahead of scheduled. The best things would be that such a law is put in place before the next hearing of the case (July 10) so that there would be an impartial and nonpartisan independent investigating agency, the judge said. Pointing to such a scenario, Justice Lodha said: It would be golden. It would really be wonderful. Making it clear that choice was with the government, the bench, which also included Justice Madan B.Lokur and Justice Kurian Joseph said in case government dithered, it would step in. If the CBI is not made independent, we will step in, it observed adding that CBI must know how to stand up against all pulls and pressures by government and its officials. Referring to the changes in the CBI status report, the court asked whether central government intends to bring some law to ensure the independence of CBI and its functional autonomy and insulate it from extraneous influences and interferences and make it a non-partisan investigating agency. The courts poser came as it said that it wanted to know the governments position before it could embark on an exercise to make the CBIs functioning independent and free from political and extraneous interferences. We would like to know the govern-

As Attorney General G.E. Vahanvati told the court he would seek instructions from the government on this point, the court, while referring to its judgment in Vineet Narain case in mid-1990s - when it had passed orders to check political and other interferences in the CBIs working - Justice Lodha said that after so many years we are at the worst stage. Asking the attorney general whether it should undertake the exercise to make CBI independent and effective, the court asked if government was inclined to enact an effective law in a particular time. We want an unambiguous assurance, very clear and candid assurance from you that law will be in place in a particular time, Justice Lodha told Vahanvati. The apex court also questioned the credibility of the CBI probe into the allocation of coal blocks and asked for a thorough and qualitative investigation. Expressing displeasure at the governments interference in the coal allocation probe report, the court said, the heart of the report was changed on the suggestions of the government officials. Asking the government to make the investigating agency impartial, the apex court said it needs to be ensured that the CBI functions free of all external pressures. It also said that the job of CBI is not to interact with government officials but to interrogate to find the truth. The court said the agency must know how to stand up against all pulls and pressures by government and its officials.

New Delhi Pakistani prisoner Sanaullah Ranjay died in a Chandigarh hospital, six days after he was attacked in a Jammu jail, and his body was flown to Pakistan by a special Pakistan International Airlines (PIA). India sidestepped Pakistans demand for an international probe but called for discussing the joint judicial panels recommendations. The flight took off from Chandigarh airport Thursday evening with the body. The body was handed over to officials of the Pakistan High Commission and formalities completed at the airport before the flight took off, an official said here. A minor hiccup related to documentation and other formalities earlier held up the planes departure, scheduled around 5 p.m. by over an hour, an official source said. Sanaullah, who had been hospitalised at Chandigarhs PGIMER hospital after being attacked in Jammus Kot Bhalwal jail May 3, died due to multiple organ failure, doctors said. Flown to Chandigarh from Jammu last Friday after he was attacked, Sanaullah remained extremely critical and in deep coma in the last six days. Sanaullah was declared dead around 7 a.m. due to multiple organ failure. The team of doctors headed by Y.K. Batra tried their best to revive him, a spokesperson of the Post-Graduate Institute of Medical Education and Research (PGIMER) said. Sanaullah had been in deep coma since the attack on him by a fellow inmate May 3, just a day after Sarabjit Singh, an Indian prisoner in Pakistan, succumbed to grievous injuries following a vicious assault in Lahores Kot Lakhpat Jail. Legal formalities were completed in coordination with the Jammu and Kashmir government as he was serving his life term in that state. New DelhI Railway Minister Pawan Kumar Bansal, under a cloud over his kins alleged involvement in bribery for a plum railway board posting, skipped a cabinet meeting chaired by Prime Minister Manmohan Singh. There is speculation he may be asked to quit. Opposition parties, including the Bharatiya Janata Party (BJP) and the Communist Party of India-Marxist (CPI-M) have demanded Bansals resignation after his nephew Vijay Singla was arrested by the Central Bureau of Investigation (CBI) for allegedly taking a bribe for the appointment of a member of the Railway Board. A Delhi court sent Singla and four others, including prime accused and railway official Mahesh Kumar, to judicial custody till May 20. Singla allegedly accepted a bribe of Rs.90 lakh from Mahesh Kumar for his appointment as member (Electrical) of the powerful Railway Board. Businessmen N.R. Manjunath and Sandeep Goyal helped Mahesh Kumar in arranging money to bribe Singla and were to get favours after his appointment as member (Electrical). Life terms for three in 1984 anti-Sikh riots


New Delhi Delhi court sentenced to life imprisonment three convicts in a 1984 antiSikh riots case in which Congress leader Sajjan Kumar has been acquitted, despite the prosecution seeking the death penalty. The victims kin called the punishment inadequate. District and Sessions Judge J.R. Aryan sentenced Girdhari Lal, Balwan Khokkar and Captain Bhagmal to life imprisonment for murder and rioting, while two other convicts - former councillor Mahender Yadav and former legislator Kishan Khokkar, both held guilty of rioting - were each given three years jail. A fine of Rs.1,000 each was slapped on all the five convicts. The court sentencing three convicts to life term said that the offences were grave as the victims of a particular community had been targeted and the acts of the convicts were most gruesome in nature. The court rejected the plea of Central Bureau of Investigation (CBI) seeking death sentence to Balwan, Lal and Bhagmal, saying their offence does not come under the category of rarest of rare warranting capital punishment. Chandigarh Home Secretary Anil Kumar had said Sanaullahs body would be air-lifted to Pakistan after his post-mortem and completion of other formalities. Pakistan High Commission spokesperson Manzoor Ali Memon said in New Delhi that Pakistan was in grief and shock. We have requested the government of India for an international inquiry into the brutal attack on the Pakistani citizen, Memon said. In Islamabad, the Pakistan government demanded that perpetrators of this heinous crime be brought to justice. We have learnt with a deep sense of grief that Sanaullah has expired today (Thursday) in a hospital in Chandigarh, India. He succumbed to the brutal injuries inflicted upon him during an attack in a jail, said the Pakistan ministry of foreign affairs. India said all necessary measures, medically and otherwise, had been taken to save him. Unfortunately, despite our best efforts, he succumbed to the injuries and died in the hospital today, said ministry of external affairs (MEA) spokesperson Syed Akbaruddin. Asked about Pakistans demand for an international probe into the incident, he said India had already conveyed that the two countries should

