The Hon. Tito S. Sarion Municipal Mayor Daet, Camarines Norte Thru: The Sangguniang Bayan Daet, Camarines Norte Subject: Letter-Request for Exemption of Six (6) Wheeler Trucks and other similar smaller motor vehicles to enter the Poblacion of Daet, for the purpose of loading and unloading of stocks, goods, wares, or merchandise for a limited period

Sir: Under Resolution No. 071 dated April 1, 2002 of the Sangguniang Bayan ng Daet adopting Municipal Ordinance No. 51 regulating the entry to the Poblacion of Daet (Brgys. 1, 2, 3, 4, 5, 6, 7, and 8) of motor vehicles of enormous sizes, it is unlawful for such large motor vehicles mentioned therein to enter and/or park within the Poblacion as defined in said municipal ordinance. The sweeping prohibition for such large motor vehicles including six (6) wheeler trucks as provided for in the said ordinance has worked adversely to the interest of legitimate establishment or stall owners in particular and to the consuming public in general due to the following reasons: 1. Loading and unloading of good, etc. only outside the Poblacion which is quite far from the commercial establishments or stalls would entail, as it entails, additional costs in labor and additional expenses for transportation before said goods or merchandise reach the places of business within the Poblacion. 2. Necessarily, merchants/businessmen who absorbed the additional costs of labor and transportation are constrained, for their own survival, to pass the same to the consuming public, thus resulting in higher prices of basic goods and commodities. 3. Moreover, the delivery of stocks, such as gasoline, fuel, rice, and other basic goods and commodities are hampered and delayed due to the stringent prohibition in the above-mentioned municipal ordinance, thus causing so much inconvenience to the business sector and the general public as well. While we fully agree that the entry of motor vehicles of enormous sizes such as trailer trucks, ten-wheeler to eighteen-wheeler trucks within the Poblacion should be regulated and allowed only within the specified time and days as they occupy so much space of our main streets and thoroughfares and therefore impede and obstruct the smooth flow of traffic, the same is not true with respect to six-wheeler trucks and other similar or smaller delivery trucks as they occupy only a small portion of the street, and the obstruction to traffic is minimal, if ever. Under the above-described situation, there is a need to amend or repeal Municipal Resolution No. 071 adopting Municipal Ordinance No. 51 by providing exemption to sixwheeler trucks and other similar or smaller delivery trucks from the prohibition, and allowing them to enter the Poblacion of Daet, and to park at limited time for the purpose of loading and unloading the goods, merchandise, wares, and commodities related to the business of establishment and stall owners.

Premises considered, we, the undersigned owners/proprietors of business establishments and stalls within the Poblacion of Daet, as defined by the aforementioned ordinance, appeal to the sound judgment and consideration of the Honorable Mayor and the Sangguniang Bayan of Daet to give due course and favorable action to the matters created in this letter-request, in the interest of justice and sound business climate in our beloved municipality.
