Insaf Research Wing (IRW) is a part of Pakistan Tehreek-e-Insaf (movement for justice - a political party, PTI). IRW was created in 2009 to carry out research in order to find solutions for problems in Pakistan. The foremost goal of IRW is to keep people of Pakistan and PTI informed and prepared. The wing is composed of committees. Each committee addresses issues related to its field of expertise. The committees defined as of yet are (i) Economics & Finance (ii) Energy (iii) Science & Technology (iv) Health (v) Education (vi) Environment (vii) Anti-Corruption (viii) Surveying (ix) Socio-Political (x) Foreign Affairs (xi) Strategic Thinking. The research reports/papers are either commissioned by the central executive committee of PTI or committee members of IRW. PTI members can also suggest IRW to consider researching on a matter they find important. IRW welcomes any contributions in the form of scholarly work addressing important issues. Nevertheless, after the author(s) sends the document it is peer reviewed before getting published. In the process of peer review the document is technically analyzed and scrutinized. The procedure is necessary to maintain quality control. However, varying opinions & ideas are not penalized. Apart from working on research reports/papers which shed light on problems and provide basic solutions, IRW undertakes the task of preparing extensive policies for PTI. These detailed and in-depth policy documents are a combination of input from several professionals who are well versed in the subject. IRW also serves as a check on the reigning governments policies. The Wing does not follow a preset ideology while carrying out research. IRW does not endorse any opinion presented in a published report/paper as an official position. Likewise, several research reports/papers on a similar subject published by IRW can have contradictory recommendations though it should be noted that these point of views are sole responsibility of the author(s). Very rarely when there is a complete consensus on a certain research report/paper within IRW only then it is recommended to PTI for official perusal. Any published document by the wing does not constitute it as an official position of PTI unless otherwise stated. Insaf Research Wing works at a national level but its members are located throughout the world bringing in the much needed international experience. IRW practices an open membership policy valid for all Pakistanis regardless of religion or race. Nevertheless, members of other nationalities from international organizations interested in helping Pakistan are always welcome to join IRW.

Vision was to engage human resource of Pakistan Tehreek-e-Insaf (PTI) in Union Councils in research in order to document viewpoint of citizens on the four indicators: Society, Politics, Governance and Sovereignty.
The Project Political parties are public platforms, which claim to revolutionize this politically fractured economically crippled - socially fragmented Muslim nuclear state through their policies do not document opinion on issues-affairs even within the party to know what and how majority of the party workers/citizens think for whom they craft policies. Citizens viewpoint is the information required to analyze and formulate policies, which lead to decision making. In our politics, policies are being made (though not implemented) for a common man without knowing his perspective this creates a demand to gather data by starting process of conducting surveys for more comprehensive policy-making hence, for better decisions. To reach public in a different style, gather their opinion scientifically and share it worldwide, I presented a game plan (November 2010). To set trend and shape culture of surveying, I implemented different plans. The idea was to utilize human capital of the party on-ground for research and for that, people were introduced to the concept I invited them to contribute. I made it peoples project - involved more and more people to make them the credibility factor of the survey. Those who dont even support the party volunteered in documenting public opinion. I engaged students in research - involved them in two phases of the project; students who are neither associated with this party nor its federation of students participated. I started working on the game plan in September 2010; to engage people for data collection I implemented three plans. Target sample size was +1, 000. Plan-A was to engage Regional Organizers (RO) in Union Councils (UC) in data collection it wasnt successful {year 2011}. Plan-B was, introduce concept of research to entities (wings-federation-forums) of the party {year 2012} and involve students in research in politics whose energies are utilized only in activism. The plan was partially successful. Plan-C, I involved my friends - especially those teaching in universities. Distributed 2,420 questionnaires with guidelines document and introductory letter; number of photocopies of those documents, 14,865. Number of filled questionnaires collected 1,495 and considered 897. Data collection period: September December 2011 and January December 2012. Cost on the project is between twenty to twenty-five thousand rupees. No one has ever collected and collated primary data from a political platform on voluntarily basis. The research project brought various people and different teams on one platform, unique example of teamwork; collaboration of Insaf Research Wing (IRW) : Women Wing (WW) + Youth Wing (YW) + Insaf Students Federation (ISF) + Insaf Professionals Forum (IPF) + Insaf Lawyers Forum (ILF) + PTI members and Insaf Research Wing Page 6

non-members. For the first time, PTI members and non-members conducted survey in urban and rural areas of federal capital of Pakistan.

