United Kingdom

On July 19, 2004, Orange reached a major milestone with the launch of the largest integrated high-speed 3G network in the United Kingdom. As one of the most successful European mobile operators, Orange has long been a convert to the power of location-based intelligence and the 3G announcement is just one example of many where MapInfo solutions have helped this operator achieve its aim of being the first for service, quality, innovation and choice.
SUMMARY

MapInfo based solutions played a key role in defining its rollout.


PRIORITISING ROLLOUT

Orange has sought to maximise its use of existing masts, thereby increasing the availability of its service whilst minimising the environmental impact. Buchanan says, The existing Orange mobile network was used as the base upon which the new 3G network was built. Where possible, existing sites are upgraded to allow them to offer the new service in addition to existing services. This move kept the number of new sites needed to a minimum.
NETWORK PLANNING

Before Orange could start building its 3G network, it embarked upon a consultative planning phase with MapInfos Professional Services Group where MapInfo TargetPro, an advanced demographics and customer profiling solution, was used to analyse Oranges proprietary data in combination with Prizm clusters, income and other related data sets. Through a series of workshops involving both MapInfo and Orange staff, a clearer picture emerged of where rollout would benefit the target audience. Rollout is both resource intensive and expensive. On day one of the launch, it was not going to be possible to have nationwide coverage, therefore we wanted to prioritise our 3G network rollout. Analysis conducted via TargetPro revealed where our potential 3G customer most likely works, rests and plays so we were able to ensure that our network deployment was aligned with our broader marketing plan and commercial objectives, comments Derek Buchanan, Senior Product Manager at Orange. Once Orange identified and prioritised those areas with potentially the strongest market for 3G services, the next phase was to plan the infrastructure build and get on with it.

The Orange group is one of the worlds largest mobile communications companies and a subsidiary of the France Telecom group, with operations in 19 countries across Europe and beyond. At the end of March 2004, Orange was the largest mobile operator in the United Kingdom with 13.8 million active customers and at the end of March 2004, Orange controlled companies that had over 50 million customers worldwide. Most recently, Orange announced that it has the most extensive integrated 2.5/3G network in the United Kingdom, with 66% of the population covered by its high-speed network, ensuring that even if customers move out of 3G coverage, they will not lose their connection to the network. This announcement was the culmination of five years of preparation for the 3G network, during which a variety of

Whereas some mobile phone operators have taken a traditional approach to 3G network build-out (i.e. initially concentrating only on London), the use of location intelligent planning tools has enabled Orange to provide the United Kingdoms largest 3G network with coverage in and beyond the major cities and population centres including London, Manchester, Edinburgh, Bristol, Belfast, Glasgow, Sheffield, Birmingham, Liverpool, Newcastleupon-Tyne and Leeds. Location intelligence has given us a way of unearthing competitive advantage and exploiting it. Whereas our competitors are taking a traditional approach, we will have 3G coverage where early adopters most need and expect it, Buchanan adds.

Embedded within CoMS is MapInfo MapX mapping software, which accurately displays network coverage on detailed, interactive maps that also show Orange base transmitter sites, road networks and other relevant site data.

Feedback of subscriber hits on coverage problems can then be sent to engineering for analysis and input to network planning. The systems accurate and current maps provide information about planned new sites, date of their activation and details of how these sites will improve and expand coverage. All of this information is regularly updated, enabling CSRs to satisfy the customers requirements for the latest information and CoMS now also holds detailed data about the 3G network. Orange continues to deploy MapInfo technology in its customer service centres, adding to the base of 7,500 users of MapInfo-based technology in the company today. MapInfo is also used to assist in

across our hardware platform of 300 plus desktop users; a fifty-fifty mix of PCs and Macintoshes. The real value of this new system is improved customer service both internally and externally, increased productivity, reduced costs and more importantly a return on investment. These applications took only six months to deliver. This was an incredibly short timeframe given the complexity of the systems and minimal cost of the total project. Mr. Emmerton said, It was a large project, so we split it into two phases. The first phase was to deliver the Geographic Information System Mode of Operation, Service Qualifications tool to evaluate exactly where customers could be connected to fibre optic cable and other OPTUS networks. It proved invaluable as we hadnt previously used such sophisticated tools to assess customer connections.

