DRAFT ORDINANCE FOR THE ADMISSION FOR DEGREE OF DOCTOR OF PHILOSOPHY [Ph.D.] [With effect from Feb. 2006] The North Maharashtra University offers research programmes in different subjects and in inter-disciplinary areas leading to the degree of Doctor of Philosophy. A regular full time or part time candidate shall ordinarily work in the University Departments or Research Institutes/Centers (in colleges or industry) or recognized place of research, by the North Maharashtra University. The candidate shall work under the supervision of a research guide recognized by the University. The rules regarding the eligibility, registration, supervision, submission and evaluation of thesis and the viva voce and defense of thesis shall be as follows: 1) ELIGIBILITY * Persons having minimum of 50 percent marks at Post Graduate examination OR * Persons who have done Masters degree by research and have published at least one research paper in a good research journal. OR / / examination of the apex bodies in higher/ * Persons qualified in technical/professional education such as CSIR/UGC/ICAR etc. Provided that, (a) For admission to the Ph.D. programme in a subject in any faculty, the applicant shall, ordinarily, hold a masters degree in that subject from any recognized university, which is a member of AIU, New Delhi or if the degree is approved by AIU. On the advice of the concerned Research and Recognition Committee (RRC), the BUTR or Vice-Chancellor in his discretionary powers, may admit a student under special circumstances such as inter-disciplinary subjects. No officer of the university shall have any right to reject any application in this regard at the stage of submission of application. All rights in this regard shall rest with the RRC.

Applications for research in inter-disciplinary areas and from applicants be longing to a faculty or subject other than the faculty or subject in which the research is proposed to be done shall be considered on the basis of the proven ability and the aptitude of the researcher for such a kind of research. The decisions in this regard shall be taken by the Research and Recognition Committee/s concerned, after an oral presentation by the research student. In such cases, the guide should be from the subject in which the candidate has completed his/her master degree and the co-guide from the allied subject. The guide and co-guide for one particular thesis can not be from same subject. The Fellow member of the Institute of Chartered Accountants of India or the Institute of Cost and Works Accountants of India or the Institute of Company Secretaries of India shall be considered eligible for registration for Ph.D. in any subject in the Faculty of Commerce and Management provided that they possess a Bachelors Degree of any statutory University as mentioned in 1(a). A graduate in Engineering who has developed important new techniques (new for the country) or designed and fabricated special instruments or apparatus which are deemed to be valuable contribution to engineering may be permitted by the B.U.T.R. in Engineering & Technology on the recommendation of the appropriate Board of Studies to submit his thesis for the Ph.D. Degree in that faculty. Such candidate must have at least five years standing as a Bachelor of Engineering.

2. ADMISSION/REGISTRATION/DURATION The registration for the Ph.D. degree shall be done in the University after undergoing necessary procedure. The topic, along with the abstract of research proposal with details of the student, guide and institute shall be intimated to student, guide and institution and shall also be announced on the website of the university to avoid delay. The registration procedure will be as below: (a) An applicant seeking admission to the Ph.D. programme shall apply to the Registrar in the prescribed application form at any time during the year, along with the registration fee as may be prescribed from time to time. The applicant shall submit along with the application ten copies of his /her Ph.D. proposal as per the guidelines.

On ascertaining the eligibility of the applicant and on the recommendation of the guide, the university shall provisionally admit the student. The eligible applicant shall be required to make a brief presentation before the Research & Recognition Committee. For this purpose, the date of the meeting of the Committee for such presentation shall be communicated at least 15 days in advance by letter; preferably by fax or e-mail to the applicants. The condition of presentation may be waived in case of international students and the applicants having M.Phil. or equivalent degree in a relevant subject or as judged from the number and quality of publications. The RRC shall: (i) consider the admission form on the basis of the merit of the proposal and assessment of the presentation, (ii) approve the selection of the topic, guide and research place, (iii) approve, the Guide & the co-guide recognized by this or in special circumstances, by any other recognized university, in consultation with the guide. In a normal course, the date of admission shall be the date of submission of Registration form. In the event of rejection, the candidates date of registration will be the date of acceptance of proposal by RRC. Full time students will have to work for two years and part time students for three years before submitting the synopsis. The duration of registration shall be valid for five years for full time students and six years for part time students working in colleges/industry. If the candidate is at the threshold of submission and proves the facts to the concerned Dean, one year extension can be given after charging the normal tuition fees due for one year. If the candidate desires, he/she may partially modify the title and the proposed plan of the research. The concerned Dean may approve such changes on the recommendation of the guide. As per the provision in the Ordinance No. 116, no candidate shall be allowed to simultaneously register for Ph.D. and for any other degree course in the same or different university.