Phases of the Project Phases of the project are: Design of Research Instrument Data Collection Data Cleaning Data Entry Data Analysis

Research instrument (questionnaire) was designed, pretested, translated then pretested, photocopied and packed by me; data was collected by ROs, members, students and my friends. I distributed and collected the questionnaires. I cleaned the data, which was entered in four phases. I shall analyze the data and present it. The duration (in months) of phases of the project is presented in Figure-1.

Data Collection Islamabad has twenty rural and twenty four urban UCs (total 44); survey was conducted from September to December 2011 and January to December 2012. Most of the urban area was covered but not the rural area as planned; two thousand four hundred and twenty questionnaires in Urdu were distributed. The number of questionnaires distributed, collected and considered, shown in Figure-2.

Islamabad Chapter Representatives Year 2011 [Plan-A], in April one thousand two hundred and eighty questionnaires were given to ROs. In December (2011), collected one hundred and seventy nine filled and some unfilled questionnaires from former President NA-48; considered one hundred and twenty three questionnaires. General Secretary lost eight hundred and thirty two questionnaires.

Year 2012 [Plan-B], on March 14 former President Zone-1 was given hundred questionnaires. He returned forty eight filled questionnaires and remaining unfilled; considered twenty five questionnaires.

Youth Wing (YW_Islamabad) January 20, 2012 [Plan-B], Youth Wing (YW) was given four hundred and eighty questionnaires for conduction of survey only in rural area, 20 union councils. Collected three hundred and twenty four questionnaires; considered only eighteen. YW didnt return remaining questionnaires.

June 11 (2012), ROs-Rawat were given hundred questionnaires; collected sixty four - didnt receive remaining questionnaires.

Insaf Students Federation (ISF_Islamabad) February 08 (2012), Insaf Students Federation (ISF) was given six hundred questionnaires for conduction of survey in urban UCs. Afterwards, Senior Vice President (SVP) told that federation can conduct survey (only) in universities of Islamabad in one week. After that, I didnt get any response from him. Only, team of Umer Saqaf, Zia Ullah, Tahir Khan Yousafzai and Niqab Shah conducted the survey by organizing two camps in male campus of their university. They got short of survey forms and photocopied the questionnaire from their own pocket. They also placed questionnaires in membership-camp. Collected around two hundred and eighty unfilled questionnaires from a member-ISF; SVP lost remaining questionnaires.

Women Wing (WW_Islamabad) January 18 + June 13 (2012), Women Wing (WW) was given two hundred and forty questionnaires for conduction of survey among female citizens in rural and urban UCs; collected seventy seven questionnaires received some unfilled questionnaires.

Students (Islamabad) On February 20 and September 25 (2012), students (non-members) were given five hundred and ninety four questionnaires - collected three hundred and seventy filled; considered one hundred and eighty four questionnaires. Some students photocopied the questionnaire from their own pocket.

Data Cleaning The process of cleaning the data took around six months; respondents were contacted (on their email address and/or phone number) for verification. Enumerators were investigated some were shown the questionnaires for confirmation. Filtered questionnaires, which were falsely filled, fake and cannot be verified. From 1,495 filled questionnaires collected, 897 questionnaires were considered for data entry.

Data Entry Data entry was completed in four phases. In first two phases, students entered the data - the process was coordinated by Gulfam Khan Khalid. In third phase, I myself entered the data; in fourth phase, I checked the data entered not only removed the errors but extracted fake questionnaires.

Data Analysis Analysis will be based on Descriptive Statistics and data will be presented in graphs.