Now, we can make a thorough review by looking at a web browser mapping interface which is divided into two parts. One half shows a colour map and the other half is text describing the customers location and their proximity to the fibre optic network. The user now has a choice. They can either interpret the graphical findings on the map or refer to the written data, he said. The second phase, based on the Geographic Information System Mode of Operation Fibre Locator tool, is used for asset and network protection. It integrates the Dial Before You Dig process and Optus is now able to automatically locate a customers work details. Optus currently receives over 1,000 dig enquiries per week. Optus Business division has automated its customer network connection requests and fibre location enquiries with MapInfo MapXtreme, a powerful Internet mapping server for broad mapping application deployment, reducing assessment times from days to minutes. Optus Engineering Information Systems (EIS) Group, the companys geographic information systems (GIS) and mapping arm, is part of the core transmission group comprising engineers, surveyors and geographers. The EIS Group is responsible for improving performance and accessibility to GIS tools across Optus. Customer location and network geographic information is now available via a number of web applications over the Optus intranet. Users can access it from anywhere on the Optus internal network, and some applications using MapXtreme are also available on the worldwide web. Optus Businesss Geographic Information Systems Manager, Jeff Emmerton said, Using MapXtreme we have been able to automate the assessment process and we can now provide detailed Optus network information,

Replacing the manual process with an automated one has sped up information delivery significantly. It used to take weeks to turn around information. We had to wait for the EIS Group to make an assessment before we could respond to the

The system can read information via emails from One Call services, store details, such as customer location and the map, in an Oracle 81 database. MapInfos Geoloc/MapMarker software is then used to find out the customers geographic location and cross-check against other references. For example, the system can consult the street directory grid reference and find out whether it is valid for that location and if not, it is then manually checked. These days the majority of jobs can be automatically crosschecked and processed, he said. According to Mr. Emmerton choosing MapXtreme was a platform decision: It provides complete web-enablement unlike a lot of other products in the marketplace and this was very important to us. The predominant datasets were all available in MapInfo format plus we needed search engine technology provided by MapInfos Geoloc/MapMarker software. We also needed a Windows NT server platform and to be able support Macintoshes and PCs at the desktop. He said that their decision was helped by the fact that the organisation already has a number of other MapInfo products operating and they are impressed with their solid and reliable performance.

Development cost, speed and power were also critical to their decision. "Being web-based, MapXtreme is far more cost-effective than rolling out more desktop software. We can perform rapid prototyping because it provides mapping out of the box as well, he said. Performance is outstanding and our users have now come to expect the system to redraw maps in seconds rather than minutes and it produces a unique map just for them. Any Optus user can locate and download these maps from their web browser within a few seconds. Previously, it took more than 30 seconds to redraw the map using desktop GIS and they had to maintain this data on 16 servers throughout Australia for easy access by Optus users. Mr. Emmerton said that the server has been greatly utilized as it now contains more than 100 map layers, such as network routes, coverages, towers, street names, etc. It redraws the map from scratch and any of these layers can be redrawn on the screen. It takes up to 50 concurrent users on the server just seconds to bring up a map and zoom in and out to see the detail without impacting other users.

Initially, there was some concern about the amount of data Optus wanted to transfer along with the maps. We can produce complex maps with only 30 to 50 kilobytes for each image sent to the user. In the past we had to send the whole data file across the network but now we can send map snapshots. There is no longer any performance degradation because they do not require a lot of bandwidth, he said. MapInfo Routing J Server is the street network analysis tool for finding a route between two points, the optimal or ordered path between many points, the creation of drive time matrices, and the creation of drive time polygons. Calculating either the shortest distance or quickest timed route between any two points, Routing J Server returns text-based driving directions and spatial points to your application. This same model and technology is used in the creation of multi-point routes, ideal for fleet management applications.
Routing J Server can return both text-based directions and highlighted maps.

Similarly, drive time matrices can be used for the determination of drive times and associated costs between an unlimited number of locations. Drive time polygons return the boundary of travel within N miles of a given point (isodistance) or return the boundary of travel within N minutes of a given point (isochrone). Drive time or drive distance polygons are essential inputs to market analysis and support site selection and other complex decision making. Routing J Server is best for applications demanding greater customization, control and security ideal for customers with appropriate web or client/ server expertise.
