AMENDMENTS/MODIFICATIONS/ADDITIONS TO EXISTING CLAUSES OF THE GENERAL TECHNICAL SPECIFICATIONS SECTION 100 - GENERAL
Clause 102 DEFINITIONS
The following abbreviation shall be added to this Clause. MOST - Ministry of Surface Transport CRRI - Central Road Research Institute Clause 103 MATERIALS AND TEST STANDARDS
Add after first paragraph: For compaction of materials the densities specified are characteristic values as assessed in accordance with section 903.2.2 of the specification. All maximum dry densities referred to in the specification are for modified (heavy) compaction. Clause 108 SITE INFORMATION
Replace Sub-Clause 108.1 with the following: Test pit logs taken along the road are available at the Employers offices in Hyderabad for the Contractors information but the Contractor shall satisfy himself regarding all aspects of site conditions. Replace Sub-Clause 108.3 with the following: The site of the works provided by the Engineer to the Contractor shall, where possible, extend for the full width of the Right of Way. However, where directed by the Engineer, the site of the Works may be less than the width of the Right of Way but in any case shall extend a minimum of 1 metre beyond the limits of the permanent Works shown on the drawings. The Contractor shall make his own arrangements for land required by him for site offices, labour camps, stores, etc. Replace Sub-Clause 108.4 with the following: Sourcing of materials for inclusion in the works is the responsibility of the Contractor. It is the Contractors responsibility to supply materials which fully comply with the Specification. Clause 109 SETTING OUT
Replace Sub-Clause 109.1 with the following: The works shall be set out from the Reference Bench Marks (RBM) shown on the drawings. Coordinates and levels for Reference Bench Marks are based on assumed datum and shall be as shown on the drawings. Location diagrams for Reference Bench Marks shall be provided by the Engineer within 7 days of receipt of a written request from the Contractor. Before the commencement of construction the Contractor shall confirm that the Reference of Bench Marks have not been disturbed and are true in regard to position and level. If RBMs have
been destroyed, disturbed or damaged before the Site is handed over to the Contractor, the Engineer will arrange to have new RBMs installed. Where a Reference Bench Mark will be affected by the execution of the works, the Contractor shall relocate the mark clear of the work before it is affected. No RBM will be moved by the Contractor without written approval of the Engineer. The relocated mark shall be of the same construction as the original work. The Contractor shall survey and note the co-ordinates and level of the relocated mark and submit in writing full details of the new mark including a location diagram to the Engineer for approval. The Contractor will ensure the maintenance and safety of the Reference Bench Marks. Destruction of any Reference Bench Mark will be immediately reported to the Engineer and the Contractor will be responsible for the replacement to the original standard at his cost. The Contractor shall establish Working Bench Marks tied to the Reference Bench Marks in an area before commencing work in that area. The Working Bench Marks shall be at a rate of 4 per kilometre and also at or near all drainage structures, overbridges and underpasses. Location and level values for Working Bench Marks shall be subject to the approval of the Engineer. All levelling for these Working Bench Marks will be undertaken using accepted survey practise of double run levelling conforming with to an accuracy of +-12 mm K where the difference between forward and return runs will not exceed this tolerance. The Contractor will maintain field observation level records of these runs in a systematic manner and transmit these records to the Engineer when seeking approval for acceptance of his working reference. The existing traverse pins in the road surface at approximately 250m intervals shown on the drawings may be used by the Contractor in establishing Working Bench marks. Where a discrepancy exists between the traverse pins and the Reference Bench Marks, the Reference Bench Marks shall take precedence. Checks on Working and Reference Bench Marks shall be carried out by the Contractor once every month and adjustments, if any, shall be agreed with the Engineer. Full details of the checks carried out shall be submitted to the Engineer for approval, immediately after the check is completed. A Bench Mark register recording Working and Reference Bench Mark values and any adjustments shall be maintained by the Contractor. An updated copy of the Bench Mark register shall be supplied to the Engineer each time an adjustment is made to a Working or Reference Bench Mark. The costs of complying with the requirements of this Sub-Clause are deemed to be included in the rates for the items of work included in the Bill of Quantities. Sub-Clause 109.7 Delete the second and third sentences of this Sub-Clause.

Sub-Clause 109.9 Delete the second and third sentences of this Sub-Clause and add: Setting out of the road alignment and measurement of angles and distances shall be done using a total station electronic theodolite and traversing targets. The theodolite shall have an accuracy of one second. Sub-Clause 109.10 Add new sub-clause. Before carrying out any survey work the Contractor shall submit to the Engineer for approval a programme and methodology for the calibration of all optical and electronic survey measurement equipment to be used on site during construction of the works. The Contractor will maintain calibration records for all such equipment in his site office, available at all times for inspection by the Engineer.

Clause 110
PUBLIC UTILITIES
Sub-Clause 110.1 Delete this Sub-Clause and replace with : Data on the locations of above ground services and approximate locations of underground services was collected during the road survey. This information is available at the Employers office in Hyderabad. A number of these services have been relocated since the survey was carried out. The information available on the location of existing utilities is therefore approximate only and in some cases may be inaccurate or incomplete. The Employer accepts no responsibility for and does not guarantee or make any representation as to the accuracy of the information. The Contractor shall make such further enquiries and investigations as are required for his own information. Attention is directed to the possible existence of utilities not shown in the Bidding Documents, or at locations or elevations different from those shown in the Documents. The Contractor shall ascertain the exact location of each utility prior to doing any work that may damage such utility. Sub-Clause 110.2 Delete this sub-Clause and replace with: If any existing or proposed utility conflicts with the location or elevation of any item of construction shown on the Drawings, the Contractor shall notify the Engineer of such conflict. Any variation to the work required shall be determined in accordance with the General Conditions of Contract. Where relocations of utilities are noted in the documents as being required to be undertaken during the course of the works, the Contractor shall allow in its programme for the period of notice and the duration of the relocations and will allow for any effects of alterations to these services upon the works. The Contractor shall have no objection if the public utility bodies vary their decision in the execution of their proposals in terms of programs and construction, provided that in the opinion of the Engineer, the Contractor has received reasonable notice thereof. All service utilities requiring relocation will be moved clear of the Works prior to possession of site being issued to the Contractor. Where, during the course of the Works, additional service relocations are found to be necessary, the relocations will be carried out by the relevant authority. In such cases, the Contractor shall, after obtaining the approval of the Engineer arrange with the relevant authority to carry out the relocation work. In these instances the Contractor may be required to provide the various public utility authorities with the opportunity to remove, relocate, or work on their utilities before the Contractor proceeds with succeeding construction operations. Should the Contractor suffer any delay due to the moving of any such utilities, or the operations of any authority controlling such utilities, the Contractor may apply to the Engineer for an extension of time in accordance with the General Conditions of Contract.

Where the Contractors method of working results in additional adjustments being deemed necessary by any utility authority, the Contractor shall arrange for and bear all costs and delays in relation to those additional adjustments, notwithstanding that the Engineer may have approved the method of working. Any pipe, cable, conduit or other known service of any nature whatsoever which has been damaged as a result of the Contractors operation shall be repaired and reinstated forthwith by the Contractor or the authority concerned at the expense of the Contractor and to the satisfaction of the Engineer. The Contractor shall conduct its operations so as to interfere as little as possible with the operations of public utility authorities or their contractors on or near the site. The Employer reserves the right to permit public utility authorities and others to work on or near the site. The Contractor shall arrange regular meetings with the relevant authorities throughout the period of the works to maintain the required co-operation. The costs of all co-ordination with utility authorities shall be deemed to be included in the rates for the items of work included in the Bills of Quantities except as specifically covered in Cl.110.8. Sub-Clause 110.8 Measurement for Payment
Add new Sub-Clause 110.8: Payment to service authorities for relocation of services shall be made by the Contractor after approval by the Engineer and reimbursed from the Provisional Sum included in the Bill of Quantities. The Contractor shall be paid the percentage of the cost of the relocation quoted in the Bill of Quantities. Payment of sums expended against the provisional sum for relocation of utilities by service authorities along with the percentage additions in respect of the Contractors attendance quoted in the Bill of Quantities will only be made when adequate and sufficient documentary evidence is produced to the Engineer showing that the sums claimed were in fact properly expended and actually paid by the Contractor.
Sub-Clause 110.9
Rate
Add new Sub-Clause 110.9 The percentage quoted in the Bill of Quantities for the Contractors attendance during the relocation of utility services shall be full compensation for all costs associated with the co-ordination of the relocations with the relevant authority including rescheduling of the works as necessary to allow utilities relocation to be undertaken.

