RD Soria to new cops: Respect human rights


CAMP KANGLEON, Palo, Leyte The regions top police official directed the newly-appointed police recruits to respect human rights at all times as they entered their first day of service in the Philippine National Police. Always keep in mind the peoples rights while enforcing the law without fear or favor, reminding you that PRO8 is the home of the citizenfriendly policemen. Always be a protector of human rights, Police Chief Superintendent Elmer Ragadio Soria, Regional Director of the Police Regional Office 8 (PRO8), instructed the 75 rookie policemen who took their oath of office at the PRO8 Grandstand on Tuesday morning. As you enter the early stage of your police career, develop a good character which will be your foundation. You have to start with a right indoctrination of the police service which is critical on how you will perform your job. Service first before self-interest, he added. The PNP has been human rights-sensitive organization, starting off with the tie-up of the PNP and the Commission on Human Rights that led to the creation of the PNP Human Rights Affairs Office and establishment of Human Rights Desks in all police stations. The 75 new policemen, 65 males and 10 females, were part of the supplemental quota for the calendar year 2012 second semester Police Officer I (POI) recruitment program. A total of 236 applicants filed their applications at the start of the recruitment period wherein 87 passed the meticulous screening and selection processes of Neuro-Psychiatric/Psychological Examination; Complete Physical, Medical and Dental Examination; Physical Agility Test; Drug Test; Complete Background Investigation; and Final Committee Interview. The remaining 12 qualified applicants were re-aligned to PRO7. The newly-appointed POIs will receive a basic monthly salary of P14, 834.00 aside from allowances and other non-cash benefits. After the ceremony, the new PNP recruits were turned-over to the Philippine Public Safety College Regional Training School 8 (PPSC-RTS8) to undergo the mandatory Public Safety Field Training Program (PSFTP) to prepare them for the basic work and function of the police. After this, they will mandatorily undergo the PNP SCOUT and other trainings intended for their greater responsibilities as law enforcers and as public servants. (PR)

PRO8 arrested 49 gun ban violators in EV


CAMP KANGLEON, Palo, Leyte At least 49 people have been arrested by the police for possession of firearms in Eastern Visayas since the gun ban was implemented with the start of the election period on January 13, the Police Regional Office 8 (PRO8) said on Monday. We have arrested 49 persons so far in different police operations to implement the gun ban, said Police Chief Superintendent Elmer Ragadio Soria, PRO8 regional director. Soria added that they have confiscated a total 40 firearms, 13 highpowered, 20 low-powered and 7 homemade guns. Apart from firearms, four hand grenades, an airgun and three gun replicas were also confiscated, together with 13 assorted bladed weapons, the police official further said, adding that 44 cases were also filed in different courts regionwide. Since the start of the election period, PRO8 have aggressively implemented Comelec Resolution Number 9561-A in relation to Section 32 of RA 7166 which states that during the election period, no person shall bear, carry or transport firearms or other deadly weapons in public places even if licensed to possess or carry the same unless authorized in writing by the Commission on Elections except regular members or officers of the Philippine National Police, the Armed Forces of the Philippines and other law enforcement agencies of the Government who are duly deputized in writing by the Comelec. The arrests were made through the implementation of checkpoints in strategic places, implementation of search warrants, police response and intelligence-driven operations, RD Soria added. 4 landslide victims buried


