RRRA ELECTIONS OFFICE [ELXN270220130005, DVSM 2000B] Campaign Expenses and Budget AGENCY: RRRA Elections (RE) ACTION: IMPLEMENTATION OF REGULATION. SUMMARY: The elections office is implementing regulations and informing participants in the 2nd RRRA Election of 2013 or potential participants of changes and new regulations applicable to CAMPAIGN EXPENSES and a teams BUDGET. CAMPAIGN EXPENSES shall be considered any cost (or cost that should be reasonably construed to have been incurred) that; a.) Is incurred during the production of creating CAMPAIGN MATERIALS b.) Is incurred in the purchase of CAMPAIGN MATERIALS. c.) Is incurred by the campaign of any team. Teams must declare all costs. All CAMPAIGN EXPENSES of campaign teams and their BUDGET must reflect fair market value. The CEO and DEO shall determine whether an expense is fair market value only before it is incurred. Proposals for expenses shall be accepted by electronic means only. All teams must submit expenses prior to any purchase or cost being incurred. Expenses shall either be deemed COMPLIANT or NON-COMPLIANT by the elections office within 24 hours of their electronic submission and approval or disapproval of the proposal shall be sent by electronic means within twenty-four (24) hours. BUDGETS must be submitted by the OFFICIAL AGENT for the team twentyfour (24) hours prior to the close of polls. BUDGETS must be accompanied by a signed and dated letter from the OFFICIAL AGENT affirming the validity of the budget and that all expenses were reported. All original receipts must be submitted with the BUDGET. CAMPAIGN EXPENSES that count towards the spending limit are deemed ELIGIBLE EXPENSES. The two-hundred (200) dollar limit on campaign expenses shall only be applicable to ELIGIBLE CAMPAIGN MATERIAL, but all expenses must be documented in the budget regardless. In-kind contributions must have receipts and must be declared in the campaign BUDGET. Eligible in-kind contributions shall include; a.) Website design; and/or b.) Graphic design; and/or c.) Photography Other eligible in-kind contributions may be declared by the CEO upon request. The following shall not be deemed ELIGIBLE EXPENSES unless the material is used for a purpose that would not have been reasonably construed by the elections office; a.) Tape b.) pertaining to CAMPAIGN EXPENSES and the BUDGET but is not to be considered all inclusive and shall be administered alongside the Electoral Code, other regulations set out by the elections office and the interpretations of the Electoral Code as per the CEO and DEO. EFFECTIVE: February 25th, 2013 at 12:01 AM EST (Retroactive).