Clause 111
PRECAUTIONS FOR SAFEGUARDING THE ENVIRONMENT General
Sub-Clause 111.1
Add the following after the first paragraph: All costs associated with environmental protection shall be deemed to be included in the rates for the items of work included in the Bill of Quantities. The Contractor shall preserve existing trees, plants, and other vegetation that are to remain within or adjacent to the works and shall use every precaution necessary to prevent damage or injury thereto. The Contractor Shall ensure that no sparl material, road embankment pavement material stockpiled around the lease of existing trees. On completion of the Works, all areas disturbed by the Contractors construction activities (such as areas for compounds, material storage, access and haul roads) shall be restored to their original condition, or as may be acceptable to the Engineer. Restoration shall include ripping, topsoiling of the area and seeding and planting. The cost of this work shall be deemed to be included in the rates generally. If so requested by the Engineer, the Contractor shall on two weeks notice, make available site staff of foreman level and above for training in the environmental aspects of road construction. The staff to be included in the training shall be chosen by the Engineer. The training shall be of a maximum of two working days duration and shall be held on the site. Training will be arranged by the Engineer. The costs of providing personnel for environmental training is deemed to be included in the rates generally. Sub-Clause 111.2 Borrow pits for Embankment Construction
Add the following after the first paragraph: Where borrow material (including subgrade and sub-base) is required to complete the works, details of the location and extraction methods of borrow sites shall be submitted for the approval of the Engineer. Borrow areas in forest or sanctuary areas or other locations deemed environmentally sensitive by the Engineer shall not be approved. The edges of borrow sites shall be no closer than 3 metres from any fence line or boundary. Adequate clearance shall be provided for the construction of catch drains. Borrow sites shall have adequate drainage outlets unless the relevant landowner has agreed that the borrow area is to create a permanent tank or dam. Cut batter slopes shall not be steeper than 3 to 1 and shall be left by the Contractor in a tidy and safe condition to the satisfaction of the Engineer. Written clearance from the land owner/village head shall be obtained before leaving a site from which borrow material has been extracted. Copies of such clearances shall be provided to the Engineer. Site preparation for borrow areas shall be in accordance with Section 201 of this specification. Topsoil is to be stripped and stockpiled in accordance with Sub-Clause 301.3.2 and replaced and seeded in accordance with Sub-Clause 308.3. Borrow areas shall be top soiled and seeded immediately after the area is no longer required for borrow as directed by the Engineer.

Approach roads/tracks to borrow areas shall be maintained during use and left in good condition after closing down the borrow areas. The costs of treatment of borrow sites in accordance with the requirements of this Clause shall be deemed to be included in the rates for the borrow material. Sub-Clause 111.5 Pollution from Hot Mix Plants and Batching Plants
Add the following after the first paragraph: Locations for Hot Mix and Batching plants shall be subject to the approval of the Engineer. Batching and Hot Mix operations shall be undertaken in accordance with all current rules and regulations protecting the environment. Sub-Clause 111.6 Substances Hazardous to Health
Add the following after the first paragraph: The use of any herbicide or other toxic chemical shall be strictly in accordance with the manufacturers instructions. The Engineer shall be given at least 6 working days notice of the proposed use of any herbicide or toxic chemical. A register of all herbicides and other toxic chemicals delivered to the site, shall be kept and maintained up to date by the Contractor. The register shall include the trade name, physical properties and characteristics, chemical ingredients, health and safety hazard information, safe handling and storage procedures, and emergency and first aid procedures for the product.
Sub-Clause 111.8 Add the following after the first sentence: At the direction of the Engineer, the Contractor shall provide for the laying of dust palliative on, or the watering of, the works and of roads, and other areas immediately adjacent to the works. The materials and methods used for dust control shall be subject to the approval of the Engineer. Sub-Clause 111.12

After the last sentence add the following: The costs of compliance with Clause 111 shall be deemed to be included in the rates for items included in the Bill of Quantities. Sub-Clause 111.13 Add new Sub-Clause: The Contractors attention is drawn to the Discharge Standards promulgated under the Environment Protection Act, 1986, and the Contractors responsibility to adhere to these limits. All waste arising from the project is to be disposed of in a manner which is acceptable to the State Pollution Control Board and the Engineer. Sub-Clause 111.14 Add new Sub-Clause: The Contractor shall plan and execute the work so as to minimise the possibility of pollution of areas adjoining the construction area, from contaminants such as petroleum products, trade waste, garbage and other noxious substances. Impervious bunds shall be constructed around all fuel, oil and liquid materials storage areas large enough to contain at least 120% of the storage volume. Drainage of the ponded areas shall be provided with lockable gate valves. The gate valves shall remain closed and locked at all times except during the controlled removal of stormwater from the ponded area. The valves shall be manned at all times while they are unlocked and/or open.
Clause 112
ARRANGEMENT FOR TRAFFIC DURING CONSTRUCTION General
Sub-Clause 112.1
Delete the last sentence and add the following : Four weeks before undertaking work which would involve any obstruction whatsoever to traffic the Contractor shall submit, for the Engineers approval, a Traffic Control Plan. The plan shall include: i. Typical drawings for temporary diversions in accordance with Sub-Clause 112.3
ii. Typical details of arrangements for construction under traffic including details of traffic arrangements proposed to be in place after the cessation of work each day.

Special consideration shall be given in the preparation of the Traffic Control Plan to the safety of pedestrians and workers and delineation of the roadway at night. The minimum requirements for traffic control are shown in the Drawings. Alternative arrangements may be used subject to the approval of the Engineer. Temporary diversions will be constructed only with the approval of the Engineer and will generally only be constructed at bridge sites where new bridges are to be located on the existing road alignment. Road works shall generally be constructed under traffic. Sub-Clause 112.2 Passage of Traffic along a part of the Existing Carriageway Under Improvement
Delete this Sub-Clause and replace with: In general the work will be constructed under traffic with the following being the minimum requirements to be provided by the Contractor. At least one 3.7m lane to remain open to traffic at all times. Flag men in contact with each other by radio shall control the flow of traffic at each end of a section being constructed under traffic. The surface used by the through traffic shall at all times be a firm all weather compacted surface free of pot holes and other defects. The maximum continuous length over which construction under traffic may take place shall be limited to 1.0km unless otherwise approved by the Engineer. Passing bays at least 20m long with additional width of 2.5m shall be provided at 0.5 km intervals. At any time, the number of sections on the project being constructed under traffic shall be minimised and shall be subject to the approval of the Engineer. During periods when the works are not attended by flagmen, the carriageway shall be restored to a minimum width of 7 metres (or two separate 3.5 metre wide lanes) to allow passage of two way traffic.
Full details of proposed traffic control measures are to be submitted to the Engineer for approval 5 working days prior to undertaking any work which would involve disruption to traffic. The use of the completed Works or part of the Works in providing for traffic shall not be considered as full opening to traffic and shall not be a reason for issuing of a Certificate of Practical Completion for the section so used. Sub-Clause 112.3 Passage of Traffic along a Temporary Diversion.
Delete this Sub-Clause and replace with: Where approved by the Engineer, a temporary diversion shall be constructed with a 7m carriageway and 2.5m wide earth shoulders on each side (total width of roadway 12m). The

Contractor shall be responsible for the design of the pavement which shall have a bituminous surface. The Contractor shall submit full details of his proposal to the Engineer for approval, 14 days prior to undertaking the construction of the diversion. Design details submitted for approval shall show: i. ii. iii. iv. Pavement construction and surface type. Roadside furniture Drainage culverts and pits. Alignment and grading at a horizontal scale of 1:2000 for rural roads and 1:500 for urban roads. A sight distance diagram if opposing traffic is to use a single carriageway. Sufficient cross-sections to indicate the feasibility of making connections between various parts of the work. Intersections, and any other locations where traffic may be required to make turning, merging or diverging movement, at a scale of 1:500.

