Submission deadline for natl search for eco-friendly schools moved to April 15
PALO, LEYTE Schools all over the country has still a chance to submit their entries in the national search for sustainable and eco-friendly schools. The deadline for submission of entries has been moved from March 31, 2013 to April 15, 2013, according to Maribel Munsayac, solid waste management regional coordinator for Eastern Visayas of the Environmental and Management Bureau (EMB). The search, now on its third year, has helped create awareness on the preservation and conservation of the environment among the youth. According to Munsayac, the search is in three categories, namely elementary, high school and tertiary/ collegiate level. Some schools have already signified to join the annual search, according to Munsayac, namely the Maasin City College, Maasin City; Holy Infant College, Tacloban City; Burauen National High School, Burauen, Leyte; and Don Geronimo Zaldivar School of Fisheries in Albuera, Leyte, to name a few. The search is nationwide in scope organized by the Department of Environment and Natural Resources (DENR) under the supervision of EMB, its attached agency. It is in cooperation with the Department of Education and the Commission on Higher Education (CHED) together with private partners in the national and local levels, which have the same objective in the preservation of our mother earth, its sustainability and good stewardship of the environment. In the 2009 competition, the Visayas State University (VSU) in Baybay City won second place nationwide in the tertiary level, according to Munsayac. The universitys green surroundings and the concerted efforts of school officials and students in proper disposal of garbage, tree planting activities, solid waste management through recyling solid wastes materials and its proper disposal won the nod of the judges. According to Munsayac, the EMB website has released the following criteria for the participating schools: 1.sustainability aspects of the schools policy; environmental dimensions of schools operations; environmental dimensions of school operations; 2. environment-related features of school curriculum; 3. presence of vibrant eco organizations in campus; 4. presence of environmental partners and linkages in various programs; projects and activities. Additional criteria and special awards were incorporated this year,which includes the following sociocultural sustainability and economic sustainability awards. The regional winners in all categories will receive P20,000 cash prize and plaque of appreciation. The national winners will receive plaques of appreciation and cash prizes of P50,000 for the 1st Place; P40,000 pesos for the 2nd Place and P30,000 for the 3rd place. Special awards from the partners have also been added this year Nestle Water Leadership Award and the MERALCO Energy Leadership Award. Winners for the special awards will receive P20,000 each award for the national level and P10,000 for the regional level. All awards are for all categories both regional and national winners. The entries for elementary and high school shall be submitted to DepED in three copies while the entries for higher education at the nearest EMB office. The national search will be on November 2013 in time for the National Environment Month. TACLOBAN CITY The National Conciliation and Mediation Board (NCMB-8) said the impending strike of workers of the Samar I Electric Cooperative (Samelco I) is imminent, citing persistent refusal of the management to bargain collectively. NCMB regional conciliator-mediator Tomas Biboso said that the persistent refusal of the management for collective bargaining agreement(CBA) negotiation would result to strike, which is the worst case scenario. This is not a joke. It is our impression that a strike in SAMELCO I is imminent considering the overwhelming support and the unanimous decision of the union members to go on strike, Biboso said. During Sundays strike balloting, all the 96 union members who were present voted yes to strike. On November 2012, the management filed appeal before the office of Labor Secretary Rosalinda Baldoz questioning the certification of Samelco I employees union on the ground that it is unlawful for workers who are members of the electric cooperative to join a labor union. Mendiola confirmed that the board of directors is now contemplating their option to seek reconsideration in the event that their appeal with the Labor Secretary is denied. The DOLE main office committed to issue a decision within the first two days of this week but Sec. Baldoz has not yet settled the case as of yesterday afternoon, according to Biboso. The management retracted in their previous commitment to proceed with the negotiation should the Secretarys decision be in favor of the union, the NCMB official noted. The parties remained firm in their respective positions. Despite the result of the strike vote referendum, the management insisted that the negotiation be deferred pending their appeal. The strike vote result was formally submitted to the NCMB office Monday and the strike ban will end on March 4, 2013. That means we can go on with the strike as early as March 5 but all union members have to meet this weekend to finalize our plan, said Divina Gracia Balite, Samelco I Employees Union president. A final conciliation meeting is set on March 4, 2013 with the NCMB exerting all efforts to prevent the strike to happen. Leyeco II to respect consumers resolution on CDA registration

