APPENDIX 6 (TARGETING BOARD) TO ANNEX D (FIRE SUPPORT) TO XVIII AIRBORNE CORPS FIELD SOP 1. Purpose.

To establish procedures for the organization, conduct and responsibilities of the Corps Targeting Board. 2. Organization. Chairman of the XVIII Airborne Corps Targeting Board is the Corps Chief of Staff and in his absence the Corps Artillery Commander as the Corps FSCOORD. Participants in the Corps Targeting Board consist of representatives from the following staff sections and MSCs: ACofS G2 ACofS G3 Collection Manager (CMO) Dir, G3 Plans G2 Plans Dir, G3 Ops G2 Targeting Off A2C2 Staff Weather Off SJA Deception Off Div(s) LNO Dep Corps Arty Cdr Corps Avn Off SOCOORD CADE IW Off LRSC LNO

3. Conduct. The Corps Targeting Board agenda is divided and briefed in four time periods; 0-24 hours, 24-48 hours, 48-72 hours, 72-96 hours. The DFSCOORD facilitates the board process and keeps the members focused on the Corps mission, the commander's intent, targeting guidance and targeting priorities. The board normally meets at 1300 hours, daily. a. 0-24 Targets). The to review the if necessary, hours (Review Current ATO, Validate Deep Attack purpose of this portion of the targeting board is ATO currently being executed and to validate and, refine the upcoming nights deep attack targets.

Responsibilities (0-24 hrs). (1) G2 Battle Damage Assessment (BDA) Officer. Briefs the BDA from the previous nights deep attack in terms of actual verses desired levels of attrition. (2) Staff Weather Officer (SWO). Briefs the current and forecasted weather at the time of that nights deep attack. Focusing on the impact that the weather conditions will have on the deep attack assets being employed. (3) Staff Judge Advocate (SJA). The SJA briefs any changes to the Rules of Engagement (ROE) that may affect Corps operations. (4) G2 Operations Officer (G2 OPS). Briefs the current enemy situation. The briefer covers the enemys current course of action and possible reactions to friendly operations.

Briefs the current friendly situation and highlights the results of Corps deep attack in relation to the close fight. Has the Corps achieved the desired effects before target hand off? (6) Special Operations Coordinator (SOCOORD). The SOCOORD briefs the significant activities of the Special Operations Forces operating within the Corps AOR including the priorities, objectives, tasks, number of teams, planned infiltrations and exfiltrations. (7) Long Range Surveillance Company (LRSC). The LRSC Representative briefs the significant activities of the LRS Teams operating within the Corps AOR including the priorities, objectives, tasks, number of teams, planned infiltrations and exfiltrations. (8) Fire Support Element Deputy Fire Support Coordinator (FSE DFSCOORD). The DFSCOORD or his designated representative briefs the current targeting priorities, Fire Support Coordination Measures (FSCMs) in effect, and the Close Air Support (CAS) distribution. The DFSCOORD also covers the current nights deep attack targets and Air Interdiction (AI) targets, focusing on what the desired effects and how these targets support the maneuver plan. (9) G2 Target Reconnaissance Officer. Briefs the collection assets available in theater. Also briefs the status of deep attack and AI target validation. The Target Recon Officer covers the accuracy of target location and refinement and outlines what assets are being used to detect, track, and assess the targets. (10) 18th Aviation Brigade Plans Officer. Briefs the plan for the conduct of the nights deep attack, covering critical times, engagement areas, ingress and egress routes. (11) Electronic Warfare / Psychological Operations Officer (EW/PSYOPS). Briefs the PSYOPS and EW plan including assets to be employed, targets to be attacked, desired effects and how the plan supports the Corps objectives. b. 24-48 hours (Validate Deep Attack Targets and AI Nominations). The purpose of this portion of the targeting board is to validate and, if necessary, refine the 24-48 hour deep attack targets and AI nominations.

