National Conference On th Unpacking the 12 FYP


(Minority Chapter)

Held on: 17th March 2013 at Ganna Sansthan, Lucknow


Participants: 1,500 dignitaries & delegates.

The following Muslim View Points emerged during the discussion

Educational Infrastructure
long pending demands

1. 10+2 Schools in Minority Concentration Areas.


Fulfilled in 12th FYP (2012-2017) Twelfth Plan will be towards having one Residential School along the lines of Jawahar Navodaya Vidyalaya and Kasturba Gandhi Balika Vidyalaya. It will be established in a phased manner in minority concentration Blocks and minority concentration towns/cities. Norms in these schools need to ensure admission to at least 50 per cent children belonging to minorities. Model Schools and Inter-colleges under the existing scheme of MoHRD should also cover minority concentrated blocks and minority concentrated wards in urban areas. (12th Plan;Page 257, Vol 03)

Resolution
It has been proposed and resolved by the participants that HRD Ministry should prepared and public a document related with holistic implementation of the Scheme.

Scheme for Promotion of Education in Minority Concentration Towns/Cities


Development of educational infrastructure in most backward minority towns and cities identified by Planning Commission in 2007, which purposefully ignored from Minority Concentration Districts Development Plan (MCD) from 11th FYP. Our demands were as follows for MCT. To establish a school of senior secondary level, separately for both boys and girls, having a capacity of 5000 students with residential facilities for at least 1000 students. To set up at least one Polytechnic. To set up at least one I.T.I on the pattern of centre of excellence

Scheme for Promotion of Education in 100 Minority Concentration Towns/Cities (New Scheme)
A sizeable minority population in towns and cities is socioeconomically disadvantaged and requires a whole range of special initiatives to improve their living conditions and opportunities. It is therefore necessary to initiate special programmes for the promotion of education, including skill and vocational education, in such backward towns/cities for empowering members of minority communities, among others. (12th Plan;Page 263, Vol 03)

Resolution
It has been proposed and resolved by the participants that Ministry of Minority affairs should prepared and public a document related with holistic implementation of the Scheme. 2

Participation of NGOs:
In order to check the working of different sectors involved in the projects of educational infrastructure and & other related government minority welfare schemes, we should establish links between Districts level, state level and central level NGOs. Establish a parallel monitoring committee of the community.

Resolutions:
The resolutions were passed unanimously. It has been decided to handover the said resolutions to HRD Minister Shri M.M. Pallam Raju, Shri Salman Khursheed (Minister for External Affairs), Dr. (Smt.) Sayeda Hameed Member Planning Commission & other dignitaries with a request to submit the same to Hon'able Prime Minister Shri Manmohan Singh and Hon'able UPA Chiarperson Smt. Sonia Gandhi.
