Traffic Counts Recent traffic counts must be included for all links and intersections within the study area Counts at intersections should consist of AM and PM weekday peak-hour turning movements and/or turning movements at other times as deemed necessary The beginning and ending times for the peak hours will be identified by inspection of peak period or longer duration count tabulations baesd on counts no more than one year old at the time the traffic study is submitted Traffic data must reflect existing normal peak-hour conditions at the time of the study, and should not be used if more than one year old at the time of original submission of the study, or if significant changes have occured at or near the count location The traffic consultant shall be responsible for providing traffic counts that are not available originated latest traffic census Traffic counts should not be conducted during periods or days when schools are closed, or on days before or after national or local holidays, or on Mondays or Fridays, except particular surveys Summer and winter countings are discouraged. Traffic consultants should obtain some high staff approval before taking such counts. When acceptable counts should be adjusted by definite factors The occurance of significant traffic incidents (accidents, closures etc.) or inclement weather in the vicinity of the count location during the count may provide a basis for disallowing the count In addition, ongoing constructionon nearby roadways may cause temporary diversios or volumes that could result in counts that do not reflect normal conditions. Adjustement to counts taken under these circumstances should comply a certain meythodology agreed with county staff Transit Existing transit service that serves the proposed development should be noted. Bus routes, location of bus stops, frequency of service and hours of operation should be noted; however the information is required if private vehicle trips reductions are being assumed because of this service Proximity to commuter rail stations should also be cited (if applicable) with accompanying information such as ridership and mode of arrivals data provided Pedestrian and Bikeways Facilities Such facilities that connect or are proposed to connect the development to adjacent trip-generating uses should be noted; however the information is required if private vehicle trips reductions are being assumed because of theese facilities

Aparitia incidentelor importante in traffic (accdente,inchideri etc.) sau vremii aspre in vecinatatea numarului locatiei in timpul numararii poate furniza o baza interzicand numaratoarea. In plus, construcia n curs de desfurare pe drumurile din apropiere poate cauza diversiuni temporare sau volume care pot rezulta in numaratoare care nu reflect condiiile normale. Reglarea numaratoarei luate n aceste circumstane ar trebui s respecte o anumit metodologie convenita cu judeul personalul Tranzit Serviciului de tranzit existent, care servete dezvoltare propus ar trebui s fie remarcat. More indepth study is encouraged for development proposals of a broader scale The amount of planned development that must be considered for various types of development reviews (new zoning, subdivisions etc.) will be checked against preliminary or approved plans: Basic Plans (romanian PUGs), Comprehensive Design Plans (romanian PUZs) Filed checking of background development is strongly advised. Subdivisions for which a final plat has not been approved or recorded should also be researched It is the ultimate responsibility of the traffic consultant to ensure that the development list is complete Planned transportation system improvements will be considered depending of the type and phasing of development under study Planned improvements to be considered are identified by fully funded for construction criteria. Bonded improvements feature the following criteria:

the bonding is sufficient to cover 100% of the construction cost the construction permit has been appropved a construction schedule has been inclued in the permit package