TACLOBAN CITYFour of the workers who died in a landslide incident at the Energy Development Corp.(EDC) geothermal complex in Kananga town, Leyte, have been buried as the death toll of said incident now reached to seven as another cadaver was pulled out from the rubble late Monday afternoon. This was revealed by Kananga Mayor Elmer Codilla who said that the families of the killed workers were provided with all the needed help by the EDC like burial assistance. Buried were Bonifacio Polio last March 3; Etchield de la Austria and Edgardo Cabarsi, Sr., both last March 4 and Billy Abella last March 5. Both Polio and de la Austria were from Albuera while Cabarsi and Abella were from Kananga. Another fatality of the March 1 landslide incident at the Upper Mahiao, Barangay Lim-ao, 10 kms away from the town proper of Kananga, Joel Milay, who was an Ormocanon, was scheduled to be buried on March 10. It is not known yet as to when the sixth victim, Marlon Boanghog, and the latest person to be retrieved, Uldarico Taburanza, would be buried by their respective families. But Codilla said that the burial may just took place within the week considering that the bodies of the two were already in the state of decomposition when recovered by the rescue groups. Taburanzas body was the latest to be retrieved by the rescue groups, composed of EDC, city government of Ormoc and soldiers of the 19th Infantry Battalion. He was retrieved at 5:45 pm last Monday. The body of Taburanza was identified by his relatives at the morgue of the Kananga District Hospital which was later brought to the St. Peters Funeral Home in Ormoc. Taburanza was from Brgy. Montebello, Kananga. With the retrieval of Boanghog and Taburanza, the rescue groups have now to retrieve the remaining bodies of Abelardo Permanghel, Salvador Yabana, Jorden Salcedo, Romeo Yazar, Salvador Lascaas, Jr., Alfredo Arabis and Danilo Mabatis. Codilla said that with the rescue group working on a 24-hour basis, they are positive that all the remaining seven workers would be finally retrieved and given a decent burial they deserve. He, however, admitted that the intermittent rain that being experience in the area could hamper their retrieval operations. The fatalities were among the 45 workers of the JE Arradaza who were working on a concrete shelter to protect steam pipelines of the EDC from cascading soil and rocks from the mountain. The JE was subcontracted by the First Balfour, EDC contractor.

Leyte provl govt to probe landslide


TACLOBAN CITY The provincial government of Leyte will conduct an investigation into the cause of the landslide at the Lopezled Energy Development Corp. (EDC) geothermal facility. This, as another body identified as Uldarico Taburanza was recovered yesterday, bringing to seven the death toll from the landslide of EDCs pad 403 in Upper Mahiao, Brgy. Lim-ao, in Kananga, Leyte. We want to know why the ground collapsed, killing about 14 people in an area declared as non-landslide prone, said Governor Ma. Mimmietta Bagulaya. At this moment, Im waiting for data from the Provincial Disaster Risk Reduction and Management Council (PDRRMC) which would serve as basis in the investigation that will be conducted, Bagulaya told reporters in an interview. This is the first time that happened in Kananga and in EDC where there is very high compliance of occupational safety. Other areas in Leyte are landslide-prone but we are not keen on this information in Kananga, Bagulaya added. Seven persons have been confirmed killed in the incident while seven workers remained missing as of yesterday. About 45 workers were building a pipe shelter to protect steam pipes from soil erosion when the landslide occurred at 9:50 a.m. on March 1. But according to the Mines and Geosciences Bureau (MGB) in the region, Kananga and the area where the Leyte geothermal production field are located are highly prone to landslides. Based on the geohazard map, the portion of Sitio Upper Mahiao in Brgy. Lim-ao where the landslide occurred ,was not considered a permanent danger zone since no one lives in the area. The areas where the geothermal fields are located also experience mild tremors daily. The intermittent rains have caused the soil to loosen, which triggered the landslide to happen. In Kananga town, Mayor Elmer Codilla said members of the safety and rescue group of EDC, the city government of Ormoc and the Armys 19th Infantry Battalion will continue their search and retrieval operations until all the missing workers are found. Still missing were Abelardo Permangel, Salvador Yabana, Jordan Salcedo, Romeo Yasar, Salavador Lascanas, Jr., Alfredo Arabes and Danilo Mabuti. Rescuers from Philex Mining Co., Bureau of Fire Protection (BFP) and the Philippine Coast Guard (PCG) have also augmented the search and retrieval operations.