Jammu and Kashmir Chief Minister Omar Abdullah offered his sincere apology to Sanaullahs family. Although its scant consolation, Id like to offer a sincere apology to the family, Abdullah tweeted. The chief minister regretted that such a thing should have happened at all, but assured that those responsible for dereliction of duty in this incident would not go unpunished. Two members of Sanaullahs family had arrived in Chandigarh Tuesday from Pakistan. They had appealed to the Indian government to repatriate him to Pakistan. Sanaullah was arrested in 1996 and charged with involvement in a bomb blast at Katra near the Hindu shrine of Mata Vaishno Devi in 1994 which left 10 people dead. He was serving life term in the Jammu jail.

An official press release said a number of mass awareness activities will be undertaken during the year, with emphasis on sensitising people on water-related issues and encouraging them to use it judiciously. The policies and programmes of the Ministry of Water Resources will be propagated to create a sustainable society and economy. Tytler is accused of instigating a mob that led to the murder of three men who had taken shelter at the Pul Bangash Gurdwara in north Delhi on Nov 1, 1984.

The family members of the riot victims expressed resentment over the punishment, demanding death penalty for the culprits. We are disappointed with the judgment as the quantum of punishment is to less for these convicts. We want death penalty for them, said Jarnail Singh who is fighting for justice for Sikh riot victims.

New Delhi Delhi Lokayukta Justice Manmohan Sarin criticised Chief Minister Sheila Dikshit for her and other cabinet ministers photographs being printed on Delhi governments loan application form. Bharatiya Janata Partys (BJP) legislator Harsh Vardhan had complained that Sheila Dikshit and Raj Kumar Chauhan had been misusing public funds and the government machinery by getting their photographs printed on the loan application form under Delhi Swarojgar Yojna. The printing of loan application forms by Delhis chief minister and Minister for Social Welfare and SC/ST Welfare Raj Kumar Chauhan for personal glorification is to get unfair advantage from the beneficiaries of the scheme, said Justice Sarin in his order. Printing their photographs on the application for loans amounts to abuse and misuse of power and authority. This conduct is in violation of the norms of integrity and conduct expected of public functionaries, he added. Sarin also asked President Pranab Mukherjee to issue an advisory to Dikshit and Chauhan to desist from printing their photographs on the application forms.

SC harmonises growth, safety, gives thumbs-up to Kudankulam


New Delhi/Chennai Harmonising issues of public safety and economic development, the Supreme Court said steps to operationalise the first unit of the Kudankulam Nuclear Power Project (KNPP) in Tamil Nadu would continue uninterrupted. While setting up a project of this nature, we have to have an overall view of larger public interest rather than smaller violation of right to life guaranteed under Article 21 of the constitution, an apex court bench of Justice K.S. Radhakrishnan and Dipak Misra said. We have to balance economic scientific benefits with that of minor radiological detriments on the touchstone of our national nuclear policy. Economic benefit... has to be viewed on a larger canvas which not only augment our economic growth but alleviate poverty and generate more employment, the court said. Larger public interest of the community should give way to individual apprehension of violation of human rights and right to life guaranteed under Article 21, the court said. While disposing of a public suit seeking an halt on the projects commissioning, the court directed the government, including the environment and forests ministry (MoEF), to submit a report on the compliance of all safety steps. Justice Radhakrishnan said: The court has to respect national nuclear policy of the country reflected in the Atomic Energy Act and the same has to be given effect to for the welfare of the people and the countrys economic growth and it is with these objectives in mind KNPP has been set up. Public money running into crores and crores of rupees has already been spent for the development, control and use of atomic energy for the welfare of the people and, hence, we have to put up with such minor inconveniences, minor radiological detriments and minor environmental detriments, the court said. The petitioner, Chennai-based IT professional G. Sunderrajan, wanted the government to implement 11 of the 17 additional safety measures recommended for the project by a task force set up by the government in the wake of Fukushima nuclear accident in Japan in 2011. Justice Misra said: The AERB as the regulatory authority and the MoEF are obliged to perform their duty that safety measures are adequately taken before the plant commences its operation. Safety, security and life would constitute a pyramid within the sanctity of Article 21 and no jettisoning is permissible, Justice Misra said. Therefore, I am obliged to think that the delicate balance in other spheres may have some allowance but in the case of establishment of a nuclear plant, the safety measures would not tolerate any lapse. Problems highlighted, while setting up a nuclear plant, are not unique to this nation, because other countries are also grappling with those situations, the court said. Delhi man killed over returning borrowed money


New Delhi A 25-year-old man was killed and his two relatives were injured in an attack by four people over repayment of borrowed money, police said. Ishtakhar was stabbed in the abdomen. He and his two relatives were rushed to a hospital where Ishtakhar was declared dead. Jamil and Alam are recuperating in hospital, Additional Commissioner of Police V. Renganathan said. Jamil, 60, was Ishtakhars fatherin-law, while Umed Alam, 30, was his brother-in-law. They were attacked by four people armed with knives and sticks outside their house at Rahaula area in west Delhi, said Renganathan. The attack was carried out by four members of a family, of whom two are juveniles. They have been detained while their older brother and father are absconding, Renganathan said. The four belong to a family of butchers. They had borrowed Rs.70,000 from an unidentified person known to Jamil, he added. They had not returned the money. The families had argued over the money mater several times earlier. A hunt is now on to nab the attackers who are on the run, police said.

