Instructions for Filling Out the Application and Reference Document

INSTRUCTIONS FOR FILLING OUT THE APPLICATION AND REFERENCE DOCUMENT


This document also includes the criteria used to assess the applying teams references.

1. GENERAL
It is recommended that this document be read simultaneously with the Application and Reference Document. Between 5-10 participating teams will be selected for the Kruunusillat bridge design competition based on the teams demonstrated competence. The teams will demonstrate their competence by filling out the Microsoft Excel file Application and Reference Document available from the competition organisers website. The Application and Reference Document is in the English language, and it shall be filled out in English. The references of the teams selected for the competition will be evaluated exclusively on the basis of the content of the Application and Reference Document. Other materials will not be taken into account in the assessment. It is required that the expertise of the teams wishing to participate in the competition consists of, at the least, the expertise required in the Application and Reference Document. Candidates shall present the expertise by design area with respect to each designer or expert. Besides the required designers or experts, the names of the teams other possible members shall not be stated in the file document Application and Reference Document. Several designers may present the same reference project or object. Only the materials of teams complying with minimum requirements will be assessed. With respect to minor deficiencies there shall be compliance with the general procedures concerning minor deficiencies specified in the Finnish Public Procurement Act or its application instructions (minor deficiencies will be tolerated to a degree). The information provided in the file Application and References Document shall be truthful. The competition organiser, represented by the Competition Jury, reserves the right to check the authenticity of the information provided. The provision of false information will lead to the disqualification of the application.

2. FUNCTIONALITY OF THE APPLICATION AND

REFERENCE DOCUMENT

Teams wishing to participate in the competition shall complete all required sections of the Application and Reference Document. The minimum amounts of information to be filled out are stated in the Application and Reference Document; whenever the indication of a certain matter is required, it shall be indicated. Checkbox-type answers shall always be positive. An unmarked checkbox will be interpreted as a negative response and will lead to rejection. The minimum requirements for the information to be filled out are shown in light green, and the sections for optional additional information are in a shade of green slightly lighter than the aforementioned shade (for example as in the references lists at the lower part of tab 2A. Bridge designer, structural). When these sections have been filled out, the background colour becomes a neutral white, and the possible generic texts will disappear. Candidates shall not, or cannot, fill out the cells with other colours. If the information requested in the Application and Reference Document cannot be provided or is irrelevant, a dash or zero shall be used at the section in question. The table shall however always be filled out with respect to the minimum requirements. Picture files (images or scanned documents) are attached to parts of the tabs. In these cases, it is absolutely necessary that the checkbox confirming the attachment of the image file in question be marked. When the attachment of the picture file has been acknowledged by marking the checkbox, the background colour becomes a neutral white. Teams wishing to participate in the competition shall ensure that the images are sufficiently legible when viewed from a monitor, and are sufficiently readable when printed with a normal office laser colour printer. The table automatically indicates compliance with required information (TAB FILLED OUT CORRECTLY or FILLED OUT CORRECTLY, depending on the context) and non-compliance with required information (TAB FILLED OUT INCORRECTLY OR FILLED OUT INCORRECTLY, depending on the context) on the reference sheet tabs 1.-2H and transfers this data to the 3. Instructions and tracking sheet tab. The tracking of the filled out information is based on the status of the information entered into the required sections of text fields/ number fields, as well as the tracking of the status of marked checkboxes. When the sections concerning minimum requirements have been filled out, the table will indicate that they have been filled out correctly. The TRACKING column on tab 3. Instructions and tracking automatically indicates if the total quantity of material of the team wishing to participate in the competition is sufficient or insufficient displaying either the text SUFFICIENT OR INSUFFICIENT).

Also presented on the 3. Instructions and tracking sheet tab are criteria to be checked, minimum requirements, as well as the instructions for filling out the section in question. The column in question is marked with the red text READ THIS FIRST. The stated instructions must be followed. The pre-configured printing settings for the Application and Reference Document automatically generate A3-sized (landscape orientation, 420 x 297 mm) printouts for application material. 3.2 Filling out instructions 0. Front page 1 Information is not entered on this tab. The names of the company principally responsible and contact person will be automatically mirrored from the tab 1. Company 1. 0. Front page 2 This tab contains information concerning the promoter. 1. Company Competition Programme, Section 1.6: Each team shall designate a company to be principally responsible for the project, as well as a chief designer who shall be an experienced bridge designer employed by the aforementioned company. The basic information concerning the company principally responsible and the contact person shall be filled out appropriately on the sheet tab 1. Company where required. Mandatory information is indicated with a star*. Sections a-e below the company and contact person information contain the general requirements set for the company principally responsible and the competition team. The meeting of requirements is indicated by checking the YES checkboxes at Sections a-e. All requirements must be implemented.

