NEW DELHI: BrahMos Aerospace chief A Sivathanu Pillai will be conferred the Padma Bhushan award by President Pranab Mukherjee on Saturday for his contribution to the country's cruise missile programme. The announcement of the third highest civilian honour was made on the eve of the 64th Republic day celebrations in January this year. Pillai has been associated with the Indo-Russian joint venture for the BrahMos supersonic cruise missiles ever since it was set up and has worked towards its induction into all the three defence services. Prior to taking over the BrahMos JV, the distinguished scientist was associated with the Integrated Guided Missile Development Programme (IGMDP). He was the Programme Director

"We appeal to you to shift the girl to AIIMS so that her life is saved," they said. Scores of people protested outside the hospital where the girl is undergoing treatment. Doctors at Swami Dayanand Hospital treating the girl said the victim suffered serious injuries to her private parts resulting in serious infection. The girl is in intensive care unit. They said the child's condition is very critical and some foreign objects were found inside her. The victim's family alleged that police were reluctant in filing a rape case and they acted late in locating her. Police is on the hunt for the neighbour who is absconding. He lived on the ground floor of the building in Gandhi Nagar in which the victim also stayed. A senior police official said the girl was in a serious condition when she was rescued from the flat. The girl's mother said the victim went out to play and was kidnapped. "The man then locked her up in his room and raped her. I want justice from the government," she said.

JAMMU: With the election mood already having set-in, political parties in Jammu and Kashmir have begun search for strong and influential candidates with opposition Peoples Democratic Party (PDP) taking a lead and is likely to replace some of its old and senior faces particularly in Chief Minister Omar Abdullah's strong bastionGanderbal. Highly placed sources told local news agency KNS that sensing a promising position in certain NC pockets; PDP was mulling to bring new faces in these constituencies to fight its arch rival NC tooth nail. Though PDP declined a comment, senior Congress leader Ashfaq Jabar confirmed to KNS that PDP has approached him and offered a ticket in any of the two constituencies he would prefer in District Ganderbal. SRINAGAR: Condemning authorities for alleged inaction against persons responsible for supplying 'spurious drugs' to hospitals in valley, High Court Bar Association (HCBA) has said that the inaction is a violation of human rights of Kashmiris. In a statement issued here, the Bar Association said the spurious drugs supplied to the Kashmir hospitals by the supplier, which has been given to the patients, has resulted in deterioration of their health rather than accelerating the process of recovery. "The Jammu and Kashmir High Court Bar Association Srinagar held an emergency meeting of its Executive to discuss this issue. Apart from condemning the inaction of the Govt. to take appropriate action against the persons responsible, the Jammu and Kashmir High Court Bar Association Srinagar is of considered opinion that this inaction is also violation of the human rights of the Kashmiris", the statement issued by Bar General Secretary to KNS today said. He said that in case the government. fails to take any action against the culprits and against the members of the purchase committee who approved such drugs to be used in Kashmir hospitals, the Jammu and Kashmir High Court Bar Association Srinagar would be compelled to initiate proceedings in this regard before the Hon'ble High Court at Srinagar. "It was also deiced by the Jammu and Kashmir High Court Bar Association Srinagar that on this issue there would be interacting with the Doctors Association Kashmir who had already raised their voice against this scandal", he added. "It was also decided by the Jammu and Kashmir High Court Bar Association Srinagar to hold a conference with regard to the drug used in the Kashmir hospitals and the remedial measures to be taken, to stop such supply of drugs in future, on a date to be intimated later on". He said that as a mark of protest against the inaction of the government to initiate action against the wrong doers/suppliers of the spurious drug supplied to the Kashmir hospitals, the Bar Association has decided to suspend the work on Saturday the 20th of April 2013. SRINAGAR: In clear disregard for Supreme Court directions banning corporal punishment to students, reports suggest some valley schools continue to violate the orders by continuing with the age old practice. Complaints from different corners of Kashmir continue to pour in against teachers and management of schools for not paying any attention to the SC directions. "My son was ruthlessly beaten by a teacher without any reason or provocation. His arm got fractured and he received several injuries on other parts of the body", said Mohammad Afzal whose son is studying in one of the private institutions in city's Bemina area. He said that he had registered an FIR against the teacher and school management 'but justice is yet to be delivered'. Another parent from South Kashmir expressed similar views. His 7 year old daughter refuses to go school after she was allegedly beaten by a teacher resulting in head injury. "She is afraid of teachers now. It seems she is still under shock", said Ali Mohammad from Anantnag.