Government asks financial firms to probe money laundering allegations


New Delhi The government asked top financial institutions, including State Bank of India, Punjab National Bank and the Life Insurance Corporation, to probe into the allegations of money laundering as exposed in a sting operation by an investigative website Cobrapost. Financial Services Secretary Rajiv Takru has asked the chairmancum-managing directors of various Public Sector Banks (PSBs) to probe the allegations, the finance ministry said in a statement. Any officer/employee of your bank/institution who clearly appears to be advising potential customers along lines that would be an infringement of the legal process/ could facilitate money laundering/ could defeat the KYC norms or the norms of due diligence prescribed by RBI and the law from time to time, may be placed under suspension with immediate effect pending inquiry, it said. The bank may initiate a detailed scrutiny of such officers work and institute a special audit, if necessary, for this purpose. The inquiry must be initiated and completed expeditiously. it added. Cobrapost has alleged in a sting operation that at least 23 top public and private banks and insurance companies have been doing large-scale money laundering. Several of the firms named denied the allegation. Money laundering practices are part and parcel of banking and insurance business across the board. Even a walk-in customer can avail of such services that help him launder all his unaccounted cash, Cobrapost said in a press release. The website claimed that it found large-scale wrongdoing by banks and financial institutions through an undercover operation run for nearly six months in various states and union territories, including Delhi, Uttar Pradesh, Rajasthan, Haryana, Andhra Pradesh and Karnataka. It has named 23 public and private sector banks and insurance companies. Public sector firms include State Bank of India, Bank of Baroda, Punjab National Bank, Canara Bank, Indian Bank, Indian Overseas Bank, IDBI Bank, Oriental Bank of Commerce, Dena Bank, Corporation Bank, Allahabad Bank, Central Bank of India, and their insurance associates. Private sector firms include Yes Bank, Dhanlaxmi Bank, Federal Bank, DCB Bank, HDFC Bank, ICICI Bank and Axis Bank, and their insurance arms. The website has also named LIC of India, Reliance Life Insurance, Birla Sunlife, and Tata AIG. Several of these firms denied the allegations. SBI chairman Pratip Chaudhuri said: As far as we have understood, there is nothing serious. We have zero tolerance for money laundering and will take action on those found to be flouting norms, Chaudhuri said reacting to the allegations. Reliance Capital termed the allegations baseless. We categorically deny the baseless allegations in relation to any involvement of the Company in money-laundering by customers of our life insurance business, Reliance Capital said in a statement. Four nabbed for shooting at couple in Delhi

New Delhi Four people, including two juveniles, were apprehended for their involvement in shooting at a middleaged couple here, police said. Yogesh, 23, and Sanjeev, 28, and two juveniles were apprehended for shooting at property dealer Satbir and his wife Kaushalya May 3 at Desh bandhu Gupta Road in central Delhi, Deputy commissioner of police Alok Kumar said. One of the accused had a personal enmity with Kaushalyas brother Nonu, Kumar said. The accused also shot dead the pet dog of the victims after it barked at them. Police had apprehended a juvenile who had an enmity with Nonu May 3. On information provided by him, the others were nabbed. The accused told police that one of their associates was involved in a murder in 2010. Nonu was pressuring a witness to turn hostile in the case.

Uday Bhaskar. Taking a leaf from China, Pakistan seems to be investing in cruise missiles, he said, referring to Pakistans indigenously developed cruise missile Babur, which can carry both nuclear and conventional warheads. This has lowered the index of stability in the region, Bhaskar said at an Asia-Pacific security seminar on Indias Maritime Security Challenges at the East-West Centre . But in dealing with issues ranging from low intensity conflict and piracy to major-power strategic contests, Indias key challenges were resource constraints, ship building capabilities, maritime infrastructure and the changing geo-political environment, he said. The rapidly changing strategic environment in South Asia and emergence of an extended global common posed another challenge, said Bhaskar, currently a distinguished fellow with the Society for Policy Studies and a visiting fellow at the National Maritime Foundation in New Delhi. Brutal attack on elderly Sikh in US


Washington US police have arrested a 29-year-old transient in connection with a brutal attack with a steel rod on an 81-yearold Sikh man outside the Nanaksar Sikh gurdwara in southwest Fresno in central California. The attack happened just after 7 a.m. at the temple on South Cherry Avenue as the victim, Piara Singh, was walking down the road, The Fresno Bee reported. Gilbert Garcia, who has a record of arrests in the Fresno area, was arrested about 8 a.m. Sunday in a rural neighbourhood a half-mile away, the Bee reported citing police chief Jerry Dyer. As he was being detained, Garcia uttered a threat in an outburst. Dyer said police are investigating the threat, but he declined to say what was said. The is the second abduction of UN peacekeepers on the Golan Heights over the past two months. In March, 21 Filipino peacekeepers from the UN Disengagement Observer Force (UNDOF) were abducted but later released. UNDOF, deployed in the Golan Heights since 1974, has about 1, 000 troops and civilian staff, who are from such countries as Austria, India, the Philippines, Morocco and Moldova. Boston bombings: Pro-Tsarnaev posters come up in Chechnya


London Posters expressing support for Dzhokhar Tsarnaev, the second man charged with last months bombings at the Boston Marathon, have been put up on walls in Chechnyas capital Grozny, BBC reported. It was not clear who is behind the posters declaring Dzhokhar Tsarnaev not guilty. They show pictures of Tsarnaev and his mother Zubeidat, and include an appeal for online donations. The Tsarnaev family are ethnic Chechens but have lived mostly outside Chechnya. Residents of Grozny say the posters most likely came from someone trying to make money out of the Boston Marathon bombings. Dzhokhars elder brother Tamerlan -a fellow suspect -- was killed during a clash with police three days after the April 15 bombings, which killed three people and wounded more than 200. Reports say the Tsarnaevs lived for years in Kyrgyzstan - in Central Asia - and Dagestan, another Russian republic in the North Caucasus which borders Chechnya. Pro-Tsarnaev leaflets have also appeared in Kyrgyz capital Bishkek, BBC cited Russias Interfax news agency as saying. Police are trying to find out who stuck them on the walls of underpasses in the city centre. The posters in Grozny follow an earlier campaign there in support of the Tsarnaevs. The authorities removed the earlier ones, which appeared April 24.

