Description The New Idea Fund has been created for members of the CSIR science community who venture to dare, take risks to explore ideas with explosive creativity and novelty. This fund will support pre-competitive research in CSIR on a competitive basis. With a view to recognizing the extraordinary and exemplary performance of civil servants, the Government of India announces institution of the PM Awards for Excellence in Public Administration. Nominations of individuals or a group of officers or organisations are invited from Central Government Ministries/Departments/State Governments/Non-Governmental Organisations and other stakeholders Agricultural Census is the largest countrywide statistical quinquennial operation undertaken by Ministry of Agriculture, Govt. of India. Primary and secondary data on structure of Indian agriculture are collected under this operation using the machinery of the State governments. The first Agricultural Census in the country was conducted with reference year 197071. Aims at achieving 4% annual growth in the agriculture sector during the XI Plan period, by ensuring a holistic development of Agriculture and allied sectors. To provide financial assistance to fishers for construction of house, community hall for recreation and common working place and installation of tube-wells for drinking water and assistance during lean period through saving cum relief component. To recognize the outstanding contributions of young scientists in basic and applied research covering the areas of biosciences including agriculture, biomedicine and environmental biology, up to 10 awards are given each year subject to the availability of suitable candidates. Each award carries a cash prize of Rs. 1,00,000/-, a research grant of 3,00,000/- per year for a period of three years and a citation. The scheme has bee introduced for the promotion of Technology Intensive Exports. Technology Information Facilitation Programme (TIF) is one of the components of Technology Promotion, Development and Utilization (TPDU) Programme of the Department of Scientific and Industrial Research (DSIR). The broad objective of the programme is to generate endogenous capacities for the development and utilization of digital information resources and provide inputs to S&T research and industrial development. Consultancy services for acquisition or import of technologies, requiring technological and managerial competence to evaluate the technologies and engineering them as per local requirements, Promoting quality Foreign Direct Investments (inward and outward).

The Technology Development and Demonstration Programme (TDDP) [Earlier known as Programme Aimed at Technological Self-reliance (PATSER)] is a plan scheme of DSIR to promote industrys efforts in development and demonstration of indigenous technologies, development of capital goods and absorption of imported technologies. The mission of the TM Division is to enhance knowledge and skills in the efficient transfer and management of technology. Rural Telecom Services(Individual/ Community) supported by USO Fund The main objectives of the scheme include creation of scientific storage capacity with allied facilities in rural areas to meet the requirements of farmers for storing farm produce, processed farm produce and agricultural inputs. Also, promotion of grading, standardization and quality control of agricultural produce to improve their marketability. The scheme also aims at prevention of distress sale immediately after harvest by providing the facility of pledge financing and marketing credit by strengthening agricultural marketing infrastructure in the country. The main objectives of this scheme are to protect hill slopes of Jhum areas through soil and water conservation measures on watershed basis and to reduce further land degradation; to encourage and assist Jhumia families to develop Jhum land for productive uses with improved cultivation and suitable package of practices leading to settled cultivation; to improve socioeconomic status of Jhumia families through household/land based activities; to mitigate ill effects of shifting cultivation by introducing appropriate land use as per land capability and improved technologies. The objective of the DFTPI-LDC Scheme is grant of tariff preferences on the Exports of the Least Developed Countries on imports to India. The DFTPI-LDC Scheme intends to provide tariff preferences by India on Products originating in the notified Least Developed Countries. Marketing Assistance Scheme aims at providing marketing support to Micro & Small Enterprises (MSEs) through National Small Industries Corporation (NSIC) and enhance capabilities, competitiveness and marketability of their products. Technological Incubation and Development of Entrepreneurs (TIDE) aims to assist Institutions of Higher learning to strengthen their Technology Incubation Centres and thus enable young entrepreneurs to initiate technology start up Companies for commercial exploitation of technologies developed by them. Department of Information Technology, MCIT, GOI has started this scheme to provide financial support to SMEs and Technology Start-Up units for international patent filing so as to encourage indigenous innovation and to recognize the value and capabilities of global IP and capture growth opportunities in the area of information technology and electronics. This scheme is introduced to encourage procurement in non-traditional States, thereby extending the benefits of Minimum Support Price (MSP) to local farmers. Hill Transport Subsidy Scheme is meant for the States/ UTs, which are predominantly hilly with little or no railways and poor road communications.

