CHAPTER 1- INTRODUCTION

Introduction
After independence Pakistan choose USA instead of USSR to alliance panther, USA & Pak relation get stronger after the 1965 war when prime minister Ayub Khan visit USA for economic aid. Since 1948 USA became a major country which was giving financial, moral, and economical aid to Pakistan, later on 1954 both countries agreed bilateral relationship on the civil and military aid by $2.5 billion and $700 million. This relationship became stronger when USSR attack on Afganistan and Pakistan became a prominent player in the USSR war and USA Aid flood moves to Pakistan for Jihad and military supports. They gave more importance military over Politians because their more benefit was attached to them. But in 1990s when Pakistan at the stage of becoming Atomic Nation at that time Pakistani political leaders gave surety to USA that they will not testify their nuclear bombs but soon after the situation changed and Pakistan became a Atomic nation and USA put heavy sanction on our nation and they leave Pakistan in isolation with no economic and military aid were given to us. This was a critical stage for our nation when not only trade but other Europe union countries relation also suffers from these sanction. In 2001 dramatically 9/11 changed the south Asia peace in one day, this attack woke-up USA from the peaceful dream, this way again a turning point between both countries but this time Pakistan was declared terrorist supporting nation. After military takeover in Pakistan, president of both countries Mushraf and Bush agreed that Pakistan will be alliance partner of USA in Afghanistan war for this understanding USA will support in the form of Civilian and Military aid. Moreover, In 2001 Pakistan entered into Afghanistan war but not directly and again floods of Aid moves to Pakistan but unfortunately this supporting war became of our war but in our country in northern areas. Due to wrong decision of military regime Pakistani nation is still suffering from terrorist attack within in our country. Unfortunately war of extremism led as so called worst nation in the country.

(Epstein, 2012, p. 2), The USA opposition party putting pressure to reduce fiscal budget deficit, this may cause to reduce the Aid of alliance war partner especially Pakistan but this act may affect the USA security interest, because in this war Pakistan is the key role player for their national security issues. But also they think due to without accountability and credibility they cant continue the conventional Aid. History and present shows that US is leading country which are supporting Pakistan till now. After 2001 both nation are on the track of bilateral relation but some event changed the relation of two countries, the event of Osama bin Laden killing in the Abbottabad and the killing of 24 pakistani soldiers in Salala Check Post by NATO arm forces.

The congress passed a bill in 2009 to increase the aid of Pakistan according to the act of (P.L. 111-73) this bill give president of America right to given $1.5 billion nonmilitary aid to Pakistan soon after Pakistan were entitled for the coalition support fund which was a actually military aid because Pakistan was alliance partner of USA in war then the total amount payable to Pakistan was $4.3 billion. The parliament of Pakistan jointly passed new bill on Pak & US relationship; because of ties of November 2011 NATO attack on Salala check post and for this act Pakistan close NATO supply from the its border and after apology of USA, Pakistan reopen its border. (SASSI Research Team, 2011, p. 11), USA focusing in the two main areas for the Aid, Military & Civilian sectors because these are the main key sector which be beneficial for the USA. Military support program Pakistan military receiving aid through coalition support fund, which was not yet pay to Pakistan according to the bill of congress in 2009. Pakistans counter insurgency capability funds, foreign military financing and direct finance. Civilian Support program
On the civilian side the FATA development program its main objective is to uplift the life of FATAs people, Migration and refuges program helps the migrate people of Afghanistan and affected people of the areas of Pakistan, moreover The Economic Support Fund is for the economic stability in the country, Friends of Democratic Pakistan, the main purpose of this aid is to root out extremism from their country and track-on their economy in the stability path this aid was provided by 24 friend countries of Pakistan in 2009.