The briefer covers the enemys anticipated course of action and possible reactions to friendly deep operations. (2) G3 Plans Officer (G3 PLANS). Briefs the projected friendly situation and highlights what the results of Corps deep attack have accomplished in relation to the close fight. Is the Corps in a position to achieve the desired effects before target hand off, or is a change to the target nominations required? G3 PLANS also displays the attack matrix as a review of deep operations planned for 24-48 hours. (3) FSE DFSCOORD. The DFSCOORD or his designated representative briefs the targeting priorities, and the CAS distribution for the 24-48 hour time period. The DFSCOORD also covers the deep attack targets and AI nominations for 24-48 hours out, focusing on what the desired effects are and how these targets support the maneuver plan. (4) G2 Target Reconnaissance Officer. Briefs the Target Reconnaissance Plan, covering the assets employed in detecting, tracking and assessing the targets for the 24-48 hour time period. The Target Recon Officer also briefs the degree of target resolution for each of the nominated targets. (5) 18th Aviation Brigade Plans Officer. Briefs the concept for the conduct of the 24-48 hour time period deep attack, covering engagement areas, and ingress and egress routes. c. 48-72 hours (Validate Deep Attack Targets and AI Nominations). The purpose of this portion of the targeting board is to validate and, if necessary, refine the 24-48 hour deep attack targets and AI nominations. Responsibilities (48-72 hrs). (1) G2 PLANS. The DFSCOORD or his designated representative briefs the targeting priorities, and the CAS distribution for the 48-72 hour time period. The DFSCOORD also covers the deep attack targets and AI nominations for 24-48 hours out, focusing on what the desired effects are and how these targets support the maneuver plan. (4) G2 Target Reconnaissance Officer. Briefs the Target Reconnaissance Plan, covering the assets employed in detecting, tracking and assessing the targets for the 48-72 hour time period. The Target Recon Officer also briefs the degree of target resolution for each of the nominated targets. d. 72-96 hours (Approve Deep Attack Targets and AI Nominations). The purpose of this portion of the targeting board is to receive approval for the 72-96 hour deep attack targets and AI nominations. Responsibilities (72-96 hrs). (1) SWO. Briefs the forecasted weather for the 72-96 hour time period, focusing on the impact that the weather conditions will have on the deep attack assets being employed. (2) G2 PLANS. Briefs the projected enemy situation. The briefer covers the enemys anticipated course of action and possible reactions to friendly deep operations. (3) G3 PLANS. Briefs the projected friendly situation and highlights what the results of Corps deep attack have accomplished in relation to the close fight. Is the Corps in a position to achieve the desired effects before target hand off, or is a change to the target nominations required? G3 PLANS also reviews the wargaming session with the Chief of Staff. (3) FSE DFSCOORD. The DFSCOORD or his designated representative briefs the recommended targeting priorities, and CAS distribution for the 72-96 hour time period. The DFSCOORD also covers the recommended deep attack targets and AI nominations for 72-96 hours out, focusing on what the desired effects are and how these targets support the maneuver plan.

APPENDIX 6 (TARGETING BOARD) TO ANNEX D (FIRE SUPPORT) TO XVIII AIRBORNE CORPS FIELD SOP (4) G2 Target Reconnaissance Officer. Briefs the Target Reconnaissance Plan, covering the assets employed in detecting, tracking and assessing the targets for the 72-96 hour time period. The Target Recon Officer also briefs the degree of target resolution for each of the recommended targets. e. 96-120 hours (Guidance). The purpose of this portion of the targeting board is to receive guidance for the 96-120 hour deep attack targets and AI nominations. Responsibilities (96-120 hrs). (1) (3) situation. 4. Responsibilities of other staff members. During Targeting Board, all members of the board who are not primary briefers will be prepared to discuss any and all concerns of the targeting effort that affect their particular missions. a. The Corps Aviation Officer is present to answer any questions the board has on the capabilities of Army aviation assets and to take the lead in planning for aviation attacks on deep targets. b. The FSE Targeting Officer. G2 PLANS. G3 PLANS. Briefs the projected enemy situation. Briefs the projected friendly

(1) Chair the 0730 targeting meeting. The primary purpose of the Targeting Meeting is to review and validate the prioritized target list and compile 72-96 hour out target nominations from the BMC and subordinate headquarters for approval at the daily Targeting Board. (2) Develop and compile information for the daily 1300 Targeting Board. Elements of the DOCC will provide the Targeting Section with Presentation Slides and graphics NLT 1 hour prior to the briefing. The Targeting Section is responsible for developing the briefing sequence and conducting the Targeting Board. (3) Updates the map and provides the board with all current and proposed FSCMs. He is also responsible for disseminating the Restricted/Protected Target List.

The Corps Engineer provides expertise on enemy capabilities for bridging, breaching, and, infrastructure construction to assist the targeting board in determining target feasibility. Specifically, the engineer representative must be prepared to discuss such things as; the width of gap the enemy can bridge, the depth of FASCAM minefield the enemy can breach and location of breaching assets, and the enemys ability to repair bridges, roads, airfields and ports. The same information is required for friendly engineer capabilities. d. The Deception Officer advises the board of conflicts between the targeting effort and deception plans. e. The Electronic Warfare / Psychological Warfare Officer will be prepared to advise the board members on the availability and capabilities of all EW / PSYOPS assets. f. The Special Operations Coordinator (SOCOORD) advises the board on Special Operations Forces (SOF) missions in the Corps area of operations and the capabilities of these forces as they relate to the targeting effort. He also assists in the formulation of fire support coordination measures (FSCMs) established to protect these forces and is responsible for accurate unit locations. g. The Staff Judge Advocate representative will advise the board members on rules of engagement issues as required. h. The LRSC LNO advises the board on LRSU missions in the Corps area of operations and the capabilities of these forces as they relate to the targeting effort. He also pays special attention to the FSCMs established to protect his teams. He is prepared to brief during all phases of the LRSU Attack Matrix. i. The Air Defense Officer is present to assist in airspace management and coordination. j. The Division LNOs will address the concerns of their commanders as it pertains to targeting and future operations. They will be prepared to discuss their unit's target nominations, and how they fit into the Divisions scheme of maneuver. They will also articulate their commander's targeting priorities and future operations. This discussions will better prepare the Corps staff to support and anticipate the fire support requirements of Major Subordinate Commanders (MSCs). He will be prepared to discuss updates to division FSCMs. Divisions may be represented by the DIVARTY Commander or DFSCOORD in lieu of the LNO.