Peaceful alternative
and disorder. Such forces are on a mission to keep the peace but are armed to the teeth. It is really mind boggling why peace is promoted using instruments that are not peaceful in the first place. While it is true that peace and order are broken often by people who are lawless and armed, it still is ideal if we could find ways to counter violence with peaceful strategies. There surely are a lot of methods, strategies and approaches that we can avail in our effort to keep the peace peacefully. Such strategies would bring lasting solutions so conflicts that are solvable by peaceful means. Court battles are not different from the other adversarial conflicts that we encounter in our daily life. The desire to win over the adversary is the root cause of a persons adamant position to pursue a case at all costs. Nothing is wrong with fighting for ones rights if the same is being trampled upon by others. It will keep ones dignity intact and give a good lesson upon those who transgress the law and the rights of other people. But sometimes, pursuing a case no matter what is the only best option to settle a conflict. However, there is no assurance that winning a case will result into a last-

One ironic reality is the way we keep the peace which is ordinarily by ways that are not peaceful. We usually attain peace by imposing rules through enforcers who are armed. Being armed gives the enforcer the authority that can elicit respect from people. We are aware of that normal tendency among us to ignore any authority figure who attempts to enforce the law to promote peace and order. There are even those who try to assault such authorities just to show that they are powerful than the one enforcing the law. At times when the lawbreaker is under the influence of intoxicating substances, defiance of persons in authority only vanishes at the sight or threat of a gun. Without the gun, law enforcers could hardly keep the peace as people have that misplaced inclination to show contempt upon authority figures that are unarmed.

Conflict is as natural as peace is. It is difficult to avoid conflict in our relationship with others. Individual differences are primordial factors that trigger conflict among people. Variance in interests and preferences is a cause of conflict between and among different individuals. These differences often place individuals at loggerhead positions that appear to be irreconcilable. In many instances, people who are placed at adverse positions would pursue their cause with the end of prevailing over the adversary. It is that desire to prevail that keeps people at an uncompromising position, refusing to open to possible options that would lead to a win-win solution. In some cases, conflicts are resolved by violent means that end in the defeat of one party due to the force resorted by the other. We have seen peacekeeping forces being sent to areas that are under trouble

With incoming Governor Dominic Mic Petilla and with President Noynoy Aquino, an ally and friend of Mayor Matin who is still be in Malacaang for the next three years, there will be a lot more programs and projects to be undertaken in the next 3 years that will benefit Palon-ons in good measure in the next three years. TEACHING ABOUT THE LAW

Therefore, whoever breaks one of the least of these commandments and teaches others to do so will be called least in the kingdom of heaven. But whoever obeys and teaches these commandments will be called greatest in the kingdom of heaven.

LOVE COMPLETES THE LAW


Jesus regarded Christianity as a continuation of the religion of the Mosaic Law. He could even repeat the current teachings of the rabbis that the law was eternal and that every detail in the law will endure. He agreed with Moses who told his people while giving the law: Keep them and do them; for that will be your wisdom and your understanding in the sight of the peoples (Deut 4:6). But what Jesus could not agree with Mosaic Judaism was the belief that mere external observance of the law assures a good relationship with God. So he spelt out his mission in these words: Think not that Ihave come to abolish them but to fulfill them (Mt 5:17). But how did he intend to complete the law? It was by showing the religion in its essence is a matter of the heart, that a man inwardly changed by the grace of God because he loves God and neighbour, becomes a law unto himself, being guided by the Spirit of God. Can we ever make black man white by pelting him with snowballs? Never. But we are trying to do a similar thing when we try to be saved by mere observance of the law. Law has a purpose: our heart is like a pool, and the law stirs the mud at the bottom of the pool, revealing how foul the waters are and compelling is to acknowledge the evil within. But it is not the observance of the law that can remove the evil. Only Gods grace can do the cleansing. Pope Benedict: A Simple Pilgrim


Pope Emeritus. He can still wear the white papal cassock but without the doubled shoulder cape. The only other Pope who resigned by choice was Celestine V, a humble hermit who stepped down in 1294 after just a few months in office out of disgust with Vatican corruption and intrigues. Benedict will live hidden from the world but he could provide spiritual guidance to the next Pope. The next Pope will have the tough responsibility from Catholic reformers calling for women clergy, end to priestly celibacy, scandals over sexual abuses by pedophile priests and growing secularism. His sudden resignation could set a precedent for aging Popes in the future and a more youthful figure could breathe a new life into a church struggling on many levels.