Pavement marking details.
The geometry of the diversion shall be designed for vehicle speeds of 60 km/hr in accordance with IRC guidelines. Drainage structures shall be provided to prevent ponding if necessary. The drainage structures shall be sized to prevent water flowing over the road in storms with an average recurrence interval (ARI) of one year unless otherwise approved by the Engineer. The diversion embankment and pavement shall be designed to resist damage during periods of overtopping in storms with ARI greater than 1 year. The wearing surface of diversions shall be bituminous and shall be firm, even and skid resistant under all weather conditions and shall be designed to remain sound during use. The wearing surface width shall extend across the full width of the traffic lanes. The wearing surface shall be carried onto any existing connecting roadway so as to finish square to the existing roadway centerline. Diversions shall be constructed in accordance with the technical requirements of the Specification Parts for:

Site Clearance Earthwork, Erosion Control and Drainage Sub-bases, Bases (Non-Bituminous) and Shoulders Bases and Surface Courses (Bituminous) The Contractor shall be responsible for the maintenance of diversions and shall ensure that the road surface is kept safe for traffic. Potholes and other failures shall be repaired without delay. Damage caused by storm water, including overtopping of the diversion, shall be repaired by the Contractor. The cost of all or any work which, in the opinion of the Engineer, is to be carried out by the Contractor to maintain the diversions in a trafficable condition is deemed to be included in the rates in the Bill of Quantities. All signposting, pavement marking and other traffic control devices shall be completed before the opening of diversions to traffic. Diversions shall not be opened to traffic until they have been inspected and approved by the Engineer. Unless otherwise approved by the Engineer, traffic shall be switched to diversions only where the Contractors usual workforce will be on site for a minimum of two days thereafter. Unless otherwise approved by the Engineer, sections of existing roadway or bridges being replaced shall not be disturbed for at least two days after opening a diversion in case failure of the diversion occurs and there is a need to redirect traffic back onto the existing roadway. The need to redirect traffic shall be determined by the Engineer. The costs associated with the redirection of traffic back onto the existing roadway shall be borne by the Contractor. Upon completion of the Work the diversion arrangements shall be removed and the area restored to a condition equivalent to that which existed prior to the commencement of the work. Sub-Clause 112.6 Measurements for Payment and Rate
Delete this Sub-Clause and replace with i. Construction Under Traffic
Payment for traffic arrangements for construction under traffic is deemed to be included in the rates generally. If the Contractor fails to provide traffic arrangements to the satisfaction of the Engineer on sections of road being constructed under traffic, liquidated damages shall be applied at the rate of Rs 200,000 per month per section of road being constructed under traffic. Liquidated damages shall be applied pro-rata in the case where traffic arrangements are not to the satisfaction of the Engineer for part of a month.
ii.
Temporary Diversions
The Construction of temporary diversions, including temporary cross drainage structures and flood protection as described in Sub-Clause 112.3 shall be measured on a linear metre basis for each diversion required. The length of the diversion shall be taken as the length along the diversion centre line from where the centre line of the diversion leaves the edge of the bitumen surface of the existing road to the point where it returns to the edge of the bitumen surface of the existing road. The rate shall be full compensation for construction (including supply of material, labour, tools etc.) maintenance, final dismantling and disposal. If the

Contractor fails to carry out maintenance of a diversion to the satisfaction of the Engineer, liquidated damages shall be applied at the rate of Rs 200,000 per month per diversion. Liquidated damages shall be applied pro-rata in the case where maintenance is not to the satisfaction of the Engineer for part of a month. Upon completion of construction of each diversion to the Engineers satisfaction, the Contractor shall be paid 60% of the rate per metre for the length of the diversion shown in the Bill of Quantities. The remaining 40% shall be paid upon removal and disposal of the diversion and reinstatement of the area to its original condition to the satisfaction of the Engineer. Sub-Clause 112.7 Add new Sub-Clause: At all times, the Contractor shall provide safe and convenient passage for vehicles pedestrians and stock to and from side roads and property accesses connecting to the roadway. Work which affects the use of side roads and existing accesses shall not be undertaken without providing adequate provisions to the prior satisfaction of the Engineer. Sub-Clause 112.8 Plant and Equipment Add new Sub-Clause: During the day, plant and equipment working in a position adjacent to traffic and having a projection beyond the normal width of the item, for example, a grader blade, shall have a fluorescent red flag attached to the outer end of the projection. During poor light conditions or at night, an additional traffic controller with an illuminated red wand shall direct traffic around such plant and equipment. At night, all plant items and similar obstructions shall be removed from the normal path of vehicles, to provide a lateral clearance of at least 6 m where practicable, with a minimum clearance of 1.2 m. Plant and equipment, within 6 m of the normal path of vehicles, shall be lit by not less than two yellow steady lamps suspended vertically from the point of the obstruction nearest to a traffic lane, and one yellow steady lamp at each end of the obstruction on the side furthest away from the traffic lane. Clause 113 GENERAL RULES FOR THE MEASUREMENT OF WORKS FOR PAYMENT Measurements of Lead for Materials Side Roads and Property Accesses
Sub-Clause 113.2
Delete this Sub-Clause and replace with: Payment shall not be paid for haulage of materials required under the contract except as specifically stated in this specification. The rates in the Bill of Quantities are deemed to include the costs of haulage from source of supply to the site for all materials required for the Works and the cost of haulage from the site to locations for disposal for materials not required for the Works.

Sub-Clause 113.5 Basis
Measurements of Bituminous Courses for Payment on Weight
Delete this Sub-Clause and add the following : All bituminous surfacing shall be paid on an area or volume basis in accordance with Sub-Clauses 113.3 and 113.4. Clause 116 CRUSHED STONE AGGREGATES
Delete this clause and replace with: Where the terms crushed gravel/shingle, crushed stone, broken stone or stone aggregate appear in any part of the Tender Documents or Drawings issued for work, they refer to crushed gravel/crushed shingle/crushed stone/crushed rock aggregate obtained from an integrated crushing plant having appropriate primary crusher, secondary crusher, vibratory screen and pugmill. Clause 119 USE OF SURFACES BY CONSTRUCTION TRAFFIC
Add the following Sub-Clause: Sub-Clause 119.4 Granular base course shall be kept clean and uncontaminated as long as it remains uncovered by surface treatment. The Contractor may, at his own risk, allow traffic to travel on the crushed rock base prior to application of the primer seal. Should the base course become contaminated with materials unacceptable to the Engineer, the contractor shall make good by cleaning it to the satisfaction of the Engineer or by removing the layer and replacing it in accordance with the specification at no additional cost. The asphalt wearing course shall be placed between 3 and 8 months of allowing traffic to pass over that section of primer sealed base course and not before the approval of the Engineer is given. Add the following Sub-Clause: Sub-Clause 119.5 Any damage to existing pavements, which, in the opinion of the Engineer, is caused by the Contractors construction traffic shall be repaired at the Contractors expense as directed by the Engineer in accordance with Clause 3000.

SITE OFFICE FOR ENGINEER & OTHER SUPERVISORY STAFF Description

The Contractor shall arrange to provide fully furnished office accommodation constructed as shown in the drawings or as directed by the Engineer. The Contractor shall provide working drawings and Specifications based on the information provided in this specification for the approval of the Engineer prior to commencement of construction. The office shall have a net floor area and consist of rooms and offices as detailed in Appendix A. The siting and orientation of the office shall be decided upon in consultation with the Engineer and shall be confirmed in writing before erection. Buildings for the office shall be constructed of concrete and/or masonry or other materials approved by the Engineer. Office shall have concrete floors with approved floor tiles. The walls, up to the level of the basement shall be constructed of coarse rubble stone masonry and above this level, up to the roof level, shall be constructed of brick masonry. The roof shall be of reinforced cement concrete of M20 grade. The walls shall be plastered with cement mortar. A potable water supply shall be provided to the toilets, which shall contain a wash hand basin and shower, and to the tearoom which shall contain a sink with suitable built in cupboards and working surfaces. An electric geyser shall be provided in the tearoom to supply hot water to both the tearoom and toilets. The store shall be fitted with suitable shelving. Ceilings shall be provided in the office. The clear height of the office between floor and ceiling shall be 2.4m minimum. All windows shall be of the type that can open over the full window area and shall have steel frames. The Contractor shall provide working drawings based on the information provided in this specification for the approval of the Engineer prior to commencement of construction. The laboratory shall have a net floor area and consist of rooms and offices as detailed in Appendix A. The siting and orientation of the laboratory shall be decided upon in consultation with the Engineer and confirmed in writing before erection. The laboratory shall be constructed of concrete and/or masonry or other materials approved by the Engineer. The office part shall have concrete floors with approved floor tiles. The laboratory shall have a concrete floor. The walls, up to the level of the basement shall be

constructed of coarse rubble stone masonry and above this level, up to the roof level, shall be constructed of brick masonry. The roof shall be of reinforced cement concrete of M20 grade. The walls shall be plastered with cement mortar. A potable water supply shall be provided to the toilets, which shall contain a wash hand basin. The store shall be fitted with suitable shelving. Benches and shelving as noted on the drawings shall be constructed in the laboratory. Ceilings shall be provided in the offices and laboratory. The clear height of between floor and ceiling shall be 2.4m minimum. All windows shall be of the type that can open over the full window area and shall have steel frames. Sub-Clause 121.6
Add after the second paragraph: The laboratory shall be provided to the Engineer within 4 months from the date of issue of the Engineers notice to commence or 3 months from the date of providing the land for the construction of the laboratory whichever is later. Unless otherwise approved by the Engineer, no work on the permanent works which requires laboratory testing to determine compliance shall be undertaken by the Contractor until the laboratory, including all furniture and equipment, is handed over to the Engineer.