Dyer and officials from the US Attorneys Office in Fresno met with more than 100 people at the Sikh gurdwara Tuesday evening to discuss the attack. Piara Singh was reportedly approached by a man in his late 20s or early 30s who was riding a bicycle and armed with a steel rod. Without saying a word, the attacker beat Singh in the head and body. Singh is hospitalized with head wounds, broken ribs and lung lacerations. Temple officials cited by the Bee said the attack was not a robbery and that Singh had never seen the man before. If the attack is determined to be a hate crime, federal charges could be filed, Mark Cullers, chief of the US Attorneys Office in Fresno was quoted as saying by the Bee. Toronto The Sikh population in the city of Abbotsford in the Canadian province of British Columbia almost doubled in the period between 2001 and 2011, show official figures. Sikhs numbered 28,235 or 16.9 percent of the citys population compared to 16,780 in 2001, the Vancouver Desi reported citing data from the 2011 National Household Survey conducted by Statistics Canada. According to Daniel Hiebert, a professor of geography in the University of British Columbia, the settlement of Sikh immigrants in Abbotsford, along with Surrey, also in British Columbia, and Brampton in Ontario, is unique among Canadian immigration patterns. Immigrants used to arrive and settle in the big cities and then move out to the suburbs, the report quoted Hiebert as saying. Canadians havent seen a lot of this (settling in smaller cities) in the past. The new data also revealed that half of the 5,935 immigrants who settled in Abbotsford between 2006 and 2011 came from India, with the next largest number coming from the United Kingdom (nine percent) followed by Americans (4.4 percent). Naidu alleged that the Congress government in Andhra Pradesh was shielding the ministers named as accused in the chargesheets filed in corruption cases against Jaganmohan Reddy. The tainted ministers are continuing in the cabinet, he said. Referring to Karnataka poll results, Naidu said the Congress came to power because people had no other alternative. The TDP chief said people of Karnataka taught a lesson to Janardhana Reddy and Yeddyurappa, who floated parties for their selfish interests. He also took strong exception to the allegation by YSR Congress party that his recent visit to Delhi was to stop Jaganmohan Reddy from getting bail. When the Supreme Court is not sparing the prime minister, law and coal ministers, this allegation is ridiculous. Nobody can influence the Supreme Court, he said.

Panaji After a scathing attack by the Goa church, both the Congress and the Nationalist Congress Party (NCP) Thursday blamed the BJP-led state government for the ongoing beef shortage in the state. Both parties also said the shortage of beef was the result of a communal conspiracy by the Bharatiya Janata Party government to harass minority communities by denying them a cheap source of nutrition. Both the NCP as well as Congress members have claimed that the person who petitioned the Bombay High Court bench in Goa against illegalities at the state-run slaughter house, which inadvertently resulted in the beef shortage, was a BJP party office-bearer. The man who filed the petition, Hanumant Parab, is a BJP official. The BJP has instigated him to go to court, after which the governments rigged its own defence, NCP spokesperson Trajano DMello claimed Thursday. It has been more than week since the high court temporarily stopped the slaughter of cattle at the Goa Meat Complex and set up a committee to look into the illegalities as alleged by Parab, who represents the Govansh Raksha Abhiyan.

Hyderabad Telugu Desam Party (TDP) chief N. Chandrababu Naidu Thursday asked Prime Minister Manmohan Singh to respond to the Supreme Court passing strictures against the government for tinkering with the CBI report on coal blocks allocation. Naidu told reporters here that the prime minister should break his silence and act in all the corruption cases as he was supposed to lead and guide the country. New Delhi The Left parties sought a courtmonitored CBI probe into the West Bengal chit fund scam and accused the Trinamool Congress-led government of not intervening to check activities of companies with suspicious financial dealings in the state. Senior leaders of Communist Party of India-Marxist, the Communist Party of India, the Revolutionary Socialist Party and Forward Bloc met President Pranab Mukherjee and Prime Minister Manmohan Singh separately and demanded tough measures to tackle fraudulent money pooling activities. Some Left Front leaders from West Bengal had earlier in the day met Finance Minister P. Chidambararm also. Communist Party of India-Marxist (CPI-M) leader Basudeb Acharia said they had demanded a Central Bureau of Investigation (CBI) probe into the chit fund scam. It is the biggest scam in West Bengal to the tune more than Rs.20,000 crore. Properties of Saradha group should be confiscated, Acharia said. He said the prime minister told them that he would look into the demand for a CBI probe. Acharia said the Left party leaders told the prime minister that the central government can order a CBI probe as the chit fund controversy had inter-state dimensions and also fell within the purview of the Securities and Exchange Board of India (SEBI). He said many families have been ruined due to the chit fund scam and many victims had committed suicide. He said the state governments move to enact a new law to protect small depositors would provide chit fund operators time to re-locate their properties. New Delhi The Supreme Court Thursday dismissed the bail petition of YSR Congress president Y.S. Jaganmohan Reddy, popularly called Jagan, in a case of disproportionate assets and said his release could hamper the probe against him. The apex court also cancelled the bail of Jagans auditor Vijay Sai Reddy and directed him to surrender by June 5, Central Bureau of Investigation (CBI) counsel Ashok Bhan told reporters outside the Supreme Court. A division bench of Justices P. Sathasivam and M.Y. Iqbal also rejected the bail plea of industrialist Nimmagadda Prasad, an accused in the case. The Supreme Court directed the CBI to complete its investigations in four months. Jagan, a Lok Sabha member from Kadapa, was arrested by the CBI on May 27 last year on charges of amassing huge wealth by doling out favours to individuals and companies who invested in his business when his father Y.S. Rajasekhara Reddy was chief minister of Andhra Pradesh. Bhan said the court observed that Jagan was involved in the greatest scam and that he had enriched himself and deprived society of legitimate rights of development. The Supreme Court took serious view of