TACLOBAN CITY - Leyeco II OIC manager Macel Avestruz firmly believes that they are to strictly follow the previous resolution signed by thousands of their electric consumers in opposing against the petition of the NASECORE for the cooperatives registration to Cooperative Development Authority (CDA). According to Avestruz, Leyeco II is an electric cooperative owned by their consumers in which they respect whatever decision made by their consumers especially matters pertaining to their operation. We are respecting the resolution made by our consumers pertaining to the CDA registration in which it was participated in by the 3,000 consumers held during the previous assembly, Avestruz said. Leyeco II is now under the supervision of the National Electrification Authority (NEA). Avestruz said that they are strengthening their operations to give more efficient services for the benefits of the consumers. Meanwhile, she vehemently denied allegations that the consumers of the cooperative will benefit more if Leyeco II will be registered to CDA. Then I thought that by the following evening hours, water pressure would go back to its usual low pressure. I entertained in my curious mind the other thought that maybe LMWD was trying to prove to doubting Taclobanon filosofos that it was indeed capable if and whenever it wanted to of providing a very strong running water service. But then, the strong water pressure returned night after

Put aside political issues, as, actually, politics and personalities dont reckon in here. Only bad, unguided, idiomorphically barriotic decisions. The problem would not have come to life had it not only been created by the village chief and some of his officials. Had they not stopped the ongoing improvement works, water, as it was experienced for over one week three weeks ago, would have continued to dazzle many homes in Tacloban HUC. ***

Speaking of thieves
may have been the common culprits insofar as thievery is concerned. But most of them are actually just small-time thieves. They are not the biggest burglars when caught. The biggest thieves, sad to say, remain free and are enjoying all the benefits of freedom under the sun. But who are they? Well, as history and media reports would have it, some of the biggest thieves in our society have been occupants of Malacanang, of the Senate, of Congress, of different state departments, of the judiciary, of the AFP, of the LGUs, etc. Their loots do not run by the thousands, like what the smalltime robbers earn, but by the millions, and may even accumulate to billions over the years. Too bad but when it comes to the implementation of the laws against stealing, only the smalltime practitioners are caught and jailed. The biggest ones are seldom apprehended for being untouchables, nor are they put behind bars. Thievery then is a widespread crime in our society but bias and discrimination tend to categorize the guilty thieves. Only the smaller ones are called thieves, deserving the penalty of the laws. The big figures are unseen and unnoticed, as though they are that too huge to be seen.

Thieves are regarded as pests and destructive parasites in society. We dont like them because, besides being thieves, they consequently prove to be liars, cheaters, swindlers, traitors, and dishonest individuals. When cornered, or when other opportunities come their way, they resort to other criminalities such as murder, rape, etc.. These are traits that we despise intensely, and people we hate to be around us. We usually identify potential thieves as coming from the poor sector. These are hard up people who dont have stable income or none at all. In the face of severe needs, like needs for food to feed their starving, emaciated children, needs for urgent medication to cure serious ailments, and needs for a shelter, these people tend to resort to stealing to meet these needs. The likelihood of their doing so is there, hence their tendency to be accused of thievery. People who end up big

losers in gambling activities and would like to get even but are so financially drained are also potential suspects. Why, when a man loses huge amounts in a gambling spree, and the money, aside from not being his, was originally intended for more important expenditures and must be returned, then the guilty gambler may resort to stealing should chances come. And many such men have been reported for committing such an act. Lazy people yet obsessed with the strong desire to get rich quick likewise pose as potential thieves. They want riches, much riches, yet they do not want to work hard enough to earn wealth. Well, indeed, there is only one thing they can do to achieve that goal, and thats to rob other peoples riches. All it takes is cunning, good planning, and daring execution of that plan. The result, if the plan is carried out perfectly, is instant wealth. These people above

While theres a P2 million reward for information leading to the arrest of Delfin Lee, he has the resources and influence to evade arrest. When there is no more syndicated estafa case, Lee can post bail and he cannot be arrested while the case is on trial.

