Cerveja IMPALA, uma aposta sustentvel

Dois casos, uma economia


HEIAS. J pairava no ar em 2012 a ameaa da ocorrncia de cheias no pas. No mbito da proteco civil, organismos preparavam ento workshops, palestras, simulaes e planos de aco, como forma de minorar os efeitos do fenmeno climtico e de controlar os eventuais danos.

As inundaes sempre aconteceram e os efeitos no se fizeram esperar O Governo havia aprovado um Plano de Contingncia para fazer face aos efeitos da calamidade no valor de 120 milhes de meticais. Contudo, o valor no foi suficiente para as operaes de salvamento, o resgate de pessoas e para a criao dos centros de acomodao provisria. As intensas chuvas deixaram um rasto de destruio, perdas humanas, pessoas sem abrigo e prejuzos incalculveis. O fenmeno que abalou a sociedade moambicana deixou srias sequelas na economia, sendo a face mais visvel a da destruio das infraestruturas de acesso. E aos prejuzos contabilizados nas redes rodoviria e ferroviria, h ainda a acrescentar o aumento da inflao e prejuzos no valor de milhes de dlares no sector da energia. Ao mesmo tempo, o dfice logstico no transporte de carvo em Tete agravou-se na decorrncia das cheias, pois milhares de toneladas daquele recurso natural deixaram entretanto de ser escoadas devido interrupo da Linha de Sena. Desconhece-se o valor exacto de todos os prejuzos, mas tanto a sociedade como a economia sofreram, tendo a solidariedade sido um denominador comum. CDM. Sabe-se que a companhia cervejeira produziu mais de 43 milhes de litros de cerveja em 2011 e que as suas aces na Bolsa de Valores de Moambique quase triplicaram em 2012. Na senda de alargar o seu leque de produtos e de promover o desenvolvimento sustentvel, a CDM lanou recentemente uma nova aposta no mercado: a Impala. Uma cerveja confeccionada base da mandioca, que j considerada uma conquista pela Cervejeira nacional, sobretudo porque a mandicoca est a fomentar a produo em Nampula. A CDM est a contribuir para mudar o mosaico da agro-indstria em Moambique e, actualmente, milhares de agricultores j encaram a produo da mandioca como uma cultura de rendimento.

IMPALA Beer, a sustainable challenge

Two cases, one single economy


LOODS. The threat of floods in the country was already in the air in 2012. Within the civil protection context, institutions were then preparing workshops, lectures, simulations and action plans, as a way of alleviating the effects of the climate phenomenon and of controlling eventual damages.

Floods have always occurred, and the effects have been immediate The government had already passed a Contingency Plan to tackle the effects of the calamity in an amount of 120 million meticals. However, this amount was insufficient for the search and rescue operations, including the establishment of provisional accommodation centres. The heavy rains have left a trail of destruction, loss of life, left people homeless and incalculable damage. The phenomenon that hit the Mozambican society has left serious consequences in the economy, and the destruction of access roads is the most notorious side of the coin. Adding on top of the road and railway networks damage is the inflation and the prejudice of millions of dollars in the energy sector. At the same time, the floods exacerbated the logistics deficit in the coal transportation in Tete, since the transportation of thousands of tons of this natural resource through Sena Railway had to be interrupted. No one knows the exact amount of all damages, but what is certain is that both the society and the economy suffered, and solidarity was the common denominator. CDM - It is known that the brewery company produced over 43 million litres of beer in 2011 and that its shares in the Mozambican Stock exchange almost tripled in 2012. As a way of providing a wide range of products and promote sustainable development, CDM has recently launched a new product in the market: the Impala beer. A beer brewed from cassava, which is already being considered an achievement by the national Brewery, above all due to the fact that cassava is fostering production in Nampula. CDM is contributing to change the mosaic of agro-industry in Mozambique, and, currently, thousands of farmers already consider cassava as a cash crop. In fact, the Brewerys intention is to ensure that our beer is 100% Made in Mozambique. In other words, that it is produced solely from local raw material. But this will only be possible if the farmers are able to produce barley, in addition to cassava. And this is CDMs next challenge: to encourage production of barley.c

Seguro Agrrio O Governo moambicano, atravs do Ministrio da Agricultura, acaba de introduzir um programa piloto de seguro agrrio. Nesta fase, a iniciativa abrange produtores do algodo e as empresas que fomentam esta cultura nos distritos de Monapo e Lalaua, na provncia de Nampula, devendo ser expandida pelo territrio nacional. O seguro agrrio visa proteger os camponeses e aumentar os investimentos no sector agrcola, ao mesmo tempo que se criam condies para que a agricultura seja bancvel, pois a componente garantia exigida pelos bancos ser coberta pelo prprio seguro. Alumnio da Mozal A empresa de Fundio de Alumnio (Mozal) rubricou um contrato com a Midal, uma empresa do Bahrein para o fornecimento de 50 mil toneladas de lingotes de alumnio por ano Midal. O alumnio vai ser processado nas novas instalaes da Midal, localizadas no Parque Industrial de Beloluane, na provncia de Maputo. O alumnio processado no pas vai resultar na produo de cabos elctricos e outros materiais com potencial para apoiar a indstria automvel e de construo civil no pas. HCB A Hidroelctrica de Cahora Bassa (HCB) obteve as suas maiores receitas, nos ltimos cinco anos, aps a transferncia para Moambique da gesto da empresa, segundo avanou o PCA da companhia, Paulo Muxanga. Dados fornecidos pelo gestor mostram uma facturao anual de cerca de 300 milhes de dlares.

Rede elctrica

Rede Elctrica da Electricidade de Moambique (EDM) tem vindo a registar sucessivos cortes. Fora da capital, a situao chega a ser catica, e

100 dias depois de assumir a pasta, o novo ministro do Turismo, Carvalho Muria, convocou os agentes econmicos da provncia e cidade de Maputo para o primeiro frente-a-frente na procura de solues para os problemas que afectam o sector. Agricultural Insurance The Mozambican Executive has just decided to pilot a program on agricultural insurance through the Ministry of Agriculture. At this phase, the initiative covers cotton producers as well as companies that cultivate this crop in Monapo and Lalaua Districts, in Nampula Province, and it is going to be scaled up across the country. The objective of the agricultural insurance is to protect the smallholder farmers and increase investments in the agricultural sector, while creating conditions for a bankable agriculture, since the collaterals required by banks will be covered by the insurance itself. Mozal Aluminum The Aluminum Smelter Company (Mozal) has signed an agreement with Midal, a Bahrein company, for the provision of 50 thousand tons of aluminum ingots per year to Midal. This aluminum will be processed in the Midal new plant, located in the Beloluane Industrial Park, in Maputo Province. The aluminum processed within the country will be used in the production of power cables and other materials with potential to support the automobile and civil works industries at national level. HCB The Cahora Bassa Hydroelectric Power Plant (HCB) has obtained its highest revenues for the past five years, after Mozambique took charge of its management, according to the companys CEO, Paulo Muxanga. Figures provided by the manager illustrate an annual turnover of about 300 million dollars.

esde que o ano iniciou, Moambique recebeu trs misses do Banco Mundial, compostas por altos dirigentes da instituio financeira. Trata-se de visitas que vm confirmar o compromisso da instituio em financiar o desenvolvimento do pas e avaliar as aces do Governo moambicano, no quadro da reduo da pobreza.

A primeira visita foi do vice-presidente do Banco Mundial para frica, Makhtar Diop. O alto quadro do Banco Mundial anunciou que seria feito um desembolso de 750 milhes de dlares, que se vo consubstanciar numa doao de 50 milhes de dlares para apoio s cheias que assolam o pas e num emprstimo de 700 milhes de dlares para os prximos dois anos, que sero pagos num prazo de 50 anos, sem nenhuma taxa de juro. A segunda visita foi do director executivo de Constituncia do Grupo Africano 1 do Banco Mundial, Denny Kalyalya, da qual Moambique faz parte. Kalyalya mais do que se encontrar com diversos membros do governo moambicano para discutir e obter uma melhor compreenso sobre os desafios de desenvolvimento enfrentados por Moambique, visitou vrios projectos desenvolvidos com o apoio do Banco Mundial. Mais recentemente, Moambique recebeu um grupo de nove directores executivos do Banco Mundial. A misso voltou a encontrar-se com altos dirigentes moambicanos, no quadro de visitas programadas para trs pases africanos, este ano. Alm de Moambique, Burundi e Uganda tambm sero visitados pelo grupo de directores. Entrentanto, o porta-voz dos directores, Jonh White Head, garantiu mais financiamentos para Moambique nos prximos tempos. Moambique mantm relaes de cooperao com o Banco Mundial desde 1984. No mbito desta cooperao, o pas beneficiou de cerca de 3.6 bilies de dlares norte-americanos, traduzidos em mais 67 crditos e donativos para Programas de Ajustamento Estrutural, financiamento a projectos de desenvolvimento e apoio directo ao Oramento do Estado.

Diogo Lacerda Machado, administrador da holding com sede em Macau, adiantou que foram pedidos s autoridades moambicanas 20 mil hectares de terras, a caminho do Vale do Zambeze, aps um longo trabalho de prospeco de terras e estudos de

mercado. A holding, que j tem interesses na banca moambicana, espera plantar soja e cereais nesta primeira fase do projecto, envolvendo um investimento de dezenas de milhes de dlares, e numa segunda fase ser reforada a produo alimentar e a plantao de jatropha para biocombustveis. Em todas as fases, o propsito vai ser o de assegurar localmente quase toda a transformao agroindustrial, com uni-

dades prprias a ser instaladas, como meio de reter em Moambique a maior parte possvel da cadeia de valor, disse o administrador da Geocapital, o accionista do Moza Banco moambicano e tambm de bancos em, Angola Cabo Verde e Guin-Bissau. A holding Geocapital tem como acionistas de referncia os empresrios Stanley Ho, Ambrose So e Ferro Ribeiro, tendo-se vocacionado desde a sua criao para investimentos nos pases lusfonos, a partir de Macau.c

Senior World Bank Officials visit Mozambique

ince the beginning of the year, Mozambique has received three World Bank missions comprised by the senior leaders of this financial institution. These are visits to confirm the institutions commitment to finance the countrys development and to evaluate the governments actions on poverty reduction. The first visit was made by the World Banks Vice-President for Africa, Makhtar Diop. This senior leader of the World Bank announced that 750 million dollars will be disbursed, comprised by a donation of 50 thousand dollars to assist the current floods situation in the country and a loan of 700 million dollars for the next two years, which will be paid in 50 years free of interest rate. The second visit was made by Denny Kalyalya, the Executive Director of the World Bank Africa Group 1 Constituency, to which Mozambique is a member. Apart from meeting various members of the

Mozambican Government to discuss and better understand the development challenges that Mozambique is faced with, Kalyalya also visited various development projects supported by the World Bank. Quite recently, Mozambique was visited by a group of nine World Bank Executive Directors. The mission met once again with senior Mozambican leaders, within the scope of visits planned for three African countries this year. In addition to Mozambique, Burundi and Uganda will also be visited by the group of directors. Meanwhile, the directors spokesperson Jonh White Head has ensured availability of more funds to Mozambique in the near future. Mozambique has had cooperation relations with the World Bank since 1984. Geocapital is ready to launch an agro-industrial project in Mozambique, with Brazilian partners, waiting only for the authorisation by the Mozambican authorities. Diogo Lacerda Machado, administrator of the Holding, has affirmed that an application for 20 thousand hectares of land along Zambeze Valley has been submitted to the Mozambican authorities, after an in-depth work on land prospection and market study. The Holding, which already has interests in the Mozambican banking, plans to produce soy beans and cereals in this first phase of the project, involving an investment of tens of million dollars, and in the second phase, food production and jatropha

production for bio-fuel will be strengthened.