If the Contractor fails to handover the furnished laboratory within the period stipulated above, an amount of Rs 100,000 per month or part thereof shall be debited to the Contractors account for the period of delay. The measurement for maintenance of the Engineers field laboratory shall be on maintenance months and shall be made on completion of satisfactory maintenance every month. If at any stage, the Contractor fails to carry out the required maintenance satisfactorily, an amount of Rs 10,000 per month or part thereof shall be debited to the Contractors account. In addition, the month/months during which the Contractor fails to carry out the required maintenance satisfactorily shall not be measured for payment. If the Contract works are not completed within the stipulated period or within the granted extended time of completion, maintenance of the laboratory accommodation in accordance with Clause 121.5 shall be carried out by the Contractor at his own cost and as such no payment shall be made for the same. In case of any failure by the Contractor to do so, an amount of Rs 30,000 per month or part thereof shall be debited to the Contractors account.

The work covers the construction and provision of furnished mobile site cabins for the sole use supervisory staff of the Engineer. The site cabin shall be placed within the road reserve in locations approved by the Engineer. Mobile cabins shall be constructed of timber, asbestos or other approved materials. They shall have double walls filled with insulating material and be lined on the inside with timber or other approved material.

Site cabins shall be painted in an approved paint and the paint work shall be maintained during the contract period. Site cabins shall be constructed in accordance with the drawing in Appendix A. Mobile site cabins shall have a floor area of not less than 12 m2 and shall be fitted with a bench type working top as shown in the drawings with suitable shelves and cupboards provided beneath. The structure shall be strong, durable and weather proof, shall be adequately insulated against heat & cold and shall have provision for through ventilation. Each door shall be fitted with a lock having two keys. Site cabins shall be constructed such that they are easily transported from place to place within the site. The Contractor shall submit proposed design for the site cabins to the Engineer for approval before commencement of construction. Sub-Clause 122.2 Add new Sub-Clause. The provision of site cabins shall be measured as the number of site cabins supplied to the site. The rate shall include for the provision of accommodation as specified including roof, walls, floor, windows and glazing, furniture, doors with locks and fittings, painting, maintenance, servicing, relocation when requested by the Engineer and removal when no longer required. The site cabins shall remain the property of the Contractor at the completion of the work. Upon provision of each site cabin on the site in a location satisfactory to the Engineer, the Contractor shall be paid 60% of the rate tendered. The remaining 40% shall be paid upon removal from the site of the site cabin. The costs of relocating the cabins within the site during the construction of the works as required by the Engineer are deemed to be included in the rate for provision of site cabins. Site cabins shall be provided to the Engineer within 4 months of the date of issue of the Engineers notice to commence. If the Contractor fails to hand over the site cabins within the time stipulated above, an amount of Rs 15,000 per month or part thereof for each site cabin not provided shall be debited to the Contractors account for the period of delay. Isolated boulders greater than 1.0 cubic metres in volume may be included in this definition. Sub-Clause 301.3.3 Excavation - General Delete the last two sentences of last paragraph. Sub-Clause 305.2.2.2 Borrow materials Delete paragraphs 1 and 2 and replace with the following: Borrow areas have not been designated by the Employer. The arrangement for locating the source of supply of the material for embankment as well as compliance to the different environmental requirements in respect of excavation and borrow areas as stipulated, from time to time, by the Ministry of Environment and Forest, Government of India and the local bodies, as applicable shall be the sole responsibility of the Contractor. Borrow pits along the road shall not be permitted within the right of way or immediately adjacent to the right of way. Paragraph 8 of this Sub-Clause given below Table 300-2 shall read as under: The Contractor shall, at least 7 working days before commencement of compaction, submit the following to the Engineer for approval. (i) The values of maximum dry density and optimum moisture content obtained in accordance with IS: 2720 (Part 8) for each fill material intended for use. The Contractors attention is drawn to the lead time that may be required to procure some native seed species. The Contractor shall submit to the Engineer the name(s) of the proposed seed supplier(s) within two weeks of the acceptance of the tender. The native seed shall be delivered to the site in separate lots for each species and variety, clearly labelled to show species, variety and weight. Grass seed shall be pre-packed commercially with an accompanying certificate of germination. The Contractor shall advise the Engineer of the unavailability of any of the specified seed species at least six weeks in advance of sowing. The Contractor shall notify the Engineer in writing at least five days prior to commencing vegetation of an area. Fertiliser used shall be an organic type having an N:P:K analysis (stated in elemental form) within the following range: N: P: K: 5.0% to 9.0% 1.0% to 4.0% 2.0% to 4.0%
Fertilizer shall be delivered to the site in unopened standard bags or containers bearing the manufacturers description, analysis of constituents and quantity. The Contractor shall advise the Engineer at least two days before applying fertiliser to allow the Engineer to inspect the unopened bags or containers. Straw to be used in mulching operations shall be derived from cereal crops comprising wheat, oats or rice. Meadow hay or weeds shall not be used. Water used shall be potable. B. Top soil
After the third sentence add: The Contractor shall use topsoil stockpiled on site from material previously identified by the Engineer for stripping and re-use as topsoil. Before use for vegetation work topsoil shall be screened or sorted to remove stumps, roots, stones greater than 50mm in size. C. Bituminous Emulsion

Sub-Clause 308.3.1 Seed-bed preparation Replace 150mm with 100mm

Sub-Clause 308.3.2 Fertilizer Application Add after the first sentence: Fertilizer shall be applied only to areas to be seeded with native seed. Fertilizer shall not be applied to areas to be seeded with native grass. Where specified, fertilizer shall be applied at a rate of 1000 kg per hectare. Sub-Clause 308.3.3 Planting of seeds Add after the first paragraph: The Contractor shall maintain records of measurements and calculations to determine actual distribution rates for each lot. Add after the second paragraph: Seeding should not be carried out in unfavourable weather conditions when the wind exceeds 15 km/hr or during rain periods. Native seeding should take place just prior to the onset of the wet season. Sub-Clause 308.3.4 Soil moisture and watering requirements Delete this Sub-Clause and replace with: If necessary, the Contractor shall water areas to be seeded such that soil moisture shall exist throughout the zone from 25mm to at least 125mm below the surface at the time of planting. Sub-Clause 308.5 Maintenance
Add after the first paragraph: Watering is to be carried out over the whole of the area to be seeded over a 12 month period such that strong growth is achieved, but shall not be less frequent than: every three weeks between the beginning of February to mid April every ten days from mid April until mid June, and every month thereafter except that watering is not required during the wet season (commencement and completion of the wet season to be determined by the Engineer). Watering shall be carried out such that soil moisture shall exist to a depth of 125mm below the surface. Watering shall be carried out early in the morning and as late in the evening as possible. Seed areas which do not exhibit strong growth shall be reseeded as directed by the Engineer.

During the maintenance period the Contractor shall be responsible for keeping seeded areas secure from damage by animals or other sources. Sub-Clause 308.7 Rate
Add after the first paragraph: The rate for seeding and mulching shall include fertilizer where specified, mulching material including organic manure, bituminous emulsion, watering and maintenance. Payment for native grass and native seeding shall be made as follows: 50% of payment due for the relevant items after completion of seeding and mulching to the satisfaction of the Engineer. remaining 50% to be paid 12 months after seeding. This part of the payment is to be made in proportion to the area over which a strong grass cover as determined by the Engineer, has been established. Other areas disturbed by the Contractor

Other areas disturbed by the Contractors construction activities (such as areas for compounds, material storage, access and haul roads) shall be restored by vegetation in accordance with Section 308. This work shall be at the Contractors cost. Clause 309 Sub-Clause 309.2 SURFACE/SUB-SURFACE DRAINS Surface Drains
Add at the end of the third paragraph: The concrete lining of the concrete lined drains shown on the drawings shall be constructed in accordance with the requirements of Clause 408. Metal grates for sumps on concrete lined surface drains shall be heavy duty (trafficable by commercial vehicles) proprietary products with gaps between bars no greater than 25mm. The Contractor shall submit proposals for grating to the Engineer for approval before commencing construction of the sumps.
Add at the end of the fourth paragraph: Surface drains shall be constructed as soon as possible after or during construction of the embankment and prior to construction of the Base.

