Draft MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN GOVERNMENT OF KPK/GB AND AKRSP

This Memorandum of Understanding (MOU) constitutes an agreement between the Ministry of Youth Affairs, Government of KP and AKRSP for supportin coordination and exchange of information and services that will result in improved socioeconomic opportunities for young men and women in district Chitral in KPK I. PURPOSE The purpose of this MOU is to set forth the terms and conditions under which the government of KP and AKRSP will coordinate, communicate, support and create services and opportunities in enhancing employability and leadership for young men and women in district Chitral in KP The overall goal of this MOU/agreement is to improve the quality of life of young men and women in the program area. II. BACKGROUND Under the terms of the letter of Exchange between the EAD and government of Canada, the Aga Khan Foundation Canada is executing a project, Enhancing Employability and Leadership for Youth (EELY) program in Gilgit-Baltistan and district Chitral of KPK. EELY is a six-year, CAD 19 million program designed to increase engagement of youth as productive and full members of Gilgit-Baltistan and Chitral. EELY will contribute to this ultimate outcome through two complementary components: youth employability and youth engagement and leadership. The youth employability component seeks to enhance professional skills development and enterprise support services. The leadership component will work to promote engaged and empowered youth by enhancing youth participation in community and civic activities and institutions. It will also work to build the capacity of local institutions to support an enabling environment for youth

development and youth decision makers. Both components are designed to be mutually reinforcing and interactive as to most effectively achieve long term, sustainable results at scale. The Aga Khan Rural Support Programme (AKRSP) is responsible for overall project implementation; Aga Khan Foundation Pakistan (AKFP) is responsible for inter-agency coordination, monitoring and grant management in Pakistan; and Aga Khan Foundation Canada (AKFC) is the Executing Agency and bears ultimate responsibility for program results and reporting to CIDA. The program will be implemented in seven districts in Gilgit-Baltistan and Chitral areas with a combined population of 1.6 million. EELY has defined its youth target group as between the ages of 15 to 35 years of age in order to match the youth school-to-work transition ages in GBC. Overall, EELY is targeting 189,000 beneficiaries over the life of the program, almost half of which are young women. III. SCOPE OF MOU This MOU defines the guidelines, services and key parameters between the government of KP and AKRSP to be coordinated and collaborated jointly, including: Providing enabling environment for youth development Capacity building including training, exposure and professional development of young officers of relevant public sector organizations/departments in youth subject at district level. Public-Private Partnership in youth employability and leadership through engaging schools, colleges and technical institutes Designating focal persons, communication and reporting Coordination and mechanism for exchange, modifying, extending, or terminating the MOU. IV. TERMS OF AGREEMENT A. The Ministry of Youth Affairs KP shall:

1. Support coordination, linkages and partnership building with ongoing programs, services and departments and future projects of the government in KP related to youth employability and participation/engagement. 2. Provide requisite information about the departments, agencies, their programs, and access to socio-economic and demographic data and information that might be required for enhancing understanding of these departments/projects/programs and the status of youth in the district/province. 3. Provide or ensure the availability of officers, officials for training and capacity building and acting as resource persons for youth development. 4. Facilitate seeking of grant funding from the government/Ministry sources, and endorse funding proposals as may be required by local support organizations, youth organizations and other civil society organizations of district Chitral/GB. 5. Encourage allocation of resources in ADPs for publicprivate partnerships for youth employability and leadership Replicate best practices and innovative ideas and lessons learned under the enhancing employability and leadership program. 5.6. Develop and support district administration/government in developing action plans in line with provincial/federal youth policy/strategy and support the civil society in forging public-private partnerships in implementing the action plans. 6.7. Designate/nominate focal person/department in the district for coordination and communication with AKRSP. 7.8. Encourage focal person/officials to participate in meetings and events as and when required. 8.9. Designate/nominate a senior official to represent the government on the Steering committee of the enhancing employability and leadership program. B. The Aga Khan Rural Support Program (AKRSP) shall: 1. Coordinate, develop linkages and partnerships with ongoing programs, services and departments and future

projects of the government in KP related to youth employability and participation/engagement. 2. Share requisite information about the activities of the youth project and its outcomes with the government through the Steering Committee and communication through the designated focal person; 3. Support training and capacity building of young and mid levels officers in youth development under the scope of the project work plans. 4. Assist the government in replicating best practices and innovative ideas and lessons learned under the enhancing employability and leadership program. 5. Support the government in organizing consultative forums and dialogues with civil society, youth groups and other stakeholders in drafting policies, strategies and action plans at district and local levels and 6. Support the government in forging public-private partnerships in implementing the government policies and action plans at district and local levels. 7. Develop coordination mechanisms at district and local levels through joint field visits, stakeholder forums and working committees. V. FINANCIAL TERMS AND PAYMENT This is not a financing agreement. No funds are to be exchanged between the GOVERNMENT AND AKRSP in connection with the provision of SUPPORT, SERVICES AND PARTNERSHIPS under this agreement. However AKRSP may enter into agreements with individual public sector institutions/resource organizations in the district/province to seek services on cost basis or support their activities for youth development under the scope of the program. EFFECTIVE DATE/DURATION/AMENDMENTS This agreement is effective as of the date of signature by the authorized representatives indicated below and shall last for six years thereafter. The MOU may be extended or amended to allow for related efforts by mutual agreement of the parties. Any party may withdraw from this agreement upon ninety (90) days written notice to the other partner.