Caixa Geral de Depsitos fecha ano com prejuzo


A accionista maioritria do BCI, a portuguesa Caixa Geral de Depsitos (CGD), apresentou um resultado lquido negativo de 394.7 milhes de euros em 2012, depois no anterior apresentado tambm prejuzos de 488.4 milhes de euros. Apesar da actividade internacional do banco ter crescido, ou seja nas suas filiais em frica (Moambique, Angola e frica do Sul), sia e Brasil, o maior banco portugus teve resultados pouco famosos na Europa, sobretudo em Espanha, devido s dificuldades em virtude da crise da dvida. O contributo das filiais em frica, sia e Brasil para o resultado consolidado em 2012 atingiu 82.5 milhes de euros, o que representa um crescimento de 42.7% face a 2011. No obstante, o banco pblico registou no fecho das contas de 2012 imparidades (perdas) de crdito e outras de 1.546 milhes de euros, dos quais mil milhes correspondem a perdas potenciais na carteira de crdito.c

Portugal poder pedir aos EUA provas contra S&P


O Departamento Central de Investigao e Aco Penal (DCIAP) equaciona pedir aos Estados Unidos provas que usaram para processar a agncia de rating Standard & Poors (S&P). A mesmas seriam utilizadas no mbito do processo-crime que decorre em Portugal contra as trs grandes agncias de rating: S&P, Fitch e Moodys. que a justia norte-americana abriu um processo contra a Standard & Poors acusando a agncia de rating de fraude, ao inflacionar as avaliaes de determinados produtos financeiros, facto que ter contribudo para a crise financeira de 2008. Tendo em conta tais factos, os Estados Unidos exigem S&P uma indeminizao de 3.3 mil milhes de euros. Em Portugal decorre um processo-crime, desde 2011, no qual as trs agncias de rating (S&P, Ficth e Moodys) so acusadas de manipular os mercados. A agncia, que uma filial do grupo de comunicao norte-americano McGraw-Hill, considera que a aco do Departamento do governo americano injustificada e sem mrito legal. c

Nenhuma cidade africana nas 10 mais caras do mundo


Segundo o Worldwide Cost of Living Survey 2013, Tquio a cidade de maior custo de vida, seguida por Osaka (tambm no Japo) e de Sydney (na Austrlia) e nenhuma cidade africana figura na lista das dez mais caras. O levantamento da Economist Intelligence Unit (EIU) pesquisa preos de 160 produtos e servios em grandes cidades ao redor do mundo e traa um comparativo entre essas metrpoles, usando Nova Iorque como a cidade-base. No Top 10 das metrpoles mais caras surge tambm Singapura, cidades europeias como Paris, Oslo, Zurique, Genebra e Caracas. A presena da capital venezuelana na lista deve-se, segundo a EIU, inflao (estimada em quase 20%) e fixao da taxa oficial de cmbio do bolvar a um patamar alto em relao ao dlar.c

O Brasil , entre os cinco principais emergentes, o que mais diminuiu a desigualdade socioeconmica, nas ltimas duas dcadas. A concluso consta de estudo comparativo pelo Observatrio das Desigualdades da Universidade de Lisboa. De acordo com a autora do estudo, Maria Silvrio (mestranda em

antropologia na rea de migraes, globalizao e multiculturalismo no Instituto Universitrio de Lisboa), o Brasil , entre os pases do Brics (grupo formado pelo Brasil, a Rssia, ndia, China e frica do Sul), o nico que conseguiu diminuir consideravelmente a desigualdade de renda nos ltimos 20 anos, saindo

de um [coeficiente de] Gini de 0,61 em 1990 para 0,54 em 2009. Os dados revelam que apesar da melhoria, o Brasil ainda o segundo maior em desigualdade entre as grandes economias emergentes - s no pior que a frica do Sul que, at meados da dcada de 1990, vivia sob o apartheid. O que chama a ateno no Brics que o Brasil tem pessoas to pobres quanto as mais pobres do mundo e to ricas quanto as mais ricas, explicou a pesquisadora Agncia Brasil. A diminuio da desigualdade e o consequente aumento da classe mdia podem favorecer o crescimento da economia brasileira. Normalmente, o que mais faz um pas crescer a classe mdia, que consome muito. Por ser classe mdia, tem expectativa de crescer mais ainda o que fomenta a economia com maior circulao de bens e a compra de automveis e imveis, avalia a autora do Estudo.c

Portugal may ask evidence against S&P from the U.S.A


The Central Bureau of Investigation and Prosecution (DCIAP) is envisaging to ask the U.S.A for the evidence used to prosecute the rating agency Standard & Poors (S&P). This evidence would be used in the criminal proceedings taking place in Portugal against the three major rating agencies: S&P, Fitch and Moodys. The point is that the American justice has filed a lawsuit against Standard & Poors accusing the ratings agency of fraud, for having inflated the ratings of certain financial products, a fact that has contributed to the 2008 financial crisis. In the light of these facts, the United States requires from the S & P a compensation of 3.3 billion Euros. In Portugal, criminal proceedings have been filed since 2011, in which the three rating agencies (S&P, Fitch and Moodys) are accused of manipulating the markets. The agency, which is a subsidiary of the American media group McGrawHill, believes that the actions of the Department of the U.S. government is unjustified and without legal merit..c

Brazil: The country that looks rich and poor


O BraZil is among the top five emerging countries, which has further decreased the socioeconomic inequality in the last two decades. The finding is part of a comparative study by the Inequalities Observatory of the University of Lisbon. According to the author of the study, Maria Silverio (attending masters degree in anthropology in the area of migration, globalization and multiculturalism in the University Institute of Lisbon), Brazil is among the BRIC countries (a group formed by Brazil, Russia, India, China and South Africa), the only country that has managed to significantly decrease the income inequality over the past 20 years, having decreased from a [coefficient] Gini of 0.61 in 1990 to 0.54 in 2009. The data shows that despite the im-

provement, Brazil is still the second largest country in inequality among the large emerging economies it is also worse than South Africa which, by mid-1990s, was under apartheid. What is striking in the BRICs is that Brazil has people as poor as the poorest in the world and as rich as the richest, explained the researcher to Brazil Agency. The reduction of inequality and the consequent increase of the middle class can favour the growth of the Brazilian economy. Typically, what makes a country grow more is the middle class, which consumes much. The middle class is expected to grow further - which fosters the economy with the increased movement of goods and the purchase of cars and buildings, pointed out the author of the Study.c

Moambique e uma srie de pases da frica Subsaariana devero receber fundos do Banco Africano de Desenvolvimento (BAD) para desenvolver projectos focados aos sectores de agricultura e indstria, que promovam as Pequenas e Mdias Empresas (PME) locais e o emprego jovem. Neste contexto, o Conselho de Administrao do BAD aprovou um emprstimo de 100 milhes de dlares para a instalao de uma fbrica de fertilizantes, em Port Harcourt, na Nigria, que vai atender tambm aos mercados em Benin, Brasil, Gana, ndia, Niger, frica do Sul, Reino Unido e Estados Unidos da Amrica. O projecto permitir que a Nigria, que depende fortemente (80%) do fertilizante importado, promova a agricultura local e o emprego juvenil. Para Moambique, o BAD acordou um crdito no valor de 21.4 milhes de dlares, destinado ao financiamento do projecto de Gesto Sustentvel da Terra e Recursos Hdricos. A iniciativa visa apoiar quatro distritos da provncia de Gaza propensos a variaes climticas e ciclicamente assolados por secas e cheias (Massangena, Chicualacuala, Mabalane e Guij). Estima-se que o projecto financiado pelo BAD venha a beneficiar 20 mil agricultores, dos quais metade sero mulheres.c

AT 2016 , a iniciativa 4Afrika da Microsoft vai ajudar a colocar dezenas de milhes de dispositivos informticos inteligentes na mo de jovens africanos, e ainda colocar em linha um milho de Pequenas e Mdias Empresas (PME) africanas. A 4Afrika dever actualizar as competncias de 200 mil africanos, 75% dos quais a Microsoft vai ajudar a integrar no circuito do trabalho, desenvolvendo competncias para a sua empregabilidade. Com efeito, a Microsoft, em parceria com a Huawei, vai introduzir agora o Huawei 4Afrika uma funcionalidade integral do Windows Phone 8 que ser pr-carregado com aplicaes cuidadosamente concebidas para frica. Inicialmente, este telefone estar disponvel em Angola, Egipto, Costa do Marfim, Qunia, Marrocos, Nigria e frica do Sul, e a maravilha tecnolgica chega a Moambique, ainda este semestre. O telefone Huawei 4Afrika, o primeiro dispositivos inteligente concebido no contexto da Iniciativa 4Afrika, ser dirigido sobretudo a estudantes universitrios, programadores e utilizadores estreantes de smartphones, de modo a garantir que tenham acesso a tecnologias de ponta a preos acessveis.c

Um milho para apoiar a energia limpa em Madagscar

O Fundo de Energia Sustentvel para frica (SEFA) aprovou uma doao de um milho de dlares para finalizar as actividades de pr-investimento para um projecto de energia renovvel, em Nosy Be Island, Madagscar. A doao ser utilizada para financiar estudos de viabilidade para uma combinao hdrica, elica e de tecnologias de energia solar para a concessionria de energia nacional. Nosy Be Island uma das zonas tursticas mais apreciadas em Madagscar, mas severamente contestada em termos de acesso energia segura e limpa. Moambique beneficiou tambm em 2012 dos fundos do SEFA, visando financiar trabalhos de consultoria na rea de energias renovveis. O SEFA decorre duma iniciativa conjunta entre o BAD e o Governo da Dinamarca, que inclui recursos de at 56 milhes de dlares. O fundo opera atravs de duas componentes: subsdios para preparao de projectos de gerao de energia renovvel e investimentos para colmatar o dfice de financiamento para pequenos e mdios projectos de gerao de energias renovveis.c

ADB stands as a financial machine in the Sub-Saharan Africa


MoZambique and a number of sub-Saharan Africa will receive funds from the African Development Bank (ADB) in order to develop projects focused on the agriculture and industry sectors that promote local Small and Medium Enterprises (SMEs) and youth employment. In this regard, the Board of Directors of the ADB has approved a loan of US$ 100 million for the installation of a fertilizer factory in Port Harcourt, Nigeria, which will also serve markets in Benin, Brazil, Ghana, India, Niger, South Africa, United Kingdom and United States. The project will allow Nigeria, which relies heavily (80%) on imported fertilizer, to promote local agriculture and youth employment. As for Mozambique, ADB has agreed a loan in the amount of 21.4 million dollars, for financing the Sustainable Management of Land and Water Resources project. The initiative aims to support four districts of the province of Gaza which are prone to climatic variations and cyclically devastated by droughts and floods (Massangena, Chicualacuala, Mabalane and Guij). It is estimated that the ADB funded project will benefit 20,000 farmers, out of which half will be women.

