INTRODUCTION:
Mike McCormick air traffic manager ^ domestic and oceanic operation,with relationship
between two but distinct. ZNY center third busiest in country but smallest in terms of
domestic airspace. Highly condensedJSJimbing or descending/Jfrifferent then typical
cruise level flight control .complex dynamic.

A-D - domestic
Sections E and F oceanic - covers a quarter of north Atlantic airspace. Works often with
the Portuguese Islands, Canada and the United Kingdom.
F north Atlantic
E Caribbean
Sectors:
Must hand off (transfer com and control) and point out (verbal confirmation). Hand off
with computer input, point out verbal. In general in domestic all done with automation.
Responsible for all aircraft whether primary or transponding. Handoff and point out radar
terms. In oceanic no such thing. Everything is verbal in oceanic.
Normally do an automated handoff (preferred). You'd do a point out if you were going to
clip someone else airspace, but not necessarily transfer communicationft.. ,
Are such things as automated point outs but generally not used here. Need more refined
procedures
ATCs at ZNY mostly stay in the same areas, but can bid on getting moved to new areas.
Generally career ZNY employees.
Don't have super high or ultra high since most aircraft climbing and descending. All the
domestic airspace they own will fit in one salt lake city super high area.
"^Jnterjacility you can force an untracked data block, but to other facilities, no. can force
full data block but primary needs to be keyed first. On the receiving end he needs to key
to display that information.
AA1 1 would have had to pick that out on there own. That's why their visual track only
starts there. D
Didn't get that much help from Boston. Looked in their areas for the primary. Vectored
aircraft over the target and that's where they got their information from. Was not a
transfer from boston. Communication would not have been picked up on by boston.
There was a temporary wall at the time that blocked on the cafeteria side. Area f now has
new sectors, and can watch what is being handled by area e. flight data unit is the same.
Areas a-TMU about the same, but added since 9/11 additional land lines direct
coordination to NEADS and CONNER. Telcon hotline with dens. CONNER phone
patched into VICs (?). Added recordings to MOS desk. All TMU lines were taped. TMCs
STMCs OMIC all taped. Only phones that are not taped and still not taped are phones on
the area supervisor desk. Since 911 internet access at watch desk/OMIC. Headline news
at nom/NAS area.
Have ability to coordinate with NEADS especially over Giant Killer and the Whiskey
areas (south of Giant Killer?).
Q&A - request for transcripts, documents, etc. McCormick did speak to Biggio. Accident
package vs. accident file.
Otis fighters - doesn't believe they were handled or hand off. Just came into our airspace
quote. Were aware of them, and knew more military aircraft came in. course of several
days many aircraft. Officially would have both packages on al 1 and UAL175 since
accident happened in both places. Cleveland has package for 93.
At one point all three were in ZNY airspace. Pointed out AA11 to UAL175.