Central Government Employees Group Insurance Scheme (CGEGIS) came into force from 1st January,1982. The scheme provides for two fold benefit, viz., (1) insurance cover to help their families and (2) lump sum payment to augment their resources on retirement. The Central Government Health Scheme (CGHS) provides comprehensive health care facilities for the Central Government employees and pensioners and their dependents residing in CGHS covered cities. During the Silver Jubilee year of Independence, a Central Scheme for grant of pension to freedom fighters and their eligible dependents (Where freedom fighters have already expired) was introduced by Government of India with effect from 15.08.1972. In 1980, the Scheme was liberalized and renamed as Swatantrata Sainik Samman Pension Scheme,1980 (the Scheme) and made effective from 01.08.1980. Scheme provides for scholarship of Rs.10000/- per month for the total duration of four and half years of MBBS course only, to selected 25 meritorious Indian students for the entire period of medical studies. The Scheme of Integrated Education for the Disabled Children (IEDC) has been replaced by the scheme of Inclusive Education for the Disabled at Secondary Stage (IEDSS) with effect from 1.4.2009. The scheme IEDC was meant to cover all classes in the school education stage. This scheme aims to award 100,000 scholarships to the gifted or meritorious students whose parental income is not more than Rs.1,50,000/per annum from all sources. The scheme would provide reservation to different categories of students as per the State / UT norms. The main objective of this scheme is to further promote and strengthen Adult Education, specially of women, by extending educational options to those adults who having lost the opportunity to access formal education and crossed the standard age, now feel a need for learning of any type.

Main objective of the scheme is to secure extensive, as well as, intensive involvement of voluntary sector in the endeavours of the governent to promote functional literacy, skill development and continuing education particularly in 15-35 age group under the National Literacy Mission.

This scheme aims to provide opportunities to secondary stage students to develop Information and Communication Technology (ICT) skills and also for ICT aided learning process. It enables widespread availability of access devices, connectivity to the Internet and promotion of ICT literacy. The Government of India has launched a scheme to provide full interest subsidy during the period of moratorium, i.e., Course Period plus one year or six months after getting job, whichever is earlier, on loans taken by students belonging to Economically Weaker Sections from scheduled banks under the Educational Loan scheme of the Indian Banks Association, for pursuing any of the approved courses of studies in technical and professional streams, from recognised institutions in India. Government of Indias program for rehabilitation of child labour. TDB is payable to an employee who suffers employment injury (EI) or Occupational Disease and is certified to be temporarily incapable to work. PDB is payable to an IP who suffers permanent residual disablement as a result of EI (including Occupational Diseases) and results in loss of earning capacity. Health insurance to poor (BPL) This scheme aims to:- (i) encourage Small & Micro exporters in their efforts at tapping and developing overseas markets. (ii) increase participation of representatives of small/ micro manufacturing enterprises under MSME India stall at International Trade Fairs/ Exhibitions. (iii) enhance export from the small/ micro manufacturing enterprises. Marketing Assistance Scheme aims at providing marketing support to Micro, Small & Medium Enterprises (MSMEs) through National Small Industries Corporation (NSIC) and enhance competitiveness and marketability of their products. Government launched the Credit Guarantee Fund Scheme for Small Industries on 30th August, 2000 with a view to alleviating the problem of collateral security and impediment to flow of credit to Small Scale Industries (SSI) sector. The basic objective of the Management Development Programme is to improve the productivity/profitability of existing entrepreneurs by upgrading their managerial decision making capabilities and providing them an insight in the latest developments in the area of industrial management, marketing management, financial management, inventory control, human resource development, information technology, and e- commerce, etc. ISO 9000/14001 Certification Fee Reimbursement Scheme was introduced in order to incentivise technological upgradation, quality improvement and better environment management by the MSEs. The scheme provides incentive to those small scale/ ancillary undertaking who have acquired ISO 9000/ISO 14001/HACCP certifications. The Ministry of Micro, Small & Medium Enterprises, with a view to recognizing the efforts and contribution of MSMEs, gives National Award annually to selected entrepreneurs and enterprises under the scheme of National Award.

