ThePowerElectronicsLab(PEL)inArnhemtakesaunique positionintheworldbecauseofthevoltageandpower range.Firstofallitisessentialtounderstandthatthis laboratoryisnotlikeanyofthealreadyexistingKEMA laboratories,notinfunctionality,purposenororganisational structure.Thelaboratoryisowned,andwillberun,bythe independentfoundationcalledthe"stichtingEMVT laboratorium".KEMAhas50%shareinthisfoundationand Printed:17052010

thedutchgovernmenttheother50%.Theuseofthe laboratoryfacilitieswillthereforealsoreflectthisratioand beavailabletoKEMAfor50%ofthetimeatcommercial ratesand50%ofthetimeforresearchactivities coordinatedbyaDutchresearchinstituteonenergy,ECN, togetherwiththetechnicaluniversitiesinDelftand Eindhoven. Thelaboratoryinfrastructurehasbeendesignedtoenablea varietyofelectricalcircuits,includingtheoptiontocirculate powerwithinthelaboratorybyconnectingthevirtualgrid, throughthedeviceundertest,backtothefeedinggrid. Alternativelyalargediversityofpassiveloadsareavailablein thelabandalreadysetuptobeeasilyconnectedtotestany circuit. Afullyequippedmeasuringsystemisprovidedinthesafety ofthecommandroom.Moreover,thecommandroom overlooksthelaboratoryflooronwhichthedeviceunder testisclearlyvisible.Thelaboratoryisbuiltaroundafully programmablepowerelectronicsconverterthatcaneither createacustomPQgridorrepresentacustomload.The specificationsofthiscentralpieceofequipmentare: Threephase(plusneutralwire)powersystematlineline voltagesupto3.3kV(3phasesindependentlycontrollable); Bidirectionalpowerflowcapabilityof1MVA(four quadrantoperation); FundamentalpowerfrequencyadjustablefromDC75Hz; Overloadcapability1.25p.u.@10s,3p.u.@1s; Harmonicvoltagedistortionupto2400Hz; Dips,unbalance,voltageandfrequencyvariations, interruptions. Thelaboratoryisequippedwithflexibleresistive(0.5MW), inductive(1MVAr)andcapacitive(1MVAr)loadsanda connectiontotheutilitygridwithoffloadtapchanger(400 V...4kV)toprovidemaximumflexibilityforR&Dandtesting. Thegridhastwomainoperationmodes: 1)Firstisthebasicstaticoperationmodewithafixed fundamentalfrequency,inwhichitispossibleto superimposeawidevarietyofharmonicdistortionsontop ofthebasefrequencytosimulateabadlypollutedgrid,ora badlypollutedload(inreversepowerflowdirection).These amplitudesofthefundamentalfrequency,aswellasthatof theharmonicsvoltages,canbevariedonlineandareclosed loopcontrolledtoalargeextent. 2)Secondly,thereisthedynamicmodeofoperation.Inthis operationmodeallkindsofothergridphenomenacanbe produced,e.g.voltageandfrequencyvariationswiththe abilitytoincludevoltagedips,phasejumpsandrapidvoltage changes. Theprogrammedgridwillalsobecapableofcopingwith unbalancedloads/sourcesandstillprovidethecapabilityto superimposeharmonicvoltagesandinstigatedynamic networkphenomenaontoit. Forthefutureitisenvisionedtocreateaconnectiontoa RealTimeDigitalSimulator(RTDS)whichislocatedinDelft UniversityofTechnologytofurtherfacilitateresearchonthe interactionbetweenDERunitsandthepowersystem.