He will live in castle Gandolfo for the next 2 months before taking up permanent residence inside a former convent on a hilltop in the Vatican grounds over looking Rome. The ex-pontiff will formally carry the new title of

leaders who have faith in God and has real concern for the people, especially the poor and the marginalized; leaders who respect the rights of every human Filipinos, including those of the unborn; and leaders who consider the family as basic unit of our society and therefore must be protected at all times. Judicious best describes the electorates attitude in selecting the candidates to vote for in the polls this May. As the priest in his homily said, stubbornness has its cost. Regrets always come last and the damage has been done, a tragedy that is impossible to undo. It is then too late to be sorry. Heeding the warning of an awful experience is imperative to achieve a better condition or state of affairs in the coming years.

DA formally launched goat, sheep production project in Samar Island


TACLOBAN CITY The Department of Agriculture (DA) in Eastern Visayas has formally launched its goat and sheep production project in Samar Island aimed at harnessing the big potential of the enterprise. DA-8 regional technical director for research and regulations Wilson Cerbito said the Samar Island Small Ruminants Enterprise Development (SAID-RED) about P10 million has been allotted for the five year project that will be implemented by various agencies in three Samar provinces. The project covers the Samar Island Goat Enterprise (SIGE) development and the Samar Island Sheep (SAIS) Production Rural Enterprise Development (RED). Cerbito added that for this year, DA has allocated P2 million for the implementation activities of the project. Counterpart funds are also expected from project partners and the local government units. He said project primarily aims to alleviate poverty in the rural areas by transforming goat and sheep-raising from a subsistence type of farm activity into a viable goat and sheep-based rural enterprise. The project intends to build farmers interest, knowledge, attitude, skills and aspirations (IKASA) through shared resources and capacities while transforming communities anchored on core values and spirituality, Cerbito said. He added the project pursues to achieve 100% adoption of location and situation-appropriate technology mixes among its farmer-partners; improve goat and sheep slaughter weight from 15kg to 25kg; decrease pre-weaning mortalities from 25% to 10%; decrease kidding interval from 9 to 8 months; and increase conception rate from 75% to 90%. It targets to increase the number of goat and sheep population in the focal sites as well as the farmer-entrepreneurs both at 150% across provinces in order to fast track the attainment of 5% goat population increase in the region every year. The project is also designed to enhance the access of goat and sheep entrepreneurs to organized market centers in the Samar Island. SAIS-RED Project is believed to augment the supply of chevon and mutton in the market; create employment opportunities; and improve goat and sheep raisers income by at least 30-40% thus, uplifting their living condition. RTD Cerbito who previously collaborated with PCAARRD on similar project in 2009 in Leyte, discussed in detail the nature and purpose of the SAIS-RED project showing the critical areas to be developed, including the multiplier and production sites at the provincial and municipal levels. He also highlighted innovative methodologies on CPAR-RED and value chain analysis, the process of selecting the farmer-partners, and the need to keep every stakeholders role and responsibility as project partners and likewise underscored the importance of social preparation and the value of sustaining solidarity, teamwork and unity that would spell the success of the project.