Presented requirements:
a. The company shall have continuous operations in bridge design. If it is a conglomerate, bridge operations shall be one of its main business areas. b. Staff at least 10 persons. c. Turnover for 2010 at least 1 000 000 . d. The company in charge and the competition team commit themselves to using the designers, whose references are presented in this document, in key roles when preparing the competition entry. e. Inserted in the space provided shall be a description of the arrangement of the teams cooperation indicating the cooperating parties, their roles and tasks, the parties physical location (whether they are in the same region or, for example, in different countries, and how it has been thought that the

communication between the parties will be arranged during the competition period. The space for text has two columns.

Tabs 2A-2H: three basic types


The tabs are divided into three basic types. Similarly the letter and number combinations always describe the same professional materials. Type 1: Profession-specific basic information 2A. Cost expert Each designer or expert shall be authorised to function as the chief designer for a design task in his or her home country or country of residence equivalent to this competitions design or expert task. This shall be indicated by marking the above-mentioned tabs YES checkbox. See also Section Type 3.

Special cases
2A. Bridge designer, structural As a minimum requirement, one responsible bridge designer (structural, chief designer, see Section 1. Company or the Competition Programmes Section 1.6) is required. This information shall be filled out in the upper form field reserved for the bridge designer (structural). The designer in charge shall be authorised to function as the chief designer for a design task in his or her home country or country of residence equivalent to this competitions design task. This shall be indicated by marking the YES checkbox (as well as by attaching a scanned statement or certificate from a local authorisation body or equivalent organisation, that is attached to the tab Statement 2A). There can be a total of two bridge designers (structural). The information concerning a second (optional) bridge designer shall if necessary be filled out in the lower form field reserved for the bridge designer (structural). The lower part of the tab is the bridge designers or designers reference list that shall indicate each bridge projects name, location (country,

city) and year of completion. At least 10 implemented bridge projects, in which the designer or designers have played key roles in their design field are required. Additionally, the designer or designers can present 10 other bridge projects, that can be in progress, or can be the kinds of projects, for example competition wins or direct commissions, that could have been implemented. The minimum amount must be met. A maximum of 20 projects can be presented. 2B. Bridge designer, aesthetics As a minimum requirement one responsible bridge designer (aesthetics) is required. This information shall be filled out in the upper form field reserved for the bridge designer (aesthetics). The responsible bridge designer (aesthetics) shall be authorised to function as the chief designer for an aesthetics design task in his or her home country or country of residence equivalent to this competitions design task. This shall be indicated by marking the YES checkbox (as well as by attaching a scanned statement or certificate from a local authorisation body or equivalent organisation, that is attached to the tab Statement 2B). There can be a total of two bridge designers (aesthetics). The information concerning a second (optional) bridge designer shall if necessary be filled out in the lower form field reserved for the bridge designer (aesthetics). The lower part of the tab is the bridge aesthetics designers or designers reference list that shall indicate each reference projects or objects name, location (country, city) and year of completion. At least 5 implemented bridge or infrastructure projects in which the designers have played key roles in their design field are required. Additionally, the designers can present 7 other significant projects from the aesthetic design field (for example buildings or industrial design projects or objects), that can be in progress, or can be the kinds of projects, for example competition wins or direct commissions, that could have been implemented. The minimum amount must be met. If the industrial design project or object is given as a reference, the information shall be provided as applicable. The location information can be, for example, the country in which the client commissioning the design task operates.

Type 2: Presentation of reference projects References 2A References 2B References 2C References 2D References 2E References 2F References 2G References 2H Each reference is presented as two printable A3 sheets (landscape orientation). Pictures of the reference project or object, as well as the information describing the projects in question, shall be attached to these tabs. Besides an image or images, the first sheet (left) shall be filled out with the reference projects information. Besides an image or images, the second sheet (right) shall be filled out with the designers or experts brief free-form view of the reference projects special features. The first page is in principle intended for materials of a technical nature (whose presented information is supplemented by texts or numbers) and the second sheet for more freely chosen materials. Image materials can however also be selected for other reasons. All checkboxes shall be marked, and all fields requiring numbers or texts shall contain at least one character. There may be more images that one per picture field, or one picture can be assembled from several smaller images. Care should however be taken to avoid the generation of excessive file sizes (See Section 2). The bridge references and other reference projects or objects information items presented as text and numbers (left page) are slightly differentiated from each other. If the industrial design project or object is given as a reference, the information shall be provided as applicable. If the information requested in the Application and Reference Document cannot be provided or is irrelevant, a dash or zero shall be used at the section in question. The table shall however always be filled out with respect to the minimum requirements.