this and observed that enriching an individual or a group of individuals is not permissible under law and he has to suffer and remain in jail for some more time, he said. Terming Jagan the main accused and main beneficiary of the scam money, the court rejected the bail plea on the ground that being an influential politician, he may hamper the investigations. I feel excited. The rule of law has prevailed. The Supreme Court has upheld the rule of law. All rumours floated by the accused are blunted and nailed now, Bhan said. The court also noted that there was an enormous increase in while collar crimes, which has serious repercussions on the economy of the country. On Vijay Sai Reddy, the court quashed the order of the high court, which had upheld the bail granted to him last year by the trial court. The apex court gave him time to surrender to enable him to attend his daughters marriage on May 26. The bench asked him to surrender by May 30 but, on the request by his lawyer, allowed him time till June 5. The court observed that Vijay Sai Reddy was not an ordinary chartered accountant but the main brain behind the scam. Bhan had argued that the Vijay Sai Reddy was granted bail on irrelevant considerations.

Kullu The death toll in a an accident in which a bus skidded off the road and plunged into the Beas river rose to 38, officials said. Seven people were still critical. Police officials said negligent driving was the cause of the accident, as the driver, who jumped off the bus just before the bus plunged into the river, was on cellphone. The 42-seater private bus carrying over 70 passengers was going to Ani town from Kullu when it fell into the river near Jhari, some 20 km from here.The accident spot, known for white water rafting, is 250 km from the state capital Shimla. Rescue workers said rafters rescued 17 passengers trapped in the wreckage of the bus. Eyewitnesses said the administration had a tough time in extricating the victims from the bus, although villagers and private rafters started the rescue operations before the authori-

Jammu Shri Mata Vaishno Devi Shrine Board, that looks after the famous Vaishno Devi pilgrimage, launched an online registration facility for undertaking the pilgrimage. After launching the facility, chief executive officer of SMVDSB, Navin Choudhary, said: This is an endeavour to improve the registration process for pilgrims visiting the holy shrine of Shri Mata Vaishno Devi. He said the service would be available free of cost and those planning to visit the shrine can book their pilgrimage permit online, as early as 30 days in advance of commencing the pilgrimage. Pilgrims can even book online on the same day of his pilgrimage. They will get a printed registration slip with a specific number and barcode, Choudhary said. Every pilgrim with the slip can start his journey to from Banganga (starting point of a 12-km trek to the shrine from base camp Katra) without queuing up at a pilgrimage registration counter at Jammu or Katra, . The initiative is expected to provide convenience and comfort to pilgrims who, at times, have to wait for long hours in the queue system for getting registration slips in Katra.

Delhi Universitys Academic Council and executive council approved all 54 courses covering 42 subjects, 11 foundation courses and one applied (language) course on its agenda from its forthcoming academic year 20132014. This was the second round of discussions on the new courses for the four-year undergraduate degree programme. Amendments to the university ordinances-including ones that propose to decentralize SC/ST/OBC admissions, change the names of degrees from Associate Baccalaureate, Baccalaureate and Baccalaureate with Honours/BTech to Diploma, Bachelor and Bachelor with Honours and set down the mechanism for Discipline II courses-were still being discussed at the time of filing this report. The AC meeting continued late into the night. Amendments to the university ordinances, including the one that proposes to change the names of degrees from associate baccalaureate, baccalaureate and baccalaureate with honours/BTech to diploma, bachelor and bachelor with honours, were still being discussed at the time of filing this report. The four-year programme with multiple degree options will entail a shift from the present 10+2+3 scheme to a four-year graduation with multiple exit points. The Afghanistan Studies Programme encourages inter-disciplinary research focussing on the history, sociology, contemporary politics, economics, geopolitics, security, foreign policy and also languages. The programme is designed to stimulate debate in India on the politics, society, and economics of Afghanistan. It hopes to produce a pool of scholars with expertise on Afghanistan in India. The UGC-sanctioned China Studies Programme will focus on studying the countrys internal dynamics and external relations. While Indias approach to China is dominated by Sino-Indian relations, we need experts who understand the internal dynamics of China, programme coordinator Ravni Thakur said. The programme titled Central Asia and its Neighbourhoods: Past Ties and Future Relations was started in 2007 following UGC approval.

Should be no political interference in university decisions: Tharoor


New Delhi There should be no political interference in the decisions of a university, says Minister of State for Human Resource Development (HRD) Shashi Tharoor after several MPs sought Prime Minister Manmohan Singhs intervention to stop the proposed four-year bachelors degree course in Delhi University. Politicians and bureaucrats should not interfere in the decisions of a university. It should be decided by the academicians, Tharoor told IANS on the sidelines of an online forum organised by Google Hangout. The minister said any interference from the HRD ministry or government in the implementation of the planned four-year course in Delhi University would set a bad precedent. They had given us a convincing argument that all process was followed by the academic council, which approved the course, he said. There are many unanswered questions around the decision, he admitted, adding that it would be best for academicians, not politicians, to sort them out. I asked them what happens to the students from other universities, who would come to Delhi University for masters after doing a three-year course. They said, while a graduate with three year course will have to do two years masters, the one with four year course can do it in one year. However, what if a student from Delhi University goes to any other Indian university? They did not have an answer, but it is for the academicians to sit and sort out such things, he said. Asked if the HRD ministry would want other universities to adopt similar pattern, the minister said the decision can only be taken by a particular university. The courses under the new Four Year Undergraduate Programme comprise Foundation Courses (11 in all), compulsory for all students to be taught in the first four semesters in order to strengthen their educational base; Discipline Courses I (20 in number) which are subject specific courses promoting in-depth knowledge; Discipline Courses II (6 in number) meant for students who wish to gain minor knowledge of a subject other than Discipline I. There are also Application Courses, which are skill based - Integrating Mind, Body and Heart and Cultural Activities leading to value-based education, and NSS/NCC/Sports, which encourages physical fitness as well as engagement with the community. This will, it is claimed, put the programme at par with bachelor-level courses offered in several international universities. However, several objections have been raised to the decision, with the loudest protest coming from prominent Delhi University teachers who said the decision was arbitrary and taken in a hurry, without preparation. A public interest litigation (PIL) challenging the proposed programme has also been filed in the Delhi High Court.