A million to support clean energy in Madagascar

BY 2016 , the 4Afrika initiative of Microsoft will help put tens of millions of smart computing devices into the hands of young Africans, and also put online one million Small and Medium Enterprises (SMEs) in Africa. The 4Afrika initiative should update the skills of 200 thousand Africans, 75% of which Microsoft will help integrate in the work circuit, thus developing skills for employability. In effect, Microsoft, in partnership with Huawei, will now introduce Huawei 4Afrika - an integral feature of Windows Phone 8 which will be preloaded with applications carefully designed for Africa. Initially, this phone will be available in Angola, Egypt, Ivory Coast, Kenya, Morocco, Nigeria and South Africa, and the technological marvel is expected to arrive in Mozambique later this semester. The Huawei 4Afrika phone, the first intelligent device designed in the context of 4Afrika Initiative will be directed primarily to college students, programmers and the new Smartphone users, in order to ensure that they have access to advanced technology at affordable prices.c

THE PLANET 21 of Accor Group includes 21 commitments of the hotels chain in favour of Sustainable Development, Health, Nature, Carbon, Innovation, Local Development, Employment and Dialogue. This is an initiative that besides mobilizing the employees of the group, it also encourages clients and partners to adhere to a sustainable hospitality for all. Since 2009, Senegal has been home to one of the 14 plantations supported by Accor as part of the Planet 21 project. So far, 590 hotels, including 14 in Africa, are participating in this reforestation financing project, which is carried out in partnership with the NGO SOS Sahel. In Mozambique, the Hotel Ibis Maputo also belongs to the Accor group. The Accor group is responsible for creating 11,000 jobs in Africa, three thousand in sub-Saharan Africa.c

The Sustainable Energy Fund for Africa (SEFA) has approved a donation of one million dollars to complete the pre-investment activities for a renewable energy project in Nosy Be Island, Madagascar. The donation will be used to finance feasibility studies for a hydro combination, wind and solar technologies to the national power utility. Note that Nosy Be Island is one of the most appreciated tourist areas in Madagascar, but it is severely challenged in terms of access to safe and clean energy. Mozambique also benefited from the SEFA funds in 2012, aiming at financing consultancy work in the area of renewable energy. SEFA follows a joint initiative between the ADB and the Government of Denmark, which includes financial resources of about 56 million dollars. The fund operates through two components: grants for project preparation and investments to bridge the financing gap for small and medium renewable energy generation projects.c

Ministrios disputam posse de terras em Nacala


Os Ministrios da Defesa e da Planificao e Desenvolvimento esto em guerra por causa dos polmicos terrenos disputados pelos militares e pelo Gabinete de Zonas de Desenvolvimento Acelerado (GAZEDA), no mbito da Zona Econmica Especial de Nacala. O Ministrio da Defesa diz que os talhes em volta da base area pertencem-lhe. O GAZEDA, em representao do Ministrio da Planificao e Desenvolvimento, no concorda e afirma que o Governo aprovou um dispositivo legal que estabelece a desactivao da base area de Nacala. O estranho que a reivindicao do Ministrio da Defesa levantada seis anos depois da deciso do Governo, como se este Ministrio no fizesse parte do Conselho de Ministros. Ou melhor, onde estava o Ministrio da Defesa e as Foras Armadas de Defesa de Moambique (FADM) quando a implantao da Zona Econmica Especial de Nacala se iniciou? O problema que a guerra aberta no Goveno j est a afectar os proprietrios dos projectos, que foram interditos de qualquer movimento no local por militares. Agentes econmicos afectados dizem que as FADM travaram as obras e os projectos nos talhes prximos da base area de Nacala, colocando guardas armados em vrios pontos para impedir qualquer movimento de pessoas e bens. A situao chocou os proprietrios dos projectos, na medida em que estes tm documentos de autorizao para explorao, concedidos pelo Conselho Municipal de Nacala-Porto e pelo GAZEDA.c

Projectada nova central trmica para Tete

Uma central trmica de energia elctrica produzida com base no carvo mineral e com uma capacidade de produzir 1800 MW vai ser edificada na localidade de Ncondedzi, no posto administrativo de Kambulatsitsi, ao norte do distrito de Moatize, na provncia de Tete. Sero no total trs centrais at 2020, com os projectos das mineradoras Vale e Rio Tinto. O empreendimento, cujas obras devero iniciar em Maro de 2015, da iniciativa da empresa mineradora Ncondedzi Coal Company, sendo que o mesmo ser instalado ao lado da mina e a aproximadamente 95 quilmetros da linha de transmisso

de energia elctrica da rede nacional da Hidroelctrica de Cahora Bassa (HCB). O projecto, conforme declaraes prestadas pelo director Nacional da Empresa Ncondedzi Coal Company, David Eshmade, est alinhado com a estratgia do Governo de beneficiar o pas com os seus recursos naturais na electrificao, reforando a sua posio como o maior exportador de energia elctrica da regio da frica Austral. A regio est a enfrentar uma escassez de capacidade de energia, com um dfice de 6.000 MW e uma necessidade de 1.500 MW adicionais por ano, ao longo dos prximos 20 anos.c

A organizao European Parlamentarians With Africa (AWEPA) estima que as reservas de Moambique coloquem o pas na lista dos 10 maiores produtores de carvo e dos 20 maiores produtores de gs natural, a nvel mundial. Alm do carvo, a organizao indica que as reservas de gs natural na Bacia do Rovuma colocam o pas na destacvel classificao de terceiro pas com maiores reservas de gs do continente africano, apenas a seguir Arglia e Nigria. A produo de carvo (de coque e trmico) pode vir a atingir, de acordo com os dados do boletim da AWEPA, 100 milhes de toneladas por ano a partir de 2015, quando as maiores minas de Tete estiverem completamente operacionais.c

PIB de Moambique poder ultrapassar o de Angola


A CONSULTORA SPTEC Advisory estima que as reservas de gs natural e de carvo podem tornar Moambique numa das referncias mundiais do sector energtico nos prximos 10 anos, atingindo, nesse perodo, um Produto Interno Bruto (PIB) igual ou superior ao de Angola. A consultora com actividade em frica e no Mdio Oriente lembra que, em 2012, os operadores em Moambique anunciaram descobertas de gs natural de mais 2.900 bilies de metros cbicos, rondando as reservas de carvo os 23 mil milhes de toneladas. Estima-se que Moambique tenha reservas de gs suficientes para fornecer a Alemanha e a Frana durante cerca de 20 anos e que as reservas de carvo possam abastecer, ao ritmo actual, o mercado da Unio Europeia durante cerca de 25

anos. Estima-se que, devido ao carvo e ao gs, o PIB de Moambique mais do que duplique na prxima

dcada. O actual PIB moambicano est avaliado em cerca de 25 bilies de dlares americanos.c

Ministries vying for ownership of land in Nacala


The Ministries of Defence and Planning and Development are at war because of the controversial land disputed by the military and the Office of the Accelerated Development Zones (GAZEDA) within the Nacala Special Economic Zone. The Ministry of Defence says that the plots around the airbase belong to it. The GAZEDA, representing the Ministry of Planning and Development, disagrees and says that the government has approved a legal device that provides the decommissioning of Nacala airbase. The strange thing is that the claim of the Ministry of Defence is raised six years after the Governments decision, as if this Ministry was not part of the Council of Ministers. Or rather, where were the Ministry of Defence and the Armed Forces for the Defence of Mozambique (FADM) when the establishment of the Nacala Special Economic Zone started? The problem is that the war initiated in the Government is already affecting the owners of the projects, which were banned from the site by the military. The affected economic agents claim that the FADM have stopped all the works and projects in the areas near the Nacala airbase, placing armed guards at various points in order to prevent any movement of people and goods. The situation has shocked the owners of the projects, since they have documents granted by the Municipal Council of Nacala-Porto and GAZEDA authorizing them to operate in that area.c

Mozambique GDP will exceed that of Angola


The consulting firm SPTEC Advisory estimates that the natural gas and coal reserves can make Mozambique one of the world references in the energy sector over the next 10 years, reaching, in this period, a Gross Domestic Product (GDP) equal to or greater than that of Angola. The consulting firm with operations in Africa and in the Middle East recalls the fact that in 2012, operators in Mozambique announced natural gas discoveries of over 2900 billion cubic meters, with coal reserves totalling 23 billion tons. It is estimated that Mozambique has sufficient gas reserves to supply Germany and France for about 20 years and coal reserves to supply, at the current rate, the EU market for about 25 years. It is also estimated that, because of the coal and gas, Mozambiques GDP will double in the next decade. The current Mozambiques GDP is estimated at about 25 billion U.S. dollars.c

New thermal power station projected to Tete


A THERMAL power station of electricity produced on the basis of coal and with a capacity to produce 1800 MW will be built in the locality of Ncondedzi in the administrative post of Kambulatsitsi, in the northern district of Moatize, in the province of Tete. In total, there will be three power plants by 2020, along with the projects of mining companies such as Vale and Rio Tinto. The venture, whose works will start in March 2015, is an initiative of the mining company Ncondedzi Coal Company, which will be installed next to mine and approximately 95 kilometres away from the transmission line of electricity from the national grid of the Cahora Bassa (HCB). The project, according to statements made by the National Director of Ncondedzi Coal Company, David Eshmade, is aligned with the Governments strategy for the country to benefit from its natural resources in electrification, thus strengthening its position as the largest exporter of electricity in the Southern Africa region. The region is facing a shortage of power capacity, with a deficit of 6,000 MW and a need for additional 1,500 MW per year over the next 20 years.c

THE EUROPEAN Parliamentarians With Africa (AWEPA) organization estimates that Mozambiques reserves put the country among the top 10 largest coal producers and top 20 natural gas producers, worldwide. Besides coal, the organization indicates that the natural gas reserves in the Rovuma Basin put the country on the outstanding classification of the third country with the largest gas reserves in Africa, just below Algeria and Nigeria. Coal production (coking and thermal) might achieve, according to the data from the newsletter AWEPA, 100 million tons per year from 2015, when the larger mines in Tete are fully operational .c

A presente poca chuvosa entra para a histria do pas. As chuvas intensas que se fizeram sentir nas regies sul e centro deixaram um rasto de destruio, originando, alm de perdas humanas, prejuzos incalculveis. A fria das guas deixou milhares de pessoas desabrigadas e criou sequelas visveis na economia nacional, sendo a face mais notria a destruio de infraestruturas vitais, como estradas, pontes e ferrovias em vrios pontos do pas.

desembolsado cerca de 140 milhes de meticais, montante aplicado em operaes de salvamento e resgate de pessoas assim como na criao dos centros de acomodao provisria. Com o agravamento da situao, sobretudo no Sul, o Governo anunciou de que precisaria de 100

milhes de meticais adicionais para minimizar o impacto das cheias. Alis, antes do nmero de mortes chegar a 50 e o de afectados ascender a 70 mil, a Organizao das Naes Unidas previa que o pas necessitaria de pelo menos 15 milhes de dlares para garantir as operaes humanitrias.