3. SUPERVISION (i) The applicant for the Ph.D. programme shall have the freedom to choose his/ her research guide from amongst the research guides recognized by the North Maharashtra University. Normally, a candidate shall be required to complete his/her doctoral research under the supervision of the guide who recommends his/her case for admission. However, the R & R Committee concerned may allow a change of guide on the production of no obiection certificate from the first guide and an acceptance letter, from the new guide. In case of such a change, the candidate shall work, for a minimum period of one calendar year under the new guide before he/she submits the thesis. No objection certificate will not be insisted on if the student brings to the notice of the university that his/ her guide is not available or interested in guiding his/her research for some reason or the other. At any given time, a guide shall not have more than eight Ph.D. students from this or from any other university working under his/her supervision/cosupervision. In case, the guide of the candidate leaves the University/College/Institute or retires from service but continues to be the research guide of the university,the candidate will be allowed to complete his/her work under the same guide. As a special case, the BUTR concerned, on the recommendation of the R & R Commitee, may allow a candidate to register for Ph.D. independently, i.e. without having to work under the supervision of a guide, provided that the candidate is eligible and has demonstrated the ability to undertake research work independently. In that case, the candidate should have published at least two papers in reputed Research Journals or have published two books. In case of a dispute between a candidate and his/her guide, the Committee consisting of the following shall examine the matter and report to the ViceChancellor whose decision shall be final: a. Dean (Chairman) b. Chairman of BOS of concerned subject c. Nominee of the concerned RRC appointed by the Vice-Chancellor. d. The applicant. e. The Guide of the student.

The report shall include all observations meticulously and make specific recommendations on the basis of observations for the acceptance of the ViceChancellor.

MONITORING THE PROGRESS: All the registered candidates shall be required to submit an elaborate progress report of the work done by the candidate to the university through their research guide and co-guide after every six month. If a candidate fails to submit two reports consecutively, his/her registration shall be liable to be cancelled. PLACE OF WORK. (a) Normally a candidate has to work under the guidance of recognized guide at his place recognized by the university. (b) In case the candidate works at some other place than the guides place, the candidate shall be required to work at least for 180 days ( for the subjects related with experimental work) at the place of guide or co-guide. (c) A candidate may be permitted to work for the Ph.D. Degree in an institution outside the jurisdiction of this University but recognized by N. M. U. as a Post Graduate Center for Ph.D. research under the guidance of a recognized guide from the same institute. (d) In science faculty the candidate from NMU shall not be allowed to work under the guidance from a teacher from other university.

SUBMISSION AND EVALUATION OF THESIS Submission of Synopsis: A candidate can be allowed to submit his synopsis after a period mentioned in section 2. above if he/she has submitted all six monthly reports and fulfilled other conditions like publications of atleast one research paper in reputed journal (for science, pharmacy and Engineering and Technology faculty). Submission of Thesis: The candidate shall be allowed to submit his/her thesis within six months after the submission of synopsis. The paper bound copies of the thesis shall be submitted in accordance with the specifications.

The paper used for printing of the thesis shall be of A4 size. Printing shall be in a standardized form on one side of the paper and one and half spacing. A margin of approximately one and half inches shall be kept on the left-hand side. The cover shall not be more than approximately 330gsm The title of the thesis, name of the candidate, degree, name of the guide and the month and year of submission shall be printed on the title page and the cover. The candidate shall submit to the University, four copies of his/her thesis with forwarding letter of his/her research guide and the HOD/Director of the university Department/School or Principal of the college or Director of the recognized institute. The thesis shall include a certificate by the candidate that the work reported in the thesis has been carried out by the candidate himself/herself and that the material from other sources included in the thesis, if any, is duly acknowledged. The work described in the thesis has not been used by the candidate for the award of any other degree or diploma. A similar certificate shall also be given by the guide. A candidate will not be permitted to submit a thesis on the work for which a degree has already been conferred on him/her in this or in any other University. The candidate shall not be allowed to incorporate his/her work which has already been submitted for the M.Phil degree in this or in any other University. The thesis shall be written in English/Marathi/Hindi. In the faculty of Science, Engineering and Technology, and Pharmacy, the thesis shall be written in English. If the thesis is based on joint research, the nature and extent of the authors individual contribution shall be indicated in the declaration. The declaration shall be certified as correct by the candidate as well as by his Supervisor/ Research Guide. The candidate may include copies of his/her original contribution/s in the thesis in the end. Along with the four copies of the thesis the candidate shall also be required to submit 15 copies of the abstract of the thesis highlighting the findings and original contribution of the research.