Delete this Sub-Clause and replace with: Surface drains not lined with concrete running adjacent to the road formation (side drains) shall be included in the items for excavation for the roadway in accordance with Sub-Clause 301.8. Surface drains that are not adjacent to the roadway and that therefore cannot be constructed as part of the roadway excavation shall be measured in cubic metres of excavation. Measurement for sub-surface drains shall be per running metre length of drain. Concrete lined surface drains shall be measured per running metre length of drain. Sub-Clause 314.1
Scope
This Sub-Clause covers the planting (including mulching and fertilising), watering and maintenance of trees as shown on the Drawings, listed in the Specification, or as directed by the Engineer. Sub-Clause 314.2 Timing
Unless otherwise directed by the Superintendent, planting shall be carried out within seven (7) days of seeding operations, to avoid unnecessary disturbance of areas of existing vegetation and of areas of the works previously topsoiled and seeded, or straw mulched. Sub-Clause 314.3 Procedures
All work specified shall be carried out under the supervision of an experienced landscape tradesman satisfactory to the Engineer. Planting work includes: (a) Planting of tree species on roadside margins as shown on the Drawings, or as directed by the Engineer. All planting copses are to be kept clear of all drainage lines, overhead wires and all other public utilities. Allowance shall be made in the rates quoted for the supply of any water or watering facilities necessary for the planting and maintenance of the trees. Water shall be free from oils, salts, acids, alkalis, organic matter and any other matter which would affect the growth of plants. Plant root systems shall be maintained moist at all times with particular attention prior to and immediately after planting. Preservation of Existing Vegetation Existing vegetation shall be preserved and protected except where otherwise specified or directed. Protective measures for existing vegetation shall include : (i) Machinery movement over and disturbance to surfaces adjacent to existing trees shall be kept to a minimum. Deleterious material including oil, petrol, cement, bitumen, spillage from washing operations and similar contaminants shall be kept clear of trees, shrubs and grass including their root systems. Materials shall not be stockpiled over root systems.

Damage to overhead tree canopies by machine or truck operations shall be avoided.
(d)
Method of Work The Contractor shall organise his planting work and methods so as to minimise damage to surface vegetative work already done under this Contract, by topsoiling and seeding, or by other methods. Damage to the existing vegetation caused by the Contractors tree planting operation shall be rectified at the Contractors expense.
(e)
Transportation and Storage of Plants The loading, transporting and unloading of plants from holding areas to planting sites shall be undertaken in a manner that causes minimal disturbance to the rootball, and the overall stability of the plants. The Contractor shall ensure that all care is taken in the transportation of plants to and from the work site. Plants deemed by the Superintendent to have been damaged by the Contractor, through the Contractors neglect and/or mishandling, shall be rejected and replaced at the Contractors expense. The storage of plants shall be at a site approved by the Engineer. It shall be located in an area protected from wind, dust, vermin and be accessible to an adequate water supply. During transportation and storage, plant containers shall be kept moist at all times. Plants deemed by the Superintendent be suffering from stress, due to the Contractors neglect in providing adequate water or for any other reason, shall be rejected and replaced by the Contractor at his expense.
(f)
Setting Out The positions of all plantings shall be set out in accordance with the Drawings, or as directed by the Engineer. An inspection shall be undertaken by the Engineer prior to the commencement of planting operations.
Sub-Clause 314.4
Materials for Landscaping
Sub-Clause 314.4.1 Topsoil The quality and source of topsoil to be used shall be as specified in Section 308. In addition, planting holes shall be filled with topsoil with a pH adjusted to 5.5 if it is below 4.5. Sub-Clause 314.4.2 Fertilizer Fertilizer shall be a slow-release type in pellet form with an 8-9 months release period and an N.P.K ratio approximately equal to 20-4-8. Fertiliser shall be delivered to the site not less than two weeks prior to use in unopened standard bags or containers bearing the manufacturers description, analysis of constituents and quantity. The Contractor shall test the fertiliser for conformance of constituent elements prior to using the fertiliser in the work.

Sub-Clause 314.4.3 Mulch Only that material that is free of soil, weeds, stones, vermin, insects or other foreign material shall be used as mulch. Mulch used in landscape planting shall be one of the following or a suitable alternative approved by the Engineer. (i) (ii) (iii) A layer of stone 100mm thick. Organic waste such as vegetable matter in a layer 75mm thick. A layer of newspaper 75mm thick.
The mulch shall be free of soil, weeds, stones, vermin, insects nor other foreign material. The Contractor shall submit proposals for mulch to the Engineer for approval, 21 days before planting. Sub-Clause 314.4.4 Plant Material The plants are to be supplied by the Contractor. All plants are to be supplied in the containers as specified below and shall have grown to the approved heights as specified below : CONTAINER SIZE Super Advanced 45 Litres Sub-Clause 314.5 APPROVED PLANT HEIGHT
1.5m Trunk Height Planting Operations
Sub-Clause 314.5.1 General Unless otherwise directed by the Engineer planting shall not be carried out into dry soil in extreme summer weather conditions. Planting shall take place prior to the onset of the wet season. Plant root systems shall be maintained moist at all times with particular attention paid during the on-site period prior to and during planting. Sub-Clause 314.5.2 Individually Mulched Planting Super Advanced Size Stock Planting shall be in accordance with the landscape procedures as detailed on the Drawings and the following requirements. Planting shall be at locations indicated on the Drawings and as directed by the Engineer. The Contractor shall mark proposed planting locations for the approval of the Engineer, a minimum of 7 days before planting is to commence.

In areas where close spaced planting is to take place a Glyphosate-based herbicide approved by the Engineer shall be applied at the rate recommended by the manufacturer over the grass and weed within the area. A minimum of two applications at fourteen day intervals shall be required. No sooner than fourteen (14) days after the second application of the herbicide, the area for planting shall be evenly machine ripped and broken up to a depth of 400mm by tynes set at 300mm centres with a minimum of two passes. Each subsequent pass shall be in the opposite direction to the preceding pass. Planting holes shall be excavated to the dimensions as shown on the Drawings. The use of an auger or similar implement to excavate planting holes is not acceptable. During planting and backfilling with site topsoil, Super Advanced sized plants shall have ten (10) fertilizer pellets placed beside the root ball. The backfilling of each hole shall then be completed and lightly compacted by tamping down so that on completion the backfilled area is flush with the natural surface level of the soil. Immediately after back filling, mulch shall be spread to a depth as required by the Drawings and this specification. The mulch material is not to be mixed with the underlying soil during excavation and backfilling. Mulch material shall be kept just clear of the stems of plants. Trees shall be protected by steel cages in accordance with the detail on the Drawings and this Specification. Super-Advanced size plant shall receive 50 litres of water per plant, in a manner which causes minimum disturbance to the mulch, immediately after the planting operation is complete. Sub-Clause 314.6 Maintenance
The Contractor shall water, control weeds, control insects and disease, apply fertilizer and generally maintain the works in good condition regardless of weather conditions in accordance with Clauses in this specification. (a) Maintenance Period The maintenance period for planting shall end at the completion of the defects liability period for the relevant road section or 12 months from the completion of planting, whichever occurs later. The Contractor shall be responsible for all maintenance requirements from the time of seeding and planting to the end of the maintenance period. During this period the Contractor shall make good all defects and leave the site in a clean and tidy condition to the satisfaction of the Engineer. During the maintenance period the Contractor shall be responsible for keeping all plants and materials secure from damage by animals or theft. (b) Maintenance Inspections Routine maintenance shall be carried out at minimum monthly intervals in accordance with site requirements and prevailing weather conditions. In addition to routine