New Delhi Within hours of Congress chief Sonia Gandhi meeting Prime Minister Manmohan Singh Friday evening, the UPA government asked two tainted cabinet members - Railway Minister Pawan Kumar Bansal and Law Minister Ashwani Kumar to go, sending out a signal that no wrongdoing will be tolerated. The Congress, which successfully snatched Karnataka from the Bharatiya Janata Party (BJP) on the anti-corruption plank, took the decision as it did not want to send out a wrong signal by showing the party was soft on corruption, a party source said. With the BJP, which did not allow the parliament to run, adamant on the resignation of both the ministers, Gandhi met the prime minister this evening at his official residence. Later, Gandhis political secretary Ahmed Patel and Health and Family Welfare Minister Ghulam Nabi Azad also met the prime minister, said the source. The first to go was Bansal, who was under a cloud after his nephew was arrested by the Central Bureau of Investigation (CBI) for accepting a bribe of Rs.90 lakh for getting a plum Railway Board post to a senior official. Yes, I have resigned, Bansal told reporters after leaving the prime ministers residence. A little later, Ashwani Kumar, under fire for interfering in a CBI probe into the coal blocks allocation, met the prime minister and handed over his resignation. In his resignation letter, Ashwani Kumar said it was to put an end to the controversy of public perception of wrong doing,. He may be moved to a less significant ministry, said sources. The resignations have been forwarded to President Pranab Mukherjee for his approval. Besides the two ministers, the BJP has been demanding the resignation of the prime minister himself also as he headed the coal ministry for a duration in UPA I.

Labour Minister Mallikarjuna Kharge, who was in the running for Karnataka chief minister, is tipped to be the next railway minister. The name of Surface Transport Minister C.P. Joshi, who held the railway portfolio briefly before Bansal, was also being considered, said the sources. The indication that Bansals fate was sealed came Friday afternoon when Congress spokesperson Bhakta Charan Das told reporters: We will not tolerate if anybody is found mired in corruption. Bansal was asked to resign after reports that he had sought divine help (feeding a goat) to save himself, irked the Congress leadership, said the sources. Both Bansal and Ashwani Kumar remained in office for around six months. The BJP termed the resignations a delayed step. This is a delayed step. Had the ministers resigned a few days ago, the time of parliament would not have been wasted, BJP spokesperson Syed Shahnawaz Hussain said. The Congress does not take any decision on moral grounds, he said. Communist Party of India leader D. Raja said Bansal should have resigned when parliament was in session, which would have allowed legislative business to take place.

Virbhadra Singh - Resigned from the post of minister of small, micro and medium industries after a court in Himachal Pradesh framed corruption charges against him and his wife, Pratibha. They had been booked for alleged misuse of his official position and criminal misconduct when Virbhadra Singh was the chief minister of Himachal Pradesh in 1989. CBI raids on kin of Chandigarh MP and ex-Railways Minister Pawan Kumar Bansal is the talk of the town in city beautiful. Bansal has stridden the electoral canvas of Chandigarh like a colossus. Grounded in a solid base of clan managed electoral machinery and deep financial muscle, Bansals brand of politics has been lately unchallenged in the city. However allegations of financial impropriety, corruption, nepotism and arrest of a close relative has called all of it into question. Reports of his falling out of favour with the high command has created some chinks in the armour

To better understand the impact of the turn of recent events and develop an insight into the future course of citys politics U Connectt in collaboration with SMI undertook the first exclusive poll of the voters in the city to gauge the mood of the citizens. The survey consists of randomly sampled respondents representing various sections of the society on a proportionate basis. The survey was conducted over four days after the arrest of Bansals nephew and reflects the current mood of the elector-

Analysis

Q) Are you satisfied with the UPA government at the centre? UPA governments performance at the centre has been ranked as below par by the voting electorate. 72% of the respondents are dissatisfied with the government of Manmohan Singh and would like to have an alternative to the current government marred by non-performance and corruption. Q) Will you vote on local issues or national issues? Despite having clear cut preferences regarding the candidatures of various parties and local issues dominating the affairs, 82% of the electorate admitted to being affected by the national issues while going to vote. Q) Which party do you think enjoys an advantage nationally? UPA government is skating on thin ice nationally, at least the Chandigarh voters aver. Over 42% voters consider BJP to be in an advantageous position nationally, 26% of the voters consider the swing to be in INC favour. The decisive 22% of voters are sitting on the fence indicating a huge chunk of silent voters waiting to switch sides.

Team SMI interviewed a sample from entire crossection of the electorate and asked them pivot questions that help us decipher the mood of the electorate. We asked the electorate about the impact of the current events on their voting choices and the future outcomes of elections. A detailed analysis of the responses to the questions is as follows Q) Will your voting choice be affected by the latest CBI investigation that implicates PK Bansals nephew? Over 56% of the voting electorate believes that CBI raids on the ministers kin and the subsequent allegations on the minister himself will have an impact on their voting preferences. 39% of the voting public admitted to being indifferent to the raids and did not consider them as a factor influencing their voting choices. The verdict from the electorate does indicate that there will be implications of the last weeks fallout on next LS elections. Q) Which party are you likely to vote for in the coming Lok Sabha elections? When asked to express their party preference for the upcoming Lok Sabha elections, the city electorate still expressed a lingering support for the Indian National Congress. As per the survey the incumbent party of India is leading by a moderate lead of 5.5% votes. Out of the sampled electorate 30% voters still supported

INC and 24.5% voters expressed a preference for BJP. The opportunity however lies in the 28% undecided votes who have chosen to sit on the fence. The elections will be decided by this silent vote and they generally trend towards the winning side on a national basis. Q) Who amongst the following leaders of the BJP is more likely to be able to challenge INC candidate? a) Satya Pal Jain b) Harmohan Dhawan c) Sanjay Tandon In good news for BJP veteran Satya Pal Jain 42% of the voters support his candidature as the BJP leader most likely to challenge the INC in its stronghold. Harmohan Dhawan is placed second with his candidature carrying the support amongst 19% voters while Sanjay Tandonbrings up the rear with 15% voters supporting his candidature. BJP is facing a structural issue of lacking new leaders and young blood that can energize its campaign. Q) Is corruption an election issue for the people of Chandigarh? The voter in Chandigarh is singed by the heat of widespread corruption in the society. Over 86% of the respondents acknowledged that corruption will be a major issue at the time of voting. However this acknowledgment was not followed up by any directed anger or pinpointing of any particular source of corruption in the society.