Performance and Credit Rating Scheme is expected to encourage SSI sector in improving contribution to the economy by way of increasing their productivity, since a good rating would enhance their acceptability in the market and also make access to credit quicker and cheaper . The scheme caters to the requirements of the minority community students pursuing research studies, leading to regular and full time M.Phil and Ph.D courses only, and equivalent research degree in universities, research institutions and scientific institutions within India. The scholarship at pre-Matric level will encourage parents from minority communities to send their school going children to school, lighten their financial burden on school education and sustain their efforts to support their children to complete school education. The objective of the scheme is to award scholarships to meritorious students belonging to economically weaker sections of minority community so as to provide them better opportunities for higher education, increase their rate of attainment in higher education and enhance their employment opportunity. The objective of the Scheme is to provide financial assistance to the poor and meritorious students belonging to minority communities to enable them to pursue professional and technical courses. The objective of the scheme for leadership development of minority women, including their neighbours from other communities living in the village/locality, is to empower and instill confidence in women, by providing knowledge, tools and techniques for interacting with Government systems, banks, and intermediaries at all levels. To provide fuel for cooking purposes and organic manure to rural households through family type biogas plants To mitigate drudgery of rural women, reduce pressure on forests and accentuate social benefits To improve sanitation in villages by linking sanitary toilets with biogas plants. To develop small hydro power projects, the Ministry is giving subsidy for preparation of DPRs, setting up of SHP projects, watermills, development of standards, performance testing facilities, Reserarch and Development, training etc. Brief description of SPV systems to be demonstrated/ promoted 1.1 Systems mainly for electricity conservation Solar street lights: Solar street lights have so far mainly been deployed in rural areas. Interest subsidy is provided to users of solar water heating systems through Indian Renewable Energy Development Agency (IREDA), public/ private sector banks, scheduled cooperative banks, RBI approved non-banking financing companies, intermediaries of IREDA (manufacturers/suppliers) and other public/private financing institutions (FIs). Financial support is provided for installation of solar air heating & solar steam generating systems, preparation of DPRs & construction of solar buildings and establishment of Akshay Urja Shops. Support is also provided for organizing publicity and awareness campaign, seminars, workshops/ symposia/ business meets/ training programmes and for technology upgradation, studies, survey etc. The scheme on Aerogenerators and Hybrid Systems is aimed at development and promotion of technology and applications of water pumping windmills and aerogenerators/wind-solar hybrid systems.

The Watermills (WM) and Micro Hydel Projects (MHP) have the potential to meet the power requirements of remote areas in a decentralized manner. To encourage and accelerate the development of Water mills and Micro Hydel Projects in the remote & hilly areas, it is proposed to provide Central Financial Assistance (CFA) during 2008-09 and the remaining period of the 11th Five Year Plan

The objective of the programme is to promote biogas based power generation, specially in the small capacity range, based on the availability of large quantity of animal wastes and wastes from forestry, rural based industries (agro / food processing), kitchen wastes, etc., Accelerated programme on energy recovery from industrial wastes and effluents provides for grants-in-aid for organising seminars, workshops, training course etc. on the subject of energy from industrial wastes. A solar photovoltaic lantern ( Solar lantern) is a lighting system consisting of a lamp, battery and electronics, all placed in a suitable housing, made of metal, plastic or fiber glass, and a PV module. The battery is charged by electricity generated through the PV module. The lantern is basically a portable lighting device suitable for either indoor or outdoor lighting, covering a full range of 360 degrees. Solar Photvoltaic programme aims at providing an alternative for rural lighting/ water lifting/ small energy requirements through use of solar photovoltaic system and thereby reduce the consumption of kerosene / diesel. The objective of the programme would be to create publicity of the renewable energy technologies, systems and also to disseminate information on technological developments and promotional activities taking place in the area of the non-conventional energy. The Programme provides for Central Government financial assistance to the states for electrification of remote census of unelectrified villages and remote unelectrified hamlets of electrified census villages, where grid connectivity will either not be feasible or not cost effective, as certified by REC. Such electrification is to be carried out through various nonconventional energy sources. Accelerated programme on energy recovery from urban wastes provides for grants-in-aid for organising seminars, workshops, training courses etc. on the subject of energy from urban wastes.

