May 10, 2013 To all honorable LULAC members, my name is Sam Tabet Alvarado.

Recently, I received many continuous requests from law abiding, honest LULAC members to run for LULAC District XV Director. After serious consideration because of LULACs disreputable past and current election practices in Texas, I proudly accepted and embraced being a candidate to run for LULAC District XV Director. I am very familiar with past President Rosa Rosales as she worked under my supervision for twenty (20) years. Rosa Rosales continues lead and promote illegal coercive election tactics with the support of LULACs Legal Counsel who justifies her recommendations by providing legal opinions contrary to previous opinions. These opinions are absent from the LULAC Constitution. The following are some examples: 1. Protecting her power base by using disgraceful and dishonest practices of destroying any perceived oppositions she felt as a threat. (Innuendos regarding a candidates standing in the community etc) 2. Interpreting LULACs constitution with the aid of LULAC attorney Luis Vera to sway elections to protect her power base. 3. Another interpretation from LULAC attorney is that a local council organized less than thirty (30) days prior to a District, State, or National Elections and one whose council has not been presented officially, may send delegations but they do not have the right to cast votes. At the LULAC State Convention in Arlington in June 2004, LULAC attorney interpreted the above example # 3 by allowing Rosa Rosales to submit fourteen (14) new paper councils one (1) day prior to the elections. Because of the previous #3 interpretation by LULAC attorney Louis Vera of the thirty (30) day council notice, LULAC member Lourdes Galvan challenged Rosa Rosaless one (1) day notice of her fourteen (14) paper councils for that election. LULAC attorney Louis Vera gave his legal opinion say that Rosa Rosaless one (1) day noticed was justified because This practice of allowing councils not chartered for thirty (30) days has been allowed for several years, therefore it is my opinion that the practice has set a precedent. I rule that the fourteen (14) new councils be allowed to vote. The LULAC Constitution states that the District elections must be held in the month of April. Therefore, the May 4, 2013 elections were in violation of the LULAC Constitution. Because of the Constitutional violation, this election should be invalidated and the need for further clarification on the 30 day rule for registering. On the most recent District election, I submitted my requests for Charters/Councils on or about April 10, 2013. I was informed by LULAC attorney Louis Vera that the Charter/Councils would not be allowed to vote because I did not give a 30 day notice.

My delegates who took the time to attend the LULAC District election were rudely told that they would have to vacate their seat and move to an observers section because they would not be allowed to vote. The humiliation continued with Rosa Rosaless son Gabriel, whose position at LULAC is District Director. He rudely disrespected and publicly accused me of being disloyal to LULAC at this election. Rosa Rosales addressed a group of supporters and loudly told them Dont worry about Sam Alvarado, hes an ass-hole. My daughter Stefanie was nearby and heard the comments and was devastated and embarrassed that someone could publicly disrespect such a well-known community leader and father. The National LULAC President Margaret Moran and past President Oscar Moran were present and witnessed the May 4, 2013 elections of shameless and destructive behaviors exhibited by Rosa Rosales and her cohorts. The upcoming Undocumented Immigrants Debate and increased Racism and Civil Rights abuses in this country have really increased the need to have a strong LULAC organization with strong leadership without the continued cronyism. We witness and openly criticize politicians that try to make it difficult for voters to cast their vote. Our current LULAC leadership is going out of their way to make it difficult for members to vote. I strongly feel that in order for LULAC to grow and continue to move forward, new and responsible leadership with new ideas and energy need to be encouraged and embraced not blocked. Finally, this document was not prepared or distributed for the purpose of gaining favor for an elected position, but to shed light on these shameful actions.