Key Findings
The survey bears bad news and good news for the Congress in equal measure, while the local MP Pawan Kumar Bansal of the INC has slid down the popularity ratings, the party equity still stands strong. The CBI raids have resonated deep with the city electorate and there will be a definite impact of these on the upcoming Lok Sabha election in Chandigarh. The voters of Chandigarh have expressed acute dissatisfaction with Indian National Congress at a national level, however in the city the voters have not started considering the BJP as a viable opposition. In some consolation for SP Jain the veteran legal eagle of the BJP, the electorate still considers him to be the most likely challenger to the INC in Chandigarh. The other two contenders Harmohan Dhawan and SanjayTandon have not managed to widen their base in the city.

Conclusion
To conclude BJP may be doing well nationally and it has successfully managed to convey a message at that level. The Congress on the other hand has managed to hold onto to its vote bank locally despite the allegations of taint against is local MP and the government in general. The people of Chandigarh are on the lookout for an alternative but the opposition BJP has failed to evoke response in traditional Congress constituencies and the youth. Despite the current dents in the armour of Chandigarh INC, it may not prove to be enough to dislodge it, provided they manage to swing the fence sitters to their side.

Film promotion requires more effort than its making: Dharmendra

The lyrics have an undertone of darkness, but energetic composition makes it a party track. Infused with electro beats, it becomes more interesting when Ram goes behind the mike. The music is not extraordinary, but interesting. Jigra fakira, which is sung beautifully by Keerthi Sagathia. The song has a touch of folk and Sufi music. The music becomes overwhelming when the violin starts playing. The song may not appeal to everyone, but music lovers should definitely lend an ear to the song. Barbaadi follows next. It has similar lyrics to the one sung by Sashaa

and Ram, but the music and tone of the song are completely different. Singer K. Mohans voice is so magical that you are hooked to it. Since the song has a grave appeal, it is best heard when alone. Aurangzeb and is sung by Marianne DCruz Aiman. It talks about Mughal emperor Aurangzeb and hence has all the required grandness. There is a choir, which supports the singer. In short, a powerful number! Aurangzeb rock; rock version of previous number and Vipin Mishra has lent his voice for the song. It has sound of drums and guitars, all that a rock version would need. Suddenly, it becomes smooth and silent. Vipins voice has the required aggression and passion for the song. It is very well channelised composition. The album also has four instrumental versions titled Trial by fire, Battleground Gurgaon, The fathers truth and Aurangzeb Orchestra. Aurangzeb has interesting compositions and the music is well put together, but not an all round soundtrack as it wont appeal to the masses.

Although the ultimate goal of the PhoneSat mission was to determine whether a consumer-grade smartphone can be used as the main flight avionics for a satellite in space, the three miniature satellites (named Alexander, Graham and Bell) also took pictures of Earth and transmitted these image-data packets to multiple ground stations on Earth. As part of their preparation for space, the smartphones were outfitted with a low-powered transmitter operating in the amateur radio band. They sent the image information to awaiting hams who worked with the Ames engineers to stitch together multiple, tiny images to restore the complete Earth view. The GoSleep sleeping pod is the latest, state-of-the-art chair that converts into a flat bed. Ten sleeping pods have been installed in Terminal 3 and in the Al Dhabi Lounge in Terminal 1 at the airport, with a further 35 to be installed later this year. The sleeping pods are easy to operate and feature a partial or fully enclosed sliding shade that isolates the customer from noise, light and crowds. After an initial launch phase, the chairs will be upgraded to include internet access, will include secure storage for luggage and other valuables, and will allow customers to charge their laptops, mobile telephones, and other electronic devices. Patna A 13-year-old boy from Bihar has cracked the preliminary examination of the highly competitive Indian Institute of Technology-Joint Entrance Examination (IIT-JEE). He is the youngest to pass the exam. Satyam Kumar of Bakhorapur village in Bhojpur district qualified for the IIT last year at the age of 12-andhalf years, after he got special permission from the CBSE, Mumbai zone. He then secured an all-India rank of 8,137.

Not satisfied with his low rank, Kumar appeared in the IIT-JEE preliminary examination this year again and qualified, making him the youngest person to do it. He appeared for both the exams in Kota, Rajasthan, where he has been studying. He was one of the 150,000 candidates who appeared for the examination this year. He is working hard to perform better in the IIT-JEE (Mains) to be held June 2. Kochi Market regulator SEBI has approved an angel fund of $10 million to address the problem of resource crunch for start-up companies across the country. The fund that could go up to $20 million with a green shoe (overallotment) option would focus on telecom and internet firms. It would start investing once the initial close of $2 million is achieved. Consultancy KPMG is the advisor and ILFS is trustee of the fund based at Start-up Village, the countrys first telecom incubator, at Kochi. The company had clocked Rs.1.2 crore net profit during the previous quarter, when it achieved turnaround after losses in seven consecutive quarters due to the crisis in microfinance sector in Andhra Pradesh. The company had incurred a loss of Rs.330 crore during the Q4 of 2011-12. For the full year 2012-12, the companys net loss was Rs.297 crore, down from Rs.1,361 crore during the previous year, said a statement by SKS Microfinance. Kolkata Fast moving consumer goods (FMCG) major Emami Ltd Monday reported a 29.9 percent jump in its consolidated net profit at Rs.94 crore for the quarter ended March 31, 2013, compared to Rs 72.37 crore for the same period a year ago. Consolidated net sales for the company during the quarter under review stood at Rs.451 crore, a more than 13 percent hike compared to corresponding period previous year. For the full financial year, turnover at Rs.1,699 crore grew by 16.9 percent, while profit after tax at Rs.315 crore grew by 21.6 percent, a company release said.