Biomass gasifier programme is being implemented with the following main objectives: To deploy biomass gasifier systems for meeting unmet demand of electricity in villages. To take up demonstration projects for 100 percent producer gas engine, coupled with gasifier for off grid and grid power operation. To support and this enlarge activities, through awareness creation, publicity measures, seminars/workshops/ business meets/ training programme etc. The Scheme for payment of pensions to Central Government Civil pensioners through authorised Banks was introduced in stages from 1st July 1976 and was made applicable throughout the country with effect from 1st February 1977. This is Scheme for Providing Immediate Relief to the Families of Government Servants Who Die while in Service. The relief may be allowed in the form of advance limited to three months pay (including personal pay and special pay) of the deceased Government servant or Rs. 1000/whichever is less, provided that the amount so sanctioned does not exceed the estimated payments due to the family. Accelerated Rural Water Supply Programme (ARWSP) is implemented by the Government of India to provide safe drinking water in rural areas. Under this programme, the following norms are to be followed : 40 liters per capita per day (Ipcd) of drinking water for human beings, 30 liters per capita per day of additional water for cattle in areas under the Desert Development Programme, one hand-pump or stand post for every 250 persons and availability of water source in the habitation or within 1.6 km in the plains and 100 m elevation in hilly area. The Mahatma Gandhi National Rural Employment Guarantee Scheme aims at enhancing the livehood security of people in rural areas by guaranteeing hundred days of wage-employment in a financial year to a rural household whose adult members volunteer to do unskilled manual work. Public assistance to its citizens in case of unemployment, old age, sickness and disablement and in other cases of undeserved want This scholarship provides an opportunity to women scientists for selfemployment by utilizing their specialized domain knowledge in areas such as patenting, proof reading, science journalism, technical translation, clinical pathology labs, medical transcription etc. The Women Scientists Scheme (WOS-A) of the Department of Science and Technology is aimed to provide opportunities to women scientists and technologists for pursuing research in basic or applied sciences in frontier areas of science and engineering. A special provision has been made under this Scheme to encourage those women scientists who have had breaks in their careers. This scholarship is specially intended to encourage women scientists involved in research and application of innovative solutions for various societal issues. This scholarship would be made available to the aspiring women scientists willing to work for the search, design, adaptation and demonstration of science and technological skills and techniques for improving the income generating activity and reducing drudgery of weaker sections of our society in different occupations, capacity building on the societal programs at the grassroots level. The objective of the scheme is to provide financial support and encourage OBC students for higher studies.

The scheme aims at providing hostel facilities to students belonging to socially and educationally backward classes, especially from rural areas, to enable them to pursue secondary and higher education. The scholarship may be given to students enrolled in Class I or any subsequent class of pre-Matric stage in case of day scholars, and class III and above in case of students staying in hostels. The scholarship will terminate at the end of Class X. The duration of scholarship in an academic year will be 10 months. The objective of the scheme is to provide financial assistance to the Scheduled Caste students studying at post matriculation or post-secondary stage to enable them to complete their education. These scholarships are available for studies in India only and are awarded by the government of the State/Union Territory to which the applicant actually belongs i.e. permanently settled. National Scheduled Castes Finance & Development Corporation (NSFDC) is the apex institution for financing, facilitating and mobilising funds from other sources and promoting the economic development activities of the persons belonging to the Scheduled Castes living below double the poverty line. National Backward Classes Finance and Development Corporation (NBCFDC) was set up in the year 1992 with main objective of promoting economic & development activities for the benefit members of Backward Classes living below double the poverty line. The objective of National Safai Karamcharis Finance Development Corporation (NSKFDC) is to empower the Scavangers, Safai Karamcharis and their dependents to break away their traditional occupation, depressed sicial condition and poverty and leverage them to work their own way up the social and economic laddar with dignity and pride. Description The object of the Scheme is to provide residential accommodation facilities to SC boys and girls studying in middle schools, higher secondary schools, colleges and Universities. The Scheme will be implemented through the State Governments/Union Territory Administrations and the Central & State Universities/institutions and they will be provided eligible central assistance as per provision of the Scheme, both for fresh construction of hostel buildings and for expansion of the existing hostel facilities. The scheme caters to the requirements of the Scheduled Caste students for pursuing research degree in universities, research institutions and scientific institutions. The main objective of the Scheme in to assist needy disabled persons in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation, by reducing the effects of disabilities and enhance their economic potential. The aids and appliances supplied under the Scheme must be of BIS specification. The objective of this scheme is to provide all types of yarns to the handlooms weavers Orgainsations at the Mill Gate price The individual eligible workers are required to open a separate Savings Bank Account in the designated nationalized Bank and forward a certificate to the effect along with his relief claiming application to the Regional office of the Textile Commissioner through the State Government.