The Court of Appeals (CA) dismissed the syndicated estafa charge against a co-accused of fugitive Globe Asiatique President Delfin Lee. The syndicated estafa charge against Cristina Sagun was downgraded to simple estafa after she was dropped from the case, a development that would allow Lee who has been in hiding to avoid arrest. It was great for those with electric pumps. That machine was decommissioned for a week, or more. People like me had to keep open their eyes not only to witness the unfolding superlative from this service that had been suffering from a prolonged period of acrid criticisms from both water-user-residents and mere visitors particularly beginning from that time when the Tacloban government was going deep in its bid to make the then ordinary city highly urbanized. There was another reason. They had to be awake in order to ensure that they could close the main faucet or main line at home when all containers are already full with water. They didnt want a flood to occur only inside their homes because of continually spilling water, especially when there was no rain outside and the roads were dry. To those who woke up to this recurring event, LMWD deserved prolonged applauses, and sighing thanks. Yet, sample la ada adto, a comment came a week after that high performance level. Sighs of relief had to be over. Water supply and service became decadent, once more. It was poor servicing again. A colleague of mine had confessed, they had no water again. At my in-laws home, though, water had been stopping between 4:30 a.m. and 10 p.m.. When normal pressure returns, many returned to their usual unwanted habit of staying awake for long evening hours just to get water to fill their containers which empty by 7 a.m. of the following day. Isnt it that LMWD had already obtained a very huge and onerous loan for the improvement of its water management and supply servicing? No, we didnt quite get it clear what LMWD was doing and saying about what was happening. As in the martial law days, people got sore, and worried, while wondering why no authority ever cared to come out and explain, at least via the radio airlanes, each time there was anything puzzling, perplexing, and annoying to the general public. There has been no martial law in Tacloban, yet we began feeling that the situation was in that neighborhood. Nobody was daily coming out to make clarifications. There were not even notices posted in conspicuous places in the urban barrios. Then, people have found it hard to ask, as they didnt know if anyone at LMWD would ever care to talk, willingly but jovially and cordially, to appease the gods but more to erase falsities behind rumbling rumors, tweaks and twits. LMWD general manager Gang Villasin apparently did not order any of his trusted staff to even do the explaining, on a repeated basis, or to go from zone to zone to make the much needed clarifications. The broadcast newscast with commentaries referred to results of a recent poll survey which asked respondents (the voting populace) who they thought would go up when elections are done. Earlier, media accounts said that survey respondents placed Loren and Chiz on the same level meaning, on a tie. Much earlier, though, a survey said in December, 2012 that Chiz was very much number one with the next senatoriable named falling much behind. Results of the latest survey should not bother supporters and voters. They could change. Yes, the change could be a reverse, or it would show another instance of a tie, or something else. The story of the rich man and Lazarus is, apparently, a well-known folktale from Egypt. But Luke adds on to it an allusion to the lack of faith of Jesus generation, if the rich ate unprepared to follow the basic Old Testament teaching (of Moses and the prophets) what chance have they of accepting the mystery if the kingdom in Jesus person, and the resurrection? They will not be convinced even if one should rise from the dead. The practice of even Old Testament virtue is a necessary foundation for believing in the Good News of Christ. On Friday morning, RSOG received intelligence information that a man was selling a motorized banca that fits the description of the stolen motorboat. Upon confirming the veracity of the report, RSOG led by Police Inspector Constantino Jabonete, Jr. proceeded to the area for follow-up investigation and appropriate police operation. Upon reaching the place, Abasola sensed the presence of the police team and opened fire to the approaching lawmen and ran towards his house where he was collared after a brief chase. Recovered from Abasola was one caliber .38 revolver with two live bullets. Police also recovered in the suspects residence a homemade shotgun loaded with 2 live ammunitions and in the area 3 spent shells of .38 caliber. RSOG also seized the motorized banca being offered for sale by the suspect and two other motorboats with Kembo 7.5

horsepower and Kama 10 horsepower, respectively and two other bancas without engines, believed to be part of the loot since suspect was not able to present documents of ownership on said boats. Suspect was immediately brought to Catbalogan City Police Station for proper disposition as case for illegal possession of firearms in relation to the Comelec gun ban and direct assault agents of person in authority is being prepared for filing against him. Group urges undocumented OFWs to apply for amnesty

TACLOBAN CITYMigrants rights group Migrante on Tuesday called on all undocumented Filipino workers in Saudi Arabia to apply for its amnesty program. Also expressing his elation to this development, Migrante Middle East spokesman John Leonard Monterona thanked the Saudi government for the humanitarian act. We welcome the announcement of Labor Minister Adel Fakieh in granting amnesty to all undocumented migrant workers in the Kingdom. It will give our fellow expatriates chance to reunite with their loved ones after years of being away from their respective families. Regardless of nationality, Filipinos or not, they share the same struggles that of being undocumented and its not that easy being illegals. They are prone to all types of abuses. In fact, most of the undocumented were run away being victim of human rights and labor rights violations, said Monterona in a statement to Leyte Samar Daily Express. The OFW leader then urged all undocumented OFWs to enlist at PH embassy in Riyadh and consulate in Jeddah. As of now, we have monitored little more than 7,000 undocumented OFWs who have enlisted themselves to the PH consulate in Jeddah requesting for repatriation since last year. TACLOBAN CITY Fire incidents recorded in the city of Tacloban has declined from 54 in 2011 to 24 cases in 2012, revealed Fire Marshall Adel de Paz Bautista. Based on the data from the Bureau of Fire Protection (BFP), it was found out that the effective campaign of the citys fire department has been one of the reasons why there was a decrease in the number of fire incidence. The decrease of fire incidence in the city was probably due to effective implementation of our policy that includes the safety prevention measures, support from the local government unit (LGU) and also from the people of Tacloban, Bautista said.