maintenance visits, the Contractor shall visit the site during periods of adverse climatic conditions or as directed by the Engineer to determine status and effectiveness of maintenance previously carried out and in progress and the need for future maintenance activities. (c) Records The Contractor shall submit a written report to the Superintendent within four (4) days of each maintenance inspection. The report shall include date of visit, maintenance works completed, maintenance works in progress and maintenance works required. The report shall also give details of damaged or missing plants together with a location diagram. Observations and/or recommendations for additional work considered necessary for ongoing maintenance shall also be included in the report. Maintenance work required shall be approved by the Engineer or his representative before work can commence and with exception to those specifically required in the Contract. (d) Watering From commencement of the maintenance period plants shall be watered by minimum monthly applications. Each watering shall comprise the application of twenty (20) litres of water per plant to ensure that a distinct level of moisture is maintained. The frequency of watering the works may be reduced during periods of adequate rainfall or increased during dry periods and in accordance with the Engineers direction. (e) Mulch The Contractor shall maintain mulch areas in a weed free condition and where deemed necessary, at the absolute discretion of the Engineer, reinstate the mulch until completion of the maintenance period. (f) Disease and Insect Control During the maintenance period, plants shall be sprayed to control disease and insect infestation. The Contractor shall obtain the Engineers written approval to the type of chemical proposed for spraying before spraying is carried out. Spraying shall only be carried out in accordance with the manufacturers recommendations and only on windless days. The Superintendent shall be advised 24 hours prior to an intended spraying operation. Additional spraying may be directed by the Engineer as required. In no circumstances are pesticides to be used without the written consent of the Engineer. Where required to be used, pesticides and their application shall comply with requirements of the relevant laws and regulations. Plant Replacement Missing or dead plants, plants in poor condition or plants nominated by the Engineer as unsatisfactory shall be removed and replaced by the Contractor, at his own cost, within 14 days of notification by the Engineer. Plant Material shall conform to Sub-Clause 314.4. Replacement plants shall be of similar size and quality and of identical species and variety to the plant being replaced unless otherwise directed by the Engineer. Replacement plants shall be planted and watered in accordance with requirements in this Specification.

Measurements and Payment
The unit of measurement for tree planting shall be per each plant. The unit of measurement for protection of trees (steel cages) shall be per each plant protected in accordance with the details on the drawings. Sub-Clause 314.8 Rates
The rate for the planting is to include supply from storage site, site preparation, excavation (in all types of material), backfilling, mulching, fertilizing, watering and maintenance of trees of the specified size. Payment of 25% of the scheduled rate will be paid at the satisfactory completion of planting. A second payment of 25% will be paid at 3 months for those trees which are in a healthy state after this period. For trees which have been replaced, the second payment will only be made 3 months after the trees are replanted. The final payment of 50% will be made at the end of the maintenance period for those trees which are healthy at that time. Final payment will be made for trees planted less than 6 months before the end of the maintenance period, at the discretion of the Engineer. Payment for tree protection shall be payment in full for carrying out all operations including fill compensation for all materials labour, equipment and incidentals required to complete the works in accordance with the specifications and drawings. Payment for tree protection works will be made in the same proportions and at the same times as the payment for planting of super advanced trees. The final payment for tree protection will only be made for trees which are healthy at the end of the maintenance period. Final payment for protection of trees planted less than 6 months before the end of the maintenance period will be made at the discretion of the Engineer.

SECTION 400 - SUB-BASES, BASES (NON-BITUMINOUS) AND SHOULDERS

Clause 401 Sub-Clause 401.2 GRANULAR SUB-BASE Materials
Replace Sub-Clauses 401.2.1 and 401.2.2 with: Granular sub-base material shall be natural sand, moorum, gravel, crushed stone, or combination thereof. Materials like crushed slag, crushed concrete, crushed brick and kankar may be allowed with the approval of the Engineer. Sub-Clause 401.4.1 Preparation of subgrade Add after the first paragraph: The existing pavement, where it is to be overlayed by a granular base and embankment of less than 500mm total thickness shall be scarified in accordance with Sub-Clause 501.3.2. multiple bituminous layers exist will be advised by the Engineer. The Contractor will verify that all bituminous layers have been removed using appropriate methods approved by the Engineer. The bituminous surfacing material removed from the existing pavement may be used in other parts of the works provided it complies with the relevant specification clauses. After scarification and removal to the satisfaction of the Engineer of the bitumen surface from the existing pavement to be overlayed, the existing pavement shall be lightly sprinkled with water if necessary and rolled with three passes of an 80-100kN smooth wheeled roller. The existing pavement shall then be proof rolled with a 18 tonne single drum vibrating roller in the presence of the Engineer who shall determine the suitability of the existing pavement for overlay. After proof rolling, the surface of the existing pavement shall be lightly tyned as directed by the Engineer where the overlay includes a sub-base layer but the compacted depth of the sub-base layer is less than 75mm. In other cases tyning is not necessary. Sub-Clause 401.4.2 Spreading and Compacting Add before first paragraph: Where a lower sub-base material is used the minimum compacted layer thickness shall be 75mm. Payment for preparation of existing pavement in areas of overlay shall be made only for areas of existing pavement retained for overlay and treated in the specified manner. Sub-Clause 408.5.3 Delete this Sub-Clause and replace with: Shrinkage control joints shall be 3mm wide, clean cut and made vertically through the concrete kerbs or concrete lined drain at right angles to the direction of the work. Normally they shall be spaced at 3m intervals with minor adjustments to avoid short closing lengths. Shrinkage control joints shall extend for the full width of the section and shall be cut to a minimum of 50% of the overall section depth. The resultant slot in the section shall be tooled to produce a neat groove with rounded arrises. Expansion joints shall be formed adjacent to drainage structures, at tangent points of curves less than 25m radius and at 30m intervals elsewhere. Expansion joints shall consist of a template of the same cross section as the kerb or lined drain 20mm thick cast into the structure so as to provide a discontinuity across the entire section. If the thickness of single compacted layer does not exceed 100 mm, a smooth wheel roller of 80 to 100 kN weight may be used. For a compacted single layer up to 200 mm the compaction shall be done with the help of vibratory roller of minimum static weight of 80 to 100 kN or equivalent capacity roller. SECTION 500 - BASE AND SURFACE COURSES (BITUMINOUS)

The failed pavement shall be excavated to the depth indicated by the Engineer. Where the resulting excavation extends to the bottom of the base course, the sub-base shall be prepared to meet the density requirements of Sub-Clause 401.4.2. Where the affected area extends to the subgrade, the subgrade shall be prepared in accordance with Sub-Clause 401.4.1. The sides and bottom of the excavation shall be treated with a thin layer of hot straight-run bitumen /emulsion using a method acceptable to the Engineer. The excavation shall be filled with material specified in Sub-Clause 501.2.2 in layers not exceeding 75 mm thick. Each layer shall be compacted using a method acceptable to the Engineer and the top layer shall be finished flush with the existing bituminous surface. All loose and/or surplus material remaining on the surface after patching the failed pavement shall be removed prior to placing the profile corrective course. Unsuitable and surplus material resulting from cutting of potholes or excavation of failed pavement, which, in the opinion of the Engineer cannot be used in the Works, shall be removed from site by the Contractor and disposed of at the nearest tip or other approved location in accordance with all statutory requirements. They shall be clean, strong, durable, angular fragments, free from disintegrated pieces and organic or other deleterious matter. Sub-Clause 507.2.4 Filler:
Delete the first two sentences and replace with: Mineral filler shall consist of rock dust, hydrated lime or portland cement, or after inert mineral matter approved by the Engineer. It shall be dry and free from lumps. Sub-Clause 507.4.1 Weather and Seasonal Limitations Replace with: Sub-Clause 507.4.1 Weather Conditions Asphalt shall be placed only upon a surface which is clean and dry and only when the air temperature is greater than 10o C and rain is not imminent. If the weather or surface conditions are considered to be unsuitable, the Engineer may instruct the Contractor to cease laying operation. Any materials laid after this instruction is given will not be paid for and are to be removed at the Contractors expense. Sub-Clause 507.4.3 Tack Coat Delete this Sub-Clause and replace with: A tack coat complying with Clause 503 shall be applied over the prepared surface of the base. The Engineer may direct the pavement area ahead of the spreader to be resprayed and he may specify the time to be allowed between the spraying of tack coat and the placing of asphalt. However, this area shall not exceed the requirements for half a days placing of asphalt. The tack coat shall be applied with care to reduce the possibility of concrete kerbs and adjoining structures being stained by tack coat operation. Where directed by the Engineer, stains on adjoining structures shall be removed by the Contractor at his expense. Sub-Clause 507.4.4 Preparation of mix Add after the first sentence: The particle size distribution and the percentage of bitumen shall ensure compliance with Table 500.9 and Table 500.10. The job mixture shall be designed by the Marshall method.