By Kalyani Shankar lacing the country's rein in the hands of regional satraps who are pulling in different directions, is not a desirable option. Will the shrinking of the UPA and the NDA give way to a regrouping of political parties? While the past decade has seen the rule of these two fronts, the future seems uncertain as their base is eroded with disenchanted constituents looking elsewhere. The reason for this erosion is that the national parties have become weak; lack strong leadership and have failed to live up to the expectations of the electorate. The Congress faces severe organisational weaknesses, while the BJP, post-Atal Bihari Vajpayee, battles to fill a leadership vacuum. The simultaneous rise of regional and caste-based parties is yet another contributing factor. The emergence of strong regional satraps like the Samajwadi Party
leader Mulayam Singh Yadav, BSP chief Mayawati, AIADMK leader J Jayalalithaa, Trinamool Congress's Mamata Banerjee and the BJD's Naveen Patnaik is because they have been able to capture the imagination of the people. They have become increasingly assertive and have broadly held on to their support base. In States like Uttar Pradesh, Bihar, Andhra Pradesh, Tamil Nadu, Maharashtra, West Bengal and Madhya Pradesh, trends indicate that the regional satraps may constitute a significant section of the next Parliament and may become kingmakers or even the king. Most regional parties have had an experience of being part of the UPA or the NDA coalition and some like the DMK have been in both. But what is worrying is that if the UPA and the NDA shrink further, it would mean the rule of a Third Front. This may not be desirable, as past experience has shown they
were unstable. The regional satraps, unmindful of national concerns, bargained and blackmailed the Centre to extract what they wanted. Therefore, it is in both the Congress and the BJP's interest to get their act in place. The recent public spat between the BJP and the JD(U) on the issue of naming Gujarat Chief Minister Narendra Modi as NDA's prime ministerial candidate has fuelled speculations about the coalition's future. The NDA has come a long way from a centre-right 24partner front in 1998 to just about a dozen constituents today. And it is not the first time the NDA faces a threat. Before the 2004 Lok Sabha poll Trinamool Congress, DMK, BJD, National Conference and the Lok Janshakti Party quit the NDA on one pretext or the other. The Telugu Desam Party withdrew after the 2004 poll. Since then the NDA has been in the opposition. If the JD(U) and the BJP decide
to part ways, the latter would find it difficult to get allies, as the dominant regional parties which are eyeing minority votes may not support the NDA. How will then the NDA form the Government or find allies to reach the magic number? It was Congress chief Sonia Gandhi who stitched the UPA in 2004, from which the Left parties withdrew support on the issue of US-India nuclear deal. It is to Ms Gandhi's credit that the UPA returned to power in 2009. But the Congress-led dispensation has since lost credibility in the wake of various scams, inflation and slump in economic growth. One of the major things that should worry the Congress is the parting of ways with its major allies like the TMC and the DMK. The UPA today consists of eight allies. Outside support is provided by SP, BSP, and RJD. Allies like TMC, DMK, Jharkhand Vikas Morcha and MIM have left the UPA in the past
four years. Therefore, the Congress too is in search of new allies. Although it has a better chance of getting secular allies, the common thing for a large number of regional parties is that their political battle in the States is with the Congress or its partners. For them to support the Congress or to depend on it, means harming their own base. Besides, there is no commonality in the regional block. All of them cannot sit on the same table at the same time. There is still time for the Congress and the BJP to set things right before the big election. Interestingly, the Congress's loss does not seem to be the BJP's gain as it has failed to exploit the antiCongress wave so far. Placing the country's reins in the hands of regional satraps who are pulling in different directions, is not desirable. India needs a pan-national outlook, and only the national parties can provide this.