The Scheme for Integrated Textile Parks (SITP) is launched by merging the existing two schemes namely, the Scheme for Apparel Parks for Exports (APE) and the Textile Centre Infrastructure Development Scheme (TCIDS). The Jute Manufactures Development Council (JMDC) Incentive Scheme for Modernisation of Jute Industry To provide skill up-gradation of Handloom weavers through training, workshops, exhibitions/workshops, design development, documentation of traditional designs and linkages between various agencies in the handloom sector to enable the weavers to improve productivity & meeting the market requirements, DHDS has been formulated during the 11th Plan. NCJD is an autonomous Society registered in January, 1992 under the Societies Registration Act of 1860 at Delhi having its Head Quarters at Kolkata and a Regional Centre at New Delhi.The Centre is governed by a Council of Governors comprising twenty-five members.The Union Textiles Secretary is the ex-officio Chairman of the Council.The NCJD Council of Governors is reconstituted after every two years. Jute Manufacturers Development Council for Incentive Scheme for Modernisation of Jute Industry The scheme has been initiated to strengthen agricultural research and technology achievements. In order to provide a network of financial organisations for sanction and disbursement of loan so as to have a wider reach to the industry in the country, the nodal agencies(IDBI, SIDBI and IFCI) have co-opted various institutions such as All India Financial Institutions, Scheduled Commercial Banks, Co-operative banks, State Finance Corporations, State Industrial Development Corporations, National Cooperative Development Corporations etc. The scheme aims at improving production, productivity and quality of cotton. The Mission comprises of four Mini Missions, which are jointly being implemented by the Ministries of Agriculture and Textiles. Ministry of Agriculture is nodal for the implementation of Mini Mission I and II responsible for Research and Development on cotton and Dissemination of Technology to farmers respectively. The Generalised System of Preferences (GSP) is an instrument by which the developed countries allow imports originating from developing and least developed countries on duty-free or preferential duty basis. The scheme aims at providing: 20%Credit Linked Capital Subsidy establishing Powerloom Service Centres (PSCs) Support to Computer Aided Design Centres Group Workshed Scheme Group Insurance Scheme for Powerloom Weavers With a view to develop and promote the marketing channels in domestic as well as export markets and bring about linkages between the two in a holistic and integrated manner, it was decided to amalgamate the Marketing Promotion Programme and Handloom Export Scheme of the 10th Plan with some modifications and addition of new components in the 11th Plan under the banner Marketing & Export Promotion Scheme. The major objective of the scheme is to promote Handloom products in Domestic as well as International Market. Technology Upgradation Fund Scheme (Handloom Sector)

The Health Insurance Scheme aims at financially enabling the weaver community to access the best of healthcare facilities in the country. The scheme is to cover not only the weaver but his wife and two children, to cover all pre-existing diseases as well as new diseases and keeping substantial provision for OPD. The ancillary Handlooms workers like those engaged in warping, winding, dyeing, printing, finishing, sizing, Jhala making, Jacquard cutting etc. are also eligible to be covered. To organize artisans clusters into Self Help Groups ( SHGs ) / Cooperaties with a view to enabling them to take up economic activity for sustainable development through a participatory mode. To provide financial assistance at concessional rates of interest, for undertaking viable income generating activities, to the Scheduled Tribes upto double the poverty line annual income level under following different schemes. a) Term Loan Scheme b) Adivasi Mahila Sashaktikaran Yojana (AMSY) c) Self Help Groups (SHGs) d) Micro Finance e) Marketing Support Assistance In addition Grants for imparting Training/ upskilling the Target Group is also provided. This missions aims is to encourage reforms and fast track planned development of identified cities. Focus is to be on efficiency in urban infrastructure and service delivery mechanisms, community participation, and accountability of Urban Local Bodies (ULBs) or parastatal agencies towards citizens. An integrated package of services is to be provided to Adolescent Girls that would be as follows: i. Nutrition provision ii. Iron and Folic Acid (IFA) supplementation iii. Health check-up and Referral services iv. Nutrition & Health Education (NHE) v. Counseling/Guidance on family welfare, ARSH, child care practices and home management vi. Life Skill Education and accessing public services vii. Vocational training for girls aged 16 and above under National Skill Development Program (NSDP) The objective of the scheme is to prevent trafficking of women and children for commercial sexual exploitation through social mobilization and involvement of local communities, awareness generation programmes, generate public discourse through workshops/seminars and such events and any other innovative activity and to facilitate rescue of victims from the place of their exploitation and place them in safe custody. Educational Loan is meant to cover expenditure on account of the following: Admission fee, Examination fee, Library fee, Laboratory fee & Tuition fee payable to the Institute. Caution deposit, Building fund/refundable deposit supported by Institution bills/receipts subject to the condition that the amount does not exceed 10% of the total tuition fees for the entire course.