In the batch mixer the volume of material shall be limited to an amount allowing the paddle tips to be seen when passing through the top vertical position during mixing. For the verification of weights or proportions and character of materials and determination of temperatures used in the preparation of the mixture, the Engineer shall have access at any time to all parts of the plant subject to safety considerations. Sub-Clause 507.4.5 Spreading Add after first sentence: If a delay occurs of more than 30 minutes between successive truck deliveries to the paver, the machine is to be moved clear of the laid material and a proper transverse joint formed. Prior to commencing each days operations, and also after any delay exceeding half an hour during the day, the screed shall be preheated for at least 15 minutes in order to eliminate drag marks and imperfections in the finished mat. All kerbs, and other structures shall be protected at all times from damage or defacement by asphalt placement works and the site shall be left in a clean and tidy condition. In particular the Contractor is to ensure that drainage structures are left clean and free from asphalt. Sub-Clause 507.4.6 Rolling Add after the last paragraph: Where the percent Marshall Density is less than 98% the work shall be assessed based on the difference between the percent Marshall Density and the specified density. An assessment of the work shall be made in accordance with Table 500.11A. Where the asphalt work is deemed non-conforming the work shall be removed and replaced with fresh asphalt and retested. Removal shall be carried out so as not to damage the underlying layers or any road furniture. Any such damage shall be repaired at the Contractors expense.

Sub-Clause 508.4.4 Stone Chippings Stone chipping for primer sealing shall be in accordance with Clause 508.1.2.2. Sub-Clause 508.4.5 Preparation of bituminous materials a. Blending of primer binder Where primer binder is blended in a sprayer, road tanker or storage tanker, the mixture shall be circulated until homogenous.
Sub-Clause 508.4.6 Precoating of aggregates Stone chippings shall be precoated. The application rate of precoating agent shall be 8 L/m3 (loose). The aggregate shall be precoated at least 24 hours but not more than one week before its intended use. The precoating method shall be capable of applying a uniform film of precoating agent to the aggregate particles.

Sub-Clause 508.4.8 Sequence of work
The Contractor shall submit details of the proposed sequence of bituminous surfacing work to the Engineer for review, prior to the commencement of work.

Work shall not commence until the Contractor and the Engineer have agreed that the road surface is ready and fit for surfacing. Sub-Clause 508.4.9 Preparation of base The base shall be prepared in accordance with Sub-Clause 508.1.3.2. Add at end of first paragraph: Surface dressing shall be applied until the base course layer has dried back to a characteristic moisture ratio of 80% of optimum moisture content (cement treated crusher run macadam) or 60% of optimum moisture content (crusher run macadam). Sub-Clause 508.4.10 Conditions for spraying a. Pavement The surface on which primer binder is to be applied shall be damp but not wet. Ambient Temperature Unless otherwise approved by the Engineer, spraying shall not be carried out when the air temperature is less than 15C.

Sub-Clause 508.4.11 Spraying and covering a. General Work shall not proceed until there is sufficient material, suitable plant and personnel on site to carry out the works as specified. Bitumen spraying Bituminous material shall be sprayed uniformly to the specified areas using a sprayer certified and calibrated by an authority acceptable to the Engineer. The spray shall have been certified and calibrated within the 6 month period before spraying. Bitumen spraying will produce a film of material of consistent application over the road surface at the design rate of application. The work shall be so planned as to minimise spraying by hand and hand spraying in the wheel paths shall be avoided. Each sprayer run shall overlap any adjacent run by 50mm to 100mm. Spraying of any load of primer binder shall not commence unless sufficient stone chippings to cover the area to be sprayed is at the work site in trucks. The work shall be carried out in such a manner as to minimise the number of cold joints in the work. Unless otherwise specified, all joints shall be located at the traffic lane lines or the centre of a traffic lane. Traffic shall be stopped while spraying is in progress. Unless otherwise specified, traffic shall not be stopped for more than 15 minutes while material is being sprayed and covered. The spraying of the binder for each run shall start and finish on bitumen laminated paper (or equivalent as approved by the Engineer). The distributor shall start each run at least 10m before the bitumen laminated paper at its correct spraying speed. The distributor shall maintain its correct spraying speed over the full length of each run and shall cross the finish paper at this speed.

Papering and Other Protection The Contractor shall lay bitumen laminated paper (or other paper approved by the Engineer) at the start and finish of each sprayer run to ensure a clean cut-on and cut-off. Edgings, adjoining structures and drainage pit covers and sections of roadway not requiring to be treatment shall be protected from splash and all necessary precautions shall be taken to protect traffic and parked vehicles from airborne bituminous material.

For primer sealing and sealing, paper used for cut-ons, cut-offs and protection of edgings and structures shall be held in place by weighting down with small quantities of aggregate from the same stockpile as used for the work. At the cessation of work each day, the Contractor shall remove from the site all paper and other protective materials.

Loading of aggregates Stone chippings shall be precoated in accordance with Sub-Clause 508.4.6.
e.
Application of stone chipping The stone chippings shall be dry at the time of application and shall be uniformly spread over the sprayed area by means of an approved type of mechanical spreader. The mechanical spreader shall be fitted with removable cut-off attachments to allow the cover material spread width to match the required width on the pavement. The time lag between spraying and spreading shall be kept to a minimum and all sprayed areas, with the exception of approved lapping strips, shall be covered with cover material within ten (10) minutes of spraying the binder. The length of spray runs shall be limited to ensure compliance with this requirement.
Sufficient loaded trucks shall be at the site to provide the full cover for the area sprayed at that time. Prior to the spreading of the stone chippings the load in each truck shall be levelled in the body for measurement purposes.
The rate of application of the cover material shall be as indicated in Table 500.15D. The stone chippings shall be placed to form a mosaic of single particle thickness generally oriented with their least dimension vertical. In order to meet this requirement it may be necessary to apply the cover material initially at a rate slightly less than that specified in Table 500.15D.
Additional stone chippings may be applied by hand spreading to any bare or insufficiently covered areas as necessary to provide a uniform and complete cover. Where the area to be covered with additional stone chippings is not of uniform width, the additional stone shall be spread by hand. Sufficient stone chippings shall be spread to fully absorb the binder applied and to ensure that there is no picking-up under traffic. The Contractor shall provide a separate vehicle for this purpose at the time of this operation.
Additional stone chippings shall be applied before the completion of the steel wheel rolling where possible but not before the sealed area has had at least one pass of the steel wheel roller.
If there are surplus loose particles on any portion of the surface dressed area such portion shall be swept lightly so as to move the loose particles but not disturb the cover material embedded in the binder.

Rolling Rolling shall be carried out with self propelled pneumatic tyred multi-wheeled rollers weighing not less than 6.5 tonnes with the rear wheels offset relative to the front wheels to give overlapping tyre paths. Tyre Pressure shall be at least 0.7MPa.
Rolling shall commence immediately after the aggregates have been spread and shall continue uniformly over the whole area until at least 95% of aggregate particles are bedded down into the primer binder to the satisfaction of the Engineer. Any primer binder not adequately covered after initial spreading shall be covered during the rolling process by additional spreading or drag brooming as specified in (g) to the satisfaction of the Engineer. Rolling shall be carried out such that every 4000 m2
of seal/primer seal receives a minimum continuous rolling of four roller hours within two hours of the binder being sprayed.

Drag Brooming When size 10 or smaller aggregates are used, drag brooming shall be done in conjunction with rolling to ensure that a uniform distribution of stone chippings is achieved.
Sub-Clause 508.4.12 Removal of excess stone chippings Where directed by the Engineer the Contractor shall remove the excess stone chippings from the pavement, pits, kerb and channel and concrete paving by brooming it off on to the unsealed shoulder. Excess stone chippings shall not be removed until the aggregate has properly bedded down into the binder by either trafficking or additional rolling, and shall be removed from 6 hours to 48 hours of being sealed or primer sealed unless otherwise directed by the Engineer. Any damage done to the seal due to the removal of excess aggregate shall be repaired by the Contractor at no cost to the Employer. Two additional roller passes shall be given to the primer seal within two hours after sweeping. The traffic shall be allowed to pass for a period of between 3 and 8 months over the primer sealed base course before taking up the work of laying the asphaltic wearing course. Sub-Clause 508.4.13 Supervision The Contractor shall afford the Engineer every facility to check rates of application, temperature and quantities and to take samples. Sub-Clause 508.4.14 Testing and acceptance a. Samples When requested by the Engineer at any time during the Contract, the Contractor shall provide up to three one litre samples of each bituminous material required under the Contractor. Tests The Contractor shall provide certification of specification compliance for each delivery of primer binder supplied to the work site. All tests shall be conducted in accordance with Indian Standard test methods and Codes of Practice. Acceptance of work Work shall be assured in accordance with Tables 508.15D and 508.15E.

