TASK ORGANIZATION: Annex A 1. Situation

a) General:
The implementation of CPPOs integrated night watch patrol patrol within municipalities and cities Cebu had gained considerable results in our fight against all forms of criminality within these areas. Considering these positive results in our fight against prevailing crimes in their areas of responsibilities. This program seeks to respond to the growing incidents of shooting and robberies, among others in the whole province of Cebu. b) Assumption: The implementation of this plan will minimize/decrease criminality and deter criminal elements from executing lawless plans in the whole province of Cebu. c) Friendly Forces: 1) 2) 3) 4) 5) 6) 7) Central Command (CENTCOM) Visayas Police Regional Office 7 with its Support Units 2nd Air Division, PAF, Mactan Air Base 220 HAW, PAF NAVFORGEN NBI NGUs, LGUs and POs

Cebu Provincial Police Office, concurrent with its present mission and in coordination with other law enforcement units/stations will create a Integrated province-wide Night Watch Patrol Task Force to assist patrol operations in allz police stations and decrease crime rate thereat. 3. EXECUTION: a) Concept of Operation

The province of Cebu shall divide into different sectors according to geographical locations. Each sector shall be headed by the highest ranking chief of police who shall be responsible in the preparation and execution of their subsequent IMPLANS which shall contain the schedule of night watch patrol as well as the participating personnel thereof. the member-police stations of each sector shall be required to send all their office personnel to augment during the scheduled night watch in their respective sectors in accordance with the schedule. The Chief of Police of all police stations shall automatically be the ground commander during the night watch patrol in their municipality. Each sector shall conduct one night watch patrol every week and shall ensure the areas particularly during night time. the augmented personnel shall assist in the saturation drive, checkpoints, oplan baka/.sita, implementation of search warrant, implementation of warrant of arrest, mobile/foot/beat patrols and other applicable tactics. b) Sector Composition

4. COORDINATING INSTRUCTIONS: a) The rule of law and respect for human rights shall be observed at all times. b) Ensure observance of PNP Operational Procedure (POP) c) Lateral coordination with other government agencies, AFP and other Law enforcement agencies and all sectors of the community is highly encourage. d) Before the engagement the Task Force Commander (TSC) must see to it the personnel is in tamang bihis, duty rig, issued FA, flashlight and hand cuffs. e) Before the engagement briefing must be done and evaluation after the operation. f) Before and after the operation, accounting of personnel must be done. g) This Plan will take effect upon approval. 5. SERVICE SUPPORT: a) Logistical and fund requirements shall be provided from the respective regular allocation and existing equipment. b) Additional fund/logistical support may be provided by this office on a case to case basis. 6.