Cheias comprometem seriamente infraestruturas


As inundaes esto a ter srias repercusses econmicas no pas. Um dos sectores mais afectados o das infraestruturas, que a vrios nveis viu-se seriamente comprometido, a comear pelas estradas e linhas ferrovirias que registaram interrupes devido s enxurradas. Os cortes com maior impacto verificaram-se na Estrada Nacional Nmero 1 (EN1), na zona sul e no centro, na provncia da Zambzia. Apesar destes serem os pontos mais crticos, no interior de provncias como Gaza, Inhambane e Zambzia houve ligaes que ficaram completamente interrompidas deixando algumas zonas inacessveis. Quanto s ferrovias, a linha de Sena uma das que ficou seriamente danificada em alguns dos seus troos. A ligao ferroviria Nampula-Nacala ficou igualmente interrompida devido s enxurradas, tendo sido mais tarde reposta. A linha frrea que liga o porto de Nacala a Malawi tambm se viu condicionada e o corte da linha de Ressano Garcia poder custar 2.5 milhes de dlares. Fora os danos registados nas redes rodoviria e ferroviria, contabilizamse prejuzos no sector da energia decorrentes das inundaes que

assolam o pas. A Hidroelctrica de Cahora Bassa viu-se forada a reduzir em 35% a quantidade de energia que transporta para a vizinha frica do Sul, na sequncia da queda de uma torre e danificao de outras quatro na provncia de Gaza. Estes estragos decorrem das enxurradas que afectaram o vale Limpopo. Por outro lado, existe o risco de uma torre desabar na segunda linha, a nica que actualmente garante o fornecimento da electricidade frica do Sul, o que, a acontecer, poder resultar em prejuzos muito mais elevados do que os at agora estimados. Para evitar mais perdas, decorrem trabalhos no sentido de repor as torres, mas as cheias e o possvel arrastamento das minas torna o processo moroso. Caso a situao prevalea, a administrao da HCB estima que a infraestrutura possa acumular prejuzos mensais na ordem dos 10 milhes de dlares.

Transporte de carvo comprometido

As chuvas intensas vieram agravar o dfice logstico no transporte de carvo em Tete. A interrupo da linha de Sena causou srios prejuzos mineradora Vale. Um comunicado emitido pelo grupo refere que a paralisao da linha de caminho-de-ferro do Sena, devido a descarrilamentos, e, mais importante, s chuvas torrenciais que destruram partes da linha e algumas pequenas pontes, fez com que a Vale Moambique ficasse impedida de escoar, at data, cerca de 250 mil toneladas de carvo de coque. Com estes argumentos, a companhia justifica a incapacidade de cumprir os contratos de fornecimento de carvo extrado, quando at Dezembro de 2012, a mineradora fez passar pela linha de Sena mil comboios com mais de dois milhes de toneladas de carvo.

Alm dos 10 quilmetros de via frrea destrudos com o descarrilamento em Fevereiro, as chuvas intensas provocaram prejuzos imensos na linha, tendo em alguns lugares as guas comprometido gravamente a plataforma da linha frrea, levando carris, as chulipas e o balastro. Posteriormente, atmbm a Rio Tinto anunciou a interrupo das suas operaes de extraco de minerais na provncia de Tete, devido s chuvas intensas que se registam naquela regio e que danificaram a Linha de Sena. Um comunicado da empresa, citado pela AIM, refere que as chuvas intensas causaram danos na linha frrea de Sena, facto que determinou a suspenso do trnsito e do transporte e escoamento do carvo, obrigando interrupo da extraco do material de minrio e produo de carvo.

Inundaes estimulam inflao

A estabilidade verificada em termos de inflao terminou mesmo em 2012. Contrariamente s expectativas de que o indicador manter-se-ia at 2013, houve um ligeiro agravamento dos preos logo no primeiro ms do ano. De acordo com dados publicados pelo Instituto Nacional de Estatstica (INE), os preos de bens e servios de consumo bsico registaram um aumento em Janeiro, contrariando as previses de prolongamento da estabilidade que verificou ao longo de 2012, facto que determinou 2,09% como nvel histrico de inflao mdia anual. O ndice de Preos ao Consumidor global - indicador que analisa o comportamento de preos nas cidades de Maputo, Beira e Nampula revela que os preos verificaram um aumento na ordem de 1,35% face ao ms de Dezembro de 2012. Para esta tendncia de subida geral

no nvel de preos contriburam os segmentos da alimentao e bebidas no alcolicas. A subida aqui descrita est, essencialmente, associada s inundaes que assolam o pas, sobretudo pontos de produo, como caso de Chokwe e Magude. Nesta mesma sequncia, os preos dos produtos alimentares no

mercado grossistas do Zimpeto referncia em Maputo, registaram um agravamento, sobretudo o tomate cuja oferta esteve em nveis elevados durante a quadra festiva. Basicamente, passaram a custar mais caro no mercado grossista do Zimpeto produtos como o repolho, a cebola, a batata, entre outros.c

Floods leave behind serious consequences on the economy


This rainy season enters history of the country. The heavy rains that have been felt in the southern and central regions of the country have left a trail of destruction, causing, in addition to loss of life, incalculable damage. The raging waters left thousands of people homeless and created visible consequences on the national economy, and the destruction of vital infrastructures such as roads, bridges and railways in various parts of the country was the most notorious legacy left behind by the floods.

he beginning was marked, once again by rain in the country, but this time with an enhanced degree of intensity. This situation gave rise to waves of floods that

ravaged the south and centre, forcing the government to declare a red alert. More than 110 people died, mostly drowned, washed away and electrocuted. In 2012, there were predictions of

floods in the country, although not with this magnitude. Accordingly, the Government, in a Council of Ministers, approved a contingency plan to deal with the effects of this calamity. At the time of approval of the

Plan, late 2012, the government had about 120 million meticals for its operationalisation an amount which is thought to be far below the ideal, which was nearly the triple. However, only shortly after the floods had devastated the province of Gaza, specifically the districts of Chokwe and Guij, the government managed to disburse about 140 million meticals, an amount invested in the rescue operations and rescue of people and the creation of temporary accommodation centres. With the worsening situation, particularly in the South, the Government announced that it would need additional 100 million meticals to minimize the impact of the floods. Incidentally, before the number of deaths rose up to 50 and the number of affected people to 70 000, the United Nations had predicted that the country would need at least US$ 15 million to secure humanitarian operations.

Floods seriously undermine infrastructures


The floods are having serious economic repercussions in the country. The infrastructure sector is one of the most affected sectors in that it has seriously been compromised at the various levels, starting with roads and railway lines which recorded disruptions due to floods. The interruptions with the greatest impact occurred on the National Highway Number 1 (EN1) in the south and centre, in the province of Zambezia. Although these are the most critical points, in the interior of provinces such as Gaza, Inhambane and Zambezia there were connections that were completely disrupted leaving some areas inaccessible. With regard to railways, the Sena line is one those that were damaged in some of their sections. The Nampula-Nacala rail link was also disrupted due to floods and it was restored later on. The railway line linking the port of Nacala to Malawi was also affected and the Ressano Garcia line could cost US$ 2.5 million for its repair. In addition to the damages recorded in road and rail networks, there have also been losses in the energy sector due to the floods that devastated the country. The Cahora Bassa was forced to reduce by 35% the amount of energy that it carries into the neighbouring South Africa, following the collapse of a tower and the damage of four other towers in the province of Gaza. These damages are the result of the floods that have affected the Limpopo valley. Furthermore, there is a risk of a tower collapse on the second line, the one that currently guarantees the supply of electricity to South Africa, which, if that happens, could result in much higher losses than those that have been estimated so far. In order to prevent further losses, there are ongoing works to restore the towers, but the floods and the possible entrainment of mine make the process cumbersome. If the situation prevails, the administration of HCB believes that the infrastructure can accumulate monthly losses of around US$ 10 million.

Transportation of coal compromised

The heavy rains have exacerbated the logistics deficit in the coal transportation in Tete. The interruption of the Sena line has caused serious damage to the mining company Vale. A statement issued by the group indicates that the interruption of the Sena railway line due to derailments, and more importantly, the torrential rains that destroyed parts of the line and some small bridges, prevented Vale Mozambique from transporting, to date, about 250 thousand tons of coking coal. With these arguments, the company justifies its inability to fulfil contracts for the supply of extracted coal, although in December 2012 the company was able to transport, through the Sena line, one thousand trains with more than two million tons of coal. Apart from the 10 kilometres of

railroad that were destroyed with the derailment in February, heavy rains have caused huge losses in the line, and in some places the waters have seriously damaged the platform of the railway line, carrying rails, sleepers and ballast. Later, Rio Tinto also announced the discontinuation of its operations for the extraction of minerals in the province of Tete due to heavy rains that ocurred in that region and damaged the Sena line. A company statement quoted by AIM says that heavy rains have caused damage to the Sena railway line, a fact which led to the suspension of transit and transportation and coal export, thus resulting in the discontinuation of the ore material mining and coal production.

In 2012, there were predictions of floods in the country, although not with this magnitude. Accordingly, the Government, in a Council of Ministers, approved a contingency plan to deal with the effects of this calamity.

The stability in terms of inflation ended in 2012. Contrary to the expectations that the indicator would remain until 2013, there was a slight increase in prices in the first month of the year. According to the data published by the National Institute of Statistics (INE), the prices of basic consumer goods and services rose in January, against forecasts of prolonged stability that occurred throughout 2012, the fact which determined 2.09% historical level as an average annual inflation. The Price Index to Global Consumer an indicator that analyzes the behaviour of prices in the cities of Maputo, Beira and Nampula - reveals that prices have increased by 1.35% in December 2012. Note that the segments of food

and non-alcoholic beverages have contributed to this general upward trend in the price level. The increase described herein is primarily associated with floods that are devastating the country, especially the production points such as Chokwe and Magude. In the same line of thought, food prices in the Zimpeto wholesale market a reference point in Maputo, have worsened, especially tomato which was at high levels during the festive season. Basically, products such as cabbage, onions, and potatoes, among others are now more expensive than any other products of similar kind in the Zimpeto wholesale market.c

de 50 participantes de pases como a Noruega, Trinidade Tobago, Brasil, Monglia, Angola, frica do Sul, So Tom e Prncipe e Gana. Detalhe curioso foi que os participantes sugeriram, unanimemente, investimentos na formao de pessoal qualificado na rea mineira, investimentos em infraestruturas de transporte e gesto transparente dos recursos minerais no quadro da Iniciativa de Transparncia da Indstria Extractiva (ITIE). Outra lio para Moambique passa por eliminar as generosas taxas de impostos que aplica aos projectos mineiros, de modo a permitir que o Estado disponha de receitas suficientes para as necessidades em infraestruturas e demais despesas pblicas. Ao mesmo tempo, importante que o Governo no crie grandes expectativas em torno da explorao de recursos,

avisou o ministro so-tomense das Obras Pblicas, Infraestruturas, Recursos Naturais e Meio Ambiente, Osvaldo Abreu, baseando-se na experincia do seu pas, onde a presena de recursos acarretou conflitos polticos e frustrou as expectativas da populao.c

A 13 edio da Conferncia do Anual do Sector Privado (CASP), organizada pela Confederao das Associaes Econmicas (CTA), em Maro, tambm esteve voltada para a questo do aproveitamento do potencial mineiro para benefcio dos moambicanos. A fragilidade financeira do Governo e do empresariado privado moambicano foi o ponto de partida para se encontrar o norte das discusses. Sem dinheiro, o Governo no tem poder de participar directamente nos projectos mineiros, e os empresrios so incapazes de fornecer servios aos empreendimentos em curso. O vice-ministro das Finanas, Pedro Couto, sugeriu, em jeito de questionamento, que o Governo utilize as prprias reservas de carvo, de gs e de outros minrios, como capital para participar nas aces das empresas mineiras e tirar dividendos que vo beneficiar o pas. Em relao ao carvo, as respostas vo tarde, porque a explorao j arrancou. Quanto ao gs, pode ser que cheguem a tempo, uma vez que a explorao apenas comea em 2018.c