TACLOBAN CITY The Department of Social Welfare and Development (DSWD) in this city is helping every barangay in Tacloban City through its cash-for-work project. This program aims to provide a sustainable intervention to uplift the predicament and condition of each barangay especially those involved in disasters like gardening and drainage declogging, according to Jose Parto of the Emergency Planning Program of the City Social Welfare and Development Office (CSWDO). Young interns of the DSWD had conducted a survey last May 2012 to identify possible beneficiaries in every barangay. Parto said that 58 persons from each barangay were identified as beneficiaries, and only 52 out of 138 barangays in Tacloban have availed of the program. He added that only one member of a family is only allowed to join the cashfor-work program and that they need to complete eight hours each day during the 10-day duration of the project. DOLE-8 lauds N. Samars anti-child labor campaign

TACLOBAN CITY The Department of Labor and Employment regional office (DOLE-8) here has lauded the anti-child labor campaign undertaken by the province of Northern Samar . DOLE-8 Regional Director Exequiel Sarcauga told reporters in an interview here that Northern Samar under the leadership of Governor Paul Daza has an impressive program and is taking an active role to eliminate child labor in his province. Director Sarcauga disclosed that Northern Samar is the first province in the country to pass an ordinance on anti-child labor. Gov.Daza informed reporters in media interviews that the primary objective of the approved ordinance last year was Defining And Penalizing The Use Of Child Labor And Providing For A Program For The Prevention And Progressive Elimination Of Child Labor In Northern Samar And Other Purposes is the eradication of the child labor in the province and the elimination of the exploitation of children aged 17 years old and below. Daza added that the ordinance also concerns for the provision of the additional or alternative sources of livelihood to help the parents earn better income for them to be able to provide the family basic needs and send their children to school.

Ngunit hindi ako isang stalker na gaya na iniisip ng ibang tao. Kapitbahay ko siya sa apartment namin. Natatanaw ko mula sa aking bahay ang mga ginagawa niya mula sa kanyang paggising sa umaga. Matagal-tagal na rin akong may gusto kay Crissy. Hindi ko alam kung bakit at paano ako nagkagusto sa isang katulad niya. Isa siyang perpektong nilalang na nasa mundo ng mga tao. Paumanhin nga pala kung hindi ko naipakikilala ang aking sarili. Mas mabuti sigurong manatiling lihim na lamang ang aking pangalan. Ngunit, maaari ko namang mailarawan ang aking sarili. Isa akong maliit na lalaki na may kayumangging balat. Mabilis rin akong kumilos dahil naniniwala ako na mahalaga ang bawat oras na lumilipas kaya kailangan ko itong pahalagahan at gamitin ng maayos. Mala-artista rin ako pagdating sa mga babae. Sa tuwing dumadaan ako, pinagtitinginan nila ako at kung minsan, nagtitilian pa sila. Kaya masasabi ko na gwapo ako kagaya nina Richard Gutierrez at Daniel Padilla. Naguguluhan din ako sa ilan sa kanila dahil may mga araw at oras na kapag nakikita nila ako, tinititigan nila ako ng masama habang natatakot naman ang iba sa akin. Hindi ko tuloy maiwasang itanong sa sarili ko kung anong mayroon ako at ganoon ang trato nila sa akin. Siguro may mga bagay lang silang kailangang asikasuhin kaya ganoon na lamang ang mga reaksyon nila. Magulo talaga ang mga babae! Subalit, hindi ko na lamang sila pinagtutuunan ng pansin. Iisa lang naman ang nasa pusot isipan ko----- si Crissy. Minsan, napapaisip ako kung bakit mag-isa lamang siya na nakatira sa kanyang apartment. Wala siyang pamilya na kasama. Wala rin namang boyfriend na bumibisita sa kanya. Nakakalungkot nga isipin na walang bumibisita sa kanya. Mm.. Alam ko na! Bukas, pupuntahan ko siya at sasabihin ko ang dapat niyang malaman. Magtatapat na ako sa kanya! Tama! Gagawin ko ito bukas. Kinabukasan, kinakabahan ako ngunit sa kabilang banda, mas nangingibabaw ang tuwang aking nararamdaman dahil makakausap ko na rin siya sa wakas. Sa bawat paghakbang ko papalapit sa kanya, lalo akong kinakabahan. Heto na! Nakita ko na rin siya. Wala akong masabi at ganoon din siya. Nagtitigan lang kami ng matagal at bigla na siyang tumakbo papunta sa kanyang sala. Hinabol ko siya para makipag-usap, pero nang nakarating ako sa sala niya, nagulat ako nang hindi ko siya nakita. Pero nung lumingon ako, nakita ko siyang may hawak na tsinelas at PAAAAAK! Doon natapos ang buhay ko. Ang buhay ng isang ambisyosong ipis.
