Introduction
Mobile Phones have become integral part in day to day activities of an individual irrespective of their nature of profession/business. But several users are not aware that mobile phones when not used in appropriate manner, it could be hazardous. At RIL, two potential hazards of mobile phones usage have been attention. identified for immediate

Firstly, at locations, the potential of flammable atmosphere exists as flammable hydrocarbons and chemicals are processed, stored and distributed. Most of the Mobile Phones manufactured, are not designed for flammable atmosphere or not designed intrinsically safe. Mobile phones may act as a source of ignition and thus leading to a fire incident. Another hazard is use of mobile phone while driving. Inattention or distraction is a major contributor in vehicle related incidents. Conversing on mobile phones while driving decreases the attention on the road and motorists become more vulnerable for road incidents. Comments and feedback would be appreciated to further enhance this process. All such comments and feedback may be addressed to HSE.ExcellenceCentre@ril.com . The comments and feedback would be consolidated and shall be used during the review and revision of future releases.

1.1. Intent and Purpose The objective of this Guideline is to eliminate the possibility of adverse incidents related to mobile phones as a source of ignition when used in a flammable atmosphere or as a source of distraction while driving or any such activities that involves high level concentration. This Guideline addresses the need to restricted use of mobile phones while driving and in potential flammable atmosphere.

2. Scope and field of application


2.1. Scope This Guideline covers the elimination of hazards related to mobile phones which may adversely affect business/ location property and personnel. It covers all personnel entering the hazardous area/s which location deems Mobile phones are hazardous in those areas. While relating to the drivers, this covers the users of automobiles for personal purpose as well as the drivers operating in-plant equipments such as golf cars, fork lifts, cranes and earth moving equipments. This applies to the drivers transporting products, passengers and cargo carriers also. While the intent of the Guideline is to bring in homogeneity across all Businesses / locations in the implementation of the Guidelines, certain provisions are kept to allow some latitude to the implementing locations. However, those requirements in this Guideline which are noted in italics are mandatory. Any question regarding the interpretation of the Guidelines in respect of mandatory versus non mandatory should be referred to the Centre for HSE Excellence for clarification.

4. Management Responsibilities
Line management at locations has the responsibility to implement this Guideline.

5. Definitions
Mobile Phone/ sAny hand held cordless phone, two way communication device with or without battery, with or without its accessories., used for communication or as a calculator or as a play device or as a radio or as a music player or for browsing or as a still / movie camera or using any such feature a mobile manufacturer can provide along with its equipment. Mobile phone accessories This includes blue tooth, hands-free device, mobile phone charger and batteries. Locations include manufacturing and non m anufacturing facilities, joint ventures in which Company has majority ownership, and dedicated off-site contractor operations. Fire - unplanned combustion Gas Station Include petrol, diesel, CNG, LPG retail outlets and any such dispensing stations with potential flammable atmosphere Driver refers to any employee, contracted, contractor employee engaged in cycling or driving any automobile, including 2 wheeler or4 wheeler or any heavy vehicle. This can be for personal purpose, official purpose within the location or out side , to traverse office, home . This include driving a product vehicle or handling lifting equipment or an earth moving equipment or any other in-plant vehicles.

6. Guidelines
6.1. Restricted area Mobile phones / accessories shall not be allowed within the restricted areas of the location/ site.

Locations shall identify flammable atmosphere areas in their activities after accessing the hazards and shall be documented as Restricted Area for Mobile Phones. Any changes incorporated from time to time shall be immediately documented. Location shall provide signages to identify the restricted areas. Location shall make arrangements to handle the mobile phones and accessories surrendered/ deposited out side the restricted area. The location must have a process for ensuring all personnel entering Restricted Area are aware of the above requirement. 6.2.Off-site restricted area. The company personnel working at Company / non company off-site activities shall be trained to identify the flammable atmosphere. Mobile phones and accessories shall not be carried into any off-site restricted area. The location must have a process for ensuring all employees are aware of the above requirement. 6.3.Gas Station Drivers and occupants shall not use mobile phones in any Gas Station. In event of the driver or occupant alights from the vehicle, then the mobile phone shall be left back in the vehicle only. The location must have a process for ensuring all employees are aware of the above requirement. 6.4. Driver Drivers shall not use mobile phones and accessories while driving. Accessories include use of blue tooth, hands free device and any other such hearing aid. Visitor shall not use mobile phones while driving within Reliance locations. The location must have a process for ensuring all Visitors and drivers are aware of the above requirement. 6.5. Pedestrians Pedestrians shall not use mobile phones while crossing the roads and walking on roads which have not been provided with pedestrian ways. 6.6.Exceptions Exceptions to this rule, which must be risk assessed, and include mitigation actions to reduce the risk, shall be documented and agreed. Location Head is the final authority for the Exceptions Where such an exception is agreed, personnel must be trained in the safe use of mobile phones and safe ingress to neighbouring prevailing restricted areas