Lack of money is the biggest obstacle


The 13th edition of the Annual Conference of the Private Sector (CASP), organized by the Confederation of Economic Associations (CTA), in March, was also focused on the exploitation of the mineral potential for the benefit of Mozambicans. The financial fragility of both the government and the Mozambican private sector was the starting point for the discussions. Without money, the government has no power to participate directly in the mining projects, and consequently the private sector is unable to provide services to the ongoing developments. The Deputy Finance Minister, Pedro Couto, suggested by questioning that the Government should use its own reserves of coal, gas and other minerals, as capital in order for it to participate in the activities of the mining companies and take dividends that will benefit the country. With regard to coal, the answers have come late because the operations have already begun. As far as gas is concerned, the answers may come in time given that the operations will only start in 2018.c

such as Norway, Trinidad Tobago, Brazil, Mongolia, Angola, Africa South, Sao Tome and Principe and Ghana were present in a high-level seminar on Revenue Management and the Optimization of Benefits Arising from Natural Resources Exploration whose focus was on coal and gas. One interesting fact was that the participants unanimously recommended the government to invest in the training of qualified personnel in the mining sector, investment in transport infrastructure and in the transparent management of mineral resources under the framework of the Extractive Industries Transparency Initiative (EITI). Another lesson to Mozambique

includes the elimination of the generous tax rates that are applied to the mining projects in order to allow the State to have sufficient revenues for infrastructure and other public expenditures. Moreover, the Sao Tome minister of Public Works, Infrastructure, Natural Resources and Environment, Osvaldo Abreu, has warned the Government of Mozambique to avoid raising high expectations with regard to the exploitation of resources based on the experience of his country, in which the presence of resources has led to political conflicts and has also frustrated the expectations of the population.c

Esta a leitura do administrador da pesquisa ndice do Ambiente de Negcios da KPMG, Paulo Mole, ao referir-se queda no ambiente de negcios em 0.12% na pontuao de 2012, para 102,09 pontos. De acordo com o documento, na percepo dos agentes econmicos, factores relacionados com o comrcio e com actos de governao tiveram uma influncia mais negativa sobre os investimentos e colocaram em

causa as actividades econmicas. Paulo Mole acrescenta que para a deteriorao do ambiente de negcios pesaram aspectos como a corrupo, o crime organizado, o HIV/ SIDA, a malria e outras doenas, alm das importaes ilegais. Contrariamente, factores ligados s infraestruturas e servios (servios postais e de comunicao; fornecimento de energia e gua) tm tido uma influncia mais positiva sobre o ambiente de negcios desde 2008. A pesquisa foi realizada pela empresa de consultoria KPMG em parceria com a Confederao das Associaes Econmicas (CTA), financiada pela

Agncia Tcnica Alem. O ndice de Ambiente de Negcios tem como ferramenta fundamental a percepo dos agentes econmicos em relao aos factores que influenciam a actividade econmica, e a anlise de variveis econmicas, sociais, polticas e institucionais com impacto no desempenho dos negcios em Moambique, neste caso, no primeiro semestre de 2012. As provncias de Inhambane e Nampula so as que apresentam ndices mais altos, devido apreciao positiva de factores ligados s infraestruturas e aos servios, bem como os de ordem legal.c

Sector privado exige celeridade nas reformas


Para a CTA, este resultado reflecte as difuculdades enfrentadas pelos empresrios no exerccio das suas actividades. O economista Hiplito Hamela, da CTA, considera que h muito poucas reformas em Moambique, e que nos ltimos dois a trs anos, no houve nenhuma lei ou regulamento aprovado e que tenha entrado em vigor no pas visando melhorar o ambiente de negcios. Ns, como CTA, gostaramos de ter as reformas mais aceleradas, frisou o economista, que relacionou estes resultados com os de outros estudos sobre o ambiente de negcios no pas como o Doing Business do Banco Mundial e o Global Economic Outlook, que tem vindo a referir-se queda do pas neste aspecto. c

Private sector calls for promptness in the reforms


For CTA, the above results reflect the difficulties business people are faced with in exercising their activities. The CTA economist Hiplito Hamela, states that there are few reforms in Mozambique, and that in the past two to three years, no law or regulations were passed or entered into force in the country with a view to improve the business environment. We, CTA, would like to have the swiftest reforms, restated the economist, who compared these results with the results from other surveys on business environment in the country, such as the World Bank Doing Business survey and the Global Economic Outlook, which have been illustrating the countrys fall in this aspect.c

Business environment decreased in Mozambique

o reason for worries. The business environment in the country is not stagnant. On the contrary, there is progress, although it is slow. This is the analysis by the coordinator of the KPMG research on the Business Environment Index, Paulo Mole, when talking about that fall in the business environment by 0.12% in the 2012 ranking, to 102.09 points. According to the document, in the perception of the economic agents, factors related to trade and governing actions had more negative influence on the investments and called into question the economic activities. Paulo Mole further states that for the deterioration of the business environment, aspects such as corruption, organized crime, HIV/AIDS, malaria and other diseases carried weight, in addition to illegal imports. On the contrary, factors related to infrastructures and services (postal and communication services; power and water supply) have been having a more positive influence on the business environment since 2008. This survey was carried out by a consultancy company, KPMG, in partnership with the Confederation of Economic Associations (CTA), funded by the German Technical Cooperation Agency. The most important tool of the Business Environment Index is the economic agents perception on the factors influencing the economic activity, as well as the analysis of economic, social, political and institutional variables with impact on the business performance in Mozambique, for this particular case, in the first term of 2012. Residencial? Turismo? Cada uma destas reas imobilirias

tem uma resposta enquadrada diferente. Em segundo lugar, para que montantes de investimento? Cada tipo de produto tem um mercado diferente e uma colocao em diferentes tipos de investidores/consumidores. Agora, o que lhe posso dizer com toda a certeza que possvel maximizar vendas sempre que se adequa o produto ao mercado que dele precisa. Para tal, preciso saber qual o mercado expectvel para o sector e local em que se vai investir e adequar o investimento ao produto que mais pode ser procurado. Isto mitiga o risco do investimento e potencia o sucesso. Como em tudo nos negcios, maior preparao leva a maior sucesso independentemente de excepes bem-sucedidas que todos conhecemos e que quando copiadas tambm podem levar ao fracasso dos novos projectos. At que ponto a expanso geogrfica da cidade de Maputo (novas construes na periferia) representa oportunidades de negcios no sector imobilirio? At ao ponto em que a procura justifique essa expanso. Na cidade de Maputo, e particularmente por parte do Municpio, assistimos a esforos

no sentido de organizar a expanso da cidade com propostas de criao de planos directores, novas vias de acesso, etc.. A cidade em si, como a conhecemos, comea a ter novas construes na periferia, mas preciso lembrarmo-nos de que essa periferia j existe e tem gente fixada obrigando a alguma preocupao social. Para que isso represente oportunidades de negcio tambm necessrio que a economia das famlias moambicanas seja melhorada para que essas famlias tenham acesso a esses produtos e para que os investimentos sejam sustentados. Outra vertente do investimento na periferia que tem a ver com a instalao de novas empresas constitui tambm uma oportunidade. Porm, os promotores dessas iniciativas devem ponderar os investimentos, porque apesar do crescimento econmico a que se assiste, a transferncia do rendimento para as famlias no imediata e isso significa que um investimento poder estar parado e sem colocao durante bastante tempo. Por outro lado, cumprir os planos de expanso da cidade existentes fundamental para diminuir riscos.c

Selling Mozambique Real Estate


The company REC (Real Estate Consulting) is engaged in the real estate consulting and it makes a clear investment in market research. Jos Castilho, its director general, talks about the real estate market in Mozambique, disparities in prices and some associated speculation, especially in places graced by large investments.
In which context has REC|Real Estate Consulting embraced the Mozambican market? REC is a Mozambican company which has been operating in this market for 12 years. In January 2012, we changed the companys name because we have specialised our scope of operation and the professional services we provide. The real estate market in Mozambique is our vocation and it is within this context of growth and professionalization of the market that we operate. We provide real estate advisory services from A to Z, excluding construction. Our business is very strong in providing market research, feasibility studies of real estate investment projects, Best Use studies, reviews and detailed plans in our area of consulting and strong expertise in segments such as Retail, Logistics, and Offices and Real estate-related Tourism in the area of Real estate intermediation. Obviously, the greater the specialization the more we need the help of staff with adequate training and experience, that is why we have been establishing partnerships with very strong international players and with worldwide coverage for those whose service standards are necessarily very high. This is the path we want to follow. The real estate sector is relatively new in Mozambique. How do you characterize the current stage of this market? In fact, the real estate market is in the process of formation. Since the beginning of this year we have been witnessing a growing number of developers that are establishing themselves with a quality offer in the real estate sectors in which we are investing, with the exception of one or another developer who have been offering these products for some time now. However, in terms of specialist services, there are few companies with the ability of understanding the most professional real estate market, which is a challenge and an opportunity for Mozambican companies that, just like us, have been investing in staff training and in raising of Know How for a market that has no demand yet for developers who will be required to sustain such an investment. This means that we have seen some disparities in market prices and some speculation regarding new locations originated by large investments in the country, especially in cities where the mining sectors, ports, and Gas and Oil are present. It is important, therefore, that developers support their investments through professional studies of international standards, specialized intermediation work and rigorous financial analysis, otherwise they will not be able to attract investment for their projects to professional investors in the real estate market, who understand well the language of negotiation, but above all, they understand the very specific and independent technical language that will motivate them for this negotiation.

What is the Real Estate Consulting differential in relation to competition? We differentiate ourselves in the following areas: Professionalization, specialization and international scope. We invested a lot in integrating staff with very strong academic and professional curriculum and in certification according to international standards towards the professionalization of services. We specialise in different sectors of real estate, we exclude others where a company like ours is not competitive and we have established international partnerships with global benchmarks that help us sell Mozambique real estate. What factors determine higher sales in real estate, according to the experience gained by REC? I understand the sense of your question and I think your readers would like to have a direct answer to your doubts about investment in response to this question. But there is no direct answer for that question because the answer depends on a few variables for which there are different answers. First and foremost, the question is: in

which sector of real estate? Retail? Logistics? Residential? Tourism? Each of these areas has a different response. Secondly, what is the amount of investment? Each product type has a different market and placement in different types of investors/consumers. Now, what I can say for sure is that you can always maximize sales when the product suits the market. To do this, you must know the expected market for the sector and the location in which to invest and adapt the investment to the product that can be looked for more often. This mitigates the risk of investment and enhances success. As with everything in business, greater preparation leads to greater success regardless of successful exceptions that we all know that when copied, they can also lead new projects to failure. To what extent the geographical expansion of Maputo city (new constructions in the periphery) represents business opportunities in the real estate market? They represent business opportunities if demand justifies expansion. In Maputo city, and particularly in the Municipality, we have been

witnessing efforts to organize the expansion of the city with proposals for creating master plans, new access roads, etc.. The town itself, as we know it, is starting to have new constructions in the periphery, but we must remind ourselves that this periphery already exists and there are people living there and that becomes a social concern. For this to represent a business opportunity it is also necessary for the economy of Mozambican households to be improved so that these households can have access to these products in such a way that investments can be sustainable. Another aspect of investment in the periphery has to do with the establishment of new businesses which is also an opportunity. However, the promoters of these initiatives should consider the investments because despite the economic growth that we are witnessing, the transfer of income for households is not immediate and that means that an investment can be stopped without any use for a long time. Moreover, it is also crucial to comply with the expansion plans of the existing cities in order to minimize risks.c

A CDM lanou recentemente a cerveja Impala, um produto confeccionado base da mandioca que j conquistou adeptos, sobretudo no centro e norte do Pas. A Impala j considerada uma conquista pela Cervejeira nacinal, sobretudo porque a sua matria-prima de eleio est fomentar a produo na provncia de Nampula. A CDM est a mudar o mosaico da agro-indstria em Moambique. Hoje, segundo a PCA da companhia, Isidora Faztudo, milhares de agricultores j encaram a produo da mandioca como uma cultura de rendimento.