Type 3: Statements or certificates from local authorisation body or equivalent organisation Statement 2A Statement 2B Statement 2C Statement 2D Statement 2E Statement 2F Statement 2G Statement 2H With respect to each designer and expert, a scanned statement or certificate from a local authorisation body or equivalent organisation demonstrating the designers or experts authorisation in the design field in question shall be attached to the Statement tab. It is absolutely necessary that the checkbox confirming the attachment of the image file in question be marked

4. TECHNICAL POINTS
4.1 The Application and Reference Document has been created with the Finnishlanguage version of Microsoft Excel, Office 2007. The file has been tested with the English-language version of Microsoft Excel, Office 2010, and was found to be fully functional. The file must not be opened with earlier versions of Microsoft Excel. 4.2 The Application and Reference Document file is locked to prevent unintentional file corruption. 4.3 To avoid printing issues, only the Adobe PDF printer shall be used when using the Application and Reference Document. The printer must be selected before opening the file. 4.4 Normal copy-paste functions will work with the Application and Reference Document unless more specific instructions are provided. 4.5 Cells must not be copied or moved by dragging. This may corrupt the structure of the file. 4.6 Frequent saving using the Save As command is recommended. 4.7 Before each operation new to the user of the Application and Reference Document is completed, saving using the Save As command is recommended. 4.8 TIP: To print the entire worksheet into a pdf file at once, choose the relevant option in both the printing dialogue and in Adobes Office settings in the Excel toolbar (this may vary depending on the programme version). 4.9 The image files are attached using Excels Insert Picture command. To facilitate the management of the Excel files, the use of .jpg files whose size does not exceed 300 kB is recommended. Document functionality has been tested by using images of the aforementioned size. A sufficient resolution is 150 dpi. 4.10 TIP: use 150 dpi resolution and set the .jpg files quality to low. 4.11 Reference images size is approximately 308 x 211 mm

5. OTHER POINTS
5.1 It is recommended that one person be in charge of filling out the Application and Reference Document for the entire team.

6. REFERENCES ASSESSMENT CRITERIA


The Competition Jury will assess the references according to the following criteria. The specific criteria will be applied depending on the projects or objects presented as references. BRIDGE (STRUCTURAL) DESIGNERS REFERENCES 2A Overall structural engineering impression, designers general proficiency demonstrated in connection with the bridge reference. Relative difficulty of bridge references structural engineering task and innovative ability, expressed by the solution, to solve design problems. Ability to manage multidisciplinary entity, as expressed in connection with the bridge references, and particularly the ability to integrate structures and aesthetics. The Jury will grade the designer based on the references. The grading principle is presented on tab 3. Instructions and tracking of the Application and Reference Document. BRIDGE (AESTHETICS) DESIGNERS REFERENCES 2B Overall aesthetic impression, designers general proficiency demonstrated in connection with the reference projects or objects. Mutual harmony between aesthetics and structures. Reference projects or objects relationship to the urban structure and landscape, or other relevant context. The Jury will grade the designer based on the references. The grading principle is presented on tab 3. Instructions and tracking of the Application and Reference Document. CITY PLANNERS REFERENCES 2C Overall impression of town plan or similar, designers general proficiency demonstrated in connection with the reference project. Reference projects relationship to the urban structure and/or landscape, or other relevant context. The Jury will grade the designer based on the references. The grading principle is presented on tab 3. Instructions and tracking of the Application and Reference Document.

LANDSCAPE DESIGNERS REFERENCES 2D Overall impression of landscape design, designers general proficiency demonstrated in connection with the reference projects. Reference projects relationship to the urban structure and/or landscape, or other relevant context. The Jury will grade the designer based on the references. The grading principle is presented on tab 3. Instructions and tracking of the Application and Reference Document. STREET AND TRAFFIC PLANNERS REFERENCES 2E Relative difficulty of task and degree of success in connection with the reference projects, and/or general professional competence demonstrated by consulting activities at the reference projects. The Jury will confirm designers approvability based on the references. GEOTECHNICAL EXPERTS REFERENCES 2F Relative difficulty of task and degree of success in connection with the reference projects, and/or general professional competence demonstrated by consulting activities at the reference projects. The Jury will confirm designers approvability based on the references. ENVIRONMENTAL EXPERTS REFERENCES 2G Relative difficulty of task and degree of success in connection with the reference projects, and/or general professional competence demonstrated by consulting activities at the reference projects. The Jury will confirm designers approvability based on the references.
