Re-electionist Palo Mayor Remedios Matin L. Petilla certainly can face her constituents with confidence and wholesome pride as she seeks for a second term as its towns chief executive. In a similar vein grateful people of Palo feel happy and can express sincere appreciation; watching and taking advantage of the various significant projectsachievements in just one term of three years, apparently of tangible face-lifting to progress in this once- upon-a time, a town mired in almost state of hibernation. -oOoPagbag-o han Palo was the battle cry of the political party Mayor Matin led and bared before the were retained for some historical landmark considerations as reminders. -oOoThe Bangon River that in past years threatened the safety of residents living along its bank is undergoing river bank concreting activities to protect the natural embankments from being washed away by big and strong destructive floods that occur during heavy downpours. Real face-lifting ventures are in place with beautifully designedattractive colored streetlights erected along concrete colored-brick-

and disorder. Such forces are on a mission to keep the peace but are armed to the teeth. It is really mind boggling why peace is promoted using instruments that are not peaceful in the first place. While it is true that peace and order are broken often by people who are lawless and armed, it still is ideal if we could find ways to counter violence with peaceful strategies. There surely are a lot of methods, strategies and approaches that we can avail in our effort to keep the peace peacefully. Such strategies would bring lasting solutions so conflicts that are solvable by peaceful means. Court battles are not different from the other adversarial conflicts that we encounter in our daily life. The desire to win over the adversary is the root cause of a persons adamant position to pursue a case at all costs. Nothing is wrong with fighting for ones rights if the same is being trampled upon by others. It will keep ones dignity intact and give a good lesson upon those who transgress the law and the rights of other people. But sometimes, pursuing a case no matter what is the only best option to settle a conflict. However, there is no assurance that winning a case will result into a last-
sidewalks.
One ironic reality is the way we keep the peace which is ordinarily by ways that are not peaceful. We usually attain peace by imposing rules through enforcers who are armed. Being armed gives the enforcer the authority that can elicit respect from people. We are aware of that normal tendency among us to ignore any authority figure who attempts to enforce the law to promote peace and order. There are even those who try to assault such authorities just to show that they are powerful than the one enforcing the law. At times when the lawbreaker is under the influence of intoxicating substances, defiance of persons in authority only vanishes at the sight or threat of a gun. Without the gun, law enforcers could hardly keep the peace as people have that misplaced inclination to show contempt upon authority figures that are unarmed.
Conflict is as natural as peace is. It is difficult to avoid conflict in our relationship with others. Individual differences are primordial factors that trigger conflict among people. Variance in interests and preferences is a cause of conflict between and among different individuals. These differences often place individuals at loggerhead positions that appear to be irreconcilable. In many instances, people who are placed at adverse positions would pursue their cause with the end of prevailing over the adversary. It is that desire to prevail that keeps people at an uncompromising position, refusing to open to possible options that would lead to a win-win solution. In some cases, conflicts are resolved by violent means that end in the defeat of one party due to the force resorted by the other. We have seen peacekeeping forces being sent to areas that are under trouble
-oOoOther projects that have spread out to the barangays of Palo include; farm-to-market roads, drainage systems and improved market structures in town especially at the meat and food sections. Livelihood projects benefiting housewives that successfully augmented family incomes are already functional in several barangays of Palo. These are the buko-cassava pie production, buko juice processing, flour production, bayong bag making, salt production and iodization, to mention a few undertaken in 8 baraning solution of the conflict. In most cases, relationships between the disputants do not heal with the termination of the case. The conflict caused by the standoff in Sabah had reached tragic levels as supporters of an heir of the sultan of Sulu had been killed reportedly by Malaysian forces. The possibility of drastic and radical action that our Muslim sisters and brothers might take must be handled by our government authorities well, with the peaceful option as the best policy. Comments to alellema@hotmail.com
Furthermore the ideal relationship between the Palo local government, the provincial administration and the national leadership contributed largely to the completion of these projects, and the on-going various projects and hopefully those in line for future implementation. With incoming Governor Dominic Mic Petilla and with President Noynoy Aquino, an ally and friend of Mayor Matin who is still be in Malacaang for the next three years, there will be a lot more programs and projects to be undertaken in the next 3 years that will benefit Palon-ons in good measure in the next three years. Lucky Palon-ons, indeed!!!

Pope Benedict waved a final goodbye from the balcony of the papal residence before starting a life of retirement as the first pontiff to resign in over 700 years. He is no longer a pope but a simple pilgrim. The leader of the worlds 1.2 billion Catholics left the Vatican in a white helicopter emblazoned with the Vatican flag seeing ST. Peters Basilica from the sky for the last time as Pope. Benedict is only the 2nd pope to resign in the churchs 2, 000 year history and his final hours as Pope;
he took the unprecedented step of pledging allegiance to his successor. Benedict will remove the personalized ring known as the Fishermans Ring before he leaves office and it will be destroyed, a tradition to ensure that the papal seal is not misused. He will live in castle Gandolfo for the next 2 months before taking up permanent residence inside a former convent on a hilltop in the Vatican grounds over looking Rome. The ex-pontiff will formally carry the new title of
leaders who have faith in God and has real concern for the people, especially the poor and the marginalized; leaders who respect the rights of every human Filipinos, including those of the unborn; and leaders who consider the family as basic unit of our society and therefore must be protected at all times. Judicious best describes the electorates attitude in selecting the candidates to vote for in the polls this May. As the priest in his homily said, stubbornness has its cost. Regrets always come last and the damage has been done, a tragedy that is impossible to undo. It is then too late to be sorry. Heeding the warning of an awful experience is imperative to achieve a better condition or state of affairs in the coming years.

