SERD Education Program


SERD education program operates in five countries in Southeast Asia:
Indonesia Philippines Viet Nam Cambodia Lao PDR Myanmar

Regional Context
SERD countries are varied:
Lower middle-income:
Viet Nam, Indonesia, Philippines Cambodia, Lao PDR, Myanmar

Less developed:

Strong economic growth ranging from 5.1% (Philippines) to 7.6% (Lao PDR) in 2012 Considerable variation in countries innovative capacity, knowledge economy development and competitiveness

Education and Training Challenges


Skill shortages Expansion of educational opportunities, particularly for post-basic education Improve quality and relevance of teaching and research Address access and quality disparities eg. girls, rural/urban Improve regulatory and financing frameworks for education Address education infrastructure gaps Shift to OCR borrowing economic development

Policy Focus for Human Capital Development, Southeast Asia


Country Indonesia Structural Policy Focus Improve the outcome of higher education and reduce urban-rural disparities in access to educational infrastructure Improve the access to and quality of basic education and strengthen TVET Increase skilled labor by education reform Improve the outcomes of education and reduce urban-rural disparities Strengthen the link between industries and academic institutions to improve labor force skills and to enhance research and development

ADB Education and Training Sector Strategies


Education and training strategies vary according to country needs and objectives Sector strategies determined as part of Country Partnership Strategy process General focus is increasingly on:
Lower and upper secondary education Technical and vocational education and training (TVET) Higher education

ADB Education Policy Focus


Country-based and regional assistance (Greater Mekong Sub region) within SERD Focus is consistent with ADBs guiding documents:
Education Policy 2002 Strategy 2020 Education and Skills Strategies 2008 Education Sector Operational Plan Country Partnership Strategies and Country Operations Business Plans (COBPs) Country education assessments, sector strategies and road maps

SERD: New Projects


Current COBPs include a mix of lending and non-lending projects/programs projects, sector development programs, Capacity Development TAs (CDTAs) and Policy Advisory TAs (PATAs)

New projects plus a number of projects that follow-on from previous projects
ADB re-engagement in Myanmar Focus on public private partnerships