A strong cooperation and support from all key players is the key ingredient in transforming this project into a very successful one, RTD Cerbito pointed out. He also informed the stakeholders that from the total multi-year budget of P10 million, P2 million has been allotted for year 2013 to finance priority activities and with each project component getting an allocation of P1 million for the year. RTD Cerbito is highly optimistic that the Samar island development project could take off smoothly and has a very high potential of success in view of the introduction of some very innovative and complementary extension approaches from the collaborating agencies, namely the DA, its LGU-partners, the State Colleges and Universities, and the private sector. City Coop to hold various activities


TACLOBAN CITY -- The City Cooperative Office (CCO) bared its initial activities and programs for 2013. According to City Cooperative Chief Ruena Mate, its main thrust is to help local cooperatives comply with the requirements set by the Cooperative Development Authority (CDA) that includes assisting the cooperatives get the required training for its members. Mate said that from February to April this year, the office will be concluding a series of trainings for city based cooperatives or audit management. Rules formulations and parliamentary procedures, inhouse trainings are also set to be conducted for CAAP and Leyeco II employees next month. The city government is to keep on helping local cooperatives. Mate said that Mayor Alfred Romualdez instructed the CCO to play big brother on small and starting cooperatives by providing them with the necessary technical support. She also disclosed that the processing of loan applications for the F4 fund is still ongoing at the CCP. Available loan of P5,000 pesos to P30,000. The funds last payout was on December 20 2012, which benefited 28, beneficiaries grouped into seven clusters. Recipients received their processed loans from Mayor Romualdez. (JONALYN I. TACLOBAN CITY This March, the city government is celebrating Rabies Awareness Month pursuant of Republic Act No. 9482, which seeks to control of the deadly disease through education and vaccination. The said event, being celebrated in cooperation of the City Veterinary Office (CVO), aims to build awareness to the public about the deadly disease caused by a virus, which is the bites of unprotected or unvaccinated animals and transmitted to human skin. It causes acute inflammation of the brain and the spinal cord which may result to death if not prevented. The CVO will conduct free mass vaccinations at its MASA office and will visit selected barangays for the

whole month. The celebration started last March 1, 2013, Saturday, with a motorcade, after which a slogan and poster making contest were held, participated by elementary schools held at the DepEd City Division in the afternoon. The Bantay Rabies ha Barangay (BRB) groups will be gathering at the Balyuan Convention Center on March 20, 2013. The organized groups are composed of the barangay chairmen, barangay health workers and barangay councilors in charge of the barangay committee on health and sanitation. to over 60 ARBOs which include 37 hand tractors, 30 threshers, 10 cultivators, 8 water pumps, 6 flat-bed driers, 2 reapers, 2 mechanical trans-planter, and 2 combine harvesters. With this equipment which will be provided to the ARBOs, DAR expects a higher yield from their awarded lots in the succeeding agricultural years and eventually an increase income resulting to a better quality life, thereby contributing to poverty reducing and employment generation in the rural areas under the 2011 to 2016 Philippine Development Plan. Dagami medical mission a success