INCORRIGIBLE CONGRESS
enior Congress leader Shakeel Ahmad's unwarranted remark soon after a terror attack near the Bharatiya Janata Party's office in Bangalore on Wednesday reflects the mindset of his party. Although senior leaders of the Congress rushed to downplay Mr Ahmad's statement that the blasts will benefit the BJP on the eve of the Assembly election in Karnataka, the fact is that the Congress has always explored ways to politicise terrorism. It may be recalled that senior party leaders like Mr Digvijaya Singh had gone to the extent of ridiculing the Batla House encounter in Delhi where a Delhi Police officer sacrificed his life battling terrorists holed up inside the building. A few Congress leaders even visited the homes of terror suspects in Azamgarh in Uttar Pradesh in the wake of the incident, and Mr Salman Khurshid claimed that Congress president Sonia Gandhi had tears in the eyes when she saw images of the militants gunned down during the Batla House encounter that took place in September 2008. Even before and after this, Congress leaders have left no opportunity to politicise terror attacks. Remember, one of the first reactions from Mr Singh to the 26/11 incident was that Mumbai Anti-Terrorism Squad chief Hemant Karkare, who lost his life in the carnage, had spoken with him hours ago. The senior Congress leader stated this in the backdrop of criticism that Karkare had received from the Sangh Parivar when the former was investigating a few 'Hindutva' leaders in connection with some terror strikes. Clearly, Mr Singh was deviously trying to put two and two together and politicising the incident. He had to eventually shut up and clarify that he never meant that 'Hindu elements' had planned or executed the carnage, after Karkare's widow slammed him by so correctly remarking that his immature statements only helped Pakistan's cause. The fact that the Congress high command has never acted against leaders who have repeatedly made obnoxious remarks, demonstrates that it is comfortable with playing politics over terror, and that its dismissal of such statements is only for public consumption. Nor has it shown the spine to stand up to its allies who have taken positions contrary to that of national interest in dealing with terror. A good recent example is the outpouring of sympathy for Parliament attack mastermind Afzal Guru, after he was hanged. Leaders of the National Conference, which governs Jammu & Kashmir in collaboration with the Congress, virtually attacked the Centre for hanging Guru. The Congress took it lying down. While casting aspersions on and imputing motives to political rivals is bad enough, what is worse is that Congress leaders who shoot their mouths off don't realise that their utterances result in focus being shifted from the crucial task of identifying and punishing the perpetrators of the crime. Once politics is dragged into acts of terror, investigating agencies come under enormous pressure and have to struggle to conduct a fair and impartial probe.The last thing that probe authorities need is political pressure or gentle nudges of the kind that come camouflaged in the remarks that Congress leaders have been making. The task before the agencies is to find and punish the attackers, regardless of the country, community or caste they belong to.

It has not only declared the blast near the headquarters of the Bharatiya Janata Party in Bangalore to be a terror attack, but has also surmised that there has been no intelligence failure. This routine
exercise after any blast would have attracted little attention had it not been accompanied by a subtext. Although the chief minister has refrained from reading this aloud, his party members have been less restrained in pointing out that the attack near the BJP office was targeted at the party. Fearing that this interpretation could attract public sympathy for the ruling party, some in the Opposition camp have sug-
gested the possibility of the attack being stage-managed. An ugly war of words has thus broken out between the ruling and opponent parties that has no relevance either to the investigation or to the fixing of responsibility for the blast. The politicization of the terror strike, which is an invariable result when the state government bears a political colour different from the one at the Centre, would perhaps have been
less gross had Karnataka not been awaiting its assembly elections. The bitter competition between the BJP, with its chips down, and the Congress, with its confidence boosted by the recent urban local body elections, has turned an act of violence into a political game. For the BJP, the blast could serve as a morale booster for its cadre, particularly after B.S. Yeddyurappa's Karnataka
Janata Party carried away a big chunk of the mother party's leaders and supporters. However, the Congress's nervousness at the BJP cashing in on the blast tells a bigger story. It has done little spadework to increase its acceptance among the electorate as an alternative political choice - unlike the Janata Dal (Secular), which launched a blitzkrieg by exposing the state BJP for its corruption. Already it has been calculated that the number of persons killed in road accidents in the erstwhile Doda district has been more than the persons killed in militancy related incidents in the entire state. The concept of social transport system in remote areas has unfortunately been discarded by the state government for the reasons best known to it and common masses continue to suffer. The scarce resources of the state government have been frittered away in the hands of the transport mafia and common masses left to fend for themselves. PATNA, APRIL 19: Bihar figures at fifth position in the country in terms of receiving foreign remittances, with a total of over Rs 200 crore sent through post offices in the last fiscal. Tamil Nadu, Kerala and Uttar Pradesh are ahead of Bihar in terms of remittance sent by Indians to their home through Western Union money transfer with assistance from post offices, Anil Kumar, Director, Business Development, Bihar Postal Services told MEDIA. Like other States, remittances to Bihar also came mostly from the Gulf countries, he said. Within Bihar, a major share of the remittance was sent to post offices in Siwan, Bhojpur, Muzzafarpur, Gopalganj and Patna, the Director said. Due to large sums of money coming from abroad, these districts are popularly referred as "money order districts." Kumar said in Bihar, more than one lakh people sent remittance through the Western Union money transfer. Of 9,614 post offices in the State, 225 have money transfer facilities. Across