AT&T replies
It was disappointing to read The Courter-Jourrial's recent editorial and the naive and unrealistic view it took on modernizing Kentucky's telecommunications law. The editonal was correct in noting that Kentucky needs investment in new technology, but it was wrong on everything else around that issue. At a national level, the way we communicate is transitioning to wireless and IPbased technologies, much like the transition from analog to digital TV. States that attract investment in these new technologies are going to enjoy the consumer benefits and economic growth that come with them. Modernizing our telecommunications laws can only help hasten that transition for Kentucky. The editorial implies that advocates for corn-

tion did not pursue a dialogue with members of House leadership on the issue. This is simply wrong. Multiple meetings were held where information was shared and concerns addressed with members ofthe House, including meetings with the speaker, state Rep. larry Clark and other members of House leadership. It was also disappointing that The Courier-Journal's editorial made reference to a "political action committee" but said nothing of the more than 100 organizations and businesses in Kentucky that supported the efforts to modernize telecom laws. And that number is growmg. While it is the prerogative of the editorial board to share its opinion of the facts, it should not ignore the facts in doing so. AT&T and others approached this issue with a spirit of compromise, but the issue was not presented for a vote in the House, despite bipartisan passage in the Senate. Kentucky has put itself at risk by doing nothing, and we should not make that mistake again.. Our education efforts will continue as we work to find a solution that advances Kentucky while protecting consumers.