Note: Thesis shall be submitted in the form of loose bound copies in computer readable form (soft copy) enabling the candidate to incorporate _changes after updating the data, if suggested by the referees. Once the thesis is recommended for award of the Ph.D. degree, in addition to the hard copies of final approved thesis the candidate shall be required to submit a CD of his thesis to the University

APPOINTMENT OF EXAMINERS/REFEREES: The procedure for appointment of the examiners shall be undertaken soon. after the candidate submits his/her synopsis. The synopsis shall be forwarded to the RRC concerned for approval/ acceptance The committee shall recommend to the Vice-Chancellor, a panel of the at least six external examiners. The Vice-Chancellor shall approve the names of the referees in the order of priority. The guide of the candidate shall be the internal examiner. In the case of a candidate working independently, the R & R Committee concerned shall recommend to the Vice-Chancellor, the name of recognized research guide who shall be the internal examiner. EVALUATION After the Vice-Chancellor has approved the panel of examiners, the University shall invite the first two examiners on the approved panel to examine the thesis. When an examiner accepts the invitation, University shall forward the thesis to the examiner within a week from the date of receipt of acceptance letter or the submission of thesis, whichever is later. If an examiner does not accept the invitation within a period of two months from the date of dispatch of the letter,the invitation shall be sent to the next examiner on the panel, without observing necessity of reminder to the examiner. The external examiners shall independently send their reports in the format to the University with a copy to internal examiner within sixty days from the date of receipt of the thesis. If an examiner fails to do so, the University shall send him/her a reminder immediately after the expiry of the said period and request him/her to submit the report within thirty days there of. If the examiner concerned still fails to comply within the extended period, the University., shall cancel his appointment and invite the next examiner on the approved panel to evaluate the thesis. In the event of a request for late submission of report, receipt of report after the appointment has been cancelled or loss of report, postal delay, etc. the Vice-Chancellor in his capacity as Chairman, BOE shall take an appropriate decision in the interest of the candidate concerned. After receiving the report from the external examiners, the University will send the reports to the guide for submission of joint report. .

The reports received shall be immediately forwarded to the Vice-Chancellor, who, after ascertaining that all the three reports are favourable allow to arrange theviva and the open deferense of thesis. The University shall get the thesis examined by the additional examiner from the panel of examiners approved by the Vice-Chancellor if the report of one of the external referees is not favorable. (i.e. not recommended for the award of Ph.D. degree). In case both the external examiners give unfavorable reports, the student shall be declared as failed. The referees appointed will be required to submit specific report in the prescribed proforma supplied by the university along with the detailed report. If the external referees have suggested some corrections in his/her evaluation reports regarding Typographical, grammatical, spelling mistakes observed in the thesis, the university will inform the guide who will ask the candidate to make necessary changes/corrections in the thesis. The candidate will have to submit four copies of the final bound thesis after incorporating all the corrections as per the suggestions of the referees. The fair copies of the thesis shall be submitted by the candidate before the viva-voce/defense. VIVA VOCE AND OPEN DEFENCE OF THESIS After receiving favorable reports from both the external referees & joint report from the internal referee/guide, the procedure shall be initiated for conducting the viva-voce examination.

The Chairman for the Viva-Voce and the defense of the thesis shall be appointed by the Vice-Chancellor in his capacity as Chairman, BOE. The date suitable to the internal and the external examiners shall be fixed for conducting the viva voce. The day, date, time and the place for the viva voce and the defense of thesis shall be notified by the University at least ten working days in advance to the candidate, the referee, guide and chairman of the open defense . It shall also be displayed on notice board. The open defense of the thesis shall take place in the presence of Chairman approved by the Vice-Chancellor, internal examiner and external examiner. The examiners shall jointly evaluate the performance of the candidate. The role of

the chairman shall be to conduct viva in order. The Chairman will not have any role in involving into intricacies of the problem. If none of the external referees is able to be present at the time of the defense, the Vice-Chancellor, on the recommendation of the guide shall appoint a senior research guide in the subject/allied subject to act as an examiner for the defense of the thesis. In case, the internal examiner is not available, the Vice-Chancellor shall appoint one of the senior research guides in the subject concerned from the panel of recognized research guides in the subject/allied subject to act as an internal examiner. Both the examiners and the Chairman present for the viva-voce and the defense of thesis shall submit their final consolidated report about the award of the Ph. D. degree to University immediately after the defense is over. The recommendations shall be specific and shall recommend that the Ph.D. Degree be awarded to the candidate OR that the candidate should undertake a fresh defense after specified period.

(viii) If the thesis is recommended for the award of Ph.D. Degree to the candidate, the first copy of the thesis will be deposited in the University Library, the second copy will be kept in the Department/Institute where the research work has been carried out, the third copy will be returned to the candidate and fourth copy will be retained by the Supervisor/Guide.

DECLARATION OF RESULT The final result shall be officially declared by the COE within eight working days from the date of the defense of thesis.