Em Maro de 2012, a Cervejas de Moambique anunciou um significativo crescimento no volume de vendas e de lucro operacional. Qual o segredo por detrs desse crescimento? No sei se h algum segredo. As condies de crescimento esto criadas em termos operacionais, porque tivemos em conta as especificidades do mercado assim como a nossa estratgia de ir ao encontro das expectativas do consumidor. Por outro lado, temos estado a investir na rea de marketing e capitalizamos a auscultao, assim como a anlise do mercado. Temos estado a fazer testes, assim como a avaliar um conjunto de investimentos. E na base dos resultados desses exerccios e anlises que tomamos as decises estratgicas. Aps a privatizao da empresa, o objectivo fundamental era consolidar o negcio. Actualmente, achamos que o negcio est consolidado e estamos voltados para a expanso do ponto de vista dos produtos. Entretanto, decorreu uma clara aposta no Norte Do ponto de vista de crescimento, o maior contributo provm da zona Norte. Foi construda a fbrica em Nampula, e valeu a pena. O investimento vai ser definitivamente recuperado. No mbito da mesma estratgia de produo nacional, enveredamos por um projecto-piloto da SAB Miller (accionista maioritria da CDM) que decorre em Nampula e que tem por objectivo produzir cerveja a partir da mandioca. Curiosamente, s depois de Moambique que o mesmo projecto foi implementado em outros pases pelo mesmo grupo. Por que razo esse projecto-piloto foi implementado em Nampula? Inicimos em Nampula porque uma das provncias que possui um grande potencial de produo da mandioca. E, nesse sentido, temos duas vantagens. Alm de fazermos o aproveitamento da mandioca, as populaes podem encarar a matria-prima como uma base de rendimento e no s de sustento. Essa perspectiva traz uma grande mais-valia para o Pas, que se reveste no s na produo

como na comercializao. Que diferena existe entre a cerveja feita base de mandioca das demais? A diferena entre a Impala, que a cerveja da mandioca, em comparao com as outras reside na percentagem de lcool. As pessoas preferem uma bebida com um bocadinho mais de lcool porque tem menos cheiro e pensam que a mesma mais limpa. Ento, vamos continuar a aumentar a produo nacional da cerveja da mandioca. Neste momento, estamos com uma produo de cerca de 36 mil hectolitros, na provncia de Nampula. O prximo passo ser levar a matria-prima recolhida em Nampula para a fbrica da Beira para que se comece a produzir a cerveja de mandioca ainda este ano, e, em 2014, estaremos tambm em Maputo. De que modo a cerveja importada afecta a CDM em termos concorrenciais? A cerveja importada de forma fraudulenta afecta negativamente porque da mesma maneira que a CDM tem dado a sua contribuio para o errio pblico, poderia estar a vender

muito mais. Ns no estamos contra a importao da cerveja. Estamos sim a favor que os importadores paguem os impostos. H, no entanto, um outro factor que nos preocupa e que passa pela produo local de bebidas espirituosas. Por um lado, algumas dessas bebidas no so sanitariamente bem concebidas. Por outro, h-que ter em conta os efeitos negativos que este tipo de bebidas representa para a nossa camada jovem, quando no vendido de forma controlada. Existe alguma facilidade concedida pelo Governo em termos fiscais em relao produo de cervejas nacionais? Em relao cerveja da mandioca,

tendo em conta o factor de desenvolvimento sustentvel que procuramos incrementar, o Governo aprovou uma legislao que atribui um imposto diferente em relao ao da cerveja normal. A cerveja de mandioca paga 10% de impostos enquanto a outra paga 40%. Mas o que conta no a reduo dos impostos, mas o efeito muitiplicador que a produo da mandioca para fins industriais representa junto da populao porque produz rendimentos para vrias famlias envolvidas no processo. Na provncia de Nampula e mais para o Centro, em Sofala, vamos tentar ter produtores familiares que possibilitem o funcionamento da indstria da cerveja base de mandioca. Para que tal seja possvel, dinamizamos um sistema em que os agricultores, em regime de fomento, possam fazer a sua produo. Depois ns compramos o produto atravs de uma empresa contratada, que garante que o agricultor fique satisfeito em vender a mandioca na sua prpria machamba.

Como funciona a distribuio? H uma unidade mvel que pode ser transferida de um stio para o outro em funo da necessidade do mercado. Neste momento, estamos numa fase experimental e estamos a usar ainda cerca de 20% da capacidade desta unidade, mas j conseguimos comprar cerca de um milho de toneladas de mandioca. muita mandioca. E em termos de rendimentos para as cerca de mil famlias nesta fase, estamos a falar de 106 mil dlares americanos, o que no pouco em comparao com o que faziam anteriormente. A aceitao tem sido muito boa. E, inclusive, est acima das nossas expectativas. Por exemplo, agora temos vindo a ser pressionados por produtores da mandioca do Sul, nomeadamente de Inhambane. Existe algum tipo de estratgia focada no mercado internacional? A Laurentina preta j foi graduada, mas ns ainda estamos concentrados

no mercado nacional. Provavelmente no futuro poderemos faz-lo, mas penso que o mercado nacional ainda tem espao para trabalho. De momento, gostaramos de garantir a presena da nossa cerveja 100% Made in Mozambique, ou seja produzida com matria-prima nacional. Que tipo de matria-prima tm de importar? A cevada. Contudo, acredito que a produo da mandioca vai alastrar porque as pessoas j tm a cultura da produo da mandioca, enquanto em relao cevada ainda no a tm. Quais so os projectos futuros da Cervejas de Moambique? Iremos manter o desafio imposto pela cerveja Impala. Mas a produo da cevada um outro sonho, com um longo caminho a percorrer em termos de trabalho.c

IMPALA Beer, a sustainable challenge


CDM has recently launched the Impala beer, a beer brewed from cassava that has already won fans, especially in the Centre and North of the Country. Impala is already being considered an achievement by the national Brewery, in particular due to the fact that its best raw material is fostering production in Nampula Province. CDM is changing the mosaic of agro-industry in Mozambique. Today, thousands of farmers already consider cassava as a cash crop, according to the companys CEO, Isidora Faztudo.
In March 2012, Cervejas de Moambique (the Mozambican Brewery Company) announced significant growth in the volume of sales and operational profit. What is the secret behind this growth? I am not sure if there is any secret at all. The growth conditions have been created in operational terms, because we took into account the market specificities, as well as our strategy to meet the consumers expectations. On the other hand, we have been investing in marketing and we capitalize consultation, and the market analysis. We have been carrying out tests, as well as evaluating a set of investments.

we have embarked on a SAB Miller (the majority shareholder of CDM) pilot project that is being carried out in Nampula, whose objective is to produce beer from cassava. Curious enough, the same group has only implemented this same project in other countries after this had been implemented in Mozambique. Why was this project piloted in Nampula? We began in Nampula because it is one of the provinces with high potential in the production of cassava. And, on that note, we have two advantages. Apart from taking full advantage of cassava, the population may take the raw material not only as a source of income, but also for their livelihood. This idea based on both production and commercialisation adds more value to the country. What is the difference between beer produced from cassava and the other beers? The difference between Impala, brewed from cassava, and others rests in the percentage of alcohol. People would rather go for a beer with a bit more of alcohol because it has little smell, and they think it is cleaner. We will therefore continue to increase national production of cassava beer. Now, we are producing about 36 thousand hectolitres in Nampula Province. The next step will be taking the raw material collected in Nampula to the brewery in Beira to start producing cassava beer this year and, in 2014, we will be brewing this beer in Maputo. In competitive terms, how does the imported beer affect CDM? Illegal import of beer has negative effect, because the same way that CDM has been contributing for the public purse, it could be selling much more. We are not against beer import. All we are for is that the importers should pay taxes. There is, however, another factor that concerns us, which has to do with local production of spirits. On the one hand, some of these drinks are not produced within better health standards. On the other hand, the

negative effects posed by this type of drinks for our youth should be taken into account, when their sale is not controlled. Is the government providing any tax relief for the production of national beer? With regard to cassava beer, taking into account that we seek to increase the sustainable development factor, the government has passed a law that provides a different tax if compared to normal beer. Cassava beer pays 10% of taxes, whereas

And it is based on the results of these exercises and analysis that we make strategic decisions. After the company privatisation, the most fundamental objective was to consolidate the business. Today, we believe that the business has been consolidated and we are now working on the expansion of products. Meanwhile, there was a clear bet in the North In the growth perspective, the largest contribution comes from the North. A factory was built in Nampula, and it was worth it. The investment will definitely be recovered. Still in the same strategy of national production,

others pay 40%. Nevertheless, what counts is not the reduction of taxes, but the multiplying effect that the production of cassava for industrial purposes represents to people, since it generates income for a number of households taking part in the process.

In Nampula Province and closer to the Centre of the country, in Sofala, we will try to have household producers who will be able to make the cassava beer industry functional. For such, we streamlined a system in which farmers can produce in a promotion regime. Then we purchase the product through a subcontractor who ensures that the farmer is happy to sell cassava in their own machamba (smallholder farm). How is cassava purchased? There is a mobile unit that moves from one place to another based on the market need. Currently, we are in the experimental phase and we are still using about 20% of the capacity of this unit, but we have already managed to purchase approximately

one million tons of cassava. This is quite a lot. And in terms of earnings for almost one thousand households at this phase, they are estimated at 106 thousand dollars, which is not little if compared to their previous earnings. There has been a good buyin. Inclusive, it is beyond our expectations. For instance, we are now being pressurised by the cassava producers from the South, in particular from Inhambane Province. Is there any strategy for the international market? Black Laurentina has already been graded, but we are still focusing on the national market. We might focus on the international market in future, but I believe that the national market

still provides room for work. At this juncture, we would like to ensure the presence of our beer that is 100% Made in Mozambique, i.e. produced with local raw material. What type of raw material do you have to import? Barley! I do believe that cassava production will be scaled up because people are already familiar with its production, whereas with barley they arent. What are the Cervejas de Moambique future projects? We will maintain the challenge posed by Impala beer. However, barley production is another dream, with a long way to go in terms of work.c

Inflao Em Fevereiro, o pas voltou a registar uma inflao mensal elevada, de 1.16% m/m, medida pelo IPC Moambique. A subida da inflao desde o incio do ano reflecte essencialmente o agravamento do preo dos alimentos, devido ao impacto negativo das cheias. Maputo registou a maior inflao mensal, de 1.43% m/m, seguida da Cidade da Beira, com 0.9% m/m e Nampula com 0.89% m/m. O aumento da inflao mensal fez disparar a inflao anual do pas, de 2.73% a/a para 4.18% a/a, com a Cidade da Beira a apresentar uma inflao anual de 4.5% a/a, seguido de 4.33% a/a em Maputo e 3.82% a/a em Nampula. Em termos mdios, a inflao aumentou de forma mais moderada, 0.06 pontos percentuais (pp) para 2.47%. Maputo registou a mdia anual mais baixa, de 2.09% em Fevereiro, seguido de 2.78% em Nampula e 3% na Beira. Inflation

Monthly inflation measured by Mozambiques Consumer Price Index (CPI) remained high in February; at 1.16% m/m. The spike in inflation was attributed to recent flooding which translated into rising food prices. Maputo recorded the highest monthly inflation, at 1.43% m/m, followed by Beira with 0.9% m/m and Nampula, 0.89% m/m. The increase in monthly inflation caused the annual figure to rise sharply from 2.73% to 4.18% y/y. Beira recorded a 4.5% y/y inflation, followed by 4.33% y/y in Maputo and 3.82% y/y in Nampula. The average inflation grew more slowly, by 0.06pp-percentage points to 2.47%. Maputo recorded the lowest annual average of 2.09%, followed by Nampula, 2.78% and Beira, 3%. In the short term, the Metical stability/ strength against the Rand will probably limit the increase in food inflation, as Mozambique imports from South Africa, some of the products that became unavailable with the production/ transport disruption in the areas affected recent floods. The administered prices, including fuel benefitted from a relative stability in international markets, with a decreasing trend, as result of a slow recovery of the world economy, limiting the risks for inflation. In this context, we maintain our forecast of single digit inflation for the current year.