Clause 902 CONTROL OF ALIGNMENT LEVEL & SURFACE REGULARITY Surface Regularity of Pavement Courses

Add after the last paragraph: In addition to the above requirements, the surfaces of both the base course and wearing course shall have smooth longitudinal profiles which provide a high standard of ride quality. Roughness testing shall be carried out upon completion of the base course and again upon completion of the bituminous concrete wearing course. The ride quality of the base course surface and the BC surface course shall have Bump Integrator (BI) values of not greater than 2000 and 1800 respectively. The ride quality of the base course shall be determined from testing after the application of the primer seal. Roughness testing shall be carried out for each lane length constructed. For the purpose of determining rideability: each lane shall be divided into sections 500m long any remaining length less than 500m shall be included with the section immediately preceding it and an average roughness determined for the total section.
The roughness count shall be determined by the average of three replicate test runs. Roughness testing shall be carried out using a Bump Integrator trailer towed at 32 km / hour in accordance with IRC and CRRI guidelines. The Bump Integrator trailer shall be calibrated with the proposed towing vehicle against a MERLIN as outlined in IRC and CRRI guidelines. If the towing vehicle is changed the Bump Integrator trailer shall be re-calibrated with the new towing vehicle. A lower riding quality than that specified above may be accepted at the discretion of the Engineer subject to deductions to the schedule rate applied to the quantity of base course and/or wearing course represented by the test section.

SECTION 2800 - REPAIR OF STRUCTURES

Clause 2800 Sub-Clause 2801 REPAIR OF STRUCTURES Description
Add after the second paragraph: Repairs to bridges are will be confirmed by the Engineer before commencement of the work. Clause 2812 MEASUREMENT FOR PAYMENT
Delete the second sentence of a). Add the following: i) Repairs/replacement of concrete railings/crash barriers shall be measured per running metre of the barrier repaired. Repairs and replacement shall be carried out in accordance with Clause 809 of this Specification and the repaired/replaced barriers shall be in accordance with MOST Standard Drawing No SD 304. RATE
Clause 2813
Add the following after the first paragraph: The rate for crack sealing using epoxy grout shall include the cost of nipples required for injection at the rate of one nipple per kg of epoxy. If additional nipples are required, they shall be paid for separately. The rate for repairs/replacement of barriers shall include all costs to complete the work including removal and disposal of existing barrier and supply and fixing of reinforcement. Clause 2814 STONE FOR SCOUR HOLES
Add the following new Sub-Clauses: Sub-Clause 2814.1 General The work shall consist of the supply of materials and placement of rock in scour holes. Sub-Clause 2814.2 Materials
The rock shall have a least dimension of 300mm and a maximum dimension of 600mm. The stone shall conform to the requirements of Clause 2504 of this Specification. Sub-Clause 2814.3 Measurement for Payment Payment shall be made for the volume (m3) of material placed to the lines and levels shown on the drawings or as directed by the Engineer.

SECTION 2900 - PIPE CULVERTS

Clause 2901 SCOPE
Add after the first paragraph: The work shall include pipe culverts and concrete pipes used as electrical conduit. Clause 2902 MATERIALS
Add after the second paragraph: In the case of pipe culverts to be extended, the Contractor shall confirm, on site, the diameter of the existing pipes, before ordering the extension pipes. Any discrepancy between the pipe diameter indicated in the culvert schedule and that found on the site shall be reported to the Engineer immediately. Clause 2902a Add new Clause: All electrical conduit shall consist of Grade NP4, 150mm diameter concrete pipe or approved equivalent. Installation shall comply with the requirements for pipe culverts. Pipes are to be placed at a minimum grade of 0.5% with a minimum cover of 600mm below underside of base course. Conduit shall project a minimum of 500mm beyond the kerb or outside edge of the berm. All conduits are to have a 2.5mm diameter high tensile draw wire and are to be sealed both ends to the satisfaction of the Engineer. Draw wires shall be at least 1.0m longer than the conduit in which they are installed. Conduit locations shall be as shown on the drawings or as directed by the Engineer. Delete the first sentence in the second paragraph and replace with: Where trenching is involved its width on either side of the pipe shall be a minimum of 300mm.

BEDDING FOR PIPE
Delete this paragraph and replace with: The bedding surface shall provide a firm foundation of uniform density throughout the length of the culvert, shall conform to the specified levels and grades and shall be as specified on the drawings. Clause 2907 BACK FILLING Delete the second sentence and replace with: The back fill shall comply with the material and compaction requirements of embankment as defined in Section 300. Clause 2910 MEASUREMENT FOR PAYMENT
After the first sentence add the following: Concrete pipes for conduits shall be measured along their centre between end locations as directed, in linear metres. Delete the first sentence of the second paragraph and replace with: Cement concrete for pipe bedding shall be measured in cubic metres. Clause 2911 RATE
Add after the first sentence: The rate for pipe culverts shall also include the cost of supplying, placing, shaping and compacting of select granular bedding for pipes as well as excavation and back filling to natural surface level. The rate shall also include clearing out of the existing culvert where the culvert is to be extended. Backfilling above natural surface level (including behind head walls) shall be paid as embankment under Clause 305. The rate for concrete conduit pipes shall include all of the above as well as the costs of draw wires and sealing the conduct ends. Delete the second paragraph and replace with the following:

Ancillary works such as concrete and masonry in head walls shall be paid for separately under the relevant clauses. Add new section:
SECTION 3100 - DAY WORKS

Clause 3101 SCOPE This section covers the hire of the Contractors equipment, labour and materials for use as directed by the Engineer for carrying out Dayworks. Clause 3102 MEASUREMENT FOR PAYMENT Payment for labour used for Dayworks shall be made on the basis of the approved number of man days at the rate quoted in the Bill of Quantities. For periods less than one day payment shall be made pro-rata on the time actually worked assuming a standard 8 hour working day. Similarly, when more than 8 hours are worked in a day payment will be made pro-rata for the additional hours. Payment for equipment used for Dayworks shall be made on the basis of the approved number of hours at the rate quoted in the Bill of Quantities. Payment of sums expended against the provisional sum for materials for Dayworks along with the percentage additions in respect of the Contractors attendance quoted in the Bill of Quantities will only be made when adequate and sufficient documentary evidence is produced to the Engineer showing that the sums claimed were in fact properly expended and actually paid by the Contractor. Clause 3103 RATES The rates quoted for labour and equipment shall include full compensation for provision of the item requested by the Engineer , including all overheads and profit. The rates for equipment shall include the cost of driver, fuel, supervision by foreman and all other costs incidental to the supply and operation of the equipment. The rate for labour include transportation to the location on the site requested by the Engineer, supervision by foreman and all other costs incidental to the supply of the labour. The percentage quoted in respect of the Contractors attendance in the Bill of Quantities for supply of materials shall include full compensation for procurement, transportation and storage by the Contractor of the materials requested by the Engineer.

SECTION 3200 - BOX AND SLAB CULVERTS AND HEADWALLS

Clause 3201 GENERAL The work shall consist of the supply of materials and installation of new or extension of existing slab and box culverts and headwalls for box pipe and slab culverts. Clause 3202 MATERIALS All materials shall comply to the relevant sections of this specification. Granular fill beneath concrete in Culvert flooring shall be Class II filter material in accordance with Table 300-3. Clause 3203 MEASUREMENT FOR PAYMENT Payment shall be made for the following items : Cement concrete m3 HYSD Reinforcement tonnes PCC beneath masonry foundations m3 Masonry foundations m3 Flooring to slab culverts m2 Clause 3204 RATE The contract unit rates shall include full compensation for furnishing all labour materials, tools, equipment and incidental costs for completing the work. The rates shall include for all excavation, backfill, levelling and compaction of foundations, blinding and dewatering. Where existing culverts are to be extended the rates shall include the clearing out of the existing culvert to the satisfaction of the Engineer and breaking back the existing structure to effect a bond with the new work as shown on the drawings or as directed by the Engineer. The items for culvert headwalls and wingwalls will include painting the structure number in black letters 100 mm high on a yellow background, on the headwall in a location approved by the Engineer. The rate shall also include construction of all joints as shown on the Drawings. The item for flooring to slab culverts shall include full compensation for excavation back filling, compaction of subgrade to 95% MDD (IS 2720 Part 8), 150 mm thick selected granular fill and 150 mm thick concrete flooring as detailed on the drawings.