nical Directors Arsenio A. Fortin and Wilson A. Cerbito spearheaded the event which has drawn an overwhelming support from the research and extension experts, provincial, city and municipal agriculturists and veterinarians, local chief executives, officials from the academe, goat and sheep raisers, and representatives from the nongovernment associations and peoples organizations. The SAIS-RED Project is a five-year (2013-2017) multiagency initiative focusing on goat and sheep production. It has two distinct components: the Samar Island Goat Enterprise (SIGE) Development and the Samar Island Sheep (SI-SHEEP) Production Rural Enterprise Development. RTD Cerbito who previously collaborated with PCAARRD on similar project in 2009 in Leyte, discussed in detail the nature and purpose of the SAIS-RED project showing the critical areas to be developed, including the multiplier and production sites at the provincial and municipal levels. He also highlighted innovative methodologies on CPAR-RED and value chain analysis, the process of selecting the farmer-partners, and the need to keep every stakeholders role and responsibility as project partners and likewise underscored the importance of social preparation and the value of sustaining solidarity, teamwork and unity that would spell the success of the project.
A strong cooperation and support from all key players is the key ingredient in transforming this project into a very successful one, RTD Cerbito pointed out. He also informed the stakeholders that from the total multi-year budget of P10 million, P2 million has been allotted for year 2013 to finance priority activities and with each project component getting an allocation of P1 million for the year. RTD Cerbito is highly optimistic that the Samar island development project could take off smoothly and has a very high potential of success in view of the introduction of some very innovative and complementary extension approaches from the collaborating agencies, namely the DA, its LGU-partners, the State Colleges and Universities, and the private sector. The RED Project gains must be rolled out to a wider application region wide. This time, with the Samar Island development agenda, well do it even better because we will inject new but complementary extension approaches. This only means that we are not starting from scratch. We already have a good foundation in terms of project implementation arrangements plus a much improved inputs therefore, we have greater chance to succeed, he concluded. Meantime, Valeriano Almeda, a private sector partner from Alaminos Dairy Goat Farm (ADGF) based in Alaminos, Laguna said trav-
elling to Calbayog City for the first time, brings a lot of excitement for us at the Alaminos Dairy Goat Farm. The signing of MOA for the Samar Island Small Ruminants Enterprise Development Project with stakeholders led by the DA- 8 bigwigs brings to fore ADGFs commitment as private sector to help bring the very doable and simple technology of feeding Indigofera to goats being raised by farmers in the countryside. Our advocacy is good nutrition in order to improve goat production performance, Almeda enthused. Almeda is a former president of the Cattle Feedlot Association of the Philippines who converted his feedlot farm in Alaminos, Laguna into a goat breeding and fattening farm. Currently, he is nationally acclaimed as an outstanding goat raiser of purebred boer, purebred Anglo-Nubian bucks and Anglo-Nubian crosses. He was personally invited by Director Cerbito to deliver an inspirational message during the launching. Also on hand to grace the event were Calbayog City Mayor Ronaldo P. Aquino, Northern Samar Board Member Alberto Lucero, officials from the academe headed by NWSSU President Dr. Socorro Bohol, ESSU President Dr. Edmundo Campoto, VP Rolando E. Delorino, representing UEP President Atty. Mar de Asis, and Ms Myrla Abarquez-Rosalado, representing Rep. Mel Senen Sarmiento.

Vino de Coco pushes for recognition as official wine of Leyte to compete globally
TACLOBAN CITY Officers and owners of the locally made Vino de Coco clarified that the purpose in pushing for the recognition of their product as the official wine of the province of Leyte is to provide a benchmark for quality wine that can compete in the global market. We have to see it in another angle and one that is looking forward into the future of tuba. What we are trying to do is to enlarge the market of tuba that would benefit local coco wine producers in the province and the region, Mr. Timothy Paraliza, senior vice president of DJ Crater, Inc., the local producer of Vino de Coco based in Marasbaras, Tacloban City. Paraliza said that before they could introduce the coco wine in the international market and become globally competitive, it has first to be recognized amongst the people in the province and the region. A proposal asking for the locally produced Vino de Coco as the official wine of Leyte was recently sent before members of the Sangguniang Panlalawigan of Leyte. The proposal was met with several opposition, among which includes the apprehension that this may affect business and production of other local tuba or coco wine makers in the province. We are refuting that because what we are actually trying to do is open up a new market. Otherwise, tuba will remain stagnant. Our purpose is to exploit all other options for the tuba industry which has not been explored by our local industry before, Paraliza said. Once recognized by and among the local folks, Paraliza added, it would put a leverage in marketing the product internationally and even among foreign tourists who visit the country. With an enlarged market, this would also benefit coco farmers and coco wine producers and not just us, Paraliza disclosed. Vino de Coco is the first premium coconut wine (tub) approved by the Food and Drugs Administration (FDA). Coconut wines produced here contains best quality coconut saps harvested by selected farmers who conforms with the Philippine Coconut Authority (PCA)s guidelines of responsible farming. Made from fresh coconut sap, Vino de coco comes in 3 flavors: Dry Red, Sweet Red and Sweet White. Founded by George Vacal Paraliza and Tila Paraliza in 2010, Vino de Cocos coconut winery is located at Marasbaras, Tacloban City, Leyte, Philippines. It was Mr. Paralizas dream to come back to the Philippines and apply his craft after retiring from a successful career in the oil industry and hobby in wine making in the United States. That dream was to develop the finest wine that wine connoisseurs will enjoy all over the world.

President Aquino has ordered the group of Kiram to surrender without any condition, but was just rebuffed by the Kiram. The crisis has already resulted to the death of 19 persons, mostly from the armed group of the Kirams. Malaysia played a crucial role in the peace agreement between the Philippine government and the Moro Islamic Liberation Front (MILF).