Despite rising inflation, Central Bank maintained unchanged their reference interest rates, with FPC - overnight lending facility interest rate, at 9.5%, and the deposit facility interest rate at 2.25%. In the short term, interest rates are likely to remain stable, following the declining cycle from August 2011 to November 2012. Average inflation remains at historical lows; creating room for keeping the monetary policy accommodative, with the support for price stability expected to come from a more stable currency and recovery in food production. As in previous months, money market remained long in liquidity, with the artificially low Treasury Bills interest rate (2.81% at 91 day tenor) incentivizing the commercial banks competition to increase lending, with a monthly decline in the market average prime lending rate by 7 basis points to 15.35%. Foreign Exchange Market The Metical remained stable during February, with almost nil variation, closing at MZN/USD 29.99 and MZN/ ZAR 3.36 but gaining 3.1% m/m to the Euro to MZN/EUR 39.37. For the second consecutive month, Net International Reserves maintained a declining trend, down to U$2.389,5 million, with Central Bank selling U$66 million in the foreign currency (fx) market, to alleviate the pressure of oil import bills of U$91 million and limit the Metical volatility.

Economic Activity The January and February floods, which impacted more the south and central regions of Mozambique, affected 2% of the countrys population and caused 117 deaths. Mozambican Government announced that reconstruction costs are estimated in U$322 and is likely to review the 2013 PES (Economic and Social Plan) targets of 8.4% GDP growth and 7.5% inflation. Despite the expected downward review, output is likely to remain robust, above 6%. Human development is certainly the most affected dimension of recent flooding. Mozambique has one of the worlds lowest Human Development Index (HDI) of 0.327 in 2012 as per the latest UNDP report, ranking 185 out of 187 economies.

H, fundamentalmente, duas formas de aproveitar plenamente a presena dos recursos naturais para benefcio do pas: oferecer produtos e servios s multinacionais que esto nos campos de prospeco e de produo, e formar quadros nacionais para trabalharem nos respectivos projectos. Se ainda difcil avanar com o primeiro aspecto, por motivos vrios, pelo menos h avanos em relao ao segundo.

Recentemente, uma bolsa de estudos financiada pela empresa sul-africana Sasol e apoiada pelo Governo atravs do Ministrio dos Recursos Minerais beneficiou 30 jovens moambicanos. Daquele grupo saram os primeiros 10 estudantes que, em Fevereiro, iniciaram uma formao na frica do Sul. Os restantes 20 vo frequentar

Pas espera formar mais de 4 mil tcnicos


Neste momento, o pas conta com cerca 150 estudantes que j beneficiam de bolsas de estudo e a frequentarem cursos mdios e superiores dentro e fora do pas, no quadro da Estratgia de Formao e Capacitao de Recursos Humanos para o Sector dos Recursos Minerais, elaborada pelo Ministrio de tutela. Para alm de cursos especficos, como geologia, engenharia de petrleos ou perfurao, h outros considerados transversais e nos quais os moambicanos se esto igualmente a formar, como economia, direito e psicologia. A Estratgia de Formao e Capacitao de Recursos Humanos para o Sector dos Recursos Minerais est orada em 138 milhes de dlares americanos, e foi desenhada para o perodo compreendido entre os anos 2010 e 2020, dcada durante a qual espera-se formar um total de 4.220 tcnicos, dentro e fora do pas, como forma de responder aos desafios do sector. luz deste instrumento, foram enviados para a Malsia, na Universidade de Petronas, 10 estudantes em 2010, 19 em 2011 e outros 19 no ano passado, que, juntando-se aos que foram estudar antes, totalizam cerca de 80. H tambm casos isolados de estudantes de engenharia de petrleos: um na Holanda e outro na Noruega. Em Angola, no Instituto Nacional de Petrleos, formam-se dois moambicanos, mas o plano de Governo passa por enviar, anualmente, 15 estudantes. Segundo informaes recentes do Ministrio dos Recursos Minerais, h contactos com os governos de Trinidade Tobago e da Noruega para o

cursos da mesma rea em instituies nacionais de ensino superior. O Governo e a Sasol acordaram estender a experincia nos prximos dois anos. Anualmente, os gastos sero de 390 mil dlares americanos, esperando-se que cada grupo conclua a formao em cinco anos.

Training in the mining sector with new horizons

There are basically two ways for taking full advantage of the presence of natural resources for the benefit of the country: to provide products and services to multinationals in the fields of exploration and production, and train national staff to work on their projects. If it is still difficult to move forward with the first aspect for various reasons, at least there are advances over the second.

fter Angola and Malaysia, South Africa, Trinidad and Tobago and Norway are other countries that, starting from this year, will train young Mozambicans in the geological and mining area. This is a marathon against the clock, which aims to address the shortage of qualified personnel, particularly in the areas of oil and coal, which are increasingly gaining expression in Mozambique, with large reserves of coal in Tete and the discovery of large fields of

natural gas in the Ruvuma Basin, in the north. Recently, a scholarship funded by the South African company Sasol and supported by the Government through the

Ministry of Mineral Resources has benefited 30 young Mozambicans. The first 10 students were selected from that group, who in February began training in South Africa. Note that the remaining

20 will attend courses in the same area in national institutions of higher education. The Government and Sasol have agreed to extend the experience over the next two years. That is, send 10 more students to South Africa to study and put 20 internally in 2014 and 2015, totalling 90 qualified staff, 30 out of 90 will have been trained in the neighbouring country. Annually, the expenses will amount to US$390,000 and it is expected that each group will complete the training within five years.

Mozambique hopes to train more than 4000 technicians


Right now, the country has about 150 students who have already received scholarships and attending middle and upper technical courses within and outside the country, as part of the Training and Capacity-building Strategy in Human Resources for the Mineral Resources Sector, prepared by the Ministry responsible for the sector. In addition to specific courses such as geology, drilling or petroleum engineering, there are other courses which are regarded as cross-cutting in which Mozambicans are also being trained such as economics, law and psychology. It should be highlighted that the Training and Capacity-building Strategy in Human Resources for the Mineral Resources Sector is estimated at 138 million U.S. dollars, and it was designed for the period between 2010 and 2020, the decade during which the country expects to have trained a total of 4220 technicians, within and outside the country, in order to meet the challenges of the sector. In light of this instrument, 10 students were sent to Malaysia, Petronas University, in 2010, 19 in 2011 and another 19 last year, which, in addition to those who were there before, they amount to about 80 students. There are also isolated cases of petroleum engineering students: one in the Netherlands and another in Norway. In Angola, two Mozambicans have been trained in the National Oil Institute but the Governments plan indicates that more 15 students will be sent there every year. According to the recent information from the Ministry of Mineral Resources, there are contacts with the governments of Trinidad and Tobago and Norway for sending more students starting from this year. For Trinidad and Tobago, initially 10 students have already been enrolled and they are expected to attend courses in the areas especially related to oil. Internally, Mozambicans are trained by the Department of Geology of UEM, which has the capacity to admit 25 students and graduates each year an average of 15 students. The Higher Polytechnic Institute of Tete admits 40 students each year and graduates about 15, and in turn, the Middle Institute of Geology of Moatize annually admits about 86 students and graduates on average 22 students. The financing sources of strategy are as follows: the state budget, the Scholarship Fund, contributions from companies under contract, cooperation partners, among others.c

Growing sector
After the commencement of coal mining by Vale in 2011, the performance of the industry has significant growth prospects and it is hoped that in the future it will be the pivot of the economic growth. Forecasts for this year indicate an overall growth of about 18.6% compared to 2012 predictions. Coal production is expected to amount to 6 million tons of coal coke and 1.5 million tonnes of thermal coal. Thus, the production of this mineral is expected to grow by 20% and 61.2% respectively. With regard to Moma heavy sands, Zircon production is expected to fall by 11.0% in 2013 and Rutile by 30.0%.

Insufficient access roads

At this time, the great embarrassment of multinationals operating in Tete is the lack of access roads to transport coal to the different ports, given the load limitations of Sena railroad. In this regard, Vale is building a railroad that goes from Tete to the port of Nacala passing by Malawi as way of addressing this constraint. Estimated at 1.1 billion U.S. dollars, the execution of work will comprise the construction of 136 kilometres and the rehabilitation of the remaining 99 kilometres. It is, therefore, expected to be completed by 2014.c

Os jovens africanos devem saber transformar o pensamento em aco, porque sem isso no iremos a lado nenhum.

Consegui tirar a ideia do papel, constitu a empresa de consultoria denominada Viga, que at hoje est em operao e lido com colaboradores permanentes que tm estado a trabalhar 24 horas por dia, avanou o empreendedor com algum entusiasmo. Na verdade, foi a partir da empresa Viga que os demais empreendimentos foram surgindo nestes ltimos sete anos. A seguir Viga, Eusbio Sade conta que se aventurou num instituto mdio de formao, que, por sua vez, induziu ao nascimento de uma empresa de confeco de uniformes e a uma instituio de microfinanas. Todo o trabalho desenvolvido, at ao momento, no representa sequer um tero dos meus horizontes como empreendedor, avisou Sade, prometendo trabalhar arduamente para que os empreendimentos cresam ainda mais. O empreendedor promete construir um campo universitrio e transferir as instalaes do instituto do centro para o Bairro do Costa do Sol, na cidade de Maputo. Para alm do campo, vamos construir residncias para os docentes. Agora, estamos, na fase de concepo com os arquitectos, e no h nmeros concretos, mas bvio que vamos investir alguns milhes de dlares, revelou Eusbio Sade.

