OBAMA, DEMS HOPE TO AVOID 6-YEAR JINX IN 2014,


QUINNIPIAC UNIVERSITY NATIONAL POLL FINDS;
VOTERS LIKE DEMS ON HEALTH CARE, GOP ON DEFICIT
Eighteen months before the 2014 elections, American voters, by a slim margin, say they are
more likely to vote Democratic than Republican for Congress, which would violate the historical
model of the presidents party losing ground in the sixth year of a presidency, according to a
Quinnipiac University poll released today.
If elections for Congress were held today, 41 percent of voters say they would vote
Democratic for Congress and 37 percent say they would vote Republican, continuing a trend that
began after an April 19, 2012, survey by the independent Quinnipiac (KWIN-uh-pe-ack)
University showing Democrats at 40 percent and Republicans at 39 percent.
By small margins, voters trust Democrats on Capitol Hill more than Republicans to
handle health care, while they prefer the Republicans on the budget deficit and gun policy, and
they see the two about the same on the economy and immigration.
Voters say 48 43 percent they would like one party to control both houses of Congress
and the White House, which would be the case if the Democrats take the U.S. House and retain
the U.S. Senate in next years elections. Democrats want complete control 64 30 percent,
while Republicans are for split control 50 44 percent. Independent voters favor splitting control
53 35 percent
The 1998 elections, during President Bill Clintons second term, is the last recent
exception to the rule that the sixth year of a presidents term in office produces electoral gains
for the opposition party, said Peter A. Brown, assistant director of the Quinnipiac University
Polling Institute. The Democratic edge in the so-called congressional ballot is small at this
point in the cycle, but there has been a consistent Democratic edge for several months.

The question, of course, is whether that margin will be there in 18 months when voters
go to the polls, Brown added. It is worth noting that in April of 2009, almost exactly four
years ago, Democrats held a 41 34 percent lead in the generic ballot, according to a Quinnipiac
University poll. That probably was influenced by President Barack Obamas 58 30 percent
approval rating then. Eighteen months later, however, Republicans won a historic landslide,
picking up 63 House seats. Nevertheless, being ahead at this point is certainly bringing smiles to
Democratic faces given history.
The Democratic edge in the generic ballot does not seem to be linked to any strong
public affection for the presidents party. They are down on both groups, just Democrats a bit
less, said Brown. For instance voters say 62 33 percent that Republicans dont care about
their needs and problems, but say the same thing about Democrats in Congress 54 41 percent.
They give congressional Republicans a 67 24 percent disapproval rating. Democrats receive a
60 31 percent disapproval score.
President Barack Obama is not on the 2014 ballot, but his ratings remain relatively stable
with the country closely split on his performance. The president has a 48 45 percent job
approval rating. Voters disapprove of his handling of the economy 53 41 percent, gun policy
52 41 percent and immigration 50 40 percent. The president gets positive grades 47 43
percent for foreign policy, 54 29 percent for his handling of North Korea, and 55 38 percent
for his handling of terrorism.
The Democratic edge in the generic ballot is driven by the same gender gap that affects
most political measurements. Men are split as 39 percent say they will vote for Republicans in
Congress, while 38 percent back Democrats. Women go Democratic 44 35 percent.
Democrats say they will vote for their party candidate 86 2 percent as Republicans stay loyal
86 0 percent. Independent voters are divided 31 30 percent with 29 percent undecided
From April 25 29, Quinnipiac University surveyed 1,471 registered voters with a
margin of error of +/- 2.6 percentage points. Live interviewers call land lines and cell phones.
