Present were: Mayor Bud Pierce, Chief David Taylor, Water & Sewer Supt. Mike Lewis, Treasurer Chris Hopkins, Animal Control and Water Randy Poindexter, Attorney Jim Kelly and City Clerk Ruth M. Haskins.

Citizens and guest present were: Jim Wood from St. Josephs Church, Brady Brite of the Headliner News and Jerry Corbett.

Mayor Pierce opened the meeting with the Pledge of Allegiance. Mayor welcomed everyone to the meeting. Mayor stated he had an update on Dollar General, the reason the building has not been tom down yet is because the asbestos abatement permit has not been issued yet. But they are continuing with the dirt work and hope to be open by June. EPA is ongoing, will get into that later. Audio sound system has not come in as of today. PUBLIC PARTICIPATION. No response. Mayor asked the Board to discuss customer sewer lines when the smoke test is being done some of the customers will have their gutters draining in the sewer, which they are not supposed to, who is to make the repairs. Rufer asked if the

City would request a fee. Mayor responded if they want the City to make the repairs they will have to pay. Mr. Kelly stated the Ordinance needs to be very specific about penalties. Parks asked if the City would go back and retest. Thomas asked how long will they have to make the repairs, can we allow them six month. Mr. Kelly stated it would be better to make it 60 days with extensions if needed. Kelly stated some of the customers will violate the Ordinance and will then have to come to court. Kelly stated the City might have to get an Administrative Search Warrant if the homeowners will not cooperate. No vote needed until Ordinance is presented. Mayor stated he had talked to Donnie, the part-time employee, he is willing to work one day extra to help with the test for EPA. However, Mayor Pierce stated another fulItime employee is still needed to help Randy and Mike with the tests. Motion to authorize the Mayor to began the process of hiring a new employee for wastewater test for EPA made by Parks seconded by Rufer. Voting ooAye" Monroe, Thomas, Rufer, Parks andYanZandt. Voting "Nay" None. Mayor Pierce stated the need to discuss the EPA Compliance Plan. Corbett stated this process of testing is to report and identifr the problems with the system. Corbett stated he did have the Report ready to go to EPA as soon as it is approved. This will require setting priorities of when, where the problems are within the system and then reporting that to EPA. Kelly stated these tests will be what EPA wants. Corbett stated he thinks it will be OK. Thomas stated if this will satis$ EPA, then it needs to be done. Kelly asked if this SSES would be approved by EPA. Corbett stated if they say it not complete then will have to start over. Monroe asked about sending out letters, Mayor stated that will be done in May. Mayor stated it has to be completely dry before any smoke testing can be done. Kelly asked about the letter, the four items listed are they all ways to get I & I. Kelly stated citizens need to be told that we are under orders from EPA to find these problems. Motion to approve the EPA plan with Mr. Kelly revising the letter to the residents and get the plan signed and off to EPA made by Yanzandt seconded by Parks. voting'oAye" Monroe, Thomas, Rufer, Parks and Y anZandt. NEW BUSINESS, MEMORIALS, PROCLAMATIONS AND ORDINANCES. a. Motion to approve the Certification of Election results by County Clerk made by Thomas seconded by VanZandt. voting "Aye" Monroe, Thomas, Rufer, parks and VanZandt. Voting "Nay" None. b. City Clerk swore in the newly elected Alderpersons Melissa Venable, Christine Parks and Jack YanZandt. c. Jim Wood from St Joseph's Catholic Church to ask permission to serve alcohol at the June Festival. Wood stated it would be held on Church property on Friday, June 21s. This will be a cook out, do not have a name for iiyet, thiy would like to serve and sell beer at this activity, it would be a one time event. Kelly asked him if they had contacted Missouri Liquor Control. Wood stated he knew he had to do that but has not at this time. Mr. Kelly stated the State has to be contacted first, then they will tell you to go to the City, and it is a Catch 22.Pierce wanted to know what the money was to be used for. Mr. Wood stated it was to pave the

parking lot at the church. Pierce then asked about the hours. Mr. wood responded it would be from 5 p.m.to 9 p.m. and they are to have live music. Mr. Kelly told him to tell the State that he had been to the City for approval. Thomas to discuss City Wide Garage for the Second Saturday of May and City wide Clean-up to be on May 23'o. Motion to accept these two dates and events made by Rufer seconded by Parks. This item is just an FYI for Board and will put flyers out for the Rabies Clinic on May 1lfr. o Mayor to fill vacancy for a 4-year term subject to Board approval to appoint Jerry b' Corbett made by Thomas seconded byYanZandt. Thomas wanted to know how much money was needed. Mayor stated he was thinking going back to $3,500.00 and have them try to stretch out the display. Mayor stated if it is a go the Fireworks date would be June 29th. Mayor asked for a motion. Mayor, Randy and Mike looked at a push camera price between $l1,000.00 to $15,000.00. venable wanted to know if it could be rented. Mayor responded no, the only other option is to hire a company to do the work and they charge $1.25 a foot. Corbett state there was over 50,000 feet in the city. Thomas asked if the Mayor had one narrowed down. Mayor answered no was looking at several. Mayor wants approval to get prices. The Mayor stated they have been approached about a used flusher for $1,500.00 the city that bought the flusher attached to a truck and all they wanted was the truck. Thomas asked how much does a new one cost . Mike stated $25,000.00. Motion to go look at used flusher to authorize Mayor and Mike purchase a used flusher of no more than $1,500.00 subject to approval of Mayor made by R seconded by Thomas.