Dificuldades ultrapassadas

Eusbio Sade recorda que teve de enfrentar uma forte burocracia para pr a Viga a laborar. Os escritrios e o cumprimento de muitas exigncias documentais apenas foram possveis graas boa vontade de alguns amigos ligados ao associativismo juvenil, que se mostraram disponveis para colaborar a custo zero. Esta ajuda foi possvel porque, durante a adolescncia e uma boa parte da juventude, andei envolvido em iniciativas juvenis, revelou. Ultrapassada a barreira burrocrtica, Sade criou cartes-de-visita e folhetos informativos para a Viga. Material que foi distribuindo pessoalmente

Durante os trs meses tenebrosos, durante os quais a Viga no conseguia um contrato sequer de consultoria, Eusbio Sade foi tentado com uma proposta de emprego numa Organizao No Governamental. A tentao foi de 2.700 dlares por ms, com direito a viatura e assistncia mdica e medicamentosa para si e sua famlia. Sade vivia de arrendamento, no bairro da Malhangalene, em Maputo, e tinha uma esposa e um filho por sustentar. A Viga estava a demorar a dar os seus frutos e eu precisava de dinheiro, mas recusei a proposta contra tudo e contra todos, pois at a minha esposa tinha-me encorajado a ficar com o emprego na tal ONG, lembrou Sade. No total, foram trs meses infernais, sobretudo para um indivduo que tinha contas por pagar, famlia por sustentar, mas que nunca desistiu.

Cultivando o sonho de inspirar jovens em frica

Sade, que tambm docente universitrio, revelou revista Capital que o seu maior sonho inspirar os jovens africanos a apadrinhar o empreendedorismo, porque possvel vencer no

meio das dificuldades. Hoje, o empreendedor Eusbio conta com cerca de 100 colaboradores nas quatro empresas que dirige e pensa em transformar o Instituto Politcnico de Tecnologia e Empreendedorismo (IPET) numa instituio de ensino superior. O Instituto de ensino tcnico-mdio comeou a operar em 2009, mas j se encontra nas provncias da Zambzia, Nampula e Sofala, alm da cidade de Maputo. E a ideia expandir a instituio por mais provncias do pas. S nos ltimos dois anos, o empreendedor investiu cerca de 2.7 milhes de meticais na aquisio de material diverso para a instituio. Temos salas climatizadas e equipadas com meios modernos para um processo facilitado e actual de ensino-aprendizagem, acrescentou Eusbio Sade. Neste momento, a Alfaitaria e a Grfica IPET ambas a seu cargo - servem enssencialmente os interesses da escola. Ou seja, a continuidade em termos de negcios faz-se na produo de material grfico diverso e de uniformes para estudantes e docentes. E o mesmo acontece em relao Rise (instituio de microfinanas), que serve essencialmente para conceder crdito bonificado aos colaboradores das quatro empresas, tendo em conta as dificuldades de financiamento encontradas nos bancos comerciais da praa. Ns damos, no mximo, 100 mil meticais, porque o que podemos dar, neste momento. Para j, estamos a financiar pequenos empreendedores e damos crdito ao consumo aos nossos colaboradores, explicou. Os jovens africanos devem saber transformar o pensamento em aco, porque sem isso no iremos a lado nenhum. Temos de pensar grande e s assim iremos longe. A maior parte dos jovens especialista em teoria mas no consegue transformar dificuldades em oportunidades, remata Eusbio Sade, para quem importante arriscar, mas arriscar com conhecimento.c

A computer that gave birth to four companies


It is now seven years that Eusbio Sade gave up his employment to become an employer. Thus, he rolled up the sleeves and challenged the market. The 39-year old entrepreneur begun his activities with just one computer, but he now manages four companies: Viga consulting company, the Technology and Entrepreneurship Polytechnic Institute (IPET), the IPET Tailors Workshop and Rise Microfinance Institution.

called Viga, which is still operational, and I deal with permanent collaborators who have been working 24 hours a day, the entrepreneur explained with some enthusiasm. In fact, the other undertakings emerged from the Viga Company over the past seven years. Following Viga, Eusbio Sade explains that he ventured into a medium training institute which, in its turn, led to the creation of a uniform making company and to a microfinance institution. All the work carried out so far does not represent a third of my horizons as an entrepreneur, warned Sade, promising to work hard in order to make the undertakings grow even more. The entrepreneur promises to build a university campus and move the institute from Centro to a new location in Costa do Sol township, in Maputo city. In addition to the campus, we will build houses for the teachers. We are now in the design phase with the architects, and no concrete figures yet, but it is obvious that we will invest some millions of dollars, revealed Eusbio Sade.

t all started in the neighbouring South Africa, in 2005, when Eusbio Sade concluded his course of Masters in Business Management and Entrepreneurship. At that time, he had taken the decision to turn his

final thesis into a reality. The idea was to create a consultancy company which is more dedicated to companies and civil society organizations operating in the Mozambican market. I managed to put the idea into practice. I established a consultancy company

Eusbio Sade recalls that he had to face a strong red tape to put Viga operational. Offices and meeting a number of documentation requirements were only possible thanks to the good will of some friends linked to young peoples associations, who were available to collaborate free of charge. This support was possible because during my adolescence and large part of my youth I was involved in juvenile initiatives, he stated. Having overcome the bureaucracy hindrance, Sade made business cards and leaflets for Viga, which he personally distributed to different institutions based in countrys capital city. It is hard to imagine how difficult and stressful it is to enter a certain market if you do not know anyone who can lobby for and facilitate your work, he said. Lack of someone who can lobby for and lack of knowledge of the arrangements required to enter the market made Viga receive the first bid for service provision three months after its foundation, i.e. in June 2006. The

advantage was that soon after having signed an agreement for rendering services, I had another consulting service in the following month. And from there on, I never stopped, he concluded.

Cultivating the dream to inspire young people in Africa

The 2,700 dollars temptation

During the three gloomy months, during which Viga could not get any consultancy contract, Eusbio Sade was tempted with a proposal to work for a Non-Governmental Organisation. The temptation was of 2,700 dollars per month, including a vehicle and medical care for him and his family as fringe benefits. Sade was living in a rented house in Malhangalene township, in Maputo, and had to take care of his wife and son. Vigas profits were taking long and I was in need of money, but I declined the proposal against all and everyone, for even my wife herself had encouraged me to take the offer in the said NGO, recalls Sade. On the whole, there were three gloomy months, above all for someone with bills to pay, family to look after, but who never gave up fighting.

Sade, who is also a university Lecturer, explained to the Capital magazine that his major dream is to inspire African young people to embrace entrepreneurship, because it is possible to pull through in the midst of difficulties. Today, the entrepreneur Eusbio has about 100 collaborators in the four companies he manages, and he is thinking of making the Technology and Entrepreneurship Polytechnic Institute (IPET) a High Education Institution. The Technical and Medium Training Institute begun its activities in 2009, but it is already operating in Zambzia, Nampula and Sofala Provinces, in addition to Maputo City. And the idea is to expand the institution to many other provinces in the county. Just in the last two years, the entrepreneur invested about 2.7 million meticals in the procurement of diverse material for the institution. We have air-conditioned rooms and furbished with modern equipment for a facilitated and updated learning process, added Eusbio Sade.

Currently, the IPET Tailors Workshop and Print Shop both under his management essentially serve the school interests. In other words, continuity business wise is made through production of diverse graphical material and uniform for students and teachers. And the same happens in relation to Rise (the micro-finance institution) that serves essentially to grant low-interest loans to the collaborators of the four companies, in consideration of the funding difficulties that are there in the national commercial banks. We grant up to 100 thousand meticals because this is all we can afford at this juncture. For now, we are financing small entrepreneurs and we grant consumer credit to our collaborators, he explained. African young people must be able to turn the thought into action, in the absence of which we will not move forward. We must think big, and only in doing so will we go further. The majority of young people are experts in theory, but they cannot turn difficulties into opportunities, concludes Eusbio Sade, according to whom one must take risks, however with knowledge.c

on International Trade in Endangered Species of Wild Fauna and Flora (CITES), capped the historic two-week meeting by deciding for the first time to initiate a process requiring countries most implicated in illicit ivory trade to clamp down on smuggling. Governments mandated China, Kenya, Malaysia, the Philippines, Thailand, Uganda, Tanzania and Viet Nam the countries of highest concern in terms of their failure to clamp down on large-scale illegal ivory trade - to submit time-bound plans to deal with the problem in two months, and make progress before the next CITES meeting in summer of 2014. Under CITES rules, failure by those countries to take action could lead to a compliance process potentially resulting in sanctions being initiated. The treaty allows CITES to issue a recommendation that governments taking part in the treaty stop trading with non-compliant countries in the 35,000 species covered under the convention, from orchids to crocodile skins. After years of inaction, governments today put those countries failing to regulate the ivory trade on watch,

a move that will help stem the unfettered slaughter of thousands of African elephants, said Carlos Drews, WWFs head of delegation at CITES. The gains made to better protect species here in Bangkok are a major milestone. But the fight to stop wildlife crime is not over, Drews said. These countries will now be held accountable to these pledges, and must step up the urgency in dealing with the global poaching crisis that is ravaging our wildlife. The decisions to better regulate the ivory trade this week came after Thai Prime Minister Yingluck Shinawatra on the opening day of the meeting announced she would shut down her countrys ivory markets. The prime ministers pledge came after more than 1.5 million people signed petitions by WWF, Avaaz, and actor and conservationist Leonardo DiCaprio asking her to end the trading of ivory in Thailand. Governments also extended better protection to threatened rhinos by pledging to work against organized crime syndicates that are smuggling rhino horn through the black market by increasing penalties. countries adopted a plan to reduce demand for illegal wildlife products like rhino horn, which is believed wrongly to be a miracle cure in Viet Nam. Nearly 700 South African rhinos were killed by poachers last year, and nearly 150 have died so far in 2013. Up to 30,000 elephants are lost to poaching every year. In Mozambique more than 2,500 elephants are reported to be killed in the last two years, most of them inside protected areas, especially in Quirimbas National Park, where WWF is engaged with the government to stop the alarming poaching scenario, not only of elephants, as well as rhinos. National and international media have been reporting in the last four years that intensive poaching of rhinos and logging is taking place in protected areas of Mozambique. According to the WWF Country Director in Mozambique, Helena Motta, the decisions from CITES are an important step toward a stronger protection of Mozambican biodiversity, that is being slaughtered with no clear action from the government. Meanwhile, the Rovuma Landscape project Coordinator, Roberto Zolho,

emphasised that the challenges now remain for the local governments, especially the government of Mozambique, to implement strict and punitive measures against the poachers. The Government of Mozambique is once again called to introduce serious reform to its law enforcement sector which includes devolution of powers of arrest and court charge preparation, regulate its domestic market of processed ivory and coordinate with Public Prosecution sector for effective eradication of prevaricators. Governments also reaffirmed the stronger protections for three species of hammerhead sharks, in addition to porbeagle sharks, oceanic whitetips sharks and two species of manta rays. The sharks and manta rays will be listed on CITES Appendix II, seeking to regulate their international trade at sustainable levels. This is an historic moment, where science has prevailed over politics, as sharks and manta rays are being obliterated from our oceans, said Carlos Drews, WWFs head of delegation at CITES. This decision will put a major dent in the uncontrolled trade in shark meat and fins, which

is rapidly destroying populations of these precious animals to feed the growing demand for luxury goods. These timely decisions to have trade in sharks and manta rays regulated by CITES show that governments can muster the political will to keep our oceans healthy, securing food and other benefits for generations to come and we hope to see similar action in the future to protect other commercially exploited and threatened marine species, both at the national and international level, Drews said.c