US firm to invest $240mn to light up Bihars Buddhist sites


Washington A power venture formed by Indian and North American energy professionals plans to create a role model for the world by lighting up famed Buddhist sites in Bihar with a $240 million (Rs. 13 billion) solar energy project as part of a corporate social responsibility initiative. Founded in 2011, FJS Energy LLC, USA, aims to work around the Buddhist Circuits starting with RajgirNalanda and Bodhgaya in the first phase and then taking up Vaishali and other places. We would like to start the process of implementation at the earliest, Christopher Sargunam, Chief Operating Officer of the company with offices in Delhi, New Jersey and Ontario, Canada, told IANS in an email. The companys ultimate aim is to create a portfolio of 200 MW at a cost of around Rs. 13 billion ($240 million), but the first phase would focus on 20 to 25 MW which would envisage an investment of upwards of Rs. 1.6 billion ($30 million), he said. FJS Energy thought of lighting up the Buddhist Circuit as a not-for-profit Corporate Social Responsibility initiative with a larger objective as it is one of the world key religious tourism destinations that has of late witnessed a sharp rise in the domestic and foreign tourist arrivals. Washington Indias ambassador Nirupama Rao has asked the US to start exporting liquefied natural gas (LNG) to India and other energy scarce countries, calling it a win-win opportunity. As shale gas has become economically viable to produce, the US has emerged as one of the worlds most important gas producing countries, she noted in a keynote address at the American Enterprise Institute (AEI) on Americas Natural Gas: Should Exports be Restricted? Growth in shale gas production in the coming years is now expected to substantially reduce, if not eliminate, the need for the US to import natural gas, Rao said. She noted that according to US Department of Energy estimates, the total production of natural gas in the US would exceed domestic consumption by 2020. This scenario opens up the possibility of the export of liquefied natural gas (LNG) cargoes from the US to other energy scarce countries, including India where there is significant untapped potential for natural gas demand in all end use segments, she said. We are planning to invest in a series of projects to develop around four trillion cubic feet of discovered natural gas resources from the block, RIL chairman Mukesh Ambani said in the companys annual report for 2012-13. The field development plan for the R-Series project (in the KG-D6 block) has been submitted to the Government of India for approval. This along with other projects is expected to add incremental production in the next four to five years, he said. The field development plan envisages bringing to production satellite fields in the eastern offshore KG basin block to raise output that has fallen to less than 16 million standard cubic meters per day from a peak of 64 mmscmd reached three years ago.

Industrial output rises 2.5 percent in March


New Delhi Indias industrial output grew by 2.5 percent in March, as against a contraction of 2.8 percent in the corresponding month of 2012, government data showed. According to data from the Central Statistical Office (CSO), the index of industrial production (IIP) logged a meagre 0.6 percent growth yearon-year in February. IIP grew by 2.4 percent in January. On a consolidated basis, IIP grew by just one percent in the April-March period of 2012-13, from a growth of 2.9 percent in the corresponding period of 2011-12. The monthly growth in IIP came on the back of healthy performance of manufacturing and electricity sectors. But the mining sector decelerated. Manufacturing production registered a growth of 3.2 percent during the month under review from a deceleration of 3.6 percent in the corresponding month last year. In February, the sector registered a growth of 2.2 percent. On a cumulative basis for AprilMarch 2012-13, manufacturing output stood at 1.2 percent, from a growth of 3 percent in the like period of 2011-12. The electricity sector too fared well, with a growth of 3.5 percent, from an increase of 2.7 percent in March 2012. In February, the sector did not fare well, falling 3.2 percent from a healthy increase of eight percent in the corresponding period of 2012. Cumulatively, the sectors output increased by 4 percent from a healthy 8.2 percent during the corresponding period of 2011-12. However, mining output in March declined by 2.9 percent from a deceleration of 1.1 percent in the corresponding month last year. New Delhi The Supreme Court said a report from the CAG - a constitutional functionary - commands respect but it could not be solely relied upon for deciding any contentious issue. We may, however, point out that since the report is from a constitutional functionary, it commands respect and cannot be brushed aside as such, but it is equally important to examine the comments what respective ministries have to offer on the CAGs report, said the apex court bench of Justice K. Radhakrishnan and Justice Dipak Misra while dismissing a public interest litigation (PIL). Petitioner economist Arun Kumar Agrawal wanted the court to declare void the Jan 24, 2012 government approval of the Cairn Energy-Vedanta deal wherein Vednata acquired 41 percent share of Cairn India in its Rajasthan oil blocks. Chennai Yusen Logistics (India) Ltds warehouse catering to Nissan Motor and Renault Indias plant near here was totally destroyed in a fire that began Thursday afternoon, a fire official said. The warehouse of Yusen Logistics stocking and supplying varied components to Nissan Motors plant (also Renault India) at Oragadam caught fire around 1.30 p.m. today (Thursday). The fire was very intense as it stocked varied automobile componenets like tyres, batteries and others. The structure has collapsed, G. Illango, divisional fire officer, told IANS over phone. There were no human casualties, he said. The fire is under control but it will take some more time to completely extinquish it, Ilango added. According to him, the warehouse had not obtained fire licence before beginning its operations and its fire protection equipments seems to have failed to perform when needed. Since the launch on Sep 29, 2010, UID numbers have been issued to more than 31 crore residents. Enrolment for additional 40 crore residents will be completed by March 2014.