the country there are 1.55 lakh post offices, of which 80,000 have the Western Union money transfer facility. The official said the department has started mobile money transfer (MMT) in rural areas of the State to make the transfer of money even easier. This service was launched in 118 post offices in rural areas of Bihar, he added. "If the bauxite mining project, in any way, affects their right to worship their deity, known as Niyam Raja, in the hilltop of the Niyamgiri range of hills, that right has to be protected," the court said, creating fresh uncertainties for the multicrore project. Adding fresh trouble, the court allowed filing of fresh community as well as cultural and religious claims by tribals before the gram sabha within six weeks. "The gram sabha is also free to consider all the community, individual as well as cultural and religious claims, over and above the claims which have already been received from Rayagada and Kalahandi districts," a bench of Justices Aftab Alam, K S Radhakrishnan and Ranjan Gogoi said. The bench asked the gram sabha to decide the issues relating to religious and community rights and Niyam Raja within three months and submit it to the ministry of environment and forests. "The MoEF shall take a final decision on the grant of Stage-II clearance for the bauxite mining project in the light of the decisions of the gram sabha within two months thereafter," it said. To protect the purity of the decision making process in gram sabha, the court asked the Orissa High Court chief justice to nominate a district judge who would attend the meetings of the village body as an observer and certify that "proceedings of gram sabha took place independently and completely uninfluenced either by project proponents or central government or state government". "The alumina refinery oroject is well advised to take steps to correct and rectify the alleged violations by it on the terms of the environmental clearance granted by MoEF," the court said, adding these corrective steps would be taken into account by the ministry while taking a final decision. The stage-II environment clearance to the project would depend on the findings of the gram sabha, which was tasked by the court to determine in three months "whether the proposed mining area, 10 km away from the peak, would in any way affect the abode of Niyam Raja". By giving this ruling, the apex court made sure that tribal rights - both religious and cultural - cannot be overlooked by project proponents as well as governments, who think that their obligations are discharged by just providing compensatory alternative land to the forestdwelling community. The environment and related clearances to Vedanta's alumina project had been a bone of contention between the Congress-led UPA government and the Naveen Patnaik government in Odisha. While the environment ministry had done flip-flops over grant of stage-I clearances and subsequent rejection of stage-II clearance, the Odisha government had maintained that it had taken all environment and tribal aspects into consideration before seeking the central government's nod. Justice Radhakrishnan, who authored the judgment for the bench, took note of the fact that the gram sabha had received a large number of individual community claims from Rayagada and Kalahandi districts on allocation of alternative land and had settled most of them.

WASHINGTON: Finance Minister P Chidambaram today rejected suggestions that India is imposing restrictions on investments and said the country's economy is opening up in a gradual manner. "I think the right way to look at it is we are not restricting. We are opening up in a gradual manner. Where were we in 1991. What are we today, in 2013? In the space of 22 years we have opened practically 90 per cent ofIndia's economy," Finance Minister P. Chidambaram told the popular Charlie Rose Show in an interview. "There are still some areas which are closed or which are restricted. But they will open up. But the areas that are being opened up are so large, all this manufacturing. Steel, power, roads, airports, seaports, all this is open. Therefore, there's a huge opportunity for investors," he emphasized. Observing that India has liberalisation since 1991, Chidambaram said that the country could become a "giant economy" if it grows at eight per cent continuously the for seven-eight years. "See, our savings rate in the worst year was 30 per cent. In the best year, was 36 per cent of GDP. Pick any number between 30 and 36 for incremental capital output ratio, what economists call ICOR, is about 4. Our potential growth rate is about 8 per cent," Chidambaram said. "If we continue to grow at eight per cent for, say, seven years or eight years or ten years, like China did at 10 per cent for over ten years, it compounds, and we become a giant economy," the Finance Minister said. NEW DELHI: Foreign direct investment (FDI) inflows into the services sector declined by 3.5 per cent to $ 4.66 billion during the April-January period of last fiscal, according to the Department of Industrial Policy and Promotion(DIPP). The financial and nonfinancial services sector had attracted FDI worth $ 4.83 billion during the same period in the previous year. "The global economic situation is still not healthy. Investors are hesitant to invest their money in the sector," an official said. As far as overall FDI inflows are concerned, during the April-January period of 2012-13 financial year, it declined by 39 per cent to $ 19.10 billion. In 2011-12, foreign investment in the services rose to $ 5.21 billion from $ 3.29 billion in 2010-11. Service sector contributes over 60 per cent to India's GDP. The other sectors which have received FDI during April-January 2012-13 include hotel and tourism ($ 3.19 billion), metallurgy ($ 1.38 billion), construction ($ 1.2 billion) and drugs ($ 1 billion). India received maximum FDI from Mauritius ($ 8.17 billion), followed by Japan ($ 1.69 billion), Singapore ($ 1.82 billion), the Netherlands ($ 1.51 billion) and the UK ($ 1.04 billion). Expressing optimism, the official said liberalisation of the FDI policy in various sectors would help boost inflows in the coming months. It has allowed FDI in multi-brand retail sector besides hiking the cap to 100 per cent in the single brand retailing. Foreign investments are considered crucial for India, which needs around $ 1 trillion in the next five years to overhaul its infrastructure sector such as ports, airports and highways to boost growth. Decline in foreign investments could affect the country's balance of payments (BoP) situation and also impact the rupee.