DAGAMI, Leyte The Dagami Riders of Dagami Leyte had a successful medical mission held at the Knights of Columbus Convent of this town from 8 a.m. to 5 p.m. on Febuary 28, 2013. A total of 843 patients, aged 3 months old to 70 years old, were given free service such as blood pressure check up and dental and medical check up. They were also given free medicine and tooth brush. Danilo Gabriente, president of the Dagami Riders Team, said that this is their first time to hold a medical mission and he never expected that many people would attend. It feels so good and joy is in my heart because I see smile in their faces. Our group is planning to make this medical mission annually since the outcome was successful, he said. According to Gabriente, the medical mission woudnt be successful without the help of the PNP Dental National Support Unit and the 4th year nursing students of Colegio de Sta.Lourdes of Leyte Foundation Inc., College of Nursing, Tabontabon, Leyte where the top one board examination 2013 graduated from. The nursing student were Raly James Custodio, Jofen Ann Tangpuz, Phebe Lois Diaz Nestor Claro Jaca, Maria Marsha Cerena, Ruby Gabriel Pesquera, Mellanie Ayaso, and George Evardo. Their clinical instructor is Euzzane Mabansag. The nursing students were very approachable and caring for their patients especially those with babies, Gabriente said. The PNP Dental National Support Unit leader Captain Andrew Olaguer said that doing this public service is fulfilling and his been doing this for eight years now and the people of Dagami are accommodating, hospitable and good chefs too. I really love the food here especially the humba, he said. Meanwhile, Teodirico Mendiola Tindoy, 60 and one of the patients from Barangay Bolirao, Dagami Leyte, said he came here to ask for medicine for his cough and also for a dental checkup. Vino de Coco pushes for recognition as official wine of Leyte to compete globally
TACLOBAN CITY Officers and owners of the locally made Vino de Coco clarified that the purpose in pushing for the recognition of their product as the official wine of the province of Leyte is to provide a benchmark for quality wine that can compete in the global market. We have to see it in another angle and one that is looking forward into the future of tuba. What we are trying to do is to enlarge the market of tuba that would benefit local coco wine producers in the province and the region, Mr. Timothy Paraliza, senior vice president of DJ Crater, Inc., the local producer of Vino de Coco based in Marasbaras, Tacloban City. Paraliza said that before they could introduce the coco wine in the international market and become globally competitive, it has first to be recognized amongst the people in the province and the region. A proposal asking for the locally produced Vino de Coco as the official wine of Leyte was recently sent before members of the Sangguniang Panlalawigan of Leyte. The proposal was met with several opposition, among which includes the apprehension that this may affect business and production of other local tuba or coco wine makers in the province. We are refuting that because what we are actually trying to do is open up a new market. Otherwise, tuba will remain stagnant. Our purpose is to exploit all other options for the tuba industry which has not been explored by our local industry before, Paraliza said. Once recognized by and among the local folks, Paraliza added, it would put a leverage in marketing the product internationally and even among foreign tourists who visit the country. With an enlarged market, this would also benefit coco farmers and coco wine producers and not just us, Paraliza disclosed. Chiz urges Filipinos to rally behind PNoy on Sabah issue


TACLOBAN CITYSenator Francis Chiz Escudero urged the Filipino people to rally behind the decision of the President on the Sabah issue. According to the senator, it is the President who has all the discretion when it come to foreign policy that not even Congress has the right or power to question it. Escudero also said that while he understand where Kirams are coming from, their means of claiming ownership of Sabah should not be condone. I am supporting what President is doing. Foreign policy is within the discretion of the President as head of state; Congress has no right to middle on it, he said. My appeal is this; I hope we give him our trust and support on what he is doing instead of issuing opposing (statements). It does not look good that we among ourselves are not united on this issue, Escudero, a political ally of the President, added. Escudero was in the city yesterday as he seeks the regions voters on his reelection bid. He was with Reps. Florencio Bem Noel and Neil Montejo of the An Waray party-list. He also asked politicians whom he did not identify not to issue any statements that could only further fuel the already fragile situation. PDEA urges mandatory drug test for athletes


The Philippine Drug Enforcement Agency (PDEA) is calling for a mandatory drug-testing regimen covering all collegiate athletes to be strictly implemented and observed. I believe that college basketball players are covered by the drug-testing procedure, but on a onetime basis just before the start of the league, said PDEA Director General Undersecretary Arturo G. Cacdac, Jr., as he called for a more systematic drug-testing program for all athletes, following the arrest of two Far Eastern University (FEU) varsity players, for possession of marijuana. The two varsity players, both already of legal age, were spotted by patrolling police allegedly smoking pot at the corner of Nicanor Reyes Street and Claro M. Recto Avenue, near their campus past midnight. When frisked, the two yielded dried marijuana leaves which were found in their pockets. This should be an eye-opener. All schools must observe stringent drug-testing program that their varsity athletes must adhere to, not only in basketball, but in all other sports. Sports is a constructive force in developing ones character and in promoting the ideals of clean living. Hence, leaving no room for illegal drugs, Cacdac said.