Goldman Sachs' five reasons for gradual pickup in India's GDP growth
NEW DELHI: India's GDP growth has slowed sharply in the past two years from 9.3 per cent in FY11 to 5 per cent in FY13, the weakest in the last 10 years. Goldman Sachs, however, expects a pickup in FY14 to 6.4 per cent, above consensus estimates. According to the global brokerage firm, the falling economic growth has raised market concerns about a prolonged economic slowdown. However, the key to an improvement in activity is a pickup in the investment cycle going forward. With market concerns about leverage on corporate balance sheets, high bank nonperforming loans (NPLs), and limited room to ease interest rates, consensus expectations are for a sluggish growth outlook continuing in FY14, Goldman said in a note. Goldman Sachs identifies five reasons for a gradual pickup in growth from the second half of calendar 2013: Upcoming general elections and expected fiscal stimulus: India's general elections are scheduled in the first half of the year 2014 (1H2014) and possibly even earlier, i.e., in late 2013. Prior to the general elections, there are state-level polls in six states over the next eight months. It is generally seen that prior to elections, the government spending increases as a percentage of GDP. This has also been associated with a higher fiscal deficit, thus imparting a positive stimulus to the economy. With large increases in spending funded by optimistic projections on privatization and telecom receipts, Goldman thinks that the fiscal deficit may come above the budget. Indeed, there are strong incentives for the government to spend, especially given the current state of the economy. Lower interest rates to stimulate economic activity: Even though the Reserve Bank of India (RBI) has gradually been reducing rates, there is considerable skepticism in the market about its impact on investment demand.
New SEZ norms to help real estate and IT sector, say experts
MUMBAI: The government's move to do away with the mandatory requirement of 10 hectares of minimum land area for setting up an information technology/ITenabled services special economic zone is likely to prove a major boon for the real estate and IT sector. On Thursday, the government announced the minimum built-up area requirements to be met by SEZ developers will be 100,000 square meters for the seven major cities, 50,000 square meters for Category B cities and only 25,000 square meters for the remaining cities. "Some IT SEZ developers who have already met the 100,000 square meter built-up area criteria will now convert the balance land for residential use, giving the mixed-use edge while also making the formation of many more walk-to-work residential projects possible," says Ramesh Nair, Managing Director - West, Jones Lang LaSalle India. Real estate developers will now be able to divide up their land holdings and allocate smaller parts to IT companies to construct their own IT SEZs. With new announcements, it will now become easier to exit from SEZs given that transfer of ownership of SEZ units - including sale - has now been allowed. Moreover, Real EstatePrivate Equity Funds with foreign capital will now be able to do smaller deals, and this is bound to bring in more FDI into the sector, Nair says. According to experts, with these amendments many more IT companies will be able to launch their own SEZs as against only large IT companies managing to do so due to capital required to buy minimum 25 acres. National Association of Software and Service Companies (NASSCOM) also welcomed the annual supplement to the Foreign Trade Policy aimed at enhancing exports and easing export procedures. Large mandatory land requirements made it difficult for small companies to take advantage of the SEZ policy. Waiving away land requirement and reducing minimum built up area will now make it feasible for IT SEZs to come up in Tier II/Tier III locations. These changes are likely to make the SEZ policy more inclusive by attracting SMEs to consider their options,NASSCOM said in a release.
